Soil Volume Computation Technique at Slope Failure Using Photogrammetric Information (영상정보를 활용한 사면 붕괴 토사량 산정 기법)

  • The uses of unmanned aerial vehicles (UAV) have been expanding in agriculture surveys, obtaining real time updates of dangerous facilities where human access is difficult, disaster monitoring, and 3D modeling. In reality, there is an upsurge in the application of UAVs in fields like, construction, infrastructure, imaging, surveying, surveillance and transportation. Especially, when the slope failure such as landslide occurs, the uses of UAVs are increasing. Since, the UAVs can fly in three dimensions, they are able to obtain spatial data in places where human access is nearly impossible. Despite of these advantages, however, the uses of UAVs are still limited during slope failure. In order to overcome these limitations, this study computes the soil volume change during slope failure through the computation technique using photogrammetric information obtained from UAV system. Through this study, it was found that photogrammetric information from UAV can be used to acquire information on amount of earthworks required for repair works when slope collapse occurs in mountainous areas, where human access in difficult.

  • 한국사회는 전통적인 대가족제도가 급속히 해체되고 저 출산 및 고령화로 인한 고령층의 1인 가정의 수가 급속히 증가하고 있는 추세이다. 고령자 1인 가구에 대한 다양한 서비스와 고도화가 필요한 이유이다. 본 연구에서는 1인 가정을 대상으로 IoT 기기를 통한 다양한 PHR 생체 신호와 환경정보을 수집하고 수집된 정보를 바탕으로 건강상태를 모니터링하는 시스템을 제안한다. 제안하는 시스템은 의료기기에서 제공되는 개방형 PHR 데이터의 융합으로 정보 분석 및 예측능력을 강화하고 고독사 상황파악 및 방지 프로그램을 이행할 수 있는 기본 인프라을 구축하고자 한다. 또한 중장년층의 미래에 대한 불확실성을 제거하고 사회복지서비스의 확대를 위한 정책적 과제의 논의적 목적을 가지고 있다. 본 연구의 결과물은 사회 소외 계층에 대한 서비스 확대와 국민의 의료환경 개선에 도움이 될 것으로 사료된다.

  • 풍동과 같은 고가의 실험 장비가 필요하고 결과를 얻는데까지 많은 시간과 비용이 소요되는 단점이 있습니다. 전산유체역학은 이러한 문제점들을 보완할 수 있는 휼륭한 대안으로 인정받고 있습니다. 자연계에서 공기나 물 등의 유체가 우리의 관심 대상인 비행기, 자동차 등의 물체 주위를 흘러갈 때 생기는 물리 현상들은 보존의 법칙과 열역할 법칙에서 얻어지는 편미분 방정식들로 나타낼 수 있습니다. 이러한 자연계의 법칙을 나타내는 복잡한 방정식을 컴퓨터로 해석하여 데이터를 얻는 수치적인 실험 혹은 시물레이션을 전산유체역할 이라고 부릅니다.

