본 연구에서는 한국공항의 테러방비와 특수경비원들의 효율적 보안검색을 위하여 비정상 행동탐지기법과 관련한 각 국의 프로그램 및 자료를 조사 분석하였다. 그리고 우리나라의 상황에 적합한 한국형 행동탐지기법 프로그램을 개발을 제시하였다. 우선 한국공항 특수경비원들의 비정상 행동탐지기법 도입을 위하여 각국의 프로파일링의 유형과 행동탐지기법을 조사 분석하고 한국형 행동탐지기법 프로그램을 자체 개발하는 연구를 수행하였다. 이를 통하여 국내 항공 테러방비를 위한 비정상행정탐지기법 도입의 필요성과 특수경비원의 보안검색 효율화와 항공보안의 학문적 도약을 위한 기초적 자료를 제시하고자 한다.

홈랜드 시큐리티는 비군사적 위협으로부터의 국토안보를 의미하며, 정보보호, 물리보안, 무인경비, 산업 및 재해방지시스템 등을 연계하여 사이버 공격, 산업기술 유출 및 국제테러 등에 효과적으로 대응하는 IT 기반의 융 복합 분야를 통칭하고 있다. 홈랜드 시큐리티의 주요 영역은 여러 가지 분류가 가능할 수 있지만, 항공보안, 대량수송보안, 해양보안, 인프라보안, 사이버보안, 국경보안, 대테러 첩보, 비상대응 등으로 구분할 수 있다. 홈랜드 시큐리티의 영역중 사물지능통신이 제한적으로 활용되고 있으며 향후 활용이 확대될 것으로 예상되는 분야 중 하나는 스마트그리드를 포함한 사회기반시설 분야이다. 사회기반시설은 이미 사이버 보안위협에 노출되어 있으며, 향후 사물지능통신이 보편화되면 사회기반시설은 사이버공격의 핵심대상으로 더욱 부각될 것으로 예상된다. 본 고에서는 사회기반시설의 사물지능통신 현황 및 향후 전망을 살펴보고, 사회기반시설에 대한 사이버 보안위협 사례와 대응 현황에 대해서 소개한다.

공항 시설에서 통틀어 보안이 가장 취약한 곳은 Landside이다. 항공기 테러가 빈번하던 시절에는 X-ray를 비롯한 검색기술의 수준이 높지 않았던 탓에 Hijacking이나 폭발물에 의한 피해가 많았었다. 물론 기술이 발전한 현대에 와서도 Hijacking이나 항공기 폭파 같은 테러가 발생하고 있지만 9.11테러 이전보다는 훨씬 감소한 상황이다. 최근에는 보안수준이 높은 Airside 보다 상대적으로 보안이 취약한 Landside에 대한 보안 강화가 필요하다. 그 이유는 테러의 유형이 협상의 여지가 없는 최대피해와 최대공포를 주는 방식으로 변화하고 있기 때문이다. 따라서 상대적으로 부담이 덜하고 유동인구가 많은 Landside가 Soft Target이 되었다. 이런 상황에서 대한민국 공항이 어떻게 대응해야 하는지 관련된 법을 중심으로 본 연구를 진행해 보고자 한다.

Terrorists have been attacking in the vulnerable points of aviation sector with the diverse methods of attacks. Recently, Vulnerability is increasing because the Modus Operandi of Terrorism is carried out by exploitation of people in the form of employee working in aviation sector whose role provides them with privileged access to secured locations, secured items or security sensitive information. Furthermore, cases of insider threat are rising across the world with the phenomenon of personal radicalization through internet and social network service. The government of ROK must respond to insider threat could exploit to acts of unlawful interference and the security regulations should be established to prevent from insider threat in advance refer to the acts of unlawful interference carried out in foreign countries and the recommendations by USA, UK and ICAO.

현대의 항공테러는 단순한 항공기 납치뿐만 아니라 항공기의 공중 폭파, 항공기에 대한 미사일 공격, 공항과 승객에 대한 공격, 그리고 항공 외부 시설에 대한 공격 등 실로 다양한 형태로 자행되고 있다. 항공 교통에서의 불법 방해행위를 사전에 방지하기 위해서는 출발지의 보안 검색이 무엇보다도 중요하며, 이를 위해서 사전 예방적 선제적 항공보안관리 체계 전환, 출입부터 탑승까지 전 과정을 프로세스화한 점검활동 강화, 국제권고기준 항공보안장비 보유와 첨단화 등 미래 변화에 대한 능동적 대처뿐만 아니라 정확한 보안검색과 고객편의의 융합을 통해 세계 최고 공항으로 지향하며, 행동탐지기법의 도입을 통해 일상적이고 포괄적인 보안검색 운영의 약점을 보완하여 항공보안 강화의 토대를 마련해야 하고, 불법 방해행위의 억지를 위해 2015년부터 새롭게 실시하는 국제민간항공기구 상시 모니터링 제도의 항공보안 평가(USAP-CMA) 방식을 적극 검토하여 국정원 공항공사 항공사 등 관련기관 정보 공유, 지속적인 모니터링 및 국내 국제민간항공기구(ICAO) 인증 항공 보안평가관 등과 철저히 대비한 세부 대응 계획을 수립하고 항공보안 전문가 육성을 강구하여야 한다.

