The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

Recently interest and concern about the effectiveness of the transportation investment policy have been increasing because lots of transportation projects reflected to the National Transportation Plan are suspended or delayed during pre-feasibility study. For instance, the criticism such as overlap and deficiency in consistency in appraisal system were aroused because of the waste of budget, time and man-power etc. This is because the Korea government adopted pre-feasibility study for the purpose of efficient use of national budget, but the methodology and the appraisal contents are similar to the existing feasibility study. Also, the feasibility appraisal study was adopted in 1999 for the purpose of establishing efficient transport networks but the feasibility study has been substituting the function which should be conducted by feasibility-appraisal study. In this study, by reviewing the current situation and the purport of introducing these policies, the understanding of these policies could be increased. Then, the plans for improving the efficiency of transportation appraisal system are suggested in the context of strengthening the connectivity between these policies. This study is expected to play an important role in increasing the rationality, consistency and efficiency of transportation investment policies.

Gyeonggi-do has conducted bus management and service evaluation of bus operating company since 2005 under the law for promoting public transportation. The evaluation results are used for improving bus service, making policy, and estimating incentives to bus companies. A lot of cost and man-month are needed to evaluate bus management and service for bus operating company, and many companies are against the evaluation. Therefore, the effect analysis on evaluation system should be followed to maintain it. This research results in the evaluation system has positive effects through quantitative and qualitative analysis. The data of bus company's operation condition in 2005 and 2006 are used for a comparative analysis. From the survey result for the company, bus drivers, and administrators, it results that positive effects are predominant. The results of this research could be used for a shield against some criticism about appropriateness of the evaluation criteria and effectiveness of the evaluation system. For improving bus service, evaluation items and criteria could be added or adjusted based on this research.

This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. At this point, it needs to establish sound MTSA scheme to proceed acceleration step through the comprehensive review and systematic approach. In this study, it aimed to design of Metaevaluation Model for the comprehensive analysis of MTSA scheme with applying theory of the Metaevaluation, that is the evaluation of evaluation. To put it concretely, This research draw a basic model by using Metaevaluation methods like as literature studies, expert reviews, surveys and etc. and proposed a available 'PIP'OU' Metaevaluation Model through verified validity and reliability. This PIP'OU Model is the first proposed Metaevaluation Model in maritime field and it is expected to be used as framework to draw up improvement measure with deriving problem for the MTSA scheme.

산업 제어시스템 보안 취약점 발견의 증가, 사이버보안 사고로 인한 정전과 같은 물리적 피해 발생, 4차 산업혁명으로 확산되는 스마트공장 및 스마트시트의 산업 제어시스템 네트워크 연계 증가 등으로 인해 산업 제어시스템에 대한 보안위협이 급증하고 있으며, 이에 대한 보안대책이 요구되고 있다. 본 논문에서는 산업 제어시스템 구성요소에 대한 보안 내재화를 유도하고, 산업 제어시스템의 도입, 운영, 유지보수 과정에서 사이버보안을 고려할 것을 요구하는 산업 제어시스템 보안성 평가제도의 동향에 대해서 설명한다. 구체적으로는 미국, 일본, 프랑스 등의 국가기관, ISA, IEC, UL 등과 같은 국제 표준화 기구, $T{\ddot{U}}V$ $S{\ddot{U}}D$, exida와 같은 글로벌 시험기관, GE와 같은 제조사에서 실시하고 있는 산업 제어시스템 보안성 평가제도를 설명하고, 평가제도를 분류하여 특성을 파악할 수 있도록 제시하였다.

As the importance of small and medium-sized enterprises(SMEs) has increases, it has been accompanied by an increase in the amount research attention paid to the factors contributing to the competitiveness of SMEs. Human resource management(HRM) should be the central themes of the discussion. This study is performed to provide basic and broad information of the current state of HRM in SME as the first step for such an effort. The conditions of HRM and the degree of introduction and utilization of six different HRM practices, incentive regulation, complaints handling system, suggestion system, employment stability system, performance evaluation system, and regular education and training, are analyzed through the data collected form 763 SMEs of four industries in Daegu, Only 2 percent of responding companies had been formed unions, 43% evaluate their employment conditions are difficult. And 39% of the SMEs appraise their human resources are more competitive than those of other companies. The ration of introduction of regular education and training system is highest and that of performance evaluation is lowest among the all responding companies. In addition, employment stability system is found as the most actively utilized HRM practice. The implications of these results and future research directions are suggested.
