Construction Technology Service is currently hardly managed due to failure to offer standard management system of service performance, company performance, and business evaluation in every Ordering Agencies. After Construction Technology Promotion Act is enforced in May 2014, Ordering Agency obligates them to report to Minister of Land and Transportation within 10 days upon contract/ amendment/ completion. In 2013, in advance to enforcement of this law, performance management system for construction technology service was developed for a test run. However this system only applies to main contractors while management and operation of subcontractors are unavailable that causes problems on connection and integration with Experience Management Trustee. Therefore, this research will establish systematic foundation that enables real-time information of service performance and evaluation of subcontractors to result standardization of performance and evaluation for public ordered services.

The subcontractor which basically the contract workers evade the dangerous process or the difficult work, the dirty work back what is called 3D the case which does to keep a business is many. so With life it will be threatened consequent health directly. The possibility where the subcontractor will be exposed to danger work came to be high. Together the reason of subcontract at managing the big business the case which becomes accomplished in objective, about lower the immediacy safety&health problem, subcontractor assigned workers is the actual condition only it could not be deteriorated more in public finance of the supply and enterprise and technical ability insufficiency. Consequently it prevents the subcontract which danger work is insensitive from this research and immediacy of the subcontract workers who is weak hygiene circumstance complement the plan it will be able to secure the immediacy safety&health subcontract workers, substantially to prepare in the hazard subcontract proprietor.

300억원 이상의 국가 및 공공기관 발주공사에 대해 최저가낙찰제를 대신하여 종합심사낙찰제 전면 실시 등의 내용을 담은 국가계약법 시행령이 개정되어 2016년 1월 1일부터 시행에 들어갔다. 종합심사낙찰제는 가격 뿐만 아니라 공사수행능력, 사회적책임을 종합 평가하여 낙찰자를 선정하는 제도로 기존의 최저가낙찰제에서 발생한 덤핑낙찰 및 이로 인한 잦은 계약변경, 부실시공, 저가하도급, 임금체불, 산업재해 증가 등의 문제점을 해소하기 위해 도입된 제도이다. 종합심사낙찰제 도입에 따라 공사 품질이 제고됨으로써 생애주기(lifecycle, 유지보수비용 등을 포함) 측면에서의 재정효율성 제고를 비롯하여 불공정 하도급 관행 개선 등 건설산업의 생태계 개선과 함께 시공결과에 책임짐으로써 기술경쟁 촉진 등 건설산업의 경쟁력 강화 효과도 기대된다. 또한 국가계약예규도 개정되어 주계약자관리방식에 의한 공동계약(주계약자 공동도급)이 최저가낙찰제에서 종합심사낙찰제로 전환됐다.

최근들어 전력 소비량이 크게 늘어나자 정부는 원활한 전력 공급을 위해 제5차 및 제6차 전력수급계획을 세우고 2022년까지 발전소 건설을 목표로 함에 따라 전국 곳곳에서 발전소 건설공사가 한창이다. 이 중 PMP(주)가 경기도 파주시에 건설 중인 장문 천연가스발전소는 1,820MW 규모의 천연가스복합화력 발전소다. 지난 6월 1일 착공에 들어가 오는 2017년 3월 말까지 완공될 예정이다. 장문 천연가스발전소는 제5차 전력 수급기본계획에 따른 국가 기간산업으로 수도권 북부지역에 전력을 충분히 공급함은 물론 주변지역의 대규모 산업단지와 기업체에도 공급 가능성이 큰 대규모 발전소다. 또한 SK그룹은 풍부한 발전소 운영경험을 기반으로 고효율 발전설비를 갖춤으로써 전력시장에서 높은 경쟁력을 확보할 수 있을 것으로 기대하고 있다. (주)세일엔지니어링(대표 오세현)은 장문 현장에서 #11, #12의 2기 HRSG(Heat Recovery steam Generator) 설치공사를 SK건설(현장소장 이원기)로부터 하도급 받아 시공하고 있다. 본지는 2017년 3월 말까지의 완공을 목표로 무결점 시공에 올인하고 있는 (주)세일엔지니어링의 주남식 현장소장을 만났다.

