A Study on the Method of Highway Hi-pass Lane Arrangement and Operation (고속도로 영업소 하이패스 차로배치 및 운영에 관한 연구)

  • Currently average daily traffic using Hi-pass has increased over 3 times that of 2008 and more than half of highway traffic now uses High-pass. At this juncture, reassessment on the overall operation of Hi-pass is required to improve the safety aspect of toll booths and the flow of traffic. Although existing Hi-pass operation manual presents the methods of alignment, they do not reflect actual forms of vehicles and do not properly take the safety of toll booth and flow of the traffic into consideration. In order to compensate these problems, this study classifies highway tollbooths into two categories of mainline type and interchange type, and establishes the standard of lane alignment by traffic conflict analysis based on the types divided according to geometric structure or environment around the tollbooths. In addition, traffic flows around the tollbooths were reflected with the stage to arrange Hi-pass lanes according to the volume of traffic on the lanes for Hi-pass.

Performance Analysis for Electronic Toll Collection System, Hi-Pass (자동요금징수 시스템(ETCS)의 시범사업 효과분석 (하이패스 시스템을 중심으로))

  • 본 연구는 지속적인 교통량의 증가로 인해 발생되고 있는 고속도로의 혼잡을 해결하기 위해 한국도로공사에서 도입, 시범사업을 실시하고 있는 자동요금징수시스템의 효과를 분석하고자 한다. 이를 위해 하이패스라고 하는 자동요금징수시스템의 시범운영이 실시되고 있는 서울외곽순환고속도로의 판교, 청계, 성남 톨게이트를 대상으로 정량적 측면과 정성적 측면에 대해 시범사업 시행 전.후의 상황에 대해 비교.분석하였다. 시행 전.후를 비교해 본 결과, 정량적 측면에서 각 톨게이트 별 시간대별로 다른 결과를 보이긴 하지만 이용율이 비교적 높은 오전 첨두시에는 3개 톨게이트 모두 효과가 있는 것으로 나타나, 일정수준 이상의 이용율이 있는 경우는 효과가 있는 것으로 분석되었다. 정성적 측면의 이용자 만족도 조사에서는 하이패스 이용자의 84%가 만족하는 것으로 나타났으며 비이용자 선호도 조사에서는 응답자의 91%가 하이패스 이용의사가 있는 것으로 조사되어 효과가 있는 것으로 분석되었다. 결론적으로 7,000대의 단말기 과소 보급으로 아직까지는 평균 3.9%의 저조한 이용율을 보여 시범사업의 전반적인 사업효과가 제대로 나타나지 알고 있지만, 비교적 하이패스의 이용율이 높은 오전첨두에는 효과가 있는 것으로 나타난 점을 보아 2000년 12월부터 시행되고 있는 단말기의 추가 보급이 완료되는 시점에는 그 효과가 분명하게 나타날 것으로 예상된다. 따라서. 이용자의 만족도와 비 이용자의 선호도가 매우 높은 상황에서 현재의 시범운영상에서 발생된 문제점을 개선하여 하이패스를 확대.보급한다면 고속도로의 혼잡을 해결할 수 있는 좋은 방안이 될 것으로 판단된다.

Estimation of Hi-pass Traffic Dispersion Rates to Determine The Optimal Location of Hi-pass Lanes at A Toll Plaza (요금소 하이패스 차로 배치 최적화를 위한 하이패스 차량 교통분산율 추정)

  • Since the percentage of vehicles equipped with Hi-pass, an electronic toll collecting device, has increased rapidly, it is very crucial to determine the optimal location of Hi-pass lanes at a toll plaza in terms of traffic control and operation. In this study, the appropriateness of existing Hi-pass lanes of a toll plaza is evaluated considering its physical geometry and traffic characteristics. A new evaluating criterion called "traffic dispersion rate" is developed in order to measure the level of traffic spreading across the toll booth lanes at a toll plaza. Logistic regression models are constructed to estimate the relationship between the traffic dispersion rate and its affecting variables. The model estimation results show that several variables including Hi-pass lane traffic volume, length of toll plaza, entering/exiting taper lengths, and locations of Hi-pass lanes. The results also suggest that traffic dispersion rate can be increased by adjusting the location of Hi-pass lanes. The study enables us to quantify traffic dispersion rate which can be used to optimize the location and operation of Hi-pass lanes at toll plazas.

