This study was conducted with the aim of identifying the current state and improvements of the public library services for older adult in Korea. According to the online survey of public libraries in urban areas across the country, a total of 172 libraries responded. Research shows that public libraries generally recognize the importance of elderly users, but there are limitations in active efforts. The priority area for library collection and space/facilities was to be strengthened by the expansion of large type and voice books/periodical books, as well as the need to ask librarians for help to find books in high bookshelves. In the case of library services/programs, the areas that need to be strengthened first were analyzed as social participation programs and humanities programs. The librarians in charge of information services expressed their opinions that more specialized services and programs should be planned and subdivided for the elderly generation in order to provide older adults' services unique to other older adults' service institutions.

본 연구는 경력단절여성의 창업의지를 고취시키기 위해 필요한 변수를 분석하고, 성공적인 창업으로의 연결을 위한 교육 프로그램의 재구성 및 향후 정책이나 사업을 기획함에 있어 이론적 기반을 제공함에 목적을 두고 작성 되었다. 여자의 삶을 살면서 겪게 되는 출산 및 양육은 경력단절을 만드는 주된 이유이며, 이는 개인의 문제 뿐 아니라 저 출산 이라는 또 다른 사회적 문제를 야기 시킨다. 이런 사회적 문제의 해결방안으로 현재 정부는 여성기업의 활동과 여성의 창업을 지원하기 위해 2009년 12월 여성기업지원에 관한 법률을 제정하고, 여성기업 활동 촉진 기본계획을 수립하는 등 여성 창업 촉진을 위해 많은 노력을 하고 있다. 이러한 노력들이 실제 경력단절여성들에게 영향을 미치고 있는지 선행연구를 통해 알아보고, 경력단절여성의 창업의지를 고취시키기 위해 필요한 변수를 분석하여 실증 분석을 통해 관련성을 연구하고자 한다. 경력단절여성의 특성을 파악하여 경력단절 전 보다는 창업에 필요한 소통이 단절되었을 것으로 판단하여 외부의 영향력이 아닌 내부의 개인특성을 중점으로 변수들을 추출하였다는 선행연구와의 차이점이 있고, 일반 예비창업자 혹은 교육학에서 변수로 작용했던 창의성을 경력단절여성을 대상으로 연구하였다는 차이점이 있고, 창업 이라는 교육 커리큘럼에 여성을 대표하는 "감성"을 더해 "여성창업"을 위한 효과적인 교육 및 훈련 프로그램이 만들어 져야 하고, 경력단절여성들이 창업활동을 활발히 할 수 있도록, 일 가정 양립을 위한 제도적인 지원제도가 더욱 많아져 경력단절 여성창업률을 높이려는 노력이 더욱 필요할 것으로 판단된다.

The R&D budget of energy technology development has increased in the sector of korean energy technology development continuously. In addition to that, KIER, the government invested research institute and unique energy technology R&D research institute, is trying to plan for a big-sized energy R&D program for the well focused R&D and excellent research outcomes. In the phase of R&D process, the planning is one of the most important sectors because it drives the direction of R&D. In this study, we suggest the assessment criteria to select a strategic energy technology R&D programs by the analytic hierarchy process, which is one of multi-criteria decision making method (MCDM)We structure 2 tiers of hierarchy for assessing a big-sized R&D program and also establish 6 criteria in the level 1, which are energy environment, economic spin-off, technical spin-off, marketability, KIER mission, and cost. We allocate the relative weights of criteria by checking the values of consistency ratio as making pairwise comparisons. The result of this research will provide the decision makers as they select a right well focused R&D program.

Among university librarians and academic community in Korea, there has been constant debate on the need for subject librarianship and the restructuring of educational programs. The debate has not resulted in substantive change so far. Recently, as several university libraries have begun to implement subject librarian service, there is a growing need to reeducate practicing librarians for such service. Recognizing that the liaison service model best fits the reality of academic libraries, this article proposes curriculum development goals and strategies, and specific course listings for the training of subject liaison librarians. We also suggest specific conditions requisite for such education programs fully develop in the future.