국토해양부는 지난해 12월 23일 권도엽 국토해양부장관 주재로 제3차 건설산업공생발전위원회 회의를 개최했다. 건설산업공생발전위원회는 지난해 10월 출범 이후 그동안 3차례의 본 위원회와 11차례의 실무위원회를 개최하여 ${\bigtriangleup}$건설산업 이미지 제고 ${\bigtriangleup}$건설산업 참여주체간 공생발전 정착 ${\bigtriangleup}$건설산업의 경쟁력 제고 및 미래시장 창출 등을 위한 다양한 과제들을 발굴하여 검토해 왔다. 이번 회의에서는 이들 과제 중에서 중요성, 시급성, 파급효과, 이해관계자 간 합의도출 가능성 등을 종합적으로 고려하여 우선적으로 추진이 필요한 과제들을 선정하여 조속히 추진해 나가기로 했다.

해외건설사업을 수행할 경우 해외건설촉진법에 의한 제반 보고제도를 준수해야 한다. 동법상 보고제도로는 $\Delta$수주활동상황보고 $\Delta$계약체결결과보고 $\Delta$시공상황보고 $\Delta$공사내용변경보고 $\Delta$준공보고 등이 있다. 또한 해외건설업체가 가장 중요시해야 하는 것은 수주활동상황보고 이다. 이 보고는 도급형 공사의 경우 입찰 예정일 10일전까지, 개발형공사의 경우 공사시행 개시일 20일전까지 제출해야 한다. 국내외 건설공사로 부터 하도급 형태의 수주활동도 마찬가지다. 현행법상 이 기일을 준수하지 않을 경우 해외건설촉진법에 의거 국토해양부는 과태료(200만원)을 부과하게 된다. 최근 신규등록업체 가운데 이 절차를 생략해 과태료 부과문제가 종종 발생하고 있다. 한편 보고를 생략하는 경우 추후 동 공사에 대한 실적을 인정받을 수 없게 된다. 현재 해외공사 상황보고 업무처리는 국토해양부의 위탁을 받아 해외건설협회가 수행하고 있다.

This study examined the causes and remedies of bid-rigging in the construction industry through a survey of procurement practitioners. The study identified potential problems from the business, construction, and bidding environments, and proposed improvements to the procurement and bidding systems to address these problems. The study found that transparency, fairness, and diversity are important factors in reducing bid-rigging. These factors can be achieved through a variety of measures, such as expanding bidding systems, strengthening fairness standards, and increasing the diversity of participating companies. The study also found that unfair subcontracting regulations are a problem that needs to be addressed. There were differences in the perceptions of the causes of bid-rigging between the general and specialized construction groups. However, there was no difference in the perceptions of improvements to the procurement system between the two groups. This suggests that a consistent solution to bid-rigging can be found. The study's findings are expected to contribute to the resolution and prevention of bid-rigging in the construction industry.

대한설비건설협회는 지난 2월 26일 설비건설회관 대회의실에서 제50회 정기총회를 개최하고 2014회계연도 사업계획을 수립했다. 2014년도 사업추진의 기본방향은 분리발주 법제화에 대한 후속조치 및 공공기관의 설비건설 주계약자 공동도급 정착 추진을 비롯해 설비건설 해외시장 진출 확대 등 업역확대, 하도급시장 환경개선 등 설비건설업계 권익보호, 설비건설 기술인력 양성사업 및 건설업 등록신청 업무 등의 협회 신규 위탁사업 지정 추진과 공종별 발전과 협력을 위한 제위원회 운영 및 설비건설의 대 내외적 홍보활동 강화 등에 역점을 두고 있다.

대한설비건설협회는 지난 2월 25일 설비건설회관 대회의실에서 제44회 정기총회를 개최하고 2011회계년도 사업계획을 수립했다. 2011년 사업추진의 기본방향은 기계설비시공 관리기준법의 국회통과 결집, 법 통과 후의 하위법령 및 세부기준 제정, 회원사의 적정공사비 확보를 위한 주계약자형 공동도급 활성화 및 직할시공제, 설비공사 분리발주 확대 등 설비건설업계 도급영역 확대, 회원사 경영환경 개선을 위한 불공정하도급거래 개선, 설비기자재가격 현실화 등 관련 제도개선 사업 등에 역점을 두고 있다.
