항만공사 운영체계 개선에 관한 연구

  • 국내 항만공사는 항만공사법이 2003년 제정되고 부산항만공사가 2004년 설립된 이후 인천항만공사, 울산항만공사, 여수광양항만공사가 설립되어 운영되고 있다. 그러나 항만공사의 운영이 비효율적인 방향으로 흘러감에 따라 정부를 중심으로 공기업 통 폐합 등의 조직 개편 움직임의 목소리가 나오고 있다. 정부에서 구상하는 개편 방안 중 항만관리에 대해 통합적 운영이 적절한지, 분권적 운영이 바람직한지에 대해 보다 심층적인 논의가 필요하다. 본 연구는 항만공사 운영방식 개혁에 대한 논의에 대비하여 이러한 통합적인 접근방식과 분권적인 접근방식에 대한 비교분석을 하는 것을 그 목적으로 한다. 이를 위해 항만공사제도의 도입배경과 현황, 조직의 통합운영과 분산운영에 대한 이론적 배경, 국내 공기업 통합 사례 및 해외항만 운영 사례, 항만공사 운영 방식의 대안별 비교를 실시하였다. 이를 통해 다음과 같은 결론을 얻을 수 있었다. 첫째, 항만공사제도는 기존의 항만관리제도 개선을 위한 노력이라는 역사적 맥락을 기반으로 하여 기존 관리제도의 문제점을 개선하기 위한 대안으로 도입된 제도이며, 이러한 제도적 목적을 기반으로 항만공사 운영개선방안 논의가 되어야 한다는 것이다. 둘째, 공공기관 운영에 있어 내재되어 있는 문제점을 개선하기 위해 기관통합, 기능 조정, 부분통합 등 다양한 방식으로 개선이 가능하며 반드시 하나의 방법으로 이루어 질 수는 없다는 것이다. 셋째, 해외 주요 항만의 경우 개별 항만에 항만공사를 운영하는 개별적 운영방식을 택하고 있으며 대만이 유일하게 통합 운영하는 방식으로 개편하였으나 그 통합으로 인해 기대하는 효과가 실현되고 있지 않아 통합운영 방식의 근거가 되기는 어렵다. 넷째, 항만의 운영 자료를 분석한 결과 항만별로 처리하는 화물과 선대의 특성이 차이가 나고 운영방식과 대상이 되는 시장이 다름을 알 수 있었다. 이러한 항만별 운영과 고객의 차이를 감안하면 개별적 운영방식이 바람직하다고 판단된다. 결과적으로 통합 운영방식의 운영 효율성 개선 효과가 있을 수 있음에도 불구하고 항만공사제도의 목적과 취지를 감안할 때 현행 개별운영 방식을 유지하는 것이 바람직하다는 결론을 제시한다.

  • 항만공사의 운영 효율성과 자율성을 강화를 통해 국가 및 지역발전 기여 요구가 꾸준히 제기되고 있다. 이 연구는 선진 항만공사 도델(미국 PANYNJ, 싱가포르 PSA)을 살펴보고, 국내 항만관련법령 상의 항만공사의 역할과 한계를 분석하였다. 이를 통해 항만공사의 자율성을 강화하고, 글로벌 항만기업으로 육성하기 위한 제도개선 및 정책제언을 위한 기초연구의 토대를 제공코자 한다.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

  • To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.

A Study on the Alternative Establishment of Global Terminal Operator(GTO) and Improvement of Legal System (글로벌 터미널 운영사(GTO) 설립의 대안설정 및 관련 법 제도의 개선방안에 관한 연구)

  • The global container terminal market is predicted to see continued future volume growth. According to Drewry, global container shipments rose by 6.3% year-on-year to 750 billion twenty-foot equivalent units (TEUs) in 2017 and are forecast to experience continued growth to 9.3 billion TEUs in 2022. According to IHS Markit, the global terminal operator (GTO) market is forecast to grow more than 10% annually, up from $2.4 billion in 2017, to exceed $3 billion by 2022. However, Hyundai Merchant Marine is the only real GTO in Korea. In particular, the shipping and port markets are facing drastic changes, both at home and abroad, including a slowdown in the growth of domestic export and import shipments, environmental changes in the container market caused by the trade frictions between the US and China, and increased changes in container shipments caused by the trade frictions between Korea and Japan. In this study, we propose ways for domestic companies to participate in the continuously growing GTO market. After analyzing the current status of the global GTO market, the government expressed a desire to explore ways to establish GTOs through the Port Authority and the Korea Ocean Business Corporation. Therefore, four types of establishment plans were proposed, along with a legal framework for the establishment of GTOs.

