A Case Study on the Evaluation Framework of a New Service Model in the Public Sector: Focusing on the Mobile Application Project (공공기관 지원사업 선정평가 프레임워크 개발 및 적용: 모바일 앱 서비스 지원사업 선정사례 중심)

  • It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

  • Small and Medium-sized Enterprises are the backbones of the national economy in production and employment. Information technology can contribute to strengthening the competitiveness of SMEs. This study aims to organize the comprehensive review of existing literature on the information technology adoption and success determinants in SMEs by comparing Korean domestic and aborad studies. The results show that domestic studies tend to be more quantitative research than the research aborad. Technology-Organization-Environment framework has been the most frequently deployed framework, and CEO support and user satisfaction factors are most frequently used in the adoption and success factors. With these findings we hope the future study should adopt more various theories and qualitative research methodologies.

  • In the growing digitalized world, the European Union implemented the General Data Protection Regulation(GDPR) to establish a comprehensive data protection framework across member states. Given the constitutional roots of GDPR, the EU's regulatory approach is different than other data protection regimes. The new regulation has strengthened individual rights to data protection, but it also introduced several obligations for businesses that collect and process personal data. We review the existing literature on privacy, particularly GDPR, from a policy perspective. The evidence outlines data regulation's effects on competition, innovation, marketing activities, and cross-border data flows. The discussion highlights the tradeoffs between increased regulation of data protection and its effects on the market.

  • 본 연구의 목적은 전력의 효율적인 사용과 전력-IT융합 산업의 활성화를 위하여 국내 전력-IT융합 산업을 분석하고 발전방안을 제시하는 것이다. 이를 위해 본 연구에서는 Van de Ven의 Social System Framework를 기반으로 하여 전력-IT융합 산업을 제도적 장치, 시장소비, 자원 확충 및 기업 활동 부문으로 구분하여 분석하였다. 또한 분석 결과의 검증 및 시사점 도출을 위하여 전력에너지 분야의 전문가들을 대상으로 설문을 실시하였다. 그 결과 IT기업의 에너지 산업 진출과 전력-IT융합 시장에 대한 정책적 지원이 활발하게 이루어지고 있는 것으로 평가되었다. 반면 대기업 위주의 시장 경쟁과 인력양성에 대한 지원 부족이 문제점으로 지적되었다. 본 연구는 Social System Framework의 분석 결과 평가에 있어 IT산업에 종사하고 있는 전문가의 의견을 반영하지 못한 한계점이 있으나, 전력-IT융합 산업을 학술적 프레임워크에 근거하여 분석하고 산업 전문가의 의견을 반영하였다는 데 그 의의가 있다.

  • 본 논문에서는 키넥트 센서 기반으로 하는 동작 인식 애플리케이션을 설계하고 구현 한다. 이 애플리케이션은 본인이 응원하는 특정 연예인의 영상을 보고, 응원하는 동작을 하면 점수를 취득하게 되고, 누적되는 점수에 따라 그 연예인에 대한 기여도를 알 수 있도록 구현한다. 프레임별 조인트 움직임의 차이를 구하여 사용자의 움직임에 따른 점수를 부여하는 기능을 구현한다. 또한 전체 랭킹 시스템을 통해 동일한 연예인을 응원하는 사용자들이 공동의 소속감을 가지고, 더 나아가 자신들이 응원하는 연예인의 순위를 올리기 위한 경쟁을 유도하는 기능을 구현한다. 점수가 누적되면 단계별로 추가적인 애니메이션을 제공하여 흥미있게 볼 수 있는 기능도 구현한다.

Development of the Regulatory Impact Analysis Framework for the Convergence Industry: Case Study on Regulatory Issues by Emerging Industry (융합산업 규제영향분석 프레임워크 개발: 신산업 분야별 규제이슈 사례 연구)

  • Innovative new products and services are being launched through the convergence between heterogeneous industries, and social interest and investment in convergence industries such as AI, big data-based future cars, and robots are continuously increasing. However, in the process of commercialization of convergence new products and services, there are many cases where they do not conform to the existing regulatory and legal system, which causes many difficulties in companies launching their products and services into the market. In response to these industrial changes, the current government is promoting the improvement of existing regulatory mechanisms applied to the relevant industry along with the expansion of investment in new industries. This study, in these convergence industry trends, aimed to analysis the existing regulatory system that is an obstacle to market entry of innovative new products and services in order to preemptively predict regulatory issues that will arise in emerging industries. In addition, it was intended to establish a regulatory impact analysis system to evaluate adequacy and prepare improvement measures. The flow of this study is divided into three parts. In the first part, previous studies on regulatory impact analysis and evaluation systems are investigated. This was used as basic data for the development direction of the regulatory impact framework, indicators and items. In the second regulatory impact analysis framework development part, indicators and items are developed based on the previously investigated data, and these are applied to each stage of the framework. In the last part, a case study was presented to solve the regulatory issues faced by actual companies by applying the developed regulatory impact analysis framework. The case study included the autonomous/electric vehicle industry and the Internet of Things (IoT) industry, because it is one of the emerging industries that the Korean government is most interested in recently, and is judged to be most relevant to the realization of an intelligent information society. Specifically, the regulatory impact analysis framework proposed in this study consists of a total of five steps. The first step is to identify the industrial size of the target products and services, related policies, and regulatory issues. In the second stage, regulatory issues are discovered through review of regulatory improvement items for each stage of commercialization (planning, production, commercialization). In the next step, factors related to regulatory compliance costs are derived and costs incurred for existing regulatory compliance are calculated. In the fourth stage, an alternative is prepared by gathering opinions of the relevant industry and experts in the field, and the necessity, validity, and adequacy of the alternative are reviewed. Finally, in the final stage, the adopted alternatives are formulated so that they can be applied to the legislation, and the alternatives are reviewed by legal experts. The implications of this study are summarized as follows. From a theoretical point of view, it is meaningful in that it clearly presents a series of procedures for regulatory impact analysis as a framework. Although previous studies mainly discussed the importance and necessity of regulatory impact analysis, this study presented a systematic framework in consideration of the various factors required for regulatory impact analysis suggested by prior studies. From a practical point of view, this study has significance in that it was applied to actual regulatory issues based on the regulatory impact analysis framework proposed above. The results of this study show that proposals related to regulatory issues were submitted to government departments and finally the current law was revised, suggesting that the framework proposed in this study can be an effective way to resolve regulatory issues. It is expected that the regulatory impact analysis framework proposed in this study will be a meaningful guideline for technology policy researchers and policy makers in the future.

