A Comparative Study on the Rules of Origin and Origin Implementation Procedure in KORCHINA FTA and Main Korea's Existing FTAs - Focused on KORUS·KOREU·KORASEAN FTA - (한·중 FTA와 기(旣)체결 주요 FTA의 원산지 규정과 절차 비교연구 - 미국·EU·ASEAN FTA 중심으로 -)

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Commodity sectors in the Korea-China FTA and the KORUS, Korea-EU, Korea-ASEAN FTA(the majority in the country and trade criteria analysis result) compared and analyzed the results, rules of origin and the customs clearance procedures of origin, preferential tariff rate of origin and the origin preferential specific rules are somewhat difference, but customs and trade facilitation regulations are already quite consistent with the Korea customs system. Relatively important research results were as follows. Changes of Export Structure and Crowding-out Effects of China on Korean and Japanese Exports in Southeast Asia: Analysis by Production Phase (동남아에 대한 한·중·일의 생산공정별 수출구조와 경쟁관계: 중국의 한·일수출 구축효과를 중심으로)

  • One of main findings of the competitiveness relation is rapid increase of Chinese influence on the southeast Asian market. While Japanese market share is decreasing, Chinese market share is continuously increasing in the market. It is the same regardless of types of production phases. Analysis based on gravity model shows that in general Chinese exports is crowding out Korean and Japanese export to the market. The magnitude of the effects on Korean exports is larger than on Japanese exports. Also, It is found that the directions of the effect of Chinese exports on Korean and Japanese exports are different by production phrases. For all processed goods, increase of Chinese exports decreases both Korean and Japanese exports to the market. However, for some final goods such as transport equipment and food & beverages for household, Chinese exports is increasing Korean and Japanese exports to the market.

  • The FTA utilization rate in Korea current, compared with the developed countries, utilization rate is low overall. In particular, in the case of Korea-ASEAN FTA, etc. remain at 30% level, improvement of FTA utilization has emerged as a matter of urgency. In addition, the proportion receiving the FTA preferential tariff trade companies have also been assessed as weak, improve the utilization ratio is in the policy issue of maximum. In this study, in order to increase the utilization of FTA trading enterprises, and analyzes were performed in reality. And to understand the FTA bottleneck matters of trade enterprises, and was also studied improvement plan consulting and education FTA utilization of trading partners. This has a purpose to provide data useful measures making to improve the utilization of FTA government. It is expected that the contribution of export expansion trade companies that take advantage of the FTA as a result of this study, enhancement of FTA policy, to strengthen the support base of FTA policy.

The Effects of Korean Exporter's Incentives on the Improvement in the Indian and ASEAN Importers' Role Performance (수출업자의 인센티브가 수입업자의 역할수행 향상에 미치는 영향: 인도와 ASEAN)

  • The purpose of the study is to investigate whether monetary and non-monetary incentives of exports incentives affect the formation of trust between exporters and importers. Data was collected from 110 Korean SMEs(small and medium-sized enterprises) that were engaged in exporting. 'Three hypotheses were proposed and tested using the data collected. Findings include monetary incentives are not related to trust, but non-monetary incentives are positively related to trust. The findings suggest that exporters should focus on non-monetary incentives, rather than monetary incentives, to build trust with importers. Non-monetary incentives signal that exporters intend to have long-term relationship with importers, but monetary incentives do not. Trust was also found to mediate the relationship between non-monetary incentives and importer' role performance. Non-monetary incentives affect importer's role performance through trust formed between importer and exporter.

