Calculation of Total Benefit by the Contingent Valuation Method for Cost-Benefit Analysis: Focusing on Income and Distance-Decay Effects (비용편익분석을 위한 조건부가치측정법에서의 총편익 산정: 소득효과 및 거리-소멸 효과를 중심으로)

  • This study suggests a model for calculating total benefit rigorously to use the contingent valuation method (CVM) in cost-benefit analysis (CBA). Estimating households' willingness to pay through survey method, the study attempts to demonstrate if a respondent's income and the distance between a respondent's residence and the location of a target facility affect her willingness to pay. The estimation results from a structural model show that income and distance-decay effects exist and that the calculated total benefit varies largely when these effects are ignored. The study emphasizes the effects of income and distance-decay on the total benefit must be carefully considered in using CVM for CBA. Even though the total project cost is precisely estimated, the benefit/cost (B/C) ratio may differ largely when the total benefit is not correctly calculated. Also, an ad hoc model generates significantly different estimates from the utility difference model this study adopted. The difference in estimates suggests that the total benefit has to be estimated by a structural model. Finally, simulations are performed to check the validity of the model as well as to predict consequences when income and distance-decay effects are not properly treated. The results from simulations reveal it is not desirable to ignore those effects considering the perspectives of balanced regional development.

  • 신규 수자원개발을 위해서는 사회적으로 공감대를 형성해야 하며, 사업을 평가할 수 있는 기준과 방법이 객관성과 타당성을 가져야 한다. 이를 위해 수자원개발 사업시 대상이 되는 편익과 비용을 제시하여 계량화하는 것이 필요하다. 수자원사업에 따른 편익 및 비용의 대상 항목과 그 필요성은 기존에 이미 정립되어 있으나 용수공급과 홍수조절, 수력발전 등 일부 항목에 대한 계량화만이 비교적 실체적으로 연구되었을 뿐이다. 그러나 최근의 사회적 여건변화에 따라 환경개선, 관광 및 레크리에이션, 주운 등 다양한 편익항목의 계량화 방안 개발이 요구되고 있다. 본 연구에서는 댐에 의한 환경개선용수공급에 따른 하천수질개선 편익의 계량화 방안을 제시하고자 한다. 댐에 의한 하천의 수질개선은 크게 두 가지 측면에서 바라볼 수 있는데 하천유량 증대에 따른 희석효과와 수처리 시설에 의한 정수효과가 그것이다. 본 연구는 댐으로부터 공급되는 풍부한 유량을 바탕으로 희석효과에 의한 하류 수질개선 편익을 계량화하기 위한 것이다. 즉, 풍부한 유량으로 유량감소에 따른 수질악화를 막고, 희석작용에 의한 자정작용의 향상 및 이에 따른 수질개선 효과에 대한 편익이다. 본 연구는 이를 위하여 낙동강수계 내에 신규댐 건설에 의한 하류 수질개선 편익을 산정하고자 한다. 기존에는 환경개선용수 공급을 위한 댐의 편익산정에 대체댐에 의한 대체시설비용법을 적용하였으나, '댐을 대체하는 또 다른 댐'에 의한 편익산정이 갖는 이론적 모순이 제기될 수 있어 설득력을 갖기 힘든 면이 있었다. 따라서 본 연구에서는 댐의 환경개선용수 공급을 통한 수질개선 효과를 산정한 후, 이에 상당하는 효과를 환경기초시설에 의해 구현하였을 때의 비용을 계산하여 환경개선용수 공급의 편익으로 가정하는 대체시설비용법을 제시하였다.

  • 도시화로 인한 홍수 피해 및 비점오염원 저감 방안의 해법으로 정부부처 및 지자체에서는 LID 시설의 설치를 권장하고 있다. 국토부 산하 GI&LID연구단 및 관계 부처의 노력으로 국내 LID 기술의 도입 및 연구 개발이 활발히 이루어지고 있으며 우리나라 환경에 맞는 LID 시공 기술력을 확보하는 중이다. 하지만 비점오염 및 홍수 저감의 대안으로서 LID 기술은 각광받고 있으나 LID설치 비용의 과대 인식과 실효성에 대한 불안감이 만연하여 시설 설치에 어려움을 겪고 있다. 본 연구에서는 도심지내 LID 기술을 적극적으로 도입하여 단지 조성중에 있는 송산그린시티 친환경시범마을을 대상으로 시설 설치 비용에 따른 비용 편익을 분석하였다. 시설 설치전 불투수면적에서의 물순환 관리능력과 설치 후 투수 및 저류 능력의 확대에 따른 물순환 관리능력을 비교하였고, 일정 수치 이상의 물순환 관리능력을 갖기 위해서 시설 설치에 필요한 비용을 분석하였다. 금번 연구에서 분석한 모델링 결과는 추후 준공될 친환경시범마을의 실제 관측치와 비교하여 연구 실효성에 대한 분석을 수행할 예정이다. 본 연구를 통해 LID 시설 설치시 비용-편익을 분석하고 이점을 제시하여 추후 있을 LID 시공 및 관련 연구에 도움이 되고자 한다.