  • 항만 및 해안구조물의 안정성이나 연안지형 변화 등에 가장 주요한 외력조건 중 하나인 파랑의 효율적인 관측을 위하여, 선박용 X-band 레이다를 이용항 파랑 모니터링 시스템을 활용할 수 있다. 과거 해외 시스템의 국내 적용시 문제점을 개선한 3S-system (한동대학교 개발)의 건설현장 실적용 사례를 통해 실시간 공간관측 가능한 파랑 시스템 운영을 소개하고, 이를 해상공사 중 작업선박에 대한 관제시스템으로 확장 사용하는 안에 대하여 제시하였다. 향후 추가적인 확장성에 대해서도 공유하고자 한다.

Improvement Scheme of Lease Rate Assessment System for Terminal Operating Company's Wharf (부두운영회사(TOC)제 부두 임대료 체계 개선방안)

  • This study proposes the improvement scheme of the current lease rate assessment system (2003~2014), as a major problem solving area, for the Terminal Operating Company (TOC)'s wharf since the introduction of the TOC system in 1997. The study considers the reform system using three criteria: standardization, simplification, and fairness. The final alternative presented by the study adopts the lease rate assessment system, which newly reflects changes of facilities' property values for aprons, combining it with the related fees of the Korean seaport dues for open storage yards, warehouses (shed), passages, buildings and lands within leased facilities. The proposal anticipates that the new system will not only minimize stakeholders' confusion, but also resolve the main problems within the current system. The study, further, introduces the adjustment ratio, which will make the new lease rate of the apron equal to the current lease rate of a berth, for the individual TOC's wharf, in order to prevent a sharp increment in the lease rate of the apron. This is because the government or port authorities as lessors, need to give priority to lightening the burden of TOC's costs under the deteriorating business environment such as the slowdown in port throughputs' growth. This study makes a contribution by suggesting a new lease rate assessment system for the TOC's wharf, reflecting the value of property as well as leading to its simplification and standardization. Additionally, it may lead to the improvement of fairness by applying the same rate to all leased wharfs for the lease rates of open storage yards, warehouses (shed) and passages. However, it has a limitation that hinders the fairness: the lease rate for the apron cannot be imposed in proportion to the leased area, by applying the individual adjustment ratios. In the future, those adjustment ratios should be, gradually, rationalized to be the same target ratio (0.5) for each wharf, following an improvement in the terminal operating business environment.

법령 개정에 따른 진단업무 처리절차 정형화에 관한 연구

  • 해상통항로상 각종 공사가 선박의 안전항해에 미치는 영향을 사전에 평가하도록 하는 해상교통안전진단제도가 도입 시행된 이후 다수의 안전진단이 실시되고 있다. 또한 제도 시행초기에 도출된 개선사항을 반영하여 해사안전법 및 해상교통안전진단시행지침을 전부 개정하여 정착단계에 있다. 하지만 안전진단 수행 전단계의 정형화된 업무처리 절차가 없어 진단대상사업 및 진단항목에 대한 공통적이고 잦은 민원이 발생하고, 해사안전법 전부개정 및 진단전문기관 지정에 따른 업무 절차의 정형화가 필요한 시점이다. 이에 본 연구에서는 제도시행과정에서의 주요 민원사항을 분석하고, 주요 법령 개정사항을 고려하여 진단시행 주체별 역할을 고려하여 효율적인 업무처리절차 방안을 제시하여 향후 제도운영 및 발전방향에 대해 모색하고자 한다.

A Study on the Functional Distribution of Port Hinterland Construction and Management among Governments: Focused on the Busan New Port (정부 간 항만배후단지 개발·관리 기능배분에 관한 연구: 부산항 신항 중심)

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).

Study on Operating System Improvements to the Competitiveness of Busan Port (부산항 경쟁력 강화를 위한 운영체제 개선에 관한 연구)

  • This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.
