Combined analysis of meteorological and hydrological drought for hydrological drought prediction and early response - Focussing on the 2022-23 drought in the Jeollanam-do - (수문학적 가뭄 예측과 조기대응을 위한 기상-수문학적 가뭄의 연계분석 - 2022~23 전남지역 가뭄을 대상으로)

  • This study selected major drought events that occurred in the Jeonnam region from 1991 to 2023, examining both meteorological and hydrological drought occurrence mechanisms. The daily drought index was calculated using rainfall and dam storage as input data, and the drought propagation characteristics from meteorological drought to hydrological drought were analyzed. The characteristics of the 2022-23 drought, which recently occurred in the Jeonnam region and caused serious damage, were evaluated. Compared to historical droughts, the duration of the hydrological drought for 2022-2023 lasted 334 days, the second longest after 2017-2018, the drought severity was evaluated as the most severe at -1.76. As a result of a linked analysis of SPI (StandQardized Precipitation Index), and SRSI (Standardized Reservoir Storage Index), it is possible to suggest a proactive utilization for SPI(6) to respond to hydrological drought. Furthermore, by confirming the similarity between SRSI and SPI(12) in long-term drought monitoring, the applicability of SPI(12) to hydrological drought monitoring in ungauged basins was also confirmed. Through this study, it was confirmed that the long-term dryness that occurs during the summer rainy season can transition into a serious level of hydrological drought. Therefore, for preemptive drought response, it is necessary to use real-time monitoring results of various drought indices and understand the propagation phenomenon from meteorological-agricultural-hydrological drought to secure a sufficient drought response period.

Drought index forecast using ensemble learning (앙상블 기법을 이용한 가뭄지수 예측)

  • In a situation where the severity and frequency of drought events getting stronger and higher, many studies related to drought forecast have been conducted to improve the drought forecast accuracy. However it is difficult to predict drought events using a single model because of nonlinear and complicated characteristics of temporal behavior of drought events. In this study, in order to overcome the shortcomings of the single model approach, we first build various single models capable to explain the relationship between the meteorological drought index, Standardized Precipitation Index (SPI), and other independent variables such as world climate indices. Then, we developed a combined models using Stochastic Gradient Descent method among Ensemble Learnings.

Return Period Estimation of Droughts Using Drought Variables from Standardized Precipitation Index (표준강수지수 시계열의 가뭄특성치를 이용한 가뭄 재현기간 산정)

  • Drought is one of the severe natural disasters and it can profoundly affect our society and ecosystem. Also, it is a very important variable for water resources planning and management. Therefore, the drought is analyzed in this study to understand the drought distribution and trend. The Standard Precipitation Index (SPI) is estimated using precipitation data obtained from 55 rain gauge stations in South Korea and the SPI based drought variables such as drought duration and drought severity were defined. Drought occurrence and joint probabilistic analysis for SPI based drought variables were performed with run theory and copula functions. And then the return period and spatial distribution of droughts on the South Korea was estimated. As the results, we have shown that Gongju and Chungju in Chungcheong-do and Wonju, Inje, Jeongseon, Taebeak in Gangwon-do have vulnerability to droughts.

  • Climatic abnormal phenomena involving El Nino and La Nina have been frequently reported in recent decades. The interannual climate variability represented by El Nino-Southern Oscillation (ENSO) is sometimes investigated to account for the climatic abnormal phenomena around the world. Although many hydroclimatologists have studied the impact of ENSO on regional precipitation and streamflow, however, there are still many difficulties in finding the dominant causal relationship between them. This relationship is very useful in making hydrological forecasting models for water resources management. In this study, the seasonal relationships between ENSO and hydrologic variables were investigated in Korea. As an ENSO indicator, Southern Oscillation Index (SOI) was used. Monthly precipitation, monthly mean temperature, and monthly dam inflow data were used after being transformed to the standardized normal index. Seasonal relationships between ENSO and hydrologic variables were investigated based on the exceedance probability and distribution of hydrologic variables conditioned on the ENSO episode. The results from the analysis of this study showed that the warm ENSO episode affects increases in precipitation and temperature, and the cold ENSO episode is related with decreases in precipitation and temperature in Korea. However, in some regions, the local relationships do not correspond with the general seasonal relationship.

