Global warming becomes a serious issue that poses subsidiary issues like a sea level rise or a capricious climate over the world. Because of severe heat-wave of the summer in Korea in 2016, a big attention has been focused on urban heat island since then. Not just about heat-wave itself, many researches have been concentrated on how to adapt in this trendy warming climate and weather in a small scope. A big part of existing studies is mitigating "Urban Heat Island effect" and that is because of huge impervious surface in urban area where highly populated areas do diverse activities. It is a serious problem that this thermal context has a high possibility causing mortality by heat vulnerability. However, there have been many articles of a green infrastructures' cooling impact in summer. This research pays attention to measure cooling effect of a street planting considering urban canyon and type of green infrastructures in neighborhood scale. This quantitative approach was proceeded by ENVI-met simulation with a spatial scope of a commercial block in Seoul, Korea. We found the dense double-row planting is more sensitive to change in temperature than that of the single-row. Among the double-row planting scenarios, shrubs which have narrow space between the plant and the land surface were found to store heat inside during the daytime and prevent emitting heat so as to have a higher temperature at night. The quantifying an amount of vegetated spaces' cooling effect research is expected to contribute to a study of the cost and benefit for the planting scenarios' assessment in the future.

During recent years, the heat environment and particulate matter (PM10) have become serious environmental problems, as increases in heat waves due to rising global temperature interact with weakening atmospheric wind speeds. There exist urban heat islands and urban pollution islands with higher temperatures and air pollution concentrations than other areas. However, few studies have examined these issues together because of a lack of micro-scale data, which can be constructed from spatial data. Today, with the help of satellite images and big data collected by private telecommunication companies, detailed spatial distribution analyses are possible. Therefore, this study aimed to examine the spatial distribution patterns of urban heat islands and urban pollution islands within Busan Metropolitan City and to compare the distributions of the two phenomena. In this study, the land surface temperature of Landsat 8 satellite images, air temperature and particulate matter concentration data derived from a private automated meteorological observation system were gridded in 30m × 30m units, and spatial analysis was performed. Analysis showed that simultaneous zones of urban heat islands and urban pollution islands included some vulnerable residential areas and industrial areas. The political migration areas such as Seo-dong and Bansong-dong, representative vulnerable residential areas in Busan, were included in the co-occurring areas. The areas have a high density of buildings and poor ventilation, most of whose residents are vulnerable to heat waves and air pollution; thus, these areas must be considered first when establishing related policies. In the industrial areas included in the co-occurring areas, concrete or asphalt concrete-based impervious surfaces accounted for an absolute majority, and not only was the proportion of vegetation insufficient, there was also considerable vehicular traffic. A hot-spot analysis examining the reliability of the analysis confirmed that more than 99.96% of the regions corresponded to hot-spot areas at a 99% confidence level.
The purpose of this study is to set the direction to manage national parks to cope with climate change, and offer basic data to establish the relevant policies. Towards this end, this study analyzed the current and future climate change vulnerability of national parks using the 24 proxy variables of vulnerability in the LCCGIS program, a tool to evaluate climate change vulnerability developed by the National Institute of Environmental Research. To analyze and evaluate the current status of and future prospect on climate change vulnerability of national parks, the proxy variable value of climate exposure was calculated by making a GIS spatial thematic map with $1km{\times}1km$ grid unit through the application of climate change scenario (RCP8.5). The values of proxy variables of sensitivity and adaptation capability were calculated using the basic statistics of national parks. The values of three vulnerability evaluation items were calculated regarding the present (2010s) and future (2050s). The current values were applied to the future equally under the assumption that the current state of the proxy variables related to sensitivity and adaptation capability without a future prediction scenario continues. Seoraksan, Odaesan, Jirisan and Chiaksan National Parks are relatively bigger in terms of the current (2010s) climate exposure. The national park, where the variation of heat wave is the biggest is Wolchulsan National Park. The biggest variation of drought occurs to Gyeryongsan National Park, and Woraksan National Park has the biggest variation of heavy rain. Concerning the climate change sensitivity of national parks, Jirisan National Park is the most sensitive, and adaptation capability is evaluated to be the highest. Gayasan National Park's sensitivity is the lowest, and Chiaksan National Park is the lowest in adaptation capability. As for climate change vulnerability, Seoraksan, Odaesan, Chiaksan and Deogyusan National Parks and Hallyeohaesang National Park are evaluated as high at the current period. The national parks, where future vulnerability change is projected to be the biggest, are Jirisan, Woraksan, Chiaksan and Sobaeksan National Parks in the order. Because such items evaluating the climate change vulnerability of national parks as climate exposure, sensitivity and adaptation capability show relative differences according to national parks' local climate environment, it will be necessary to devise the adaptation measures reflecting the local climate environmental characteristics of national parks, rather than establishing uniform adaptation measures targeting all national parks. The results of this study that evaluated climate change vulnerability using climate exposure, sensitivity and adaptation capability targeting Korea's national parks are expected to be used as basic data for the establishment of measures to adapt to climate change in consideration of national parks' local climate environmental characteristics. However, this study analyzed using only the proxy variables presented by LCCGIS program under the situation that few studies on the evaluation of climate change vulnerability of national parks are found, and therefore this study may not reflect overall national parks' environment properly. A further study on setting weights together with an objective review on more proper proxy variables needs to be carried out in order to evaluate the climate change vulnerability of national parks.

