In this paper, a process model for assessing, evaluating and improving a program outcome on the cultivation of internationality is proposed by analyzing the present outcome assessment system. By setting up performance scaled levels and specifying the target level for the performance criterion, the proposed model can help programs to demonstrate effectively that each of their graduates meets the required the program outcome levels. By allowing effective Continuous Quality Improvement(CQI) for the performance criterion, the model can help save operational expense associated with running of the program CQI. In addition, it is discussed that one of the most important aspect is logical and objective approaches when establishing the outcome assessment system. It is hoped that the proposed model can ultimately help to meet the program outcomes requirements in the engineering accreditation criteria.

2007년 12월 충남 태안에서 발생한 허베이스피리트호 유류오염사고를 계기로 총리실 해양오염 관리체계 평가 결과에 따라 국토부 진도 연안VTS 해경 인수 연안VTS 신규 구축업무는 현장 집행세력을 보유한 해경에서 운영함이 타당하다고 결론, 이에 따라 전 연안 해역 효율적 관리를 위해 기존 해경 상황실과 연안VTS 통합운영으로 업무효율을 극대화하기 위함이다.

Selection of the best operation rule among a set of alternatives for a multipurpose reservoir system operation requires to evaluate many minor criteria I n addition to the major objectives assessed to the system, These problems are sufficiently complex and difficult that they are beyond heuristic decision rules and experiences in case several noncommensurable multiple criteria are included in the evaluation. With the assistance of multicriterion decision analysis techniques, it is possible to select the best one among various alternatives by systematically comparing and ranking the alternatives with respect to the criteria of choice. Evaluation criteria for multipurpose reservoir system operating rules were identified and defined, and the multicriterion decision analysis techniques were applied to evaluate the fore developed operating rules of the existing Chungju multipurpose project according to the identified nine multiple criteria. The application result shows that the methodology is very efficient to select the best operation alternative among a finite number of operating rules with many evaluation criteria for a large scale reservoir system operation.

Since the late 1990s, public nursing hospitals have been established, and as of 2018, 79 hospitals account for 5.1% of all nursing hospitals. As part of the study to conduct the operation evaluation of public nursing hospitals to be implemented from 2020, the research established a function to foster public nursing hospitals as specialized institutions for dementia patients and competent institutions for treating rehabilitation patients during the period of recovery, and developed an evaluation system to evaluate their behavior as medical services, public nature and public institutions.

첨단생신시스템개발사업과 같은 국가전략으로 추진되는 개발사업에 있어서는, 핵심제품 및 신기술의 연구와 함께 개발성과에 대해 객관적이고 기술적인 평가시스템이 마련되어져야 한다. 본 연구는 이러한 평가시스템을 개발하기 위한 것으로써, 먼저 첨단생산시스템개발사업의 목표달성도를 주요하게 고려하여 평가대상을 시스템, 단위기계, 요소기술, S/W로 분류하고, 개발성과에 대한 평가항목으로 기술성, 신뢰성, 안전성, 경제성을 선정, 내용면에서 평가의 객관성을 보증하고자 하였다. 또한 형식적인 면에서는, 평가의 객관성 및 전문성을 보증하기 위하여 평가형태를 개발수행기업에 의한 자체평과와 위원회에 의한 위원회평가로 나누었으며, 위원회평가를 위해서는 평가자를 기술적으로 지원 할 수 있도록 개발사업에 대한 평가지원 DB시스템을 개발도록 하였다.

본 논문에서는 기술자격시스템에 대한 관리 운영상의 효율성을 향상시키기 위하여 내부관리시스템을 설계하고 구현하였다. 비정기성 기술자격시스템은 정보처리 관련기업에 개발 및 구현에 대한 전체적인 사항을 위탁업무로 수행하고 처리 결과에 대한 자료를 시행기관에서 인수하여 내부업무를 처리한다. 이러한 관리체계는 추가적 요구정보에 대한 재처리에 많은 문제점을 내포한다. 부가적인 추가적 요구사항에 대하여 재개발 절차가 필요하며 효율적인 업무처리와 관리체계를 수행하는데 불안정한 요소들을 가지고 있는바, 이러한 문제점을 해결하기 위한 방안으로 특수 자격 분야에 시범적으로 적용한 내부관리시스템을 제안하였다. 제안된 내부관리 시스템의 기능 평가는 시뮬레이션 방식으로 최소 규모의 파일럿시스템에서 구현 기술을 적용하고 검증 한 후 실시간 기술자격 시험에 시범 적용한 결과 처리 과정상의 안정성과 실용성이 인증되어 대단위 자격시스템에 확대 적용할 계획이다. 위탁기관과 연계하여 부가적 요구정보 처리 시 발생되는 추가 개발기간에 대한 문제점을 해결하였으며 안정적인 시스템 운영상태와 최대의 효율성을 보여주었다. 특히 내부관리시스템을 사용하는 전문가와 비전문가그룹으로 이루어진 자격시행기관의 시스템 평가에서 사용자 편리성과 확장성 부문에 탁월한 평가를 도출하였다. 본 논문에서 설계 및 구현한 내부관리 시스템은 다양한 방식과 구성요소를 통합하여 공통영역을 표준화 한 후, 체계적으로 실시간 자격관리시스템에 적용 될 수 있을 것으로 분석되었다.

