일반적으로 유한요소 모델로부터 구한 해석결과는 대상 구조물의 모드 실험결과와 오차를 보인다. 이러한 오차로 인해서 유한요소 모델의 효용성에 한계가 발생하게 되면, 모델의 신뢰성을 높일 수 있도록 모델을 보정하는 절차가 필요하다. 유한요소 모델 개선은 이러한 오차를 줄이기 위해서 유한요소 모델을 변경하는 체계적인 접근법이다. 유한요소 모델에서 변경할 수 있는 매개변수의 개수는 실험결과의 개수보다 훨씬 많으므로 실험결과와 일치되는 개선된 모델의 수는 무한하다고 할 수 있다. 그러나, 개선된 유한요소 모델이 물리적 타당성을 갖도록 매개변수의 선택과 변경에 제한을 주면 초기 유한요소 모델에 비해서 실험결과와의 오차가 개선된 근사해만 존재하게 된다. 따라서, 모델 개선 과정을 통해서 구한 개선된 모델은 오차의 평가기준 또는 목적함수에 따라서 정해진 다양한 근사해 중 하나이다. 기존의 모델 개선 방법에서는 실험결과와의 오차를 나타내는 단 하나의 평가기준 또는 목적함수를 사용하고 이를 최소화하는 모델을 구한다. 최적화 결과를 얻기 전에는 사용된 평가기준이 타당한지 검토할 수 없으므로 대부분의 경우, 시행착오 방법으로 목적함수를 설정하게 된다. 본 논문에서는 이러한 문제점을 해결하기 위해서 다목적 최적화 개념을 이용한 평가기준을 소개하고 특히, 대화식 다목적 최적화 기법을 이용하여 유한요소 모델을 개선한다.

National competitiveness is related directly to the strength of educational competitiveness of universities. Seoul National University (SNU) has been taking efforts to improve its competitiveness in University education in variety of ways and the classroom assessment is one key example of those. The current classroom assessment system practiced at universities is being used to evaluate courses and professors in charge by the university administration or evaluation committee. The classroom assessment system is not intended to put students and professors as the subject of the evaluation. In this case, the evaluation is intended wrongfully to rank the courses and evaluate professors' achievement by assigning grades on the lectures. Instead, a proper classroom assessment system should be targeted to improve the quality of lectures by encouraging communication among professor and students in the classroom. In this study, it was intended to investigate a suitable classroom assessment system to enhance the effectiveness of education, not to rank the courses and evaluate professors' achievement. For this purpose, research has been carried out to investigate opinions of professors at SNU on the criteria of classroom assessment and to analyze the criteria of classroom assessment at other domestic universities in Korea. The inquiries for feedback on the lecture by the student in the class was analyzed. The current classroom assessment system at SNU was reviewed and an improvement plan was devised to evaluate liberal art courses of engineering and science schools at SNU. In this research, the problems in the classroom assessment system was reviewed and improvement points were searched to utilize the classroom assessment system more effectively for the improvement of lecture quality.

새학교 문화창조의 일환으로 현장에선 학습자의 전인적인 특성을 평가할 수 있는 수행평가를 실시하고 있다. 하지만, 현장여건의 개선없는 제도 도입으로 근본 취지와 관계없이 교사와 학습자는 이중부담에 시달리고 있어 교육의 질 개선에 어려운 점이 많다. 본 논문에서는 수행평가실시로 인한 교사의 업무부담을 줄이고 나아가 수업의 질을 개선하고자 현장 적응력있는 웹 기반 수행평가 설계를 제안하고자 한다.

최근 이상기후의 영향으로 특정지역 중심의 국지성 집중호우 발생 빈도가 증가하고 있으며, 집중강우의 영향으로 하천의 범람 사고 또한 증가하고 있는 추세이다. 이와 관련하여, 본 연구에서는 수문시설의 안전성 확보를 위해, 기후변화 측면에서 현재 운영 중인 안전점검 및 정밀안전진단 세부지침의 개선 사항을 검토하고, 이에 대한 개선방안을 제시하고자 한다. 먼저 본 연구에서는 수문시설의 안전성평가 실시 현황, 현장적용 사례 및 평가기준 비교 검토를 통해 개선사항을 도출하고자 하였으며, 검토된 결과는 다음과 같다. 시설물의 안전성 평가는 선택적으로 수행할 수 있도록 규정하고 있어, 주기적 평가가 수반되지 않고 있으며, 최근 수위 변동에 대한 시설의 안전성 확보여부가 확인되고 있지 않은 실정이다. 또한 수문시설의 조작대 접근성 및 문비 구조검토 안전성 평가는 설계 당시의 홍수위를 기반으로 한 평가항목으로, 하천의 홍수위 상승에 취약적 요소가 내재되어 있으며, 수문시설의 기존 평가체계에서는 시설물의 기능적 특성에 따른 평가결과를 확인하기 어렵다는 한계점이 있다. 이에 본 연구에서는 기존의 조작대 접근성, 내하력 및 문비 구조검토 안전성 평가 항목 외에 추가적으로 홍수조절능력에 대한 안전성평가 항목의 신설의 필요성과 기준을 마련하고, 수문시설의 기능적 특성을 고려한 단계별 평가 체계를 구축하였다.

The purpose of this study is to propose the policy improvements of management evaluation system of municipal medical institutes. Management evaluation system of municipal medical institutes has been carried out every each year. This makes a great improvement in management practices. But in some respects, management evaluation system of municipal medical institutes has some problems in mechanism and measures. To overcome these, appraisal measures should be composed to improve medical efficiency. If we want to reconcile two objects which require both profit and public service, more appropriate measures should be designed. In addition, we should make measures to promote people work hard. For this purpose, we should make sure a more theoretical and practical ground back to evaluate the effectiveness of management consulting.

