Accuracy of Parcel Boundary Demarcation in Agricultural Area Using UAV-Photogrammetry (무인 항공사진측량에 의한 농경지 필지 경계설정 정확도)

  • In recent years, UAV Photogrammetry based on an ultra-light UAS(Unmanned Aerial System) installed with a low-cost compact navigation device and a camera has attracted great attention through fast and accurate acquirement of geo-spatial data. In particular, UAV Photogrammetry do gradually replace the traditional aerial photogrammetry because it is able to produce DEMs(Digital Elevation Models) and Orthophotos rapidly owing to large amounts of high resolution image collection by a low-cost camera and image processing software combined with computer vision technique. With these advantages, UAV-Photogrammetry has therefore been applying to a large scale mapping and cadastral surveying that require accurate position information. This paper presents experimental results of an accuracy performance test with images of 4cm GSD from a fixed wing UAS to demarcate parcel boundaries in agricultural area. Consequently, the accuracy of boundary point extracted from UAS orthoimage has shown less than 8cm compared with that of terrestrial cadastral surveying. This means that UAV images satisfy the tolerance limit of distance error in cadastral surveying for the scale of 1: 500. And also, the area deviation is negligible small, about 0.2%(3.3m2), against true area of 1,969m2 by cadastral surveying. UAV-Photogrammetry is therefore as a promising technology to demarcate parcel boundaries.

  • The WGS conversion project of cadastral drawing (promoted by the Ministry of Land) is not able to reflect the cadastral registration due to subtle differences such as area and location. When converting the digital cadastral region to the world geodetic system, the boundary point coordinates must be changed to the legal coordinate units. However, there is a phenomenon that occurs in which the minute area changes do not coincide with the area registered in the cadastral registration when the coordinate unit is changed. In this study, we have developed a method to adjust many parcels collectively by applying a passive fine-tuning method used in cadastral resurvey project to solve these problems. Total 1, total 2+1, interval 1, interval 2+1, etc. were classified based on the number of parcels that need to be considered for the range of adjustment and the area condition. The analysis of the experimental area (after developing SW for comparison of each method) showed that the total 2+1 method is suitable for the location accuracy and the interval 2+1 method is suitable for the temporal efficiency.

  • 오늘날과 같이 산업사회의 급격한 발달로 인하여 토지의 재산적인 가치가 높게 평가되면서 국민들은 토지에 대한 정확하고 다양한 정보제공을 요구하고 있다. 그러나 우리나라는 토지조사사업으로 작성된 지적공부를 현재까지 사용하고 있으나 토지이동에 따른 지적경계의 변동과 지적도면이 변질되고, 신축과 훼손이 심해져서 지적도의 경계선과 지상경계선의 불일치로 토지분쟁을 유발하여 대국민관계에 불신을 초래하고 있는 것이 사실이다. 그러나 아직까지 정확한 해결방안을 찾지 못하고 있는 것이다. 그러므로 본 연구에서는 현행 지적공부의 문제점인 경계불부합을 효율적으로 정리할 수 있는 방안을 위해서 지상경계를 TS측량방법을 이용하여 필지별 면적과 경계점간 거리의 변화를 측정하여 도시지역과 농촌지역에 관한 도상 경계와 지상경계를 분석하여 문제점을 해결할 수 있는 방법으로 지상경계위주의 좌표로 등록하여 정리하는 것이 효율적인 방법임을 제시하였다.

Utilization of Space based Digital Information for Land Information around the Acreage of a Lot (필지 중심 토지정보화를 위한 공간기반 수치정보의 활용방안)

  • It is necessary to arrange and analyze the collected research date to get regularity such as characteristics, merits and demerits, and possibility in city when constructing land information by analyzing linkage and utilization of cadastral information as the fundamental data for land information around the acreage of a lot and by expressing the purpose of each digital data construction with map. In short, that is the work to classify data, to make chart or map, or to analyze using statistical technique. Some information in land utilization had been used by computerization, but several problems were found in common use of total divisions. The most important problem is, in the case of drawing information, that topographical map with building boundary and land registration map with acreage boundary cannot be used together. In the case of property information, common utilization of property information that is basically needed and standard measurement of usage classification are necessary. The characteristics of the land usage data by the rearrangement of the cadastral information. etc. is presented as the basic data for the land information orientation, and the analyzing result of the data should be expressed and controlled on the map as the fundamental survey for the establishment of the land information oriented planning supports the physical space planning of the land cadaster finally. In this research, the problem in establishing current land information around acreage of a lot was found to research data to be needed in land information for utilizationof space based digital information, and was studied the method in relation to GIS.

  • The aim of this study is to represent the effective method for undertaking cadastral surveying works through analyzing and comparison of the surveying results both Total Station and GPS surveying techniques. in the value of coordinate of land parcels, the surveying results of using Total Station and Real Time Kinematic GPS surveying are compared and anayzed. As a results, each axis X and Y differences are ${\Delta}X=0.02m\;and\;{\Delta}Y=0.02$. Therefore the latter surveying method is available to use for production of numerical casdastral map at a large scale and for field surveying in farmland adjustment area. Furthermore travers surveying is not needed to be done when horizontal position of the boundary of a land parcel is determined by the method of RTK. It is recognized as a effective and efficient method in rapaid, accurate and economical aspects.

