There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).

This paper reports an experimental result on optimizing dissimilarity-based classification(DBC) by simultaneously using a dynamic time warping(DTW) and a multiple fusion strategy(MFS). DBC is a way of defining classifiers among classes; they are not based on the feature measurements of individual samples, but rather on a suitable dissimilarity measure among the samples. In DTW, the dissimilarity is measured in two steps: first, we adjust the object samples by finding the best warping path with a correlation coefficient-based DTW technique. We then compute the dissimilarity distance between the adjusted objects with conventional measures. In MFS, fusion strategies are repeatedly used in generating dissimilarity matrices as well as in designing classifiers: we first combine the dissimilarity matrices obtained with the DTW technique to a new matrix. After training some base classifiers in the new matrix, we again combine the results of the base classifiers. Our experimental results for well-known benchmark databases demonstrate that the proposed mechanism achieves further improved results in terms of classification accuracy compared with the previous approaches. From this consideration, the method could also be applied to other high-dimensional tasks, such as multimedia information retrieval.
The purpose of this study was to analyze laboratory instructions in a secondary school science with an analysis instrument on science laboratory instruction. For its purpose, we used an instrument that analyzes three dimensions of the secondary laboratory instructions. This analysis instrument was composed of 3 categories (the aim of the laboratory activity, interaction, and inquiry process) which are spread into 20 sub-categories, and its validity was checked by four science educators with factor of 0.89. For its purpose, 21 sessions of lab instructions were video-recorded and transcribed. According to the results, in the aims category, the instructions mainly focused on two aims; acquiring the declarative knowledge and increasing attitudes toward science. In the interaction category, some of the observations made were that the teachers's questions could not gather the students' divergent thinking, their directive instructions were centered around themselves rather than giving opportunities for students to be centered within laboratory activities, and students' interaction were rarely shown. Therefore, interaction was classified as level I. In the inquiry process, presenting phenomenon or questionings about the subjects were little observed, and students' hypothesizing and predicting were almost nonexistent. Most of the activity designs within lab session were given from the teachers' directions or worksheets, and students solely focused on data collecting and recording. Hence, inquiry process were classified level I.
The purpose of this study was to determine whether there are differences in the verbal interactions of earth science gifted depending on their communications structures and group status in small group activities. To this end, a small group activity was conducted to measure the density of the earth, and 8 small groups were selected, including 4 co-ownership type and 4 monopolistics type groups with different communication structures. And then, the framework was developed for analyzing verbal interactions to compare the differences in characteristics between small groups. The results are as follows. First, regardless of the communication structures, there were showing a simple pingpong-type communication structures for all small groups. Second, negative interactions such as 'restraint', 'command', 'complaint', and 'lack of confidence' predominantly appeared in all small groups. Third, the students in the status of out-lookers in small groups were mainly verbal interactions, such as instructing the other person, acting against the other person's actions, and expressing dissatisfaction with the attitudes and abilities of members. Therefore, teachers should guide students to use higher-level verbal interactions in their group activities in small group activities, and engage in students communication to prevent negative interactions from occurring. The teachers also need to check the level of achievement for students in the status of out-lookers in advance and guide them to participate more actively in small group activities. This study is meaningful in that it can be sued to design teaching and learning to improve students' problem solving and communication skills.

Software (SW) education is guided by the government to operate not only computer subject matter but also related subject matter. SW education is highlighted in the 2015 Revised Curriculum and Guide for Operating SW Education. SW education is related with science education. For example, education on algorithms employing SW and activities using sensors/output control can be an effective strategy for scientific inquiry. The method can also be applied in developing Computational Thinking (CT) in students. In this study, we designed lessons to solve everyday scientific problems using Educational Programming Language (EPL) SW and physical computing materials and applied them to high school students. We conducted surveys that were modified from questionnaires of Internet application capability and based on the standard of accomplishment of SW education as well as elements of CT to find out the change in perceptions on programming and CT of students. We also conducted a survey on students' attitude toward science learning after an SW inquiry activity. In the results, perceptions on programming and CT of students were improved through lessons using unplugged activity, EPL SW, and physical computing. In addition, scores for interest, self-directed learning ability, and task commitment were high.