  • 발리는 '신들의 섬', '세계의 아침', '지상의 마지막 낙원' 등의 이름을 갖고 있는 세계적으로 유명한 관광지이다. 본 논문의 목적은 이러한 세계적으로 유명한 여행목적지인 발리 관광을 통해 한국인은 동남아에 대해 어떤 인상을 갖게 되는가를 연구하고자했다. 최근 한국과 동남아 사이에 인간의 이동이 빈번해짐에 따라 문화교류 및 교차가 발생할 것을 전제로 하여 '한국 속 동남아현상'의 원인과 경로, 결과 등을 연구하는 배경 가운데, 특히 초국가적 단기이동으로서 관광을 통해 문화교류 및 교차에 대한 이해를 높이고자 한 것이다. 우선 관광목적지로 유인하는 요인에는 사회적, 지리적, 생태환경적, 문화적, 심리적 등등 다양한 요인들이 있고, 이러한 유인요인들을 매력적인 관광상품으로 개발하여 세계인들을 더 많이 유치하는 데는 관광정책에 달려있다. 무엇보다 민주화 이후 발리관광정책은 천해의 자연 및 지리조건은 물론 발리가 보유하고 있는 독특한 힌두문화, 그리고 발리를 신, 인간, 자연의 조화와 그 속에서의 평화를 체험할 수 있는 공간으로서 그 목적을 갖고 있다. 이러한 관광전략을 '지속가능한 그리고 공동체에 기초한 발전' 전략이라고 볼 수 있다. 설문지 경험분석을 통해 한국인이 발리에 도착하기 전까지 발리를 관광지로 선택하는데 영향을 준 미디어는 TV 드라마가 제일 크고, 인터넷, 여행정보지 그리고 지인 등의 순으로 나타나고, 한국인이 발리를 관광지로 선택하는 가장 큰 요인은 뜨거운 태양과 해변, 아름다운 자연환경임을 알 수 있었다. 또한 발리에 도착하여 발리에 대한 매력으로 느끼는 요소는 첫째가 역시 자연환경에서 주는 만족도가 제일 높고, 흥미로운 특징으로 볼 수 있는 것은 두 번째 요소가 편리한 숙박시설 즉, 잘 갖춰진 호텔에 대한 만족도가 2순위, 쇼핑이 3순위 그리고 다양한 문화와 예술이 4순위이다. 그리고 마지막으로 발리에 대한 이미지도 역시 자연환경에 대한 이미지가 가장 많은 영향을 차지하고 있고, 평화로움 그리고 신비로움 등이 발리에 대한 이미지로 자리잡고 있음을 알 수 있었다. 결국 초국가적 단기이동으로 한국인 발리행 관광을 통해 동남아적 자연환경과 문화에 대한 체험은 갖게 되지만, 단기이동의 한계로서 문화교류와 교차가 실질적으로 발생하는 것은 아니라고 볼 수 있다. 그러나 발리는 초국가적 문화의 장으로서 한국인을 포함하여 세계인과 함께 문화교류 및 교차의 장으로서 기능하고 있다고 볼 수 있다.

The Impact of Bilateral Free Trade Agreements on International Trade Volume of Bulk Shipment at the Port of Korea: Focusing on Korea's FTA with Singapore, India, and United States (한·단일국가 FTA체결에 따른 우리나라 벌크물동량 영향분석 : 싱가포르, 인도, 미국을 중심으로)

  • The primary purpose of this study is to analyze the impact and determinants of bilateral Free Trade Agreements on international total bulk shipment trade volume at the port of Korea using the Panel Gravity Model. The model estimates the aggregated panel data of exports and imports (excluding transshipment) as a dependent variable during the period from 1996 to 2015. GDP, GDP per capita, distances between bilateral countries, and FTA dummies are included as independent variables. And the economic integration of FTAs including ASEAN+3 and NAFTA3 countries were used as dummy variables. Study results show that GDP and GDP per capita have positive impacts on bulk shipment trade volume at the port of Korea. In addition, Korea's bilateral FTAs with Singapore, India and the United States have positive effects on total bulk trade volume in Korea. This is the so called trade creation effect. On the other hand, ASEAN+3 and NAFTA have negative effects on the total bulk trade. This is the so called trade diversion effect. Also, the distance between Korea and its trade partners has a negative impact. These findings provide insights for: further academic research, site operators who work in related trade and maritime sectors, and policy makers engaged in port and maritime operations. The results can be used to develop strategies for maximizing bulk port throughput.