최적 열수력 안전해석 계산코드의 검증에 이용될 수 있는 열수력 실험데이터, 실험데이터 관련 설명자료, 데이터베이스 운영체계 및 인터페이스 등으로 구성되는 단순화된 열수력 실험 데이터 뱅크 (Simplified Organization of Thermalhydraulic Experiment Databank, SORTED)를 개발하였다. 이를 위하여 USNRC와의 국제 연구 협력을 통해 ENCOUNTER실험데이터를 도입하였고, 이를 기본으로 코드 평가 목적에 적합하도록 단순화된 데이터베이스 운영관리 체제 및 사용자 편이성을 강조하는 인터페이스 등을 개발하였다. 개발된 SORTED의 이용성, 사용자 편이성 등이 검증되었으며, 코드 평가에 적절히 이용될 수 있음을 알 수 있었다.

최근 몇 년 사이 정부 내의 정보화 사업규모는 기하급수적으로 증가하고 있다. 국민의 정부시절 약 2,400억 규모의 정보화 예산이 참여정부에서는 약 9500억으로 증가한 사실이 이를 반증하는 증거이다. 그러나, 이러한 정보화 사업에 대한 투자규모에 비하여, 막대한 예산을 들여 진행되는 사업에 대한 지속적인 성과관리는 체계적으로 진행되지 않은 현실이다. 오히려 성과관리라는 것이 사업의 추진을 방해하는 부정적인 요소로 인식되기도 한다. 하지만, 정보화 사업에 대한 성과관리의 부재는 장기적으로 조직의 전략목표와 정보서비스와의 GAP을 심화시켰고, 결과적으로 막대학 IT 투자 전체에 대한 회의감만을 대두시키는 결과를 가져 왔다. 2006년 IT최대의 화두인 IT거버넌스 개념 역시 IT와 비즈니스의 GAP을 줄여 IT 서비스가 조직의 목표와 전략을 올바르게 지원하도록 IT운영을 하자는 것이 핵심사상이다. 이러한 IT거버넌스 실현의 중심에 IT 투자성과관리체계가 있다. 해양수산부는 IT투자성과관리체계구축을 통하여 정보화사업 전체 프로세스를 지원하며, 각 단계별 이력관리를 통해 매년 사업 담당자가 바뀌는 상황에서도 안정적인 사업의 추진이 가능하도록 하였으며, 각 사업에 대한 평가지표개발 및 평가체계 구축을 통해 사업계획, 시행, 종료 단계에서 과학적인 정보화 사업의 투자성과평가를 지원하는 체계를 마련하였다. 이러한 IT투자성과관리체계는 기 구축된 ITA, ITAMS, IT자산관리체계와 연동하여 해양수산부 IT거버넌스 실현에 이바지 할 것으로 기대된다.

This paper insists that the accessibility and transfer facility has also to be included in railway investment because railway mode can not be, what is called, a door to door service. At present those facility are not included in the railway investment with them in negligence. Since those facility is not treated with railway system there is no room to get a budget from the central government. This paper suggests that all the measurements have to be implemented, based on the LOS (Level of Service) of accessibility and transfer at railway stations. The LOS has to be as low as reasonably practical (ALARP) which can be derived from the consensus between government and citizens. Also, a couple of procurement methods are suggested for accessibility and transfer facility separately. Finally, improvement of regulations are also suggested.

원자력발전소의 기기들에 대한 허용정지시간과 점검주기는 운영기술지침서(Technical Specification)에 명시되어 있는데 점검주기가 짧은 기기의 잦은 점검은 손상부품의 교체를 통하여 발전소의 불이용도를 감소시키는 효과가 있는 반면 점검원의 부담을 늘려 보수시 인적오류의 증가로 인한 불이용도 증가의 가능성이 있다. 본연구에서는 기기의 허용정지 시간과 점검주기를 변화시켜 계통의 불이강도를 IRRAS 5.0을 이용하여 허용정지시간과 점검주기의 변화가 계통의 불이용도에 미치는 영향을 분석하는 평가체계를 개발하고 영광 3,4호기 보조급수계통에 적용하였다.