제64차 국제도서관연맹(IFLA)대회가 ‘정보와 문화의 교차로에서’라는 주제아래 8월 16일부터 21일까지 네덜란드 암스테르담에서 개최되었다. IFLA 총회가 네덜란드에서 개최된 것은 1939년 헤이그와 암스테르담, 그리고 1966년 쉐베닝겐에서 열린 데 이어 이번이 세 번째이다. 이번 대회는 공식집계에 따르면 세계 120개국에서 3,328명의 도서관인들이 참가하는 대성황을 이루었다고 한다. IFLA 대회는 회원국을 순회하면서 열리는데 지난해에는 덴마크 코펜하겐에서 열렸다. IFLA는 1927년 창설된 비정부기구로서 UNESCO와 함께 공식적으로 활동해왔다. IFLA의 목적은 도서관 활동과 문헌정보학 전반에 걸친 국제적인 이해와 협력, 토론, 연구 및 개발을 증진시키고 도서관인들이 국제적인 공동 관심사를 논하는 장을 제공하는 데 있다. 현재 회원으로 141개국 1400이상의 도서관 및 관련 단체들이 가입되어 있다. IFLA조직은 헤이그에 본부를 두고 있으며, 운영 조직으로 심의 평가를 담당하는 실행위원회와 전문위원회 그리고 4개의 자문위원회로 구성되어 있다. 실행위원회는 IFLA의 정책, 운영과 재정에 대하여 책임을 지어, 전문위원회는 두 개의 하부조직인 전문가 그룹과 5개 코아 프로그램에 의해 수행되는 전문적인 활동의 기획과 프로그래밍에 대하여 모니터 한다. 전문가 그룹이란 8개의 부회와 그 아래있는 34개의 분과와 11개의 원탁회의를 말한다. IFLA대회는 한국도서관협회가 주최하는 전국도서관대회보다 좀더 규모가 큰 행사라고 생각하면 상상하기가 쉬울 것이다. 대회 전체를 아우르는 주제가 설정되어 있고, 그 아래 각 분과별 발표회 또는 원탁회의가 동시에 여러 곳에서 진행된다. 따라서 참가자는 프로그램을 보고 자신이 참석할 분과나 포럼 등을 미리 정해두지 않으면 우왕좌왕하게 된다. 그리고 참석기간 중에는 매일 발행되는 를 반드시 참고할 필요가 있다. 이 자료는 IFLA 대회 일정의 변경이라든가, 하루 동안 일어난 소식을 알려주는 일종의 신문과 같은 역할을 한다.

본 연구는 코로나 팬데믹과 같은 외부 환경의 영향뿐만 아니라 경쟁 환경 및 시장변화에 적절하게 대응하지 못하는 등 역량부족의 문제로 사업 실패률이 높아진 소상공인들의 성공적인 재기를 돕고자 이들에게 요구되는 역량을 모델링하는데 목적이 있다. 이를 위해 1977년부터 2022년까지 발행된 관련 문헌을 분석하였고 7인의 재도전 소상공인을 대상으로 행동사건인터뷰(BEI)를 진행하였으며, 역량개발 및 HRD 전문가를 섭외하여 세 차례에 걸처 초점집단인터뷰(FGI)를 실시하는 과정을 통해 역량초안을 도출하였다. 이를 바탕으로 12명의 관련분야(창업, 소상공인, 심리/역량) 전문가를 섭외하여 3회에 걸친 델파이기법(Delphi Analysis)을 통해 재도전 소상공인의 성공적인 재기에 도움이 되는 역량을 2개의 역량군(소상공인, 실패회복), 8개의 세부역량(사업기회포착, 사업기획, 사업차별화, 운영관리, 판로개척, 제품과 서비스 연구개발, 긍정적 자기조절, 실패경험 극복 및 대처), 22개의 역량요소, 72개의 지식·기술·태도(KSA)가 표시된 행동지표로 도출하였다. 이와 같이 진행된 본 연구는 국내 최초로 재도전 소상공인에게 요구되는 역량을 구체화했다는데 학술적 의미가 있다. 또한 본 연구 결과는 재도전 소상공인 대상 역량기반 교육프로그램을 개발하거나 지원 프로그램에 적합한 대상자 선별하는 등에서 활용될 수 있으며 소상공인 스스로 사업 성공을 위해 역량을 진단하며 자기개발을 촉진하는데 활용할 수 있을 것으로 보인다.