Development of artificial intelligence-based river flood level prediction model capable of independent self-warning (독립적 자체경보가 가능한 인공지능기반 하천홍수위예측 모형개발)

  • In recent years, as rainfall is concentrated and rainfall intensity increases worldwide due to climate change, the scale of flood damage is increasing. Rainfall of a previously unobserved magnitude falls, and the rainy season lasts for a long time on record. In particular, these damages are concentrated in ASEAN countries, and at least 20 million people among ASEAN countries are affected by frequent flooding due to recent sea level rise, typhoons and torrential rain. Korea supports the domestic flood warning system to ASEAN countries through various ODA projects, but the communication network is unstable, so there is a limit to the central control method alone. Therefore, in this study, an artificial intelligence-based flood prediction model was developed to develop an observation station that can observe water level and rainfall, and even predict and warn floods at once at one observation station. Training, validation and testing were carried out for 0.5, 1, 2, 3, and 6 hours of lead time using the rainfall and water level observation data in 10-minute units from 2009 to 2020 at Junjukbi-bridge station of Seolma stream. LSTM was applied to artificial intelligence algorithm. As a result of the study, it showed excellent results in model fit and error for all lead time. In the case of a short arrival time due to a small watershed and a large watershed slope such as Seolma stream, a lead time of 1 hour will show very good prediction results. In addition, it is expected that a longer lead time is possible depending on the size and slope of the watershed.

  • The paper analyzes the impact of EC and NAFTA integration upon Korea and other 3rd countries and studies policies how to react against them particularly in the field of aviation and tourism industry. Chapter 2 introduces the contents of each step and process of EC integration in the field of aviation and tourism industry. Chapter 3 analyzes the contents of integration and cooperation of NAFTA in the field of aviation and tourism industry. Chapter 4 studies the regulation or deregulation policy of EC and NAFTA toward the industry of non-EC and non-NAFTA area. Chapter 5 surveys and analyzes about the policies and strategies of Japan, ASEAN and the 3rd countries. Finally, Chapter 6 analyzes the impact on Korean aviation and tourism industry and proposes some suggestions on the future policy of Korea independently or in association with the neighboring countries such as Japan and China against the integration of EC and NAFTA.

  • In modern manufacturing practice it is sometimes necessary to send products to another country for special processing which cannot be performed inside the territory of the zone and Outward Processing(OP) covers such situation. What's more, process and Rules of Origin(RoO) of OP is implicated in Korea' Free Trade Agreement(Korea-Singapore, Korea-EFTA and Korea-Asean FTA) because of the goods to be producted in Kaesong Industrial Complex. Thus, In this paper analyse a implication of OP's process and RoO focused on the two fold : (1) provide an overview of the objectives, types, effects of Outward Processing described in customs law and FTA provisions of EU and Korea; (2) present a comparative analysis of EU and Korean rules; (3) offer an appropriate proposal to Korea-EU FTA negotiation.

한.미 FTA가 유가공품 시장에 미치는 영향 분석: 치즈 및 버터 시장을 중심으로

  • Recently, Korea have experienced numbers of FTAs with other countries, including Chile, EFTA(European Free Trade Association), Singapore, ASEAN(Association of South-East Asian Nations), and U.S. In particular, FTA with U.S. are expected to cause huge impact on food markets as well as agricultural sector in Korea. Many researches have analyzed and discussed about the impact on agricultural sector after Korean-U.S. FTA, but very small number of studies focus on the impact of Korean-U.S. FTA on food markets. The purpose of the paper is to discuss the impact of Korea-U.S. FTA on Korean dairy market. For the numerical simulations, this paper focus on the impact on cheese and butter markets. The results of numerical analysis in the paper will be helpful for the future research, because few (maybe no) studies conduct the numerical analysis to measure the impact of Korea-U.S. FTA on Korean food market.
