The risk in the constructions projects is extremely diverse because there are too many indefinite factors. Therefore, Performance Measurement Baseline(PMB) is needed regularly during the construction process. However, nowdays, the PMB in the constructions projects is for contractors' PMB and Performance Management(PM). Clients have a lot of difficulties to control and manage the projects. Therefore, this paper classifies schedule and cost data of the public apartments houses which is a actual cases into types and then conducts regression analysis and deduces a regression. In addition to this paper establishes the Work Breakdown Structure(WBS) and suggests the PMB for the clients through using that.

The purpose of this study is to analyze CM effects between traditional and owner CM types according to project delivery methods in private projects. The research method of this study includes case studies and survey from construction management experts. The results of this study are as follows: 1)The owner CM type is proved to be much more effective than traditional method in various management function areas. 2)Planning, design, and quality management areas are proved to be very strong in the case of owner CM type.

Design build (DB) is a construction project delivery system which has become one of the favored ones and the growth of DB by the public agencies has been steadily increasing. DB can be viewed as an evolutionary project delivery system, since DB project team members collaborate on work with each other, keep seeking cost effective and innovative alternatives that meet the construction needs of the project. Thus DB outperformed others in delivery speed, cost saving, and turnover quality. In Korea, DB projects likewise have steadily increased that it is needed to analyze characteristics of DB delivery system in Korea. For that purpose, this research would offer an analysis of characteristics of DB delivery system in Korea using system dynamics model with investigating the public market trend, comparing DB performance to DBB, and analyzing questionnaire survey.

발주자는 건설 프로젝트의 주요 의사결정을 초기단계에 내리게 되므로 정확한 예산을 예측하는 것이 중요하다. 그러나 건설 프로젝트의 대형화, 복잡화 그리고 건설산업계의 새로운 패러다임인 BIM(Building Information Modeling)의 등장에도 불구하고, 초기단계에서 정확한 공사비를 예측할 수 있는 표준화된 산출방법이 없어 아직까지도 대부분의 설계사무소에서는 실시설계단계에서 확정된 설계안에 따른 견적을 이용하며 초과된 비용에 대해 통합품질을 저해하는 행위를 통해 조정하고 있다. 초기단계에서 보다 정확한 공사비를 예측하므로써 발주자는 의사결정을 함에 있어 올바른 판단을 내릴 수 있으며, 이 단계에서 발생한 정보를 활용하여 이후 단계에도 유용하게 쓰일 수 있을 것이다. 본 연구에서는 발주자 의사결정 지원시스템 상에서 BIM기반으로 개략공사비를 산출할 수 있는 프로세스를 제안한다.

The public employers are faced the mounting importance of decision process to settle the optimum VE delivery system of such public facilities buildings and etc. The elements of decision process of the public employer are formed in the various relationships of the concerned and when the projects are coming into effect, the decision process in the VE delivery method and the selection of contractor will be the name of the game. The decision process in the VE delivery method and the selection of contractor are created a case to be one and the same as well as initiates a consistency for the performance. However, the function and role of the public employer are projective accordingly to the organization of employer and the employer especially no system is equal to the capability of perfect evaluation and verification of the ability of the employer. Especially the lowest bidder policy that started with justification to increase the competitiveness and technical capability of the contractors through the completion in between contractors has been providing the hotbed for insolvency, irregularity and irrationality as a result. From this point of view it is declared that the buildup the edifice of supporting system in the process of decision to recover the mutual trust and respect of the concerned in the VE delivery system with the technostress and the systematization based on drawing the elements which affect the decision process of public employer.

Design-build that a single entity performs whole construction process under singular responsibility is one of the project delivery system comes to take expectation effects of time savings, cost saving, and quality assurance. On the other hand, a current domestic method for selecting a design-build contractor is difficult to reflect the purpose of owner and the project characteristics when owner selects the design-build contractor. The purpose of this research is to suggest a model for deciding evaluation weights in design-build which can reflect the purpose of owner and the project characteristics. This research can help owner to select the best suitable design-build contractor for the project.

The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But, the each role of participants is Individually changed to step in construction process stage and moreover it has complicated, entangled interests. The CM(so it called Construction Management as an abbreviation word) system was inducted for the effective management and operation of construction project. The key of the CM success depends on the cooperative relationship relation to major participants. There are lots of studies and efforts for the performance measures of the CM, however existing performance index is only measured as the viewpoint of project owner. Therefore it needs to make up for balanced view through combination of the four-way view of participants. In this study, we should search for cooperative relationship of project participants, and then we should suggest to define the difference of project in their viewpoints.

Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

PMO(Project Management Office) has been considered as a general approach for the successful operation of IT project. The previous studies tended to emphasize on the roles and functions of PMO in a normative way. However, in practice, since PMO is operated as a joint structure in which client firms and professional PMOs work together, it seems to be important that the implementation system of PMO should be properly formed. In this paper, it is examined whether the competence of client firms and professional PMO influence on the setup of implementation system of PMO, and also whether implementation system of PMO influence of the performance of IT project. In addition, it is also analyzed if the competence of client firms and professional PMO influence differently on the setup of implementation system of PMO, according to the degree of knowledge complementarity. As a result of this study, it is found that the competence of client firms and professional PMO influence positively on the setup of implementation system of PMO, and governance factors such as clear definition of organizational roles, responsibility, and setup of standardized processes are also important in performance of IT project. It is also shown that, if knowledge complementarity is formed with a common knowledge base between client firms and professional PMOs, Project Management Office functions effectively. In summary, for the successful performance of IT project, it seems that it is required to approach from the view point of governance in forming the implementation system of PMO and it is also important to form knowledge complementarity between client firms and professional PMOs.