드론 핵심 기술 및 향후 과제

  • 최근 무인항공기를 지칭하는 드론 관련 산업이 미래를 이끌 신산업으로 부상하고 있다. 드론은 20세기 초에 군사용으로 개발되어 정찰 감시 및 폭격과 같은 군사임무를 수행하여 왔으나 최근 들어 독일 DHL, 아마존, 구글 등과 같은 다국적 기업들이 상업적 용도로 활용을 선언하며 연구 개발에 뛰어 들면서 그 시장이 예상보다 빨리 커지고 있다. 미국 틸 그룹의 보고서에 의하면 2013년 세계 드론 시장의 규모는 66억 달러였고 그 중 군사용이 90% 이상을 차지하고 있으나 향후 민수용 시장 비율이 상당히 커질 것으로 예상된다. 2022년에는 114억 달러 규모로 커질 것으로 예상하고 있다. 현재 민수용으로 사진 촬영용 소형 드론으로부터 정밀농업, 인프라 관리, 택배 및 화물 수송 등으로 운용 범위를 확대하고 있다. 국내 드론 산업은 군수 위주로 시작되어 세계 7위권의 기술력을 확보한 것으로 평가되고 있다. 무인기 분야의 연구개발은 국방과학연구소와 한국항공우주연구원 등 정부출연연구소가 주도하는 가운데, 한국항공우주산업, 대한 항공이 주로 체계종합(System Integrator) 및 비행체 개발을 담당하고 LIG넥스원, 삼성탈레스, 삼성테크윈 등의 대기업을 포함한 중소업체들이 부체계 기술을 개발하고 있다. 최근 소형 드론을 중심으로 시장형성이 가시화되는 민수 시장에서는 가격, 기술 경쟁력의 열위에 있어, 국내 산업 경쟁력 확보와 미래 시장을 선도할 핵심 제품 개발이 시급한 실정이다. 또한 무인기의 비행체 국산화는 상당한 수준으로 진행되었으나, 광학(EO) 적외선(IR) 카메라 등 핵심 부가가치를 구성하는 탑재 임무장비의 경우 원천기술의 부족으로 해외에 의존하고 있다.

  • 그간 농식품부에서는 세계 여러나라와의 협상을 통해 2021년 6월 기준 홍콩, UAE, 캄보디아, 말레이시아로 수출 가능국을 확대한 것은 사실이나 2015년 한우고기 홍콩 첫 수출 이후 타 국가의 수출실적은 전무한 상황이다. 우리나라의 경우 쇠고기 수출 관련 할랄 인프라가 전무한 것이 가장 큰 문제이지만 더불어 할랄 시장에 대한 이해도와 시장상황에 대한 자료가 부족하여 관련 농가 및 업체들이 투자를 꺼려하는 것도 문제점 중 하나로 지적되고 있다. 본 연구팀은 세계 할랄 시장의 큰 축을 담당하고 있는 UAE, 말레이시아 중 할랄 도축관련 비관세 장벽이 비교적 낮은 말레이시아의 시장조사 및 관련기관 인터뷰를 실시하여 말레이시아 시장에서 한우고기의 가격경쟁력을 분석하였다. 조사·분석 결과 한우고기 1++등급의 경우 수출 조건(냉장/냉동) 및 경로(항공/해상)와 상관없이 사태, 앞다리를 제외한 모든 부분육에서 가격경쟁력이 있는 것으로 나타났다. 한우고기 1+등급의 경우 수출 조건(냉장/냉동) 및 경로(항공/해상)와 상관없이 사태, 앞다리를 제외한 모든 부분육에서 가격경쟁력이 있는 것으로 나타났다. 한우고기 1등급의 경우 수출 조건(냉장/냉동) 및 경로(항공/해상)와 상관없이 등심, 채끝 부분육에서 가격경쟁력이 있는 것으로 나타났다.

  • 고령화가 가속되면서 독거노인의 사회적 고립으로 인해 신체, 정신적 어려움이 발생하고 고독사하는 노인들의 수가 증가해 사회적 문제가 되고 있다. 또한 독거노인 관리를 위한 정부 인력은 한정되어 한 명이 담당해야 하는 사람의 수가 너무 많아 수많은 독거노인의 안전과 복지를 보장하는 데 현실적인 어려움이 있다. 이에 따라 본 논문에서는 독거노인의 안전과 복지를 책임지기 위해 IoT와 각종 센서를 활용하여 생체 정보를 수집하는 웨어러블 기기를 제작하고 데이터베이스 서버를 활용한 IT 인프라 구축을 통해 적은 인력으로 효율적인 의료 지원을 목표로 한다. 본 논문은 독거노인의 거주 환경에서 생체 데이터를 수집하고 이를 효과적으로 분석하여 컴퓨터를 통해 실시간으로 모니터링이 가능하다. 이는 고독사 상황을 사전에 감지할 뿐만 아니라 노인들의 일상생활에서 발생할 수 있는 위험 상황에 즉각적인 대처를 통해 독거노인의 안전 및 복지 수준 향상에 기여하고 나아가 소외 계층의 의료 환경 개선에 도움이 될 것으로 예측된다.

