5G mobile network and ATSC 3.0 broadcasting network interworking trend and plan (5G 이동망과 ATSC 3.0 방송망 연동 동향 및 방안)

  • The introduction of virtualization technology in the broadcasting field is actively progressing broadcasting service automation and intelligence based on the effective operation of IT resources throughout the broadcasting industry ecosystem. In recent years, there is increasing interest in increasing the flexibility of various broadcasting resources and increasing the efficiency of interworking with other networks through network virtualization of the broadcasting network infrastructure. The fundamental transformation from the broadcasting network to the IP paradigm is facing a situation where it is necessary to solve various problems for the effective interworking of Internet-based service platforms and 5G networks and the development of new convergence services. In other words, for organic and effective interworking with the next-generation broadcasting network represented by ATSC 3.0, a mobile communication network represented by 5G, and the Internet, a number of difficulties must be solved. In this paper, the basic technology and status for the convergence of ATSC 3.0 broadcasting network and mobile communication network represented by 5G was examined, and a plan for the ATSC 3.0 broadcasting network and 5G network to interwork with each other as a network was described.

A Study on the Land-Use Related Assessment Factors in Korean Environmental Impact Assessment (환경영향평가 토지환경 분야의 토지이용 평가항목 고찰 연구)

  • The environmental impact assessment(EIA) project in Korea has undergone changes and revisions in various evaluation items for about 30 years after the introduction of the Environmental Conservation Act (1997). However, despite the importance of land use evaluation items under the current EIA Act, there are insufficient studies to consider. Therefore, this study focused on the land-use evaluation items based on the EIA guidelines, reviewed 90 of the evaluation documents and consultation documents, and tried to suggest implications and supplementary points forthe domestic EIA land-use evaluation items. As a result, the paradigm was changing from land efficiency centered on development in the past to land efficiency centered on the natural environment and resource conservation. However, in spite of the manual for fitting the paradigm change, opinions on the conservation of the natural environment are still being drawn in the consultation document, so it needs improvement. Two improvements in the impact assessment process suggested in this study are the establishment of standardized spatial data and a quantitative impact and reduction method evaluation tool based on it. In particular, there is a need for a plan evaluation tool for land use arrangement and distribution that can solve the needs of minimizing damage to the natural environment and securing green space and a green network.

How IT Drives Innovations for Public Service: Mobile Office for Seoul Metropolitan Railway (IT 기반의 공공서비스 혁신: 서울도시철도공사의 모바일 오피스 사례)

  • Recent increases in uncertainty and speed of market change are driving the adoption of new intelligent mobile office systems. Organizational information systems paradigm suggests that a right match between organizational characteristics and the use of technology is critical in producing desired results. Following such perspective this study developed the mobile office system case of Seoul Metropolitan Railway Transit(SMRT) in Korea. SMRT developed the mobile task-supporting environment that help the management of subway lines real-time without the restriction of time and space. They named the system as ST&F(SMRT Talk and Flash). They decided to develop the application systems in-houses they did not want to be overly dependent on external services in future changes and developments of the system. The new practice reduced the time for moving back and forth to 10% of their working time from previous 20%. The time used for paper works and administration chore also reduce to 10% of their working time from previous 30% on the average. The employees could use 80% of their time to concentrate on the completion of assigned task. The effects of this improvement resulted in the heightened efficiency of the use of human resources and the heightened level of railway safety. The case of SMRT shows that the mobile office system can be applied and extended to various business areas such as facility management and maintenance beyond such typical uses as sales and marketing support. Also, The result of case study will be a useful guideline on the construction and using of mobile office system.

  • Previous management for speed in road traffic system was aimed only to the improvement of mobility and safety. However, consideration for the aspect of environment and energy consumption efficiency was valued less than the former ones. Nevertheless, economical damage scope caused by climate change has been increasing and it is estimated that environmental value will be increased because of the change of external circumstances. In addition, policy for reducing carbon emission in transportation system was assessed as insufficient in improving the condition of traffic road since it only focused on the transition of private vehicle into public transportation and development of eco-friendly car. Now it is the time to prepare for the adaptation strategy and precaution for the increased number of private vehicle in Korea. For this, paradigm shift in traffic operation which includes the policy not only about the mobility but also about caring environment would be needed. It is needed to be able to monitor the actual amount of greenhouse gas in real time to reduce the amount of emitted greenhouse gas in the aspect of traffic management. In this research, a methodology which can build on-line greenhouse gas emission monitoring system by using real time traffic data and predicting the circumstance in next 5 minutes was suggested.

  • Recently, at Home and abroad, Internet of Things era things(Thing) is participating as a subject of communication in human communication paradigm of existing (lot/M2M) is in full swing. Automobile, refrigerator, bicycle, until shoes, and communication functions generation of information is installed and has created a fusion of new service IT infrastructure. Its use and application are broadening to various areas and the number of devices used for it is increasing to increase the number of information transmitted for each object. When the traffic reaches its limit while each set of data is transmitted from the devices divided into each group through the mobile network, M2M communications service might not be processed smoothly. This study used the Knapsack Problem algorithm to create a virtual simulator for a smooth M2M service when the mobile network used for the M2M communications reaches its limit. The virtual simulator applies smooth processing of services from the M2M communications that should be processed first to other subsequent services when data comes to each group of devices. As the M2M technology develops to make many objects more compact in size, it would help with smoother processing of M2M services for the mobile network with fast-increasing traffic.