A Study on the Determinants of Blockchain-oriented Supply Chain Management (SCM) Services (블록체인 기반 공급사슬관리 서비스 활용의 결정요인 연구)

  • Recently, as competition in the market evolves from the competition among companies to the competition among their supply chains, companies are struggling to enhance their supply chain management (hereinafter SCM). In particular, as blockchain technology with various technical advantages is combined with SCM, a lot of domestic manufacturing and distribution companies are considering the adoption of blockchain-oriented SCM (BOSCM) services today. Thus, it is an important academic topic to examine the factors affecting the use of blockchain-oriented SCM. However, most prior studies on blockchain and SCMs have designed their research models based on Technology Acceptance Model (TAM) or the Unified Theory of Acceptance and Use of Technology (UTAUT), which are suitable for explaining individual's acceptance of information technology rather than companies'. Under this background, this study presents a novel model of blockchain-oriented SCM acceptance model based on the Technology-Organization-Environment (TOE) framework to consider companies as the unit of analysis. In addition, Value-based Adoption Model (VAM) is applied to the research model in order to consider the benefits and the sacrifices caused by a new information system comprehensively. To validate the proposed research model, a survey of 126 companies were collected. Among them, by applying PLS-SEM (Partial Least Squares Structural Equation Modeling) with data of 122 companies, the research model was verified. As a result, 'business innovation', 'tracking and tracing', 'security enhancement' and 'cost' from technology viewpoint are found to significantly affect 'perceived value', which in turn affects 'intention to use blockchain-oriented SCM'. Also, 'organization readiness' is found to affect 'intention to use' with statistical significance. However, it is found that 'complexity' and 'regulation environment' have little impact on 'perceived value' and 'intention to use', respectively. It is expected that the findings of this study contribute to preparing practical and policy alternatives for facilitating blockchain-oriented SCM adoption in Korean firms.

  • In order to implement a smart factory for manufacturing innovation, more digital twins will be developed and applied gradually. In particular, simulation and optimization of digital twins makes it possible to support critical decision-making like a predictive maintenance of the equipment for manufacturing. In terms of a user perspective, this study suggests the conceptual framework of Digital Twin Management System (DTMS) for supporting the analytical and managerial activities for Digital Twins. We integrate the methods and structure of the area like Manufacturing Engineering, Decision Support Systems, and Optimization for developing the DTMS. The framework suggested in this study shows a typical DSS which consists of dialog management system, model management system and data management system. It also includes Analytical Digital Twins and simulations & optimization module. The framework is being applied in one of the most competitive and complex industrial sector. Also this study is meaningful to suggest a new direction of research.

A Study on a Decision Making Model of Prioritization of Supporting Policies for Regional Strategic Industries in Chung-nam (충남지역 전략산업 지원사업의 투자우선순위 결정모형에 관한 연구)

  • The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.

China's Global Investment Policy and Precondition for China Money FDI in Korea (중국의 해외투자 정책과 중국자본 유치의 전제조건)

  • This paper is aimed to prepare some policy-measures which is helpful for China Money FDI in Korea by analysing FDI-related data and political strength and weakness between the two countries and studying fundamental preconditions required for Korea's China Money FDI strategies. As the result of research, key preconditions found out can be summarized as follows; First, because China-Korea economic relationship is largely insufficient in a complementary view as well as in a cooperative state level, Korea should remove the threats in advance that could lead two countries to unlimited competition, and then expand to a relationship of trust between China and Korea. Second, Korea, at least from the perspective of China, may not be an attractive investment destination. Therefore, it is necessary to take advantage of Korea's FTA-expansion-strategy opportunities such as Korea-US FTA which has entered into force recently. Third, because China always has a lot of alternative investment opportunities among world instead of Korea, so Korea should not overlook the fact that China has the bargaining power in large part related on the investment conditions in Korea, such as investment field, investment size, how to invest China Money to Korea, etc. Fourth, if Korea's FDI policy is trapped in the existing rules of the political frame, and moreover Korea can not have the role of rule breaker, it will be difficult to expect Korea's China Money FDI results compared to those efforts. Fifth, if Korea will execute China Money FDI strategies in the context of overestimating the China Power or China Money, it should be noted that Korea may have unexpected losses lead to a national by reason of outward and quantitative investment or bad investment.