In order to resolve the imbalances in the supply of living SOCs according to socio-economic status, location, and population groups, the discussions on inclusive city policies are expanding. The purpose of this study is to propose an Index of Park Derivation (IPD) as an alternative indicator for the promotion of an inclusive urban park policy that can be applied in the 7 major metropolitan cities to select a region with a relatively high park needs. The main research results are as follows. First, the concept of an inclusive urban park policy is defined as "a policy to supply to manage high-quality park services with priority given to areas with low socio-economic and environmental status, such as a large amount of elderly, children, low-income families, areas vulnerable to disasters, such as heat and fine dust, and population groups." Second, we developed the index of park derivation (IPD), which is a combination of 17 variables including park service level, demographic characteristics, economic and educational level, health level, and environmental vulnerability. The variables that constitute the index of park deprivation (IPD) can be applied to SOC policies outside the parks, such as sports facilities, daycare centers, kindergartens, and public libraries. Third, applying index of park deprivation (IPD) to 1,148 Eup/Myeon/dong areas of the 7 metropolitan cities resulted in areas with relatively high park service needs. This study implies that the central and the local government suggest an alternative index to promote an inclusive urban park policy based on statistical and geographical information and data that can be easily accessed and utilized.
This study is to identify the heat vulnerability area as represented by heat risk factors which could be attributable to heat-related deaths. The heat risk factors were temperature, Older Adults(OA), Economic Disadvantage(ED), Accessibility of Medical Services(AMS), The population Single Person Households(SPH). The factors are follow as; the temperature means to the number of days for decades average daily maximum temperature above $31^{\circ}C$, the Older Adults means to population ages 65 and above, furthermore, the Economic Disadvantage means to the population of Basic Livelihood Security Recipients(BLSR), the Accessibility of Medical Services(AMS) means to 5 minutes away from emergency medical services. The results of the analysis are showed that the top-level of temperature vulnerability areas is Dong, the top-level of vulnerability OA areas is Eup, the top-level of AMS vulnerability is Eup. Moreover, the top-level of vulnerability ED area appears in the Eup and Dong. The result of analysing relative importance to each element, most of the Eup were vulnerable to heat. Since, there are many vulnerable groups such as Economic Disadvantage, Older Adults in the Eup. We can be figured out estimated the number of heat-related deaths was high in the Eup and Dong by the data of emergency activation in the Chungcheongnam-do Fire Department. Therefore, the result of this study could be reasonable.

산업혁명을 거치면서 높은 화석연료를 사용하는 제조업 중심의 산업구조와 많은 자원을 필요로 하는 도시의 집중 현상으로 지구 온난화에 따른 이상기후 발생이 증가하고 있다. 이러한 기후변화는 홍수, 태풍, 폭염 및 폭설 등의 자연재해 발생 빈도 및 규모를 증가시켜 피해가 커지고 있다. 특히 인구 및 시설들이 집중해 있어 도시의 집중 현상은 이러한 재해에 더욱 취약한 구조가 됨에 따라 피해의 규모를 가중 시키고 있는 실정이다. 전 세계적으로 기후변화 문제의 심각성을 인식하고 이를 해결하기 위해 선신국에 의무를 부여하는 교토의정서(1997년) 채택에 이어, 선진국과 개도국이 모두 참여하는 파리협정(2015년)을 채택하였고 2016년 협정이 발효되었다. 파리협정의 목표는 산업화 이전 대비 지구 평균온도 상승을 2℃보다 아래로 유지하고, 나아가 1.5℃로 억제하기 노력하는 것을 강제하는 것으로 2050년까지 탄소 순배출량을 '0'으로 만든다는 탄소중립사회로의 전환이 본격적으로 시작되었다. 본 연구에서는 기후변화로 인한 물부족 및 수실오염과 같은 도시의 수자원 문제 해결을 위해 IoT 기반 센서 및 네트워크 기반 수자원 플랫폼을 개발하였다. 도시 수자원 시설 데이터를 기반으로 대체 수자원 확보 및 수요 중심의 물 관리를 통해 효율적인 물 배분이 될 수 있도록 하였으며 이러한 스마트 물 관리에 따른 대체 수자원 확보 및 효율적 물 배분이 탄소 저감에 미치는 효과에 대해 분석하였다. 연구대상 지역은 세종 6-4구역으로 LID 특화지구로 조성되었으며 1,000 세대의 주민이 생활하는 공동주택이다. 물 순환(LID) 시설에서 확보된 물을 물 공급 시설과 연계하여 공동주택에서 활용함으로써 감소된 상수 사용량을 온실가스 배출량으로 환산하여 탄소 저감량을 계산하였다. 실제 주민들(1,000세대)이 사용하고 있는 상수량 데이터와 전력거래소 온실가스 배출계수를 활용하였으며 물순환(LID) 시설로 확보하여 대체할 수 있는 상수량은 10%로 가정하였다. 연구대상 지역(1,000세대)의 연간 상수공급량은 331,603m3이며, 연간 전력사용량은69,637kWh이다. 온실가스 배출량은 31.963tCO2eq이며, 온실가스 저감량은 3.2tCO2eq로 산정되었다. 추후 LID 시설에 대한 상수 대체량과 온실가스 저감효과 정량화가 필요하다.

