우리나라에서 많은 하천정비사업이 이루어지고 있으며 하천정비사업을 위해 하천설계가 실시되고 있다. 하천설계시 호안 설계가 중요한 비중을 차지하고 있으나 현재까지 설계된 사업에서 적절한 호안공법이 선정되었는지는 검증이 되지 않고 있다. 따라서 하천설계에 적용된 호안공법의 적합성을 평가할 필요가 있으며, 이에 따라 본 연구에서는 자연형 하천설계에 적용된 호안공법의 적합성을 평가하였다. 평가방법은 편익(B)/비용(C)방법을 사용하였다. 편익평가방법은 기존의 호안을 평가하는데 사용되는 방법을 기본으로하여 약간의 수정을 가하여 사용하였다. 평가항목은 수리적안정성, 환경생태성, 어메너티의 항목으로 되어 있고 각 항목은 몇 개의 소항목으로 구성되어 각 항목별로 평가점수를 부여한다. 다음 하천의 위치에 따라 도시, 농촌, 산지로 분류하여 위치별 가중치를 도입한다. 편익을 하천위치에 따라 3가지 항목평가 점수와 가중치를 곱한 값을 더하여 산정하였다. 비용은 호안시공비와 재료비의 합으로 산정하고 5단계로 등급을 나누었다. 최종적으로 계산된 편익과 비용을 이용하여 호안의 경제성을 평가하였다. 평가에 이용된 하천은 하천분류별로 각각 몇 개씩 선정하였으며 하천보고서를 이용하여 평가하였다. 평가결과는 각 하천별로 점수화할 수 있으며 따라서 호안설계점수를 상대적으로 비교할 수 있다. 호안공법별로 평가한 결과 식생매트를 사용한 호안의 경제성이 가장 좋으며 방틀공법을 사용한 호안의 경제성이 가장 나쁜 것으로 나타났다. 본 연구의 평가방법은 호안을 설계할 때 가장 적절한 호안공법을 선정하는데 도움을 줄 수 있을 것이다.

최근 환경적 기능을 중요시하는 시대적 흐름에 맞추어 친환경적으로 하천의 정비가 이루어지고 있다. 하천에서 호안은 생태학적인 측면에서 볼 때 하천을 중심으로 한 생활영역을 가지는 생물에게 육역과 수역의 연결부로서 추이대(ecotone)의 기능을 담당하고 있어 그 중요성은 이루 말할 수 없다. 그럼에도 불구하고 실제 자연친화적 하천정비에서 조차 호안공법의 선정은 객관적인 자료와 평가기법의 부재로 하천의 환경특성을 고려하지 못한 채 무분별하고 획일적인 공법으로 시공이 이루어지고 있다. 따라서 본 연구에서는 향후 자연친화적 하천공사 시 시공하천의 특성을 고려한 호안공법의 선정이 객관적이고 합리적으로 이루어질 수 있도록 기존의 호안평가지표 및 기법을 수정 제안하였다. 제안된 호안평가기법의 평가항목은 안정성, 환경성 그리고 친수 어메니티이다. 금번 연구에서 제안한 호안평가기법의 적용을 위하여 전국의 하천을 대상으로 사전조사를 실시한 후 호안평가의 적용이 용이한 91개 하천을 선정하여 현장조사를 실시하였다. 그리고 조사를 통해 확보한 호안 자료는 호안평가기법을 이용하여 호안의 안정성, 환경성 그리고 친수 어메니티에 대한 평가가 이루어졌으며, 제안된 호안평가기법은 호안 및 하천의 특성을 적절히 반영함을 확인 할 수 있었다. 본 연구를 통해 확보된 자료는 향후 생태적 측면을 고려한 하천정비의 방향제시 등의 기대효과를 가져올 수 있으리라 생각되며, 호안공법 선정을 위한 호안평가기법 개발의 기초자료로 유용하게 활용될 것으로 사료된다.
This study was carried out to suggest the baseline data necessary for vegetation restoration by naturalness assessment of riverine wetland within stream corridor. We selected stream reach both of near nature and urbanized by Nonsan stream and Hongchun river as experimental site. Composition of vegetation community and land use pattern between two sites indicated considerable difference, which imply for many different watershed property and process disturbed each other at river ecosystem. Naturalness of the sampled reaches showed that near nature is in better condition for riverine wetland than urbanized of all two sites. However, the prevalence index of Hongchun river within its natural state was lower than that of Nonsan stream, because the index included some vegetation communities occurred at upland fringe and bank slope. In conclusion assessment system using prevalence index would be considered an effective method for evaluating of natural states of riverine wetland.
To propose a sound direction for river rehabilitation plan, the naturalness of the river must be evaluated. In this study, the conventional methods for evaluating the naturalness of rivers proposed by Park, et al. has been improved to estimate the weights for each items subject to assessment and applied adequate Analytic Hierarchy Process (AHP). To estimate the weights, survey was conducted on a group of 83 experts in Civil and Environmental Engineering with a customized questionnaire. The results of the survey were generalized and used to estimate the weights of each items. Among the 14 evaluation items that have been generated as a result of the estimation, a total of 7 weight values such as water quality, variations in water flow, vegetation around minor bed, curve of waterway, vegetation around flood plain, variety in minor bed width, and diversity of stream bed materials appeared to be high. The improved method for evaluating the naturalness of rivers was applied to Hoe-ya River, where the method has successfully discriminated the sections having low degree of naturalness. The proposed assessment method can be employed as a criterion to determine the business zones in the river environment maintenance projects.