The Effect on Air Transport Sector by Korea-China FTA and Aviation Policy Direction of Korea (한·중 FTA가 항공운송 부문에 미치는 영향과 우리나라 항공정책의 방향)

  • Korea-China FTA entered into force on the 20th of December 2015, and one year elapsed after its effectuation as the FTA with China, our country's largest trading partner. Therefore, this study looks at the trends of air transport trade between Korea and China, and examines the contents of concessions to the air transport services sector in Korea-China FTA, and analyzes the impact on the air transport sector by Korea-China FTA, and proposes our country's aviation policy direction in order to respond to such impact. In 2016 the trends of air transport trade between Korea and China are as follows : The export amount of air transport trade to China was 40.03 billion dollars, down by 9.3% from the last year, and occupied 32.2% of the total export amount to China. The import amount of air transport trade from China was 24.26 billion dollars, down by 9.1% from the last year, and occupied 27.7% of the total import amount from China. The contents of concessions to the air transport services sector in Korea-China FTA are as follows : China made concessions to the aircraft repair and maintenance services and the computer reservation system services with limitations on market access and national treatment in the air transport services sector of the China Schedule of Specific Commitments of Korea-China FTA Chapter 8 Annex. Korea made concessions to the computer reservation system services, selling and marketing of air transport services, and aircraft repair and maintenance without limitations on market access and national treatment in the air transport services sector of the Korea Schedule of Specific Commitments of Korea-China FTA Chapter 8 Annex. The impact on the air transport sector by Korea-China FTA are as follows : As for the impact on the air passenger market, in 2016 the arrival passengers of the international flight from China were 9.96 million, up by 20.6% from the last year, and the departure passengers to China were 9.90 million, up by 34.8% from the last year. As for the impact on the air cargo market, in 2016 the exported goods volumes of air cargo to China were 105,220.2 tons, up by 6.6% from the last year, and imported goods volumes from China were 133,750.9 tons, up by 12.3% from the last year. Among the major items of exported air cargo to China, the exported goods volumes of benefited items in the Tariff Schedule of China of Korea-China FTA were increased, and among the major items of imported air cargo from China, the imported goods volumes of benefited items in the Tariff Schedule of Korea of Korea-China FTA were increased. As for the impact on the logistics market, in 2016 the handling performance of exported air cargo to China by domestic forwarders were 119,618 tons, down by 2.1% from the last year, and the handling performance of imported air cargo from China were 79,430 tons, down by 4.4% from the last year. In 2016 the e-commerce export amount to China were 109.16 million dollars, up by 27.7% from the last year, and the e-commerce import amount from China were 89.43 million dollars, up by 72% from the last year. The author proposes the aviation policy direction of Korea according to Korea-China FTA as follows : First, the open skies between Korea and China shall be pushed ahead. In June 2006 Korea and China concluded the open skies agreement within the scope of the third freedom and fourth freedom of the air for passenger and cargo in Sandong Province and Hainan Province of China, and agreed the full open skies of flights between the two countries from the summer season in 2010. However, China protested against the interpretation of the draft of the memorandum of understanding to the air services agreement, therefore the further open skies did not take place. Through the separate aviation talks with China from Korea-China FTA, the gradual and selective open skies of air passenger market and air cargo market shall be pushed ahead. Second, the competitiveness of air transport industry and airport shall be secured. As for the strengthening methods of the competitiveness of Korea's air transport industry, the support system for the strengthening of national air carriers' competitiveness shall be prepared, and the new basis for competition of national air carriers shall be made, and the strategic network based on national interest shall be built. As for the strengthening methods of the competitiveness of Korea's airports, particularly Incheon Airport, the competitiveness of the network for aviation demand creation shall be strengthened, and the airport facilities and safety infrastructure shall be expanded, and the new added value through the airport shall be created, and the world's No.1 level of services shall be maintained. Third, the competitiveness of aviation logistics enterprises shall be strengthened. As for the strengthening methods of the competitiveness of Korea's aviation logistics enterprises, as the upbringing strategy of higher added value in response to the industry trends changes, the new logistics market shall be developed, and the logistics infrastructure shall be expanded, and the logistics professionals shall be trained. Additionally, as the expanding strategy of global logistics market, the support system for overseas investment of logistics enterprises shall be built, and according to expanding the global transport network, the international cooperation shall be strengthened, and the network infrastructure shall be secured. As for the strengthening methods of aviation logistics competitiveness of Incheon Airport, the enterprises' demand of moving in the logistics complex shall be responded, and the comparative advantage in the field of new growth cargo shall be preoccupied, and the logistics hub's capability shall be strengthened, and the competitiveness of cargo processing speed in the airport shall be advanced. Forth, in the subsequent negotiation of Korea-China FTA, the further opening of air transport services sector shall be secured. In the subsequent negotiation being initiated within two years after entry into force of Korea-China FTA, it is necessary to ask for the further opening of the concessions of computer reservation system services, and aircraft repair and maintenance services in which the concessions level of air transport services sector by China is insufficient compared to the concessions level in the existing FTA concluded by China. In conclusion, in order to respond to the impact on Korea's air passenger market, air cargo market and aviation logistics market by Korea-China FTA, the following policy tasks shall be pushed ahead : Taking into consideration of national air carriers' competitiveness and nation's benefits, the gradual and selective open skies shall be pushed ahead, and the support system to strengthen the competitiveness of air transport industry and airport shall be built, and entry into aviation logistics market by logistics enterprises shall be expanded, and the preparations to ask for the further opening of air transport services sector, low in the concessions level by China shall be made.