  • The paradigm of mobile game contents move from 2D to 3D due to the development of the recent mobile technology and the change of the market environment. Therefore the game manufacturers are concerned about them but the game is developed in the 3D solution manufacturers which have high technology and some major CP and the game is served through the mobile telecommunication companies. Almost of the small CP in Korea ·also judge the mobile 3D game as a next source of benefit so they prepare the development of the mobile 3D game in the future value in market and the industry survival strategy but the game has defects. They take more developing hours and cost than the 2D game and the lack of manpower for the development and the information. Therefore, in this study, we researched the manufacturing environment being the optimization of mobile environment and developing process of 3D game in order to grope for overcoming different these circumstances.

  • On former days, school has realized as "where teach", but development of a technology and change of paradigm are changing school as "where study". This is meaning that student is more important and be considered than others when make school environment. Due to continuous investment of national level in several decades, in our elementary school's facilities and environment, when compare with advanced nations that we know that have come to the fairly high level. But, it is not really certainly in middle school and high school. Than the reason is, 'College entrance examination' is prior than other certain values in occasion of high school especially, and we ask a question in return whether have persuaded ourselves that school facilities and environment may change later. It is hard to find more important thing than the proposition in fact on present society. However, it is that society and facilities that can correspond to fast change of paradigm, change of curriculum, learner's change and environment have to be changed in middle school and high school now. Departmentalized Class System that applies in national middle and high school now can become an opportunity that can improve school facilities and environment of middle and high school. In such background, I studied space satisfaction and student's moving route and pattern characteristic of Departmentalized Class System high school in Chungcheongbuk-do area. And this study aims at supply the data about efficient Departmentalized Class System School's facilities plan and space use which can meet on request of students.

  • The typws of service using location Information are being various and extending their domain as wireless internet tochnology is developing and its application par is widespread, so it is prospected that LBS(Location-Based Services) will be killer application in wireless internet services. This location information is basic and high value-added information, and this information services make prior GIS(Geographic Information System) to be useful to anybody. The acquisition of this location information from moving object is very important part in LBS. Also the interfacing of acquisition of moving object between MODB and telecommunication network is being very important function in LBS. After this, when LBS are familiar to everybody, we can predict that LBS system load is so heavy for the acquisition of so many subscribers and vehicles. That is to say, LBS platform performance is fallen off because of overhead increment of acquiring moving object between MODB and wireless telecommunication network. So, to make stable of LBS platform, in this MODB system, acquisition of moving object location par as reducing the number of acquisition of unneccessary moving object location. We study problems in acquiring a huge number of moving objects location and design some acquisition model using past moving patternof each object to reduce telecommunication overhead. And after implementation these models, we estimate performance of each model.

A Study on the Application and Utilization of PDA in u-Learning (u-러닝에서 PDA 적용 방안 및 활용에 관한 연구)

  • The rapid development of information & communication technology has changed the paradigm of education. Recently the area of education is introducing u-Learning, in which learning is possible at any time and in any place through personal information devices such as PDA, tablet PC and mobile phone terminals. Taking advantage of the mobility and individuality of personal information devices, u-Learning can provide learning customized to the characteristics of individual learners without the limitations of time and space and can be effective in situational learning and experiential learning. In order to identify the uses of PDA in teaching.learning and to develop a basic teachinglearning model using PDA, the present study applied PDA directly to classes and examined the effects. According to the result, most students were satisfied with classes utilizing PDA but problems were also found in connection, insufficient contents for PDA, the quality of screen, etc.

  • 기존 문서 검색 시스템의 경우 단순히 문서 내에서 텍스트를 추출한 후 그 텍스트를 색인, 검색하는 형태를 가지고 있었다. 본 논문에서는 MS Word, Excel, HWP 등 다양한 형태의 문서에서 텍스트, 표, 이미지, 차트, 동영상 등의 문서 개체를 분석, 색인하고 이를 검색하는 시스템의 개발 방법을 제외하였다. 제안된 시스템은 문서의 내부 자료 구조를 CDML(Composite Document Markup Language)로 변환하고, 이를 색인, 저장함으로 기존의 전문 검색 시스템의 한계를 효과적으로 극복했으며, 문서 내의 검색 대상 개체로 자동 이동하고 하일라이팅 시키는 기술을 구현함으로 사용자 편익성을 높였다. 개발된 시스템의 성능을 평가한 결과, 다양한 문서 형식에 대해 평균 97% 이상의 CDML변환 성공률과 개체 검색 성공률을 보였으며, 이진 파일에서 직접 개체를 추출함으로 매우 높은 분석 및 색인 속도가 달성되었음을 확인할 수 있었다. 본 논문에서 소개된 새로운 패러다임의 문서 검색 솔루션을 통해 다양한 기술적 상업적 파급 효과가 기대되고 있다.