The correlation between river naturalness and water quality was analyzed to investigate similarity and independence of river naturalness evaluation index. It was shown that coefficient of correlation was low with value of -0.1503 to -0.5886, therefore, was evaluated as independent.

As well, evaluation of water quality showed that concentration of hydrogen ion was 7.102 to $8.49mg/{\ell}$, BOD was 0.748 to $5.271mg/{\ell}$, DO was 3.668 to $19.960mg/{\ell}$ and SS was $5.077mg/{\ell}$. The correlation between river naturalness and water quality was analyzed to investigate similarity and independence of river naturalness evaluation index. The purpose of this study was to develop the environmental management strategy of streams based on the quantified evaluation method of the stream environment. The six streams in Jinju city flowing into the Nam-river were selected for the case study. The stream environment evaluation was performed considering the following three independent field surveys. First, the stream naturalnesses considering 20 evaluation elements were investigated for each unit section of the streams having the length of 500m and the width of 100m, and then were evaluated into 5 grades. Second, water qualities of the streams were evaluated into 5 grades based on the results of eight times water quality survey. Third, the landuse patterns in the stream basins were evaluated into 5 grades according to the residential area ratio. Finally, the stream environments were classified into 5 grades by integrating the above three subfactors - stream naturalness, water quality, and residential landuse. According to the evaluation results of stream environments, the three environmental management strategies of streams were suggested. As the results of the case study, Panmun stream and Ghajwa stream were evaluated to the forth grade that need active environmental restoration, and Nabul stream and Yonga stream were evaluated to the second grade that need partial environmental restoration while Youngchun river and Dogsan stream were evaluated to the first grade showing the desirable stream environmental condition. The above environmental evaluation results for each stream will be an important reference for the further stream restoration or management plan.

River plays an important role both to nature and people. Also considering the limitation of land and water resources coupled with the continuous urbanization and industrialization of Korea, the effective river management becomes more and more important. The evaluation units consisted of main 3 factors(13 detail factors) are classified 5 grade and 5 scores system. The survey area was divided and selected by 5 zones in Musim-cheon river. The final result of evaluation for 5 Zone is good near natural river following next order; 1 (4.07), 2 (3.56), 5 (3.4), 4 (3.1) and 3 Zone(2.6 score) On this condition, the main purpose of this study was to apply GIS(geographic information system) spatial analysis for evaluation method of river naturalness in order to promote the river management and the process of ecological restoration of river corridors.
This study was carried out to review as criteria for zoning at management plan for river restoration, in case of naturalness of river environment and suitability of water friendly activity suggested at assessment system of river environment in Korea. As a result of reviewing law and guidelines concerned, historic & cultural resources used as criteria for preservation zone, it was judged that the historical and cultural value as the preservation zone needs to be examined in connection with waterfriendly activity zone. In this study, we propose a sequential evaluation method to distinguish the waterfriendly activity zone by applying suitability of waterfriendly activity reflecting land use social characteristics, followed division of preservation and restoration zone at the first stage by the naturalness of river environment reflecting the natural environmental characteristics as a result of application to the test bed, Gap and Yudeung streams. In particular, it was concluded that the results of the present study provided more clear criteria for the problem that the last criteria for zoning did not reflect the difference between the left and the right side of stream, or the designation of the excessive water friendly zone. On the other hand, the criteria for designation in this study reflect the characteristics of various river environments as well as the setting of assessment unit based on the physical characteristics of rivers, and other legal regulations and local situations should be adjusted and supplemented in administrative procedures.

한강 자연성 회복은 사회환경을 고려한 한강의 생태적 기능회복과 복원, 자연의 복원력을 기반으로 한 사람이 공생 공존하는 새로운 관계로의 전환점을 의미하고 있다. 본 연구에서는 한강 유역권 산·학·연 관계자 100명을 대상으로 설문조사를 실시하여 한강 자연성 회복 비전과 추진전략을 도출한 결과, '맑은 물이 흐르는 강'(1순위), '더불어 사는 강'(2순위), '생명이 숨쉬는 강'(3순위), '살아 움직이는 강'(4순위)으로 정책방향을 수립할 수 있었다. 또한 설문조사의 결과를 바탕으로 AHP 및 델파이 분석을 통해 한강 상류, 중류(서울권, 경기권), 하류별 자연성 회복 평가지표간 가중치를 산정하여 주요 추진과제를 선정하였다. 상류유역에서는 비점오염원 관리를 통한 환경오염 감소, 중류 유역에서는 도심하천의 수질관리강화 및 물 순환 체계 개선, 하류 유역에서는 생물다양성 확보 및 상·하류 지역 협력을 통한 상수원 수질 개선의 방안 필요의 결과가 도출되었다. 본 연구를 통하여 한강의 하천관리정책은 이수·치수 중심의 하천조성에서 하천생태복원 및 강과 사람과의 공존과 공생이 조화를 이룬 하천조성으로 관점이 변화되었음을 확인할 수 있었으며, 가중치 평가를 통한 최적 조합의 하천 관리방안이 도출되었다.
