A Study on Impact of Geopolitical Risk on Port Throughput in Korea (지정학적 위기가 항만 물동량에 미치는 영향에 관한 연구)

  • This study examined the impact of geopolitical risk on port throughput in Korea. With a high trade-to-GDP ratio, Korea has an open economy. The vast majority of its exports and imports are serviced by maritime transport. Therefore, cargo volume of Korean seaports is highly likely to be affected by changes in global economy resulting from escalation in geopolitical risk. In this regard, this study investigated the relationship between geopolitical risk and port throughput in Korea during the period of 1995-2022. Results indicated that the impact of geopolitical risk on port throughput was not statistically significant. However, the relationship varied by export, import, and ports. Especially, it was revealed that cargo volume of Korean ports was negatively associated with the level of geopolitical risk.   • The area including outside of Mokpogu has not been routed for a fairway, and PTMS(Port Traffic Management Service) did not carried out south of Sihado. So there are many dangerous elements because some fairways are crossed. In this paper, we proposed a fairway which is designed with expert group's knowledge for safety navigation in the area and marine transportation environment and domestic and foreign route design standard.

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

마산해상교통관제구역 내 정박지 추가 지정에 관한 필요성

  • "정박지"라 함은 기본적인 수역시설의 하나로 선박이 정박할 수 있는 장소로 선박들은 이곳에 투묘함으로써 법적, 물리적 보호를 받게 된다. 정박지는 해당 항만에 입 출항 대기 또는 작업대기 등의 목적을 위해 해당항만에서 지정 고시하여 운영하고 있다. 하지만, 마산항의 정박지의 경우 비상정박지를 제외하고는 흘수 6m이상의 선박이 투묘 대기할 수 있는 정박지가 부재하다. 이런 사정으로 현재 마산항 입항대기 선박 및 작업대기 선박들의 경우 지정된 정박지가 아닌 잠정 정박지와 관습적 정박지에 투묘대기하고 있는 실정이다. 이로 인해 선박 및 관제사 모두 법적, 물리적 보호를 받지 못하고 있다. 따라서 본 조사는 마산항의 현황파악을 통해 항만 운영, 관제운영 및 이용자 측면에서 마산항의 정박지 추가 필요성에 대한 내용을 검토하여 "마산항의 정박지 지정에 관한 연구"의 기초자료로 이용하고자 한다.

  • The traffic volume will be increased and the traffic of larger vessel could be multiplied in the Pohang port by the opening of the Young-il new port in 2006. Unfortunately, however, potential danger factors to the safe navigation, disordered navigation and traffic congestion are still existing in the Pohang port and approaching waters. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into ship's type, size and track history of passing ships through the statistical methods. Finally the examinations of marine traffic route, traffic flow and navigational characteristics are discussed. These results can be used for the best design of ship's routing at the Pohang waters.

  • 교통안전특정해역 내 통항선박과 어로에 종사하는 선박간의 충돌 위험성이 높아, 해상교통관제사 및 항해사에게 많은 위험부담이 있으므로, 인명 및 충돌사고를 미연에 방지하기 위하여 해사안전법상 교통안전특정해역 안에서의 항로지정제도를 시행하는 구역에서 지방해양수산청과 지방해경서 간의 어로행위 단속 주체를 관련법령을 통해 명확히 하고자 한다.