Improvement of Hi-Pass Users' Satisfaction Using Modified Importance Performance Analysis (M-IPA 기법을 이용한 하이패스 만족도 제고 방안)

  • The electronic toll collection system(ETCS), is globally used in about 40 countries. In Korea, the Korea Expressway Corporation led the nationwide introduction of the ETC system in 2007 under the brand name of the Hi-pass. Since then, Hi-pass, with its rate of average daily use reaching about 70%, has become an essential facility in Korean expressways. To identify users' perception on Hi-pass (satisfaction, preference, etc.), this study conducted a Modified Importance-Performance Analysis (M-IPA). With this, this study attempted to identify the kind of efforts necessary to enhance current Hi-pass users' convenience and satisfaction. According to the result of M-IPA, the items including "non-stop payment" and "toll discount" are identified as key items that require further improvement. For improvement in the "non-stop payment" item, operations of Hi-pass toll booths appropriate for the demand for Hi-pass use and the selection of Hi-pass booths' locations in consideration of entry and exit lanes need to be improved. In addition, with regard to the "toll discount" item, although toll discount is currently provided to Hi-pass users, thus, PR thereof will have to be strengthened. It is expected that this study will be used as basic data to devise methods of enhancing Hi-pass usage through improvement of Hi-pass users' satisfaction.

Studies on the Traffic Information Collection System using Electronic Toll Collection Service (하이패스 단말기를 이용한 교통정보수집 시스템에 관한 연구)

  • The decisive factor for the popularization of telematics services in the future isn the ability to produce advanced service that match the needs of drivers and passengers. The Dedicated Short Range Communication(DSRC)-type of wireless communication system, which is being developed for the Intelligent Transport System(ITS), is one of the broadband wireless systems contributing to the improvement of driver and passenger needs, such as convenience, entertainment, comfort and safety. In this paper, the possibility of applying this system to the traffic information collection service will be explored. Further, a description of the service design for the traffic information collection system using electronic toll collection service will be provided, in the knowledge that the existence of information communication equipment mounted vehicles will remain.

Mobility and Safety Evaluation Methodology for the Locations of Hi-PASS Lanes Using a Microscopic Traffic Simulation Tool (미시교통시뮬레이션모형을 이용한 하이패스 차로 위치별 이동성 및 안전성 평가방법 연구)

  • The number of Hi-Pass lanes became 793 lanes at 316 expressway tollgates in 2011 due to the increase in the Hi-Pass use. In spite of the increase in the number of Hi-Pass lanes, there have been increased potential risks in tollgates where vehicles using a Hi-Pass lane must weave with other vehicles using a TCS lane. Therefore, there is a need for study on the safety in tollgates. To this end, this study aims at developing a methodology to evaluate the performance measures of diverse location countermeasures of Hi-Pass lanes in an efficient and systematic way. This study measured the mobility, safety and the convenience of installation and operation of Hi-Pass lanes using a microscopic traffic simulation tool, the surrogate safety assessment model and survey. In addition, this study aggregated the above three performance indexes using weight factors estimated using the AHP technique. For the test site, Dongsuwon interchange was selected. After building the microscopic traffic simulation model for the test site, the location countermeasures of Hi-Pass lanes applicable to the test site were compared with each other in terms of the mobility, safety and installing and operating convenience. As a result, there has been no apparent difference in mobility index based on delays. However, the countermeasures where Hi-Pass lanes are located in inside lanes generally showed better safety performance based on the number of conflicts. In addition, countermeasures with neighboring Hi-Pass lanes were favorable in terms of the safety and the convenience of installation and operation. The methodology proposed in this study was found to be useful to support decision makings by providing critical and quantitative information regarding the mobility, safety and the convenience of installation and operation.