  • 최근 보급률이 급격하게 증가하고 있는 소형열병합발전(CHP)의 도입에 대한 전력회사(Utility)의 영향을 분석하기 위해서는 편익과 손실을 함께 고려해야 하는데 CHP의 도입에 대한 편익을 분석하기 위하여 사용되는 회피비용은 크게 에너지회피비용, 설비건설 회피비용, 손실회피비용 그리고 환경회피비용으로 구분된다. 그리고 기존의 전력회사 Utility의 측면에서 CHP 도입으로 인한 전력판매 수입의 감소나 시장점유율 축소도 함께 분석을 해야 한다. 이에 본 논문에서는 CHP보급으로 인한 편익 중 에너지회피비용(Energy Avoided Cost)을 산정하기 위한 효율적인 방안을 제시하고자 한다.

An Benefit-cost Analysis of the Cleaning Device for Photovoltaic Power Generation Systems in Buildings (건축물에 설치된 태양광발전설비를 위한 세척장치의 편익-비용 분석)

  • This study aims to analyze the benefit-cost of the cleaning device for photovoltaic power generation systems in buildings in order to check its economic feasibility. A product, which has similar characteristics to the ultrasound-based cleaning device and is widely used in South Korea, was selected to compare with the benefit-cost value of the ultrasound-based cleaning device in this study. In order to quantitatively and qualitatively analyze benefit and cost aspects of the two products, categories and evaluation factors of each aspect as well as evaluation criteria were identified. Based on the identified evaluation factors and criteria, this study conducted face-to-face interviews with 15 experts to measure weights of benefit and cost aspects of the products. As the results, the total benefit weight of the ultrasound-based cleaning device was larger than its total cost weight since the benefit-cost value was greater than 1, which was 1.6 times of that of to compared product. Therefore, from the economic perspective, it is worth to develop the cleaning device for photovoltaic power generation systems applying ultrasound technology.

A Cost-Benefit Analysis of Groundwater: Pumping Wells in Korea (지하수의 경제성 평가 연구: 지하수 관정을 중심으로)

  • In Korea, there are 1,474 thousand pumping wells nationwide which account for about 12% of total water use in 2012. As much as 39 hundred million tons of groundwater were used while 333 hundred million tons of total water were supplied in 2012. Because the water management authority projects that water demand will exceed supply by 2021, the authority is planning to extensively expand groundwater use in accordance with economic feasibility. Using the basic frameworks of cost-benefit analyses of the World Bank and the US Environmental Protection Agency (US EPA), the objective of this study is to examine the costs and benefits of the expansion of Korea's groundwater extraction through pumping wells. We conclude that the BC ratio of the groundwater pumping wells is 2.98. This signifies that the benefits are 2.98 times higher than the costs. The benefits include use and non-use values of pumping wells while the costs include the installation and maintenance of new wells, in addition to the restoration and pollution costs of abandoned wells, as well as fees for water quality tests, etc.

  • The introduction of the Korea toxics use reduction (TUR) program to build a clean society is generally evaluated based on social economic criteria. Among various techniques, benefit-cost analysis is the most commonly used. This method is focused on the calculation and comparison of all the benefits and costs attributable to the TUR program. However, since it is reasonable to consider not only economic criteria but also policy criteria in the process of evaluation, it is necessary to reflect on the criteria weights found in the benefits and costs. This study aims at developing a new evaluation technique to achieve this purpose and apply it to the Korean TUR program to be implemented in 2020. This study selected competitiveness, toxic substances' emission reduction ratio, and health improvement as policy criteria. The Analytic Hierarchy Process (AHP) technique was initially used to calculate the weight and then, based on the results, the concept of information entropy introduced by Claude Shannon was used to eliminate subjective bias. As a result of the study, it was found that the revised benefit-cost analysis considering the weights of the policy criteria, as well as the existing economic criteria, could be a reasonable alternative in evaluating the feasibility of TUR regulations for highly toxic substances.

The Potential Cost-Benefit Analysis on the Disability Discrimination Act in Korea (장애인차별금지법의 잠재적 비용-편익 분석: 고용영역을 중심으로)

  • This study was attempted to give aids in making 'the Disability Discrimination Act' by estimating the potential Cost-Benefit in case that the discrimination on the disabled is removed. The potential benefits from this Disability Discrimination Act are calculated considering the income increase of the people with disabilities from additional employment for them and the decrease of employment levies and the public assistance benefits. The potential cost was made focusing on the following 2 expenses- the extra expenditures that the owners of companies had to invest from the employment of the disabled and the managing expenses for correcting discrimination organizations. As the result of this estimation, the potential net present value under the 7% discount rate is very high as 12,700,301 million won and the cost-benefit ratio is also great as 96.8. The consequence of the sensitive analysis in changing the discount rate also does not have great changes. As the result of these estimating results, it is known that when the discrimination is solved by the 'Disability Discrimination Act', the pure benefit of our society will become tremendous. After all, it could be said that the need for 'the Disability Discrimination Act' is emphasized and should be emphasized.

  • The economic appraisal of a port remodeling project must be transparent and persuasive to the public over the entire stage of the project. A project evaluator need to be familiar with the guidelines on evaluation, and to do his best to follow the guidelines to evaluate the given project. To make the right decision on investment, the evaluator must take into consideration not only economic efficiency, but also equity issues such as income redistribution and balanced development between regions. Port remodeling projects tend to produce externalities to the environment. However, these externalities are of qualitative nature, and hard to measure in monetary terms, so these are liable to be ignored in the process of project evaluation. Two different approaches - RP(revealed preference) and SP(stated preference) have been tried to assess the value of these non-market goods. Government authorities need to set minimum guidelines which project evaluators must follow in order to make the evaluation more reliable.