최근 정부가 저탄소 녹색성장을 새로운 국정비전으로 제시하고 혁신적 그린에너지 기술개발을 위해 연평균 20%이상의 R&D 예산을 증액하고 있는 상황에서 연구개발결과의 상용화율 제고를 위한 연구기획, 평가, 관리시스템의 개선이 시급한 실정이다. 특히 선진국의 경우 최근 3년간 에너지분야 R&D의 상용화율이 미국 35.9%, 유럽 46.8%로서 24.2%인 한국에 비해 매우 높다고 할 수 있다. 이와같은 격차가 존재하는 것에 대해서 다양한 요인을 생각해볼 수 있겠지만, 크게 시장적인 또는 산업적인 측면에서의 중요도를 기준으로 연구과제를 선정하지 못하고 있다는 점과 연구개발결과를 효율적으로 사업화하고 있지 못하고 있다는 점을 생각해볼 수 있다. 특히 에너지 분야는 대규모 자금의 초기소요 및 개발기술 상용화기간의 장기화등으로 인해 사업화 실적이 타산업대비 매우 저조한 편이다. 이와같은 연구결과의 사업화와 관련된 문제점을 극복하기 위한 노력으로 국내에서 다양한 형태의 기술사업화 지원프로그램이 운영괴고 있으나, 에너지 분야에 특화된 프로그램은 부족한 상황이다. 반면에 미국의 경우, 재생에너지 R&D분야 전문투자자 그룹인 클린테크그룹 등을 중심으로 2002년부터 현재까지 다수의 녹색기술분야에 특화된 기술사업화 지원 프로그램을 운영하고 있다. 그 결과 현재까지 약 9년간 총 16억$의 투자유치에 성공함으로써 민간투자 활성화 역할을 담당하고 있다. 따라서 국내의 경우에도 이와같은 에너지 R&D 결과를 효과적으로 사업화로 연계시킬 수 있는 관련 프로그램 등이 시급히 도입되어야 할 것이다. 본 논문에서는 국내의 사업화 부진문제를 해결하기 위한 하나의 방안으로서 올해부터 정부주관으로 시행되고 있는 녹색인증사업을 활용하여 사업화가 유망한 기술 및 기업을 선별하고, 이에 대해 사업화 지원을 위한 후속프로그램을 적극 지원함으로써 연구개발결과의 경제적 활용도를 획기적으로 개선하는 방안을 제시하고자 한다. 또한 사업화 지원프로그램의 효율성을 높이기 위해 수도권, 영남권, 호남권 등 지역별 TP 등을 중심으로 기술사업화 협력 네트워크를 구축하고, 이를 기반으로 한 수요기술조사, 기술마케팅, 투자자유치 등의 관련프로그램을 개발하여 전단의 시스템과 융합시킴으로써 향후의 정부주도 R&D결과의 상용화율을 제고할 수 있는 시스템을 제안하고자 한다. 이에는 에너지 R&D분야별 기술적 시장적 특징분석, 지역별 산업특성과 기술공급 서플라이 체인분석을 토대로 한 기술이전 잠재수요기업 투자자를 대상으로 한 맞춤형 기술사업화 프로그램 등이 포함된다. 마지막으로 제안된 시스템에 대한 타당성 검증을 위해 올해년도에 시행한 녹색인증 기술사업화 연계프로그램 및 기술사업화 협력네트워크 활용사례 등을 분석하고, 향후 발전방향으로서 기술사업화 유관기관간간 기술사업화 정보교환 및 사업화 유망기술 기업 마케팅 등을 기본내용으로 한 시장지향적 녹색에너지 R&D 관리 시스템 구축방안을 제시하고자 한다.

This paper is brought to asses the training effect of KS-QFD boot camp for the companies in the early growth stage. In particular, the focus of research falls on measuring transfer intension of the participants from the early stage companies older than three years old, motivating effect of applying knowledges acquired from KS-QFD training camp into their real business case. KS-QFD program is presented to help company in the early stage companies over three years old of boosting up their sales volume more than 5 times than now for the next 18 months by this training. The training program of KS-QFD is ultimately to design more practical and helpful program to real business and spread out. The research establish model by setting the learner readiness and perceived content validity by doing training design as independent variables, self-efficacy of learner as mediating variable, and transfer intension as dependant variable. Research results shows the following outcomes. First, learner readiness does not have directly effect on transfer intension under keeping statistical significance. But as the parameter of self-efficacy, it has perfect mediating effect. Second, research proves that perceived content validity have directly impact on learning transfer intension of mediating by self-efficacy partially. This research contributes on proving that learning by doing KS-QFD boot camp enable the participants to build up their self-efficacy and lead to enhance transfer intension. In more steps, the research validates that KS-QFD training camp have delivered very practical and helpful on-site knowledge to the participants.

The importance of citizen as a key of community safety has increased, and the legislation to support the citizen's activities is continued. However systematic and detailed action plans are not enough to something. Thus, the purpose of this research is to develop the educational program model for the citizens on patrol for the improvement of practical use. The methods of this research are to make and suggest the educational program for citizens on patrol by literature review and cases analysis of educational program implemented one years ago. The findings are suggested as belows. First, the learners need the contents can be practically used in the field and sufficient time of education. Second, the subgoal to achieve the ultimate goal of education program model should be established as 'customer-centered, field-oriented, competence reinforcement', and driving strategy must be composed of four stages as plan-design-implementation-evaluation. Also, for strategy of each stage, detailed sub-strategies from preparation to execution of education have to be considered. Third, education program must be categorized by basic-intermediate-expert courses depending on the level of learners, and theoretically and practically oriented curriculum subjects are organized in balance by each course.

This study proposes a STEAM (Science, Technology, Engineering, Arts, and Mathematics) program for career exploration of middle school students. The proposed program utilizes VR (Virtual Reality) for new digital technology and webtoon as a popular cultural element. It enables the students to investigate promising fields and experience them virtually for themselves. We design the program based on the 2015 revised curriculum, which enhances the learning effects with existing subjects. In particular, the program provides a hybrid education to combine contact and untact classes considering the COVID-19 situation. The educational goal of the proposed program is to improve creativity and convergence capability. Specifically, it aims to prepare an educational foundation that integrates new digital technologies into education and applies the programs to school education fields. To prove the effectiveness of the developed program, we applied the program to the second graders of A middle school located in Seoul. We expect that the proposed program helps students learn how to utilize new digital technologies and explore future career paths.