  • Drought characteristics need to be preceded before establishing a drought mitigation plan. In this study, using a Standardized Precipitation Index (SPI), a hydrologic drought was defined as an event during which the SPIs are continuously below a certain truncation level. Then, a methodology of drought frequency analysis was performed to quantitatively characterize droughts considering drought duration and severity simultaneously. The theory of runs was used to model drought recurrence and to determine drought properties like duration and severity. Short historical records usually do not allow reliable bivariate analyses. However, more than hundred years of precipitation data (1770 ${\sim}$ 1907) collected in Chosun Kingdom Age using an old Korean rain gage called Chukwooki can provide valuable information about past events. It is shown that a bivariate gamma distribution well represented the joint probabilistic properties of Korean drought duration and severity. The overall results of this study show that the proposed bivariate drought frequency analysis overcomes the drawbacks of the conventional univariate frequency analysis by providing a consistent representation of the drought recurrent property.

A Comparative Study on the Drought Indices for Drought Evaluation (가뭄평가를 위한 가뭄지수의 비교 연구)

  • In order to quantitatively identify historical drought conditions and to evaluate their variability, drought indices commonly used. The calculation method for the drought index based on the principal hydrological factors, such as precipitation and reservoir storage, can estimate the duration and intensity of a drought. In this study the Palmer-type formula for drought index is derived for the Nakdong River basin by analyzing the monthly rainfall and meteorological data at 21 stations. The Palmer Drought Severity Index(PDSI) is used for dry land sectors to evaluate the meteorological anomaly in terms of an index which permits time and space comparisons of drought severity. The Surface Water Supply Index(SWSI) is devised for the use in conjunction with the Palmer index to provide an objective indicator of water supply conditions in Nakdong River basin. The SWSI was designed to quantify surface water supply capability of a watershed which depends on river and reservoir water The Standardized Precipitation Index(SPI) is evaluated for various time periods of 1 to 12 months in Nakdong River basin. For the purpose of comparison between drought indices correlation coefficient was calculated between indices and appropriate SPI time period was selected as 10 months for Nakdong River basin. A comparative study is made to evaluate the relative severity of the significant droughts occurred in Nakdong River basin since 1976. It turned out that $'94{\sim}'97$ drought was the worst drought in it's severity. It is found that drought indices are very useful tools in quantitatively evaluating the severity of a drought over a river basin.

Evaluation of Drought Index Based on the Calculation of Potential Evapotranspiration (잠재증발산량 계산에 따른 가뭄지수 평가)

  • In this study, data from the Gwangyang Automated Synoptic Observing System (ASOS) meteorological observatory were utilized for drought assessment. Drought occurrence days were evaluated using the Precipitation-based Standardized Precipitation Index (SPI) and two types of Standardized Precipitation Evapotranspiration Index (SPEI) (SPEI_Thornthwaite and SPEI_Penman-Monteith), considering precipitation and evapotranspiration. The SPI and SPEIs yielded generally similar quantitative results for drought occurrence days. However, the SPEI_Penman-Monteith, which uses the physically-based Penman-Monteith method for evapotranspiration estimation, showed a higher number of drought days compared to the SPI_Thornthwaite. The amount of evapotranspiration by the Penman-Monteith method had high seasonal variability and high moisture loss, while the amount of evapotranspiration by the Thornthwaite method had low variability and low moisture loss. Consequently, the SPEI_Thornthwaite had a higher correlation with the SPI compared to the SPEI_Penman-Monteith. Since the SPEI_Penman-Monteith index can more accurately calculate the amount of water loss caused by the hydrological circulation, more reasonable results are derived in calculating the number of drought occurrence days. However, due to the lack of sufficient high-quality meteorological data at ASOS observatories, the Penman-Monteith method may be difficult to apply. In such cases, the SPEI_Thornthwaite, estimating evapotranspiration based solely on monthly average temperature, can be used as an alternative.

Comparison and Analysis of Drought Index based on MODIS Satellite Images and ASOS Data for Gyeonggi-Do (경기도 지역에 대한 MODIS 위성영상 및 지점자료기반 가뭄지수의 비교·분석)

