2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

우리 헌법은 인간의 존엄과 가치 그리고 행복을 추구할 권리를 보장하고 있으며, 편의증진법과 교통약자법을 통해 장애인등이 교통수단, 여객시설 및 도로 등을 비장애인들과 차별 없이 이용하여 이동하고, 도로와 대중교통수단, 공공 건축물과 주거 등 생활 필수시설에 자유롭게 접근하기 위한 접근권을 보장하고 있다. 우리나라는 이동권의 보장을 편의시설 제도라는 독자적인 체계를 통해 이루어지고 있으며, 이를 실질적으로 보장하기 위하여 장애물 없는 환경 인증 제도(BF 인증제도)를 도입하였다. 시행 15년을 맞은 BF 인증제도는 양적으로는 많은 발전을 가져왔지만, 질적으로 특정 건축물 등 일부에 대한 인증 편중 현상이 있으며 안전취약계층에 대한 재해 안전확보에 대한 고려가 포함되지 않아 부진정한 이동성과 접근성의 보장이라는 한계를 가지고 있다. 이동권 보장이 얼마나 잘 이루어지느냐는 그 나라의 사회 안전망이 얼마나 잘 갖추어져 있는지 판단하는 척도라 할 것이며, 따라서 이러한 이동권 보장은 위험상태에서의 안전한 피난을 함축하고 있으며 중첩적으로 국가의 기본권 보호 의무의 이행과 관련된다. 이에 따라 이동권과 접근권의 증진을 위한 BF 인증 규정을 안전 규범으로 보완하여 장애인과 비장애인이 사회의 일원으로서 평등한 인격적 주체로 공동체에 기여하는 안전한 사회적 환경의 조성이 긴절히 요청된다고 할 수 있다.

The purpose of this study is to analyze the conditions of disability facilities in universities and to improve disability facilities for disabled students. First, we selected six universities in Jeollabukdo and categorized their accommodations into exterior connection facilities, interior facilities, sanitation facilities, guidance facilities, and other facilities. We evaluated their fidelity to guidelines on accommodations under the convenience enhancement act for students with disabilities. The physical environment of the universities generally did not fit the guidelines, and they did not provide an appropriate environment for students because of inconvenient utilization and lack of management, even though they were equipped. Universities should make a greater effort to improve and expand the accommodations to establish a consumer-centered higher-education environment. This can be done by universal design and enhancing the fidelity for an advanced higher-education environment and students with disabilities.

The purpose of this study is to analyse various laws and systems to support IT assistive devices for persons with severe disabilities and draw suggestions for laws and systems on the support of IT assistive devices for the ones in Korea. This study identified the details of laws and systems to provide conveniences for the engagement of the daily life and rehabilitation by persons with severe disabilities in New Freedom Initiative policy of President Bush, the Rehabilitation Assistive Technology Act, the US Disabilities Act and the Assistive Technology Act, and analysed the implementation process therefrom. To increase conveniences and introduce rehabilitation technology for facilitating life conveniences of persons with disabilities, it is necessary to establish the arrangement and application of systems and professional personnel through the demand survey on the need for IT assistive devices of persons with severe disabilities in Korea, the support on the developers of IT assistive device program and hardware, the analysis on the roles of rehabilitation professionals and service experts with respect to the distribution system.

우리 협회가 지난해 산업자원부 기업활동규제완화심의위원회를 통해 개선 관철시켰던 자판기 영업신고 규제완화가 올해 식품위생법시행규칙으로 공식 개정되었다. 또한 이번 개정에는 그동안 많은 운영자 불만요인으로 작용했던 위생교육 과다, 운영자 건강진단수첩 휴대 등의 조항이 산업계 희망대로 개정되어 앞으로 자판기 운영자들의 편의가 크게 증진될 것으로 기대되고 있다. 이번 란에서는 보다 간편하고 효율화된 자판기 영업신고 및 운영자 준수사항에 대해 살펴보기로 하자.