항공편과 승객의 흐름을 효율적으로 처리하기 위한 디지털 시스템에 대한 의존도 증가와 승객용 기내 와이파이 서비스 등으로 인해 민간항공의 사이버 보안 취약성은 매년 증가하고 있는데 비해 공항에 대한 무장 공격, 항공기에 폭발물 설치 및 납치와 같은 전통적인 테러에 맞춰 마련된 항공보안 관련 국제협약은 사이버 위협에 직접적으로 적용하기 어렵다는 문제를 갖고 있다. 본 연구는 민간항공에 대한 사이버 공격의 예방 및 기소와 관련된 국제협약의 적정성을 검토한 후, 사이버 위협 대응을 위한 기존 국제협약 체계, 잠재적 차이 해석 등을 중점적으로 분석하여 민간항공의 안전을 위협하는 불법방해행위로부터 중요정보 및 시스템을 보호하는 항공 사이버 보안 국제표준 마련 및 이행 촉진을 강조하고자 한다.

Terror for airplane, airport and passengers of the problems is being threat over the world. and since 9.11 terror of 2001 year, many countries have endeavored to prevent terror and have manipulate airport security part as important field. Especially, The U.S.A made Transportation security Administration in Homeland security adminstration and strongly execute for policies related anti-terror. many countries over the world enforce airport and airplane security facilities with science-technology contents. and with security exploitation for the passengers and freight security inspection level enforcement, many countries also make effort to interupt aviation terror threat. In this process, in the center of developed countries that need science-technology contents adaption, much budget and personals are invested and exploited a security inspection instrument and complimented of many facilities As a result, according to the development of science-technology, prevention of Terror have much developed. The contents using intelligence-communication technology inevitably needed on the goal of terror prevention and safty. From simple monitoring for the people who come in and out airport to boarding process and inspection for the freight, security inspection process for the passengers, bio information input, confirmation, of the level that there is no cases of adaption of contents, The reality have generalized of using contents. The International Civil Aviation Organization (ICAO) has set up the Global Aviation Security Plan (GASeP), which urges member states to transition to more advanced security systems. This paper examines advanced aviation security policies and technologies at both domestic and international levels, and also investigates the underlying reasons for the challenges faced in establishing an advanced security system in the Republic of Korea. Based on this analysis, we propose effective strategies for deploying advanced security equipment at domestic airports, taking into consideration their respective classifications. Additionally, we identify the need for establishing new technological standards to introduce an advanced aviation security system, and provide evaluation criteria for the maintenance and management of technology to ensure the smooth operation of advanced security equipment.

Smart Security is the global initiative of Airports Council International in collaboration with airports, airlines and governmental agencies. Its main objective is to create a step change in passenger and cabin baggage screening, escalating security costs and constantly evolving threats. Incheon International Airport should adopt and deploy smart security systems not only to strengthen aviation security but also increase passenger's experiences and operational efficiency by way of seamless security screening that it will lead to establish the best security environment to prevent terrorism and acts of unlawful interference.

Countries recognize seriousness and concern about aviation terrorism, try to stamp out of it but aviation terrorism has been increasing in the world. Airport security is completely up to the result of security screening for passengers, check-in baggages and cargo at the check point. To complete effectively human and physical screening at the airport, it is essential to secure modernized screening equipment and specialized security screener, and airport security supervisor to supervising them. In this study, A survey conducted to find out the effect on screening equipment operating factors of airport security supervisor's individual attitude. The results of the study are as follow First, the duty view of airport security supervisor meaningfully affect expertise of screening equipment operating factors, satisfaction, reliability, and education and training, national point of view meaningfullly doesn't affect screening equipment operating factors. Second, the working condition effects on the education and training, if the working condition is getting better, intent to change occupation is getting lower. Third, duty stress meaningfully effects on the intent to change occupation, now airport security supervisor works in poor condition. Therefore, airport security supervisor needs to be prude of protecting the airport from the terrorism and various attacks and various kinds of aviation security regulations and procedures and comply with operating standards and keep the life of the country and its people, and needs to change awareness. And It is nessasary for government or airport authority or airline to prepare countermeasure for the improvement of their labor conditions.
