Brain stimulation technology that administers electrical and magnetic stimulation to a brain has shown a significant level of possibility for treating a wide range of various neurological and psychiatric disorders. Depending on its nature, the technology is defined either as invasive or non-invasive, and deep brain stimulation (DBS) is one of the most well-known invasive brain stimulation technologies. Currently categorized as grade 4 medical device in accordance with Guideline On Medical Devices And Their Grades, a Notification of Ministry of Food and Drug Safety (MFDS), the DBS has been used as a stable treatment for several diseases. At the same time, the DBS technology has recently achieved substantial advancement, encouraging active discussions for its use from various perspectives. On the contrary, debates over legal regulation related to the use of DBS has relatively been smaller in numbers. In this context, this article aims to 1) introduce the DBS technology and its safety in setting out the tone; 2) touch upon major legal issues that would potentially rise from its use for four different purposes of treatment, clinical study, areas of non-standard treatment where no other methods are available, and enhancement; and finally 3) highlight disputes concerning common emerging issues observed in the aforementioned four purposes from the viewpoint of legal responsibility and liability of using the DBS, which are benefit-risk assessment, physicians' duty of information, patients' capacity to consent, control for device, and insurance coverage.
In 2019, the pilot project to establish a record management system for administrative information datasets started in earnest under the leadership of the National Archives. Based on the results of the three-year project by 2021, the improved administrative information dataset management plan will be reflected in public records-related laws and guidelines. Through this, the administrative information dataset becomes the target of full-scale public record management. Although public records have been converted to electronic documents and even the datasets of administrative information systems have been included in full-scale public records management, research on the quality requirements of data itself as raw data constituting records is still lacking. If data quality is not guaranteed, all four properties of records will be threatened in the dataset, which is a structure of data and an aggregate of records. Moreover, if the reliability of the quality of the data of the administrative information system built by reflecting the various needs of the working departments of the institution without considering the standards of the standard records management system is insufficient, the reliability of the public records itself can not be secured. This study is based on the administrative information dataset management plan presented in the "Administrative Information Dataset Recorded Information Service and Utilization Model Study" conducted by the National Archives of Korea in 2021. A study was conducted. By referring to various data, especially public data-related policies and guides, which are being promoted across the government, we would like to derive quality evaluation requirements in terms of records management and present specific indicators. Through this, it is expected that it will be helpful for record management of administrative information dataset which will be in full swing in the future.

In those day, the Busan local government had instituted a rule to support and enhance competition as well as improve respect for the ship management industry. This study aims to extract the cause factors to enhance such competition using intuitionistic decision making trial and evaluation laboratory (DEMATEL) and interpretive structural modeling (ISM) methods. First, eight factors were extracted from the specifications in the Ship Management Industry Development Act. Second, the intuitionistic fuzzy number was converted to a crisp number using the standard fuzzy number. Third, the influence relationship was analyzed using DEMATEL, and the priority ranks for the factors are determined using ISM. From the results of the impact relationship analysis, the three main cause factors were determined as improvement of technical ship management capability, improvement of expertise of manpower for onshore management, and improvement of the quality of the Korean seafarer. The priorities under the ISM method, in descending order, were as follows: improvement of the quality of Korean seafarers, improvement of professionalism among the manpower for shore management, improvement of technical ship management capability, improvement of commercial ship management capability, establishment of a comprehensive information system, improvement of the working conditions and employment environment for seafarers, financial support such as overseas orders, and strengthening the availability of foreign seafarers. Therefore, it is necessary to prioritize policy promotion based on these factors, especially the top three, as these have the highest impact.

In this paper, we propose a marketing strategy for traditional markets that lays the foundation for regional economic development by developing traditional markets as regionally specialized tourism resources. This study conducted a survey of local residents and tourists, who are market users, and conducted a factor analysis to establish a market brand strategy using SPSS 25 and a reliability analysis to verify internal consistency. In addition, correlation analysis was performed to verify the significance to confirm the relevance. The analysis results of Anyang Central Market brand tourism products for traditional market marketing strategies are as follows. First, it is necessary to establish a brand identity that activates brand elements and brand criteria and brand positioning. Second, it is required to improve brand awareness, which can elicit brand awareness and brand information and brand memory. Third, it is necessary to improve the brand image that can increase brand association and brand loyalty. Fourth, it is necessary to make efforts to improve brand equity, which can improve brand value, brand concern, and brand life. By developing and proposing marketing policies for traditional markets by utilizing market brand strategies, it can be expected to revitalize traditional markets and local economies as specialized local tourism resources.

Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.
"The certification of compliance of new products of industrial convergence" (hereinafter referred to as "certification of compliance") is a legal certification system in accordance with the Industrial Convergence Promotion Act through which a convergence new product can be officially certified without legislation when the certification standards applicable to the product are not yet provided. Unlike other certification systems, the certification of compliance is characterized by the role of resolving the certification difficulties driven by the regulatory lag of convergence new products. Nevertheless, studies that analyzed the certification of compliance in detail from the viewpoint of regulatory improvement were surprisingly rare. Through the sequential matching of the steps of certification of compliance with the process from the occurrence of a regulatory problem to resolution, our study provided clear understanding as to how the regulatory lag could be reduced by the procedure for certification of compliance. Furthermore, we divided the perspective on regulatory lag management into quantitative and qualitative, and the structures and practices of certification of compliance were then analyzed from the two perspectives. By doing this, the present study emphasized that the fundamental reason the certification of compliance could effectively solve the regulatory lag problem of convergence new products was not only the quantitative elements such as legal deadlines for each step but also several qualitative approaches to securing the quality of every stage.
Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.
A couple of previous studies have warned against the use of homogeneous choice models in assessing the effect of reference price since unaccounted for response heterogeneity may result in spurious reference price effects(Chang, Siddarth and Weinberg 1999; Bell and Lattin 2000). According to Meyer and Kahn(1991), not accounting for consideration set heterogeneity may also bias the effect parameters in the choice model. Therefore, failure to account for these two sources of bias, in fact, have cast doubt on the empirical support for reference price effects in general. In view of aforementioned potential sources of bias, the author investigates the robustness of loss aversion effect in the reference-dependent model after accounting for heterogeneity in response as well as consideration set. The proposed model defines individual household's consideration set based on the posterior distribution of preference obtained from the Empirical Bayes approach. In addition, the same posterior distribution is used to form household-specific reference prices. Response heterogeneity correction is carried out via the Latent Class approach. The proposed model outperforms the Reference-Dependent model that includes the reference price measure most often employed in the previous studies. This implies that as a way of simplifying decision task, consumers restrict their consideration set to a subset of available brands not only in making a brand choice but also in forming reference prices.
The IUCN Red List of Ecosystems serves as a global standard for assessing and identifying ecosystems at high risk of biodiversity loss, providing scientific evidence necessary for effective ecosystem management and conservation policy formulation. The IUCN Red List of Ecosystems has been designated as a key indicator (A.1) for Goal A of the Kunming-Montreal Global Biodiversity Framework. The assessment of the Red List of Ecosystems discerns signs of ecosystem collapse through specific criteria: reduction in distribution (Criterion A), restricted distribution (Criterion B), environmental degradation (Criterion C), changes in biological interaction (Criterion D), and quantitative estimation of the risk of ecosystem collapse (Criterion E). Since 2014, the IUCN Red List of Ecosystems has been evaluated in over 110 countries, with more than 80% of the assessments conducted in terrestrial and inland water ecosystems, among which tropical and subtropical forests are distributed ecosystems under threat. The assessment criteria are concentrated on spatial signs (Criteria A and B), accounting for 68.8%. There are three main considerations for applying the Red List of Ecosystems assessment domestically: First, it is necessary to compile applicable terrestrial ecosystem types within the country. Second, it must be determined whether the spatial sign assessment among the Red List of Ecosystems categories can be applied to the various small-scale ecosystems found domestically. Lastly, the collection of usable time series data (50 years) for assessment must be considered. Based on these considerations, applying the IUCN Red List of Ecosystems assessment domestically would enable an accurate understanding of the current state of the country's unique ecosystem types, contributing to global efforts in ecosystem conservation and restoration.
The U.S. Department of Defense, leading global cybersecurity policies, has two main cybersecurity frameworks: the Cybersecurity Maturity Model Certification (CMMC) for external defense industry certification, and the Risk Management Framework (RMF) for internal organizational security assessments. For Republic of Korea military, starting from 2026, the Korean version of RMF (K-RMF) will be fully implemented. Domestic defense industry companies participating in projects commissioned by the U.S. Department of Defense must obtain CMMC certification by October 2025. In this paper, a new standard compliance meta-model (R3C) development methodology that can simultaneously support CMMC and RMF security audit readiness tasks is introduced, along with the implementation results of a compliance solution based on the R3C meta-model. This research is based on practical experience with the U.S. Department of Defense's cybersecurity regulations gained during the joint project by the South Korean and U.S. defense ministries' joint chiefs of staff since 2022. The developed compliance solution functions are being utilized in joint South Korean-U.S. military exercises. The compliance solution developed through this research is expected to be available for sale in the private sector and is anticipated to be highly valuable for domestic defense industry companies that need immediate CMMC certification.