  • The aviation safety policy master plan is promoting the development of aviation safety management technology applying the 4th industrial revolution technology with the goal of establishing a flawless aviation safety management system and establishing a future aviation safety infrastructure. The master plan includes the establishment of various aviation safety management systems such as aircraft fault management using AI & Big data and flight training system using VR/AR. Currently, the Air Force is promoting a flight safety management system using new technology under the goal of building smart air force. Therefore, this study intends to apply the 4th Industrial Revolution technology to the aircraft condition check system that finally checks the safety of the aircraft before flight. The Air Force conducts airframe flaw checks and pre-flight aircraft check. In this study, we architect the airframe flaw check system using AI and drones, and the pre-flight aircraft condition check system using the IoT and big data for more precise and detailed check of aircraft condition and flawlessness check.

  • In order to bridge the digital divide issues in the Asia Pacific region, Japan initiated the Asia Broadband Program, during implementing E-Japan and U-Japan Plans with collaboration among Asia Pacific Counties. This paper describes first joint experiments that were undertaken in Japan, Singapore and China. Then this paper also describes Japanese efforts to build space infrastructure for development of ICT Society in the Asia Pacific region for further international cooperation to bridge the digital divide Article 1, para. 1, of the Outer Space Treaty of 1967, calls for exploration and use of outer space to be carried out for the benefit and in the interests of all countries irrespective of their degree of economic or scientific development. The augmentation of common benefit from space communication could contribute to bridge the digital divide issues in developing countries in Asia Pacific region. Accordingly, space- infrastructure building would be very important to implement common benefit among countries concerned through international cooperation and collaboration

  • ICAO has recommended data-based aviation safety management and decision-making systems through Annex 19(Safety Management) and Doc 9859(Safety Management Manual), stressing that safety can be greatly improved by sharing aviation safety information throughout the industry. Accordingly, advanced aviation countries have built infrastructure to collect and analyze various aviation safety data in an integrated manner, and also tried to spread identified major safety issues across the industry. On the other hand, in Korea, each stakeholder collects, manages and analyzes safety data individually, so there is a limit to use them in integrative manner. In addition, the scope of using and sharing aviation safety information such as analysis result is also focused on safety management at the national government level, which is insufficient to be shared throughout the industry. Accordingly, the purpose of this study is to present a plan to share and utilize the domestic aviation safety information. To do this, we compare the current situation between FAA and domestic industry and suggest the improvement plans.
