To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.

The role of social value in public institutions has recently been emphasized. The purpose of this paper is to present key performance indicators(KPIs) and a development model for the realization of social value for port authorities. KPIs that could be quantitatively measured are presented with the five social value assessment indicators of the government management evaluation system for public institutions. Through the analysis of vision, mission and social value promotion strategies and stakeholders for each port authority, the concept of a customer-specific social value model is presented.

This paper tries to analyze how the governance institutions of the Port Authority of New York and New Jersey overcome agent problems in public agencies based on the Principal-Agent Theory, and find the implications that will be helpful to the governance of port authorities in Korea. The Port Authority's governance is characterized by decentralization of personnel rights, open meetings policy, freedom of information policy, public hearings, and fiscally self-supporting system. Those characteristics are helpful in overcoming the agent problems of public agency, such as adverse selection, moral hazard, and complicated external structure, through reinforcing of monitoring agent by principal, easing of information asymmetry between principal and agent, and clarification of organizational ownership structure. Those characteristics may give many implications for the design of governance structures of port authorities in Korea.

본 연구에서는 국내 항만보안 효율성을 측정하기 위한 사전연구로 항만보안에 있어서 중요 평가항목을 선정하고 평가하는데 목적이 있다. 이를 위해 문헌조사 및 관계자들의 인터뷰를 통해 평가항목을 선정하였고, 이들 항목을 4개의 대분류와 12개의 중분류로 분류하였다. 다음으로 해양수산부 공무원, 항만공사 직원, 학계 관계자들로 구성된 전문가들의 설문조사를 통해 평가항목에 대하여 AHP 기법을 이용하여 중요도를 산출하였다. 상위 수준의 중요도 산출결과, 해양수산부 공무원 그룹과 항만공사 직원 그룹은 시설 지원 항목의 중요도가 높았으며 학계 관계자 그룹의 경우 인력예산 지원 항목의 중요도가 높았다. 하위 수준 항목의 종합중요도 분석 결과, 해양수산부 공무원 그룹과 항만공사 직원 그룹에서는 항만 내 통합시스템 구축 및 유관기관 간의 협조를 통한 운영시스템 강화의 순위가 가장 높았으나, 학계 관계자 그룹의 경우 보안인력들의 처우개선이 가장 높은 순위로 나타났다.

Port Authority System has been regarded as one of the most efficient ways of port administration. The Korean government is now planning to setup PA system in Busan. Busan New Port is located in Kadok Island the ownership of which Busan City and Kyongnam Province have partly of jointly. So The new PA system is expected to have many complicated problems between Busan City and Kyongnam Province in many aspects. The purpose of this paper is to provide an empirical methodology about the best approach to these problems using AHP(Analytic Hierarchy Process).

부산항 북항재개발사업은 신항 조성에 따른 국내 외 해운물류환경의 변화와 해양레저관광수요의 증가로 재래항만의 재정비 필요성이 대두됨에 따라 2004년 부산항 재래부두 재개발방안 연구용역을 시작으로, 2007년 시민설명회 등을 거쳐 수립된 북항재개발 마스터플랜과 "항만 및 그 주변 지역의 개발 및 이용에 관한 법률"의 제정으로 본격적으로 시행된 우리나라 최초의 항만재개발사업이다. 이에 따라 북항재개발사업을 통하여 국제해양 관광거점으로 육성하여 지역경제 활성화를 도모하고, 세계적인 워터프런트를 조성하여 바다의 주인인 시민들에게 여가 및 휴식공간을 제공함으로써 우리나라 고유의 차별화된 항만재개발 모델이 될 것으로 기대된다.

국내 항만배후단지 중 최대 연약층 심도, 초연약 지반이 분포하는 부산신항 남컨테이너부두 항만배후단지 조성공사에 요구되는 지층분포 특성에 따른 연약지반개량의 표층처리 및 연직배수공법 등 제반사항을 유사사례, 시공성 및 경제성 등을 종합적으로 고려하여 제공하였다. 본 설계를 통해 연약지반개량 중 대심도 연직배수를 위한 PBD 타설 장비의 개량을 유도하였으며, 유지관리 및 대심도 연약지반에 따른 경제성을 고려한 허용잔류 침하량을 토지 용도별로 분류하여 제시하였다.

국내에서는 원활한 물류 수송과 도로 이용자의 편의를 위한 해상교량 건설 등 대규모 해상공사가 활발하게 추진되고 있다. 하지만 항만 및 주요 항로를 횡단하는 해상 교량과 시설물이 해상이용자의 통항 안전과 효율성에 대한 충분한 고려 없이 경제적인 측면만을 부각하여 건설되고 있다. 이로 인해 VTS 관제구역내 위치하는 4~9년 공사기간의 대규모 해상공사와 해상교통안전 확보를 요구하는 해상교통관제센터 및 선박운항자의 어려움이 반복되고 있는 실정이다. 이에 본 연구에서는 경인항VTS 관제구역에서 진행중인 영종도와 청라를 잇는 제3연륙교 건설의 해상공사가 해양사고 등 선박교통 위험성과 VTS 업무에 영향을 미치는 요소를 살펴보고, 이에 대한 대응 방안을 고찰해 보았다.