The purpose of this study is to explore the heterogeneity of compensating wage differentials for outdoor workers, under the threat of climate change and heatwave, by region and by wage quantile. This study conducted Oaxaca-Blinder decomposition, multiple regression analysis by region, and unconditional quantile regression analysis using the Korean Working Conditions Survey, which provides individual-level information on the working environment and worker's characteristics. The implications derived from the results of the study are as follows: For most variables, the endowment effect and the price effect were greater for indoor workers, while experience and gender played a role in narrowing the wage gap; The compensating wage differentials for outdoor workers were confirmed to be 2.4% nationwide, depending on the region however, the compensating wage differentials varied from 5 times of national average to nothing statistically significant; The higher the wage quantile, the greater the compensating wage differentials for outdoor workers, and statistically significant monetary compensation was not identified for some low-level outdoor workers. This study is meaningful as an early study that revealed the heterogeneity of compensating wage differentials for outdoor workers and suggested further research on the topic.

Flash drought is a rapid-onset drought that occurs rapidly over a short period due to abrupt changes in meteorological and environmental factors. In this study, we utilized satellite-based soil moisture product from the Advanced Microwave Scanning Radiometer-2(AMSR2) ascending X-band to calculate the weekly Flash Drought Intensity Index (FDII). We also analyzed the characteristics of flash droughts on the Korean Peninsula over a 10-year period from 2013 to 2022. The analysis of monthly spatial distribution patterns of the irrigation period across the Korean Peninsula revealed significant variations. In North Korea (NK), a substantial increase in the rate of intensification (FD_INT) was observed due to the rapid depletion of soil moisture, whereas South Korea (SK) experienced a significant increase in drought severity (DRO_SEV). Additionally, regional time series analysis revealed that both FD_INT and DRO_SEV were significantly high in the Gangwon province of both NK and SK. The estimation of probability density by region revealed a clear difference in FD_INT between NK and SK, with SK showing a higher probability of severe drought occurrence primarily due to the high values of DRO_SEV. As a result, it is inferred that the occurrence frequency and damage of flash droughts in NK are higher than those in SK, as indicated by the higher density of large FDII values in the NK region. We analyzed the correlation between DRO_SEV and the Evaporative Stress Index (ESI) across the Korean Peninsula and confirmed a positive correlation ranging from 0.4 to 0.6. It is concluded that analyzing overall drought conditions through the average drought severity holds high utility. These findings are expected to contribute to understanding the characteristics of flash droughts on the Korean Peninsula and formulating post-event response plans.

Amidst the global climate crisis, dam operation policies formulated under the stationary climate assumption could lead to unsatisfactory water management. In this work, we assessed status-quo performance of the Yongdam Dam in Korea under various climatic stresses in flood risk reduction and water supply reliability for 2021-2040. To this end, we employed a decision-centric framework equipped with a stochastic weather generator, a conceptual streamflow model, and a machine-learning reservoir operation rule. By imposing 294 climate perturbations to dam release simulations, we found that the current operation rule of the Yongdam dam could redundantly secure water storage, while inefficiently enhancing the supply reliability. On the other hand, flood risks were likely to increase substantially due to rising mean and variability of daily precipitation. Here, we argue that the current operation rules of the Yongdam Dam seem to be overly focused on securing water storage, and thus need to be adjusted to efficiently improve supply reliability and reduce flood risks in downstream areas.