Utilization of UAV Photogrammetry for Actual Condition Survey of Government Owned Lands (국·공유지 실태조사를 위한 UAV 사진측량의 활용성 검토)

  • The purpose of this study is to present the applicability to the effective survey into the actual condition of lands such as analysis of occupied location of government owned lands based on orthoimages created from aerial photographs taken by UAV. The boundary point coordinates and areas of the parcels were observed respectively by VRS-GNSS surveying and orthoimages for each land use of two categories of land, i.e. building site and farmland. As a result of comparing boundary point coordinates and areas extracted from UAV orthoimages with VRS-GNSS surveying data which were used as reference data, the RMS error of the coordinates for the boundary points was ±0.074m for both X and Y in the building site, and ±0.150m and ±0.127m for the X and Y respectively in the farmland. The positional error of the boundary point was 1.7~ 2 times higher in the farmland than in the building site where the boundary points were relatively clear. The RMS error of ±8.964㎡ of areas in the farmland was 4.7 times higher than that of ±1.898㎡ of areas in the building site. The area errors of all 22 parcels measured from the orthoimage were found to be within the allowed error range, indicating that it is feasible to apply the orthoimage generated by UAV to survey of government owned lands in terms of accuracy.

  • 지적도는 모든 지도중 가장 큰 대축척 지도이며 토지에 대하여 필지별로 지번, 위치 및 경계 등 소유권의 범위를 등록하는 것으로서 국민의 기본권리인 토지에 대한 소유권과 그 이용을 보장할 수 있는 가장 기본적인 특성을 가지고 있다. 도형자료인 현재의 지적도는 1910년 토지조사사업에 의하여 실제 토지필지를 1/1,200로 축소하여 도면에 등록한 도해지적으로 제도오차, 축척오차, 신축오차, 도곽접합 등의 기술적인 오차와 측량을 할 때마다 각기 측량사에 따라 개인오차의 누적으로 성과결정에 있어서 차질을 가져다주고 있다. 따라서 이러한 문제를 해결하기 위하여는 지적재조사사업이 가장 바람직하지만 복잡한 과정을 거쳐야 함으로 그 이전에라도 축척변경사업을 통하여 새로운 지적체계로서 토지이용상태에 따라 토지의 경계를 수치좌표로 등록하는 수치지적체계로 전환하여 지적측량의 정확도와 정밀도를 높여 지적불부합지에 대한 민원을 해소함으로써 재산적 가치를 증대할 뿐만 아니라 국민의 소유권 보호 및 양질의 서비스 개선에 그 목적이 있다. 본 연구에서는 해당지역의 지적도를 독취, 정도곽으로 보정하여 일필지를 공부상면적의 공차범위 이내로 조정한 후 현형도와 지적도를 조정(Orientation)하여 좌표를 저장하였다. 일필지 좌표결정 방법에는 CAD기능을 이용하여 컴퓨터의 모니터에서 지적도를 이동 및 회전함으로써 위치를 결정하는 방식, 모니터상에서 국부적으로 위치를 결정하는 방식 및 디지타이져상에서 결정하여 모니터상에서 조정하는 방식있다. 현실적으로 국부적인 방법이 합리적이라고 생각되어 모니터상에서 조정(Orientation)하여 국부적으로 좌표 위치를 결정하는 방법으로 연구하고 성과를 비교, 검토하였으며, 그 결과 다음과 같은 결론을 얻었다. 1. 지적도면은 토지조사사업 한지를 배접한 켄트지를 사용함으로써 종이의 신축으로 인하여 정도곽으로 보정을 하면 독취면적은 대부분 공부상면적보다 늘어났다. 2. 좌표의 이동량이 일률적이지 못하므로 기초점에 대한 문제라고 생각되며, 따라서 도해지적을 수치지적으로 전환함에 있어서 가장 우선되어야 할 사항이 기초점 정비라 하겠다.

  • In this study, one of the main aims is to build up a technical foundation for promoting the cadastral resurvey effectively and to improve the accuracy of cadastral surveying is to make use of precise surveying techniques in allowance of position errors as reference accuracy in cadastral resurvey, which is proper to obtain the sufficient accuracy of the cadastral control points, and parcel boundary points by introducing the GNSS-based surveying techniques on cadastral survey. In detail, the existing procedures and outcomes of cadastral survey were compared and analyzed for suggesting a better survey technique than that of the other techniques in a variety of aspects of capability of cadastral survey. The new skills and supports could be upmost importance when doing cadastral survey. What's more, essentially, 'The Measurement Department' makes all the efforts to establish 'The Surveying Regulations'. This could possibly apply GNSS-based surveying technique to the cadastral resurvey for the foreseeable future and this research paper suggested that how to improve absolute accuracy of cadastral reference points by means of putting to use the appropriate models of measurement further.

  • The world geodetic system transformation of cadastral record have to minimize differences of boundary and area being in cadastral record according to transformation for that is direct connected with the land owner and property protection. However it is very difficult to accurately maintain the before and after transformation because coordinate transformation is generally using a mathematical conversion formula. At present, Helmert model by using 4-parameter is official coordinate transformation model for Cadastral Resurvey Project but scale factor is most sensitive to changes of area and relative position in the same parcel. In this study, it was proposed 3-parameter method using by scale factor fixing through the application of a Helmert in order to avoid changing the area difference and keeping the error within the tolerance range of the boundary which is related to the boundary point coordinate region.
