The best practices of energy efficiency were selected by reviewing cases collected from the results of IEA research and prior studies, and then by evaluating the correspondence of each case for four attributes including economic performance, synergy, political adjustment, and marketability. The selected best practices included 36 cases in 6 fields such as governance, finance, utility, home, transportation, and industry/small and medium-sized businesses. The reduction of energy costs has brought countries implementing best practices of energy efficiency a variety of benefits, including higher rate of return, the reduction of incidental expenses, the increase of productivity, and the improvement of accessibility to energy. To have similar effects, other countries need to adjust these best practices before applying to their situations.

에너지 절약 최적화를 위한 녹색 기술개발은 지속가능경제와 화석연료 사용에 의한 부작용을 최소화하기 위한 전세계적 화두로 대두되고 있다. 중소기업은 다양한 품목에서 자체적인 생산활동을 수행하며 대기업 제품에 사용되는 부품을 실질적으로 공급하고 전체 근로자의 85%이상을 고용하는 등 국가적인 부가가치 창출에 큰 역할을 수행하고 있으나, 인적자원과 관리 인프라의 부족과 부재로 인해 체계적인 에너지 관리를 통한 에너지 사용 절감을 위한 최적화 활동 수행에 한계점을 가지고 있다. 그러나, 향후 직접적인 에너지 절감을 통한 원가 경쟁력 향상은 물론 향후 탄소 거래제와 생산 공정과 결과물에 대한 정량적인 탄소배출량 관리제도의 법제화에 대비하여 이러한 제한상황에 대한 해결안 제시가 절실하게 요구되고 있다. 본 논문은 이러한 문제를 해결하기 위하여 서해안 산업단지를 대상으로 한국산업기술대학교 전력저감센터에서 개발중인 중소기업을 위한 energy saving management system (ESMS)에 대해 기술한다. ESMS는 개별 공장에서 소비되는 전체전력과 대표 부하에서의 소비전력의 전력품질과 현황을 모니터링하고 부하특성에 맞는 전력저감 메커니즘을 제공한다. 또한 자체적인 과거 소비전력 경향과 광역 공단의 전체 소비 데이터와의 비교 데이터를 통해 자체적인 전력 소비 현황 및 절감대책을 수립하도록 지원한다.

TV 브라운관 유리와 컴퓨터 모니터용 유리를 생산하는 한국전기초자는 지난 99년 4월부터 최근까지 모터절전기 설치사업을 꾸준히 추진해왔다. 모터의 부하증감에 따른 전류와 전압의 위상차를 일치시킴으로써 모터의 회전수와 힘에 영향을 주지 않고도 정격주파수를 유지하면서 위상각을 제어하는 모터절전기 설치사업은 매달 전기료가 약 20억원에 이르는 이 공장에 $4.8\%$의 절전효과를 가져다주었다. 동력분야에서 이 정도의 절전효과가 발생하기는 쉽지 않은 일이기에 공장측은 앞으로도 지속적인 투자를 벌일 계획이다.

지난 97년 6월 한국생산기술연구원 연구원 창업1호로 출발한 EnE시스템㈜(대표 유제인)는 국내 최초로 빙축열시스템을 국산화한 회사로 기록되고 있다. ''빙축열 시스템용 결빙용기''에 대해 특허를 소유하고 있는 이 회사는 이와 같은 공로를 인정받아 IR52장영실상(Ice-Bon빙축열 냉방시스템)을 받았고 98년 11월에는 과학기술부로부터 국산신기술(KT마크)로 인정받기에 이르렀다. 지난 3월에는 ESCO로 등록하여 빙축열시스템과 자체 개발한 고조도반사갓을 중심으로 ESCO사업을 활발하게 펼치고 있는 중이다.

이제 하나의 건축물을 짓는다는 것은 단순히 건물을 짓는다는 개념을 넘어 지구환경을 생각한다는 것을 의미하는 일이 되고 있다. 이러한 시대에 발맞춰 미국에서 시작된 녹색건물인증제도인 LEED가 국내에도 서서히 그 이름을 알리고 있다. 자연과 공존할 수 있는 생활환경에 대한 사람들의 관심이 커지는 시점에서 한국 LEED 연구소 브래드 박 소장은 친환경 건축에 대한 자신의 소신을 들려주었다. 앞으로 변화될 국내 친환경 건축 시장과 LEED의 상관관계에 대해서 브래드 박 소장의 얘기를 들어보기로 한다.

The radical changes in the business environment have motivated firms to exert serious efforts in managing sustainable development. This study identified the effects of sustainable development on the perceived performance of firms from the viewpoint of the balanced scorecard. Independent variables include economic efforts (of efficiency and ethic of accounting and fairness), environmental efforts (management and energy control), and social efforts (consumer protection and contribution for local community). The result from the analysis of data collected in this research suggests that sustainable development efforts are the critical sources of the incorporated performance of firms. The consumer protection efforts of the local community determine the competitiveness of a firm in managing social responsibility and creating value and social activities. Efforts to reconsider efficiency determine the competitiveness of a firm, becoming the critical factors that determine sustainable performance. Energy control facilitates value creation for the environment through cooperation and harmonization with nature, resulting in sustainable business performances through the vitalization of practical establishments and operations. Sustainable management needs to meet international standards, cooperation, and harmony. These standards are based on the economic, environmental, and social efforts that enable firms to adopt sustainable management efforts that are suitable for their own systems.