A Study on the Proper Distance of Tubular Markers for Hi-Pass (하이패스 차로의 시선유도봉 적정 설치거리에 관한 연구)

  • Although Hi-pass have been operated for alleviating traffic congestion and enhancing mobility in expressways since 2000, there is not any standard for safe operation. For that reason, we investigated about tubular markers, which is a typical facility for safety in Hi-pass. Tubular Markers are installed for separating same or opposite traffic flows spatially, supporting the marks at a place which has not only high possibility of accidents but distinguished carefulness of drivers. In this paper, it is noted two considerings; one is prevention of accident from the speed gap of autos and Hi-pass vehicles; the other is guarantee of necessary distance that Hi-pass vehicles could be changes the lanes for off-ramp. Focusing those considerations, it is proposed not only prefer distance of tubular markers, but also fundamental basic subjects. We anticipate that the results of this study would be useful reference in more safe and efficient tollgate operation of Hi-pass.

Safety Improvement of Centrally Installed "Hi-pass" Lane of Express Highway (고속도로 중앙하이패스차로 안전성 개선에 관한 연구 - 서울외곽순환고속도로 본선영업소를 중심으로 -)

  • Safety improvement has been a continuous challenge, especially at toll gate of express highway where traffic conflict often occurs due to frequent lane change by drivers of "Hi-pass" lane and regular "TCS" lane. As a part of research on safety at toll gate, this study videotaped traffic conflict data between vehicles using centrally located "Hi-pass" lane and regular "TCS" lane and analyzed accident risk. According to the correlation analysis of vehicle speed, relative vehicle speed, and sudden vehicle deceleration rate due to traffic conflict, when the relative vehicle speed between centrally located "Hi-pass" lane and regular "TCS" lane increases, sudden vehicle deceleration rate also increases. One of the findings is that centrally located "Hi-pass" lane at toll gate shows different location for traffic conflict, and frequency of traffic conflict and the relative vehicle speed was also different based on vehicle lane use. TA (Time to Accident) analysis shows that accident rate is high at toll gate where Hipass lane is installed in center lane, when the occurrence of sudden vehicle deceleration and deceleration time of vehicles rise for vehicles on "Hi-pass" lane. Furthermore, if the expressway entrance/exit point is closely located to toll gate, TA showed a low value. Thus, it is necessary to reduce the relative vehicle speed in order to improve safety. The Study presents reduction of the relevant vehicular speed and prevention of accidents at the centrally installed "Hi-pass" lane as an important strategy for safety improvement at toll gate.

OBU and System Development for HiPassPlusCard Nation-Wide Interoperable Transportation Card (하이패스플러스카드 전국호환 교통카드용 OBU 및 시스템 개발)

  • The existing HiPassPlusCard system is composed of the HiPassPlusCard, a Purchase SAM, a Purchase terminal, a settlement system and OBU. However, this system is confronted by the problem with its incompatibility. This problem occurred because the technology companies made cards in their own ways in respect of the parts which were not yet set by KS standard. Thus if existing HiPassPlusCard user wants to use any other public transportations, user would have to buy other cards and have to bring all them. Also if the HiPlusCard wants to extend their business to apply its technology into infrastructure of the other companies, the HiPlusCard has to construct infra independently so that it causes the such problems of duplicated investment. To solve these problems, we have analyzed and upgraded the existing HiPassPlusCard system, and we designed and developed the Nation-wide Interoperable HiPassPlusCard system. Then the conformity test demonstrated that it is efficiency-oriented and technically performs well. Also we, the HiPlusCard, the Korea Financial Telecommunications & Clearings and the KORAIL NETWORKS, run the Test-bed in Gwangju for 6 months. The test-bed indicated that Nation-wide Interoperable HiPassCard system practically works well.

Designing Pavement Marking for Hi-pass Lane Based on Kansei Engineering (이용자 감성분석을 통한 하이패스 차로 노면표시 설계 기법)

  • Effective use of traffic marking can lead to driver's safer driving by speed management and visibility enhancement. One of the critical factors in designing traffic marking is how to incorporate human factor issues into the design process. This study presented a methodology for evaluating the effectiveness of Hi-pass marking on Korean freeways based on kansei engineering. Hi-pass marking scenarios made by a virtual reality tool were used to evaluate the user's perceptions. Various combination of chevron angles and peripheral transverse(PT) bars were used for the evaluation. The results show that the most effective scenario is a combination of 60 degree chevron angle and an askew parallelogramshaped PT bar shaped. It is expected that the proposed method and outcome will be useful for making safer driving maneuvers.
