  • Recently, as domestic air traffic dramatically increases, the need of ATC(air traffic control) systems has grown for safe and efficient ATM(air traffic management). Especially, for smooth ATC, it is far more important that performance of display system which should show all air traffic situation in FIR(Flight Information Region) without additional latency is guaranteed. In this paper, we design a ASTERIX(All purpose STructured Eurocontrol suRveillance Information eXchange) parsing module to promote stable ATC by minimizing system loads, which is connected with reducing overheads arisen when we parse ASTERIX message. Our ASTERIX parsing module based on pattern matching creates patterns by analyzing received ASTERIX data, and handles following received ASTERIX data using pre-defined procedure through patterns. This module minimizes display errors by rapidly extracting only necessary information for display different from existing parsing module containing unnecessary parsing procedure. Therefore, this designed module is to enable controllers to operate stable ATC. The comparison with existing general bit level ASTERIX parsing module shows that ASTERIX parsing module based on pattern matching has shorter processing delay, higher throughput, and lower CPU usage.

  • Global discussions are actively underway regarding the introduction of urban air mobility (UAM) to revolutionize the paradigm in the innovative mobility industry. While research related to airspace, vertiports, navigation, and communication pertinent to Korean UAM is actively pursued by relevant research institutions, there is a significant dearth in studies focusing on establishing concepts for operational management by UAM operators and formulating control procedures. The commercialization of UAM necessitates the establishment of standardized operational management concepts, pivotal as benchmarks for the individual system development among multiple UAM operators. This paper analyzes UAM exceptional law, operational readiness, existing regulations pertaining to commercial and rotary-wing aircraft, and proposes suitable approaches to formulate domestic low-density operational management and control procedures. By presenting strategies for conceptualizing operational management and control procedures in the initial low-density environment for UAM, this paper aspires to contribute to future trail operations and the wider adoption of UAM.

  • HLA is made for interoperability and reusability as distributed system framework under DMSO. RTI provides the necessary services for message transmission, object management as HLA 's understructure. But its performance can decrease as it becomes larger and more complex because of communication overhead. To solve this problem, RTI and TCP socket are partially used during data exchange and OMM is designed to efficiently manage objects. The efficiency of the proposed method is proved through simulation when it is applied to an air traffic control simulation based on HLA/RTI.

  • Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.

  • The Concept of Operations (ConOps) document issued by the Korean Government (K-UAM ConOps) for urban air mobility (UAM) services takes into account not only aviation voice communication but also the use of 4G and 5G mobile communication to support the initial phase of UAM services. This paper studies a methodology to establish communication performance requirements for UAM traffic management and presents the analyzed results for communication performance requirements. To accomplish this, the operational scenarios of UAM developmental stages outlined in the K-UAM ConOps and FAA ConOps are scrutinized, and the diverse messages that must be communicated among various stakeholders for effective UAM operations are identified. A draft of communication performance requirements is also calculated by considering packet sizes, transmission frequencies, acceptable latencies, and availability. The outcomes of this study are expected to stand as a pioneering effort in defining communication requirements for UAM services, providing a crucial foundation for future initiatives such as the design of dedicated communication networks for UAM and the determination of required frequency bandwidth.

  • Aircraft accidents are characterized by a low probability of survival compared to other means of transportation, and the main causes appear to be human factors such as violation of regulations and communication. In order to activate the safety management system to prevent such accidents, an important key variable is to recognize the importance of safety culture and actively engage in safety behavior rather than simply emphasizing compliance with regulations to flight crew members. Even if there are well-established regulations, safety culture, The effectiveness varies depending on the safety atmosphere and level of safety behavior. In this study, the correlation between safety culture and safety behavior was verified through a survey of domestic flight crew members' awareness of safety culture. The results showed that fair culture and self-reporting were not activated enough to have a significant impact on safety behavior. We aim to improve the performance of the safety management system by confirming the characteristics of safety culture and safety behavior.

  • Digital twin technology is used in various fields as a method of creating a virtual world to minimize the cost of solving problems in the real world, and is also actively used in the maritime field, such as large-scale systems such as ships and offshore plants. In this paper, we tried to build a digital twin of coastal waters using a ship-handling simulator. The digital twin of the coastal waters developed in this way can be used to safely manage Korea's coastal waters, where maritime traffic is complicated, by providing a actual maritime traffic data. It can be usefully used to develop and advance technologies related to maritime autonomous surface ships and intelligent maritime traffic information services in coastal waters. In addition, it can be used as a 3D-based monitoring equipment for areas where physical monitoring is difficult but real-time maritime traffic monitoring is necessary, and can provide functions to safely manage maritime traffic situations such as aerial views of ports/control areas, bridge views/blind sector views of ships in operation.

  • This paper presents air traffic control simulation model for generating 4D trajectory, and aircraft dynamic model based on 4D trajectory information. With aircraft parameters from BADA and Total Energy Model, the trajectory is defined through modified Bezier curve and the simulation supports two aircraft control methods based on controlled time of arrival (CTA) or airspeed. The simulation results shown that flight time and path were almost identical to the defined trajectory, and derived the differences of each control methods according to wind conditions. Based on the simulation model developed in this study, it is expected to be applied to various air traffic management researches. Future studies will focus on applying optimization techniques in order to minimize the difference between generated trajectories and actual flight routes. This work will increase utilization of developed simulation futhermore.

  • Unmanned aircraft system traffic management (UTM) service for the safe operation of unmanned aerial vehicles (UAV) such as drones using commercial communication networks such as long-term evolution (LTE) and 5G in low-altitude areas of 150m or less is being studied in several countries. In this paper, whether it is possible to secure three-dimensional (3D) coverage for UTM service using the existing LTE cellular network for terrestrial usersis analyzed through simulations. The practicality in the real environment is confirmed by performing performance analysis in the actual topographical environment and the LTE base station layouts in Korea. According to the analysis results, as the altitude increases, the number of line-of-sight (LOS) interference base stations increases, resulting in a worse signal to interference plus noise ratio (SINR), but coverage is secured except for the limited areas within 150m. was confirmed to be possible. In addition, it is confirmed that a significant proportion of outage areas could be reduced by placing a small number of additional base stations for the outage area.

  • It is necessary to establish a UAV pilot license and training system because the number of UAV-related accidents has rapidly risen. Most of accidents are caused by the human factors such as the lack of control skill and aviation knowledge. In this paper, we investigate licensing policy of small UAV pilots and examine the level of UAV licensing system and classification criteria based on comparative analysis of national cases such as USA, UK and China. Recently, the Ministry of Land, Infrastructure and Transport Affairs is planning to improve the safety regulation by taking into account the risk level of the licensing system, which has been classified according to the existing weight and commercial purpose. From the comparative analysis, we suggested a improvement policy for UAV licensing system in the view of pilot license segmentation, beyond Visual Line-of-sight flight and high risk UAV for non-commercial.