본 연구는 각 프로세스가 조직에 미치는 상대적 영향을 고려한 조직 전체의 효율성을 평가하고, 조직의 효율성을 개선하기 위하여 조직을 구성하는 여러 프로세스 중에서 어떤 프로세스를 우선적으로 개선해야 하는지를 결정하며, 더 나아가 비효율적인 프로세스를 개선하기 위하여 어떤 프로세스를 벤치마킹해야 하는지를 결정할 수 있는 체계적인 방법을 제공한다. 이를 위하여 본 연구는 다음과 같은 중요한 세 가지 과정을 따른다. 첫째, DEA(data envelopment analysis)의 CCR 모형을 이용하여 프로세스의 투입요소와 산출 요소를 바탕으로 개별 프로세스의 효율성을 평가한다. 둘째, 도출된 개별프로세스의 효율성을 Lovell과 Pastor의 순수 산출요소(또는 투입요소) DEA 모형의 산출요소로 이용하여 서비스 단위 조직 전체의 효율성을 평가한다. 셋째, 앞서 도출된 개별프로세스의 효율성과 서비스 단위 조직의 전체 효율성을 각각 DT(decision tree)의 예측변수와 목표변수로 활용하여 각 서비스 단위 조직의 특성 및 상황에 따라 개선해야 할 프로세스를 선택하는 규칙을 생성한다. 제안한 방법을 통하여 기업은 비효율적 조직과 프로세스를 발견하고 조직의 효율성을 개선하기 위하여 어떤 프로세스를 우선적으로 개선해야 하는지를 결정할 수 있다. 이를 통하여 기업은 오늘날 기업 경쟁력의 핵심인 프로세스를 좀 더 효과적으로 평가 및 관리할 수 있을 것으로 기대된다.

우리나라의 최대 철강회사인 포스코는 2005년부터 품질개선을 위해서 포스코 자체의 혁신방법론인 QSS+(Quick Six Sigma)을 개발하여 실시하고 있다. QSS+는 회사 전체 직원이 개선 실천 학습을 하고, 지속적인 낭비제거를 통해 부가가치를 창출하는 활동으로 '일상개선 활동, 과제 활동, 솔선/격려활동, 인재양성' 4개의 축으로 운영되고 있다. 또한 QSS+는 오랜 시간에 걸쳐 정착되어 정부 기관, 기업, 그룹사, 외주파트너사, 공급사 및 다양한 분야에서 우수 혁신 활동 사례로 벤치마킹을 실시하고 있다. 매년 현장에서 활동하는 포스코 QSS+ 현 수준을 정확히 판단하고 향후 방향성을 제시하는 QSS+ 충실도 평가 기준을 개선하기 위하여 AHP 분석 방법을 통해 평가 항목을 분석하고 현장이 반영된 'QSS+ 평가 기준'을 제시하고자 한다.

웹 접근성(Web Accessibility) 평가를 위하여 웹 접근성 표준 가이드라인에 기반 한 120여개의 자동화 평가 도구들이 존재한다. 국외 평가도구는 WCAG 1.0과 미국 재활법 508조를 기준으로 만들어진 A-Prompt, Bobby 등이 있으며, 국내에는 KWCAG 1.0에 기반하여 한국정보문화진흥원에서 제작한 KADO-WAH가 유일한 자동화 웹접근성 평가도구이다. KADO-WAH는 국외 평가도구와 비교하여 상세한 검사를 진행하지 않으며 자동화 평가 범위가 한정되어 있어 상당부분 전문가 평가를 필요로 한다. 이를 보완하기 위하여 개선된 웹 접근성 평가도구의 개발이 필요하다. 본 논문에서는 국내 자동화 평가도구인 KADO-WAH의 기능을 향상시키기 위하여 국외 자동화 평가도구와 비교 분석을 통해 KADO-WAH의 문제점을 제시하고, 이 문제점을 개선한 웹 접근성 평가도구를 구현한다.

Recently, the National Research Foundation of Korea (NRF) announced new plan to reflect the KCI citation measures in journal evaluation. In principle, Journal evaluation should reflect each journals situation and characteristics through various indicators. In this study, three improvement plans were proposed by reviewing the announced journal evaluation plan of NRF. The first improvement is to consider the five-year IF as an additional citation measure; the second improvement is to allow flexible selection of the category level on which to rank journals; and the last improvement is to combine the previous two methods and apply them together. The improvement methods proposed in this study are expected to contribute to minimizing side effects of KCI journal evaluation.

This study aimed to seek the ways of improving program outcomes assessment systems for engineering education accreditation of South Korea through performing comparative analysis on those of the United States. Case-study research method was implemented to achieve the research goal. Five university programs, which have been well recognized as good practices in engineering education accreditation in the United States, were selected and analyzed. In addition, those of three universities in South Korea were chosen for comparative analysis, which were reformed by university affiliated Engineering Education Innovative Centers. The analysis results indicated that there were differences in each program's program outcomes, assessment level of program outcomes, evaluation methods on program outcomes achievement, and analysis and improvement records. It was drawn up that the evaluation methods on program outcomes achievement should be paid full attention. For better program outcomes assessment system, however, the followings are in more attention. Firstly, to establish program outcomes reflecting program goal. Secondly, to set up the detailed plans for analysis and quality improvement on program outcomes. Thirdly, to keep continuing efforts on curriculum update.