The purpose of this study is to investigate teachers' responsive practices in whole class discussion after small group argumentation and the underlying epistemological framing. Three teachers and 84 students participated in this study by engaging in argumentation activities about the sensory system. We recorded both their discussions in the classes and our interviews with the teachers, which were transcribed for analysis. The results of the analysis showed that the teachers' responsive practices and the epistemological framing were categorized into four types. By framing the discussion as 'reaching the correct answer through discussion,' the teacher focused on whether students' ideas corresponded to scientific concepts and transferred scientific ideas to the students. By framing the discussion as 'eliciting appropriate conceptual resources and developing them into a scientific idea through critical evaluation,' the teacher engaged in the students' discussion as another participant, and considered the small groups' arguments as resources that could develop into scientific concepts. By framing the discussion as 'sharing small groups' arguments,' the teacher responded by asking for clarification of each group's argument, considering it as a valid argument in its own way. By framing the discussion as 'reaching a consented argument through critical evaluation,' the teacher negotiated students' critical evaluation and revision of the arguments. We explored the implications and limitations of each type of responsive practice and considered that the results of this study will contribute to developing teachers' responsive teaching strategies in argumentation activities.
This study proposes a third-person virtual reality content production pipeline to provide users with a new experience and presence in a new virtual reality environment. For this purpose, we first create third-person virtual reality content, which includes a story, fun factors, and game characteristic. It consists of a tutorial scene in which a user can pre-learn the proposed interface suitable for a third person different from existing virtual reality content and a content scene that achieves its purpose by using game factors based on the background story. Next, we design an interface suitable for the third-person virtual reality content. This study proposes an interface in which users can interact with a virtual environment or object by using their hand. The proposed interface consists of three steps: character movement, virtual object selection with multiple selection, and 3D menu control using virtual space. Finally, through the survey experiment, third-person virtual reality content produced based on the proposed interface was confirmed to be easily controlled while ensuring high satisfaction.

The purpose of this study is to develop an intervention program for improvement of elementary science-poor students' Basic Science Process Skill (BSPS) and to validate the intervention program's effectiveness using eye-tracker. The participants of this study were 35 elementary science-poor students. This study's method was the analysis of real-time eye movements during basic science process skill problem solving. SMI's 120 Hz iView XTM RED was used to collect EMD (eye movement data). Experiment 3.4 and BeGaze 3.4 programs were used to design experiment and to analyze EMD. The results of this study are as follows. First, we developed an intervention program including BSPS instructional strategy, behavior of teachers & student according instructional strategy stage, teachinglearning plan and learning note. Second, science poor students' BSPS ability has improved statistically significantly through the application of intervention program and BSPS problem-solving time decreased statistically significantly. Third, AFT (average fixation time) of BSPS Question and keyword area decreased statistically significantly. Fourth, APD (average pupil diameter) of BSPS problem-solving process expanded statistically significantly. Fifth, AST (average saccade time) of BSPS problem-solving process increased statistically significantly. Sixth, AFET (average fixation entry time) of BSPS problem-clue area was accelerated statistically significantly, AFT of BSPS problem-clue area reduced statistically significantly.
This study aimed to provide a desirable way to design culinary education programs at university by investigating the relationship between student satisfaction with education and job preference based on their high schools. The results of this study showed that a high percentage of students decided to choose culinary arts as their major by themselves. Most students found a career in the culinary field demanding, nevertheless, they appeared to have a strong desire to take up the challenge. Students from culinary high schools showed low satisfaction with their practical cooking courses, while students from vocational high schools seemed to be highly satisfied with those same courses. On the other hand, students from academic high schools showed a high satisfaction with their theory courses, which factored into their decision to choose culinary arts as their major. However, there appeared to be no significant difference in job preference according to the students. Most students, regardless of satisfaction with their education, considered working abroad. On the basis of these results, it is suggested that a culinary training program in universities should be divided tin three groups; academic, vocational & culinary. Each group to have classes in theory, practical and English designed with respect to their prior high school training. In addition, an opportunity for overseas employment should be offered to all three categories.

It is essential to protect the national space assets and space environment safely as a space development country from the continuously increasing space debris. And Active Debris Removal(ADR) is the most active way to solve this problem. In this paper, we studied the Artificial Neural Network(ANN) for a stable recognition model of vision-based space debris tracking system. We obtained the simulated image of the space environment by the KARICAT which is the ground-based space debris clearing satellite testbed developed by the Korea Aerospace Research Institute, and created the vector which encodes structure and color-based features of each object after image segmentation by depth discontinuity. The Feature Vector consists of 3D surface area, principle vector of point cloud, 2D shape and color information. We designed artificial neural network model based on the separated Feature Vector. In order to improve the performance of the artificial neural network, the model is divided according to the categories of the input feature vectors, and the ensemble technique is applied to each model. As a result, we confirmed the performance improvement of recognition model by ensemble technique.