Since the enactment of "Mobility Promotion Law for Transportation Vulnerable", each municipality has been various efforts to improve the transportation vulnerable's the right of movement. However, the effectiveness of mobility promotion policy for the transportation vulnerable is awfully inadequate because circumstances which associated with operation of transportation of the handicapped such as local conditions and transport characteristics have not been considered. Thus, in this study investigated traffic characteristics of the transportation vulnerable through the data of regional slope, non-step buses and handicap vehicles operating conditions and so on in Busan Metropolitan. Also, we proposed to introduction of the 'mobility index' which is based on local condition analysis of Busan. And we suggested that how to improve the convenience of transportation vulnerable's movement.

The purpose of this study was to develop, apply and evaluate the teaching learning plan for disabled experimental activity to evaluate the accessibility of middle school experimental facilities. Three main resources such as 2 hours teaching learning plan for disabled activity, recording sheets and evaluation sheets had been developed. The process plan had been applied 214 senior students in 7 middle schools purposely selected by areas, constructed years, number of stories of school during November to December, 2005. General accessible levels of middle school facilities was somewhat inadequate especially exterior slops, toilets, bowls were the most unaccessible ones. Most of all students had accidents and/or injuries in school environments from minor to major ones. Male Students were more likely than female Students to get injuries. Students experience of accidents and injuries and awareness of inconvenience, danger, needed facilities supported. the result of the accessibility levels evaluated by disabled activities. Students were generally satisfied with and positive to the teaching learning process plan developed and applied in this study. Students had improved critical Perspectives as well as awareness of inaccessible chances in the school facilities through the experimental process. The evaluation as differed by school characteristics and students' interests in disability.

국립식물검역원이 수출입화물목재포장재 검역요령(안)을 발표했다. 이는 식물방역법 개정에 따라 수입화물의 목재포장재 검역요령(식물검역원 고시 2006-14호)과 수출화물의 목재포장재검역요령(식물검염원 고시 2006-8호)을 통합하여 민원인의 편의를 증진하고 검역관이 활용하기 편하도록 하는데 목적이 있다. 이번 법안은 현행 목재포장재검역요령 중에서 국제기준과 현실에 맞지 않거나 일선 검역관 및 업체에서 개선을 요구한 사항을 반영했고, 이해하기 쉽도록 산재되어 있거나 중복된 내용을 간결하게 하고 "열처리업체운영정보시스템"구축에 맞게 서식 등을 정비했다. 본 고에서는 검역요령 법안과 함께 소독처리마크와 마크표지 방법 등에 대해 살펴본다.

Purpose: The purpose of this study is to generate empirical data regarding the usability of churches' convenience facilities for the elderly, while categorizing church architecture as intermediate, inner, sanitation, and other facilities. The generated data can be used for renovating or upgrading the existing churches' convenience facilities to match up the act on convenience promotion. Methods: Field studies were conducted for collecting the empirical data from 42 churches. Results: Specifically, intermediate and sanitation facilities were more urgent sections, needing serious improvement works for the elderly. In the inner facilities, 14 categories were counted as not-met(NM) or not-installed(NI) among total 26 categories. In the other facilities, 11 categories were found as not-met(NM) or not-installed(NI) among total 15 categories. Implications: The research results can be used as a checklist for the improvement of convenience facilities for the elderly in existing churches.

As the Public Procurement Service announced the compulsory of BIM adaption in every public construction from 2016, the importance of BIM is increasing. Besides, automatic code checking takes significance in terms of the quality control for BIM based design. In this study, rule-sets were defined for Act on the Promotion and Guarantee of Access for the Disabled, the Aged, and Pregnant Women to Facilities and Information. Three analytic steps were suggested to shortlist the objective clauses from the entire code; the frequency analysis using project reviews for architectural code compliance, the clause analysis on quantifiability, and the analysis for model checking possibilities. The shortlisted clauses were transformed into the machine readable rule-set definition. A case study was conducted to verify the adaptiveness and consistency of rule-set definitions. In future study, it is required the methodologies of selecting objective clauses to be specified and its indicators to be quantified. Also case studies should be performed to determine the pre-conditions in modeling and to check interoperability issues and other possible errors in models.