  • Currently, the Korea Meteorological Administration evaluates the meteorological drought by region using SPI6(standardized precipitation index 6), which is a 6-month cumulative precipitation standard. However, SPI is an index calculated only in consideration of precipitation at 69 weather stations, and the drought phenomenon that appears for complex reasons cannot be accurately determined. Therefore, the purpose of this study is to calculate and compare SPI considering only precipitation and SDCI (Scaled Drought Condition Index) considering precipitation, vegetation index, and temperature in Gyeonggi. In addition, the advantages and disadvantages of the station data-based drought index and the satellite image-based drought index were identified by using results calculated through the comparison of SPI and SDCI. MODIS(MODerate resolution Imaging Spectroradiometer) satellite image data, ASOS(Automated Synoptic Observing System) data, and kriging were used to calculate SDCI. For the duration of precipitation, SDCI1, SDCI3, and SDCI6 were calculated by applying 1-month, 3-month, and 6-month respectively to the 8 points in 2014. As a result of calculating the SDCI, unlike the SPI, drought patterns began to appear about 2-month ago, and drought by city and county in Gyeonggi was well revealed. Through this, it was found that the combination of satellite image data and station data increased efficiency in the pattern of drought index change, and increased the possibility of drought prediction in wet areas along with existing dry areas.

  • 가뭄 연구의 궁극적 목표는 가뭄 발생의 메커니즘에 대한 이해를 높이고, 예측기술을 향상시켜 선제적 대응이 가능하도록 하는 것이다. 일반적으로 가뭄분석에 활용되는 가뭄지표는 연속형 변수로 간주하여 확률모형을 구축하지만, 가뭄상태와 가뭄피해 자료는 순서형 및 이산형 변수이므로 범주형 자료 분석 기법을 적용하는 것이 더 적절하다. 따라서 본 연구에서는 기상학적 가뭄과 피해발생 사이의 관계를 규명하기 위해 범주형 자료 분석 방법 중 로그선형(log-linear) 모형과 로지스틱(logistic) 회귀모형을 활용하였다. 가뭄피해 예측을 위한 가뭄 피해 정보를 수집하는 것은 매우 어려운 일이다. 가뭄의 영향으로 인해 발생할 수 있는 피해의 종류가 다양하며, 여러 분야의 이해관계자가 받아들이는 가뭄의 피해 양상이 다르기 때문이다. 본 연구에서는 국가가뭄정보포털(drought.go.kr)에서 충청북도의 가뭄피해현황 자료를 수집하였다. 30년(1991~2020년)동안 238개 읍면동 중 34개 행정구역에서 총 272건의 가뭄피해가 발생한 것으로 확인되었다. 표준강수지수(SPI)를 이용하여 분석된 지역별 연평균 가뭄발생횟수는 약 8.44회이며, 가뭄이 가장 많이 발생한 해는 2001년(평균 가뭄발생 18.7회)이었다. 강수의 부족으로 인해 발생하는 기상학적 가뭄이 사회경제적 피해를 야기하는 수문학적 가뭄으로 전이되기까지 몇 주에서 몇 달까지 시간이 소요된다. 이러한 관계를 파악하기 위해 가뭄피해 발생 여부를 예측변수, 가뭄피해 발생 이전의 가뭄상태를 설명변수로 설정하여 기상학적 가뭄 발생에 따른 가뭄피해 발생 확률을 산정하였다. 그 결과 가뭄피해 발생 당시의 가뭄상태보다 그 이전에 연속된 가뭄상태가 있을 경우 가뭄피해 발생 확률이 약 2.5배 상승하는 것으로 나타났다.

Improving Monitoring Performance of VHI and Quantitative Assessment of Vegetation Response to Meteorological Drought (VHI의 모니터링 성능 개선 및 기상학적 요인 변화에 따른 식생 반응의 정량적 평가)

  • To assess vegetation drought, it is important to understand the relationship between meteorological factors and vegetation, and to accurately measure vegetation response to meteorological changes. This study introduced VHIs(Vegetation Health Indices) calculated by applying various weights to assess the relative contribution of VCI(Vegetation Condition Index(i.e. water stress of vegetation) and TCI(Temperature Condition Index)(i.e. temperature stress of vegetation) based on correlation analysis. Through this, the VHIopt(optimal VHI) that best explains the effects of meteorological drought on vegetation activity in the Nakdong River basin has been presented. The EDCI(Ecological Drought Condition Index)-VHIopt was proposed, which uses VHIopt to monitor the effects of meteorological drought on vegetation. EDCI-VHIopt is calculated based on a copula-based joint probability model between SPI(Standardized Precipitation Index) and VHIopt, which quantitatively assesses vegetation response to meteorological drought. As a result, the relative contribution of VCI and TCI in the Nakdong River basin varied from month to month and pixel to pixel. The proposed EDCI-VHIopt in this study showed that it canprovide useful information on vegetation response to spatiotemporally varying meteorological drought. This study can be used as a tool to understand vegetation responses to meteorological drought and provide a basis for addressing the deterioration of vegetation health due to meteorological drought.
