A Study on Difference between Private Security and Private Investigation (민간경비업과 민간조사업의 차이점 연구)

  • In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

  • Private security has the common job characteristics of the police and crime prevention, and is responsible for the safety of our society. However, the hiring process for private security is very different from that of the police. Therefore, in this study, the problems of the private security recruitment process were identified through the police recruitment process and improvement points were suggested. As a result of comparing and examining the recruitment process of the police, the recruitment of private security guards is carried out through education and training, and problems such as the training process and physical strength verification required for security work were investigated. In order to improve the problems in the private security recruitment process, the curriculum of criminal law and criminology, physical examination such as 100m running and left and right grip strength, and practical cases of security work should be added. It is hoped that this study will serve as a basic data for the development of the private security industry along with the recruitment of excellent security guards.

  • In this study, the special guard duties and duties within the Organization of communication influence on immersed in the interpersonal skills to discover the effects of the parameters of the educational facilities in the airport traffic facilities, and anything that increases the special guards, September 20-target 2015 2015 October 20 poll. The study compared the results of analysis are as follows. SMC, job satisfaction, job commitment 23.9% 7.2%, 19.3% of interpersonal relationships. In addition, the duties of immersive interpersonal skills for the parameters of the effect the results of the analysis of communication and its impact on job satisfaction (duty of immersion) in interpersonal work parameters can verify that it exists. Communication on direct interpersonal relationships, keep in mind that the statistical effect also appeared. If you look at the overall results of this study, special communication organization of job satisfaction and security guard job influence on interpersonal skills immersed the parameters of the effect.

  • This study focuses on analyzing the problems of the Korean standard classification of occupations(KSCO), which is a formal and institutional implementation method that affects the occupational identity and Occupational Prestige of Private Security, and suggests ways to improve it. The following should be supplemented. (1) It is necessary to unify occupations related to private security that are classified into simple labor workers. (2) Delete the Technical Security Guards(4123) and create a Security Guard(4123) instead. (3) Facility Security Guards(41230), Convoy Security Guards, Technical Security Guards(41232), Security monitoring and control personnel(41233), and Special Security Guards(National important facility security guard)(41234) will be newly established. (4) Change the name of subclassification and subclassification in simple labor worker of Major Class 9(Code 9), and adjust Security Guards(9421) to the Surveillance Personnel(9421).

  • This study has to improve the recruitment of Private Police Guards. Secure fairness on recruitment of Private Police Guards has secure excellent Private Police Guards. Under the request of requesting entity, private police guards perform police tasks at the relevant area. Recruitment takes a pivotal role because they take unusual characteristics as they perform police duties at key national institutions, unlike private security. However, problems have continuously arouse due to issues like closed recruitment, interview-based recruitment, and composition of interviewers. Accordingly, this research suggested arranging mandatory regulation to recruit publically, adaptation of physical or written exams in view of characteristics of guarding facilities, and obligating external members when consisting interviewers as solutions.

  • 「Security Services Industry Act」made in 1976 for the purpose of contributing to the good operation of services industry by establishing the requirements for promotion, development and systematic management of services industry has been since 26 times of overall revisions. Period division of private security through overall revision of 「Security Services Industry Act」 can be roughly divided into three periods. The first is a settlement period. It is a period when the present five business areas were completed rom 1976 to 2001. Beginning with facility and escort security in 1996, five types of jobs have been prepared. so far by adding personal protection in 1996, and machine and special security in 2001. The second is a quantitative growth period. It is a period when quantitative development is made on the institutional basis. As various culture, sports and arts events are increasing based on the demand of security services due to an increase in the people's sense of security, quantitative development was made, which additionally influenced the downward trend of capital and the possibility of having two jobs through revisions. The third is a qualitative growth period. From 2013 to the present is a period when quantitative growth has slowed and qualitative growth has been made. After the period of quantitative growth, the growth slowed down. However, by raising the criteria for permission of services industry through creation of a rule for the group civil petition, by raising capital, by institutionally compensating for diverse punishment regulations, by realizing the training hours for new security guards, by permitting private education, etc, the reliability and professionality of a security guard job has been to be recovered.

The Effect of Business Resource of the Members in Airport Special Guard's firms on the Business Attitude and Turnover Intention (공항 특수경비원들의 직무자원이 직무태도 및 이직의도에 미치는 영향)

  • This study has an objective to analyze the causal relationship between the business resource of the members in the Airport Special Guard's firms and its effect on their business attitude and turnover intention. To carry out the study, I established a population of Airport Special Guard's working at the Airport firms in In-cheon, Kim-po, Cheong-ju and Dae-gu. Then a total of 300 questionnaires were sent out for the survey using the random sampling method of clusters. The study was carried out over about four months, from July, 2016 to october, 2016. A total of 260 questionnaires were used for the final data. 40 questionnaires were excluded either because they were not returned or contained extreme value. In this study, a statistical package of SPSS WIN 18.0 were used in the data analysis and the causal relationship was verified using the multiple regression analysis. The analysis showed the business resource to have a positive effect on the business attitude but a negative effect statistical level of p<.01 on the turnover intention at the statistical level of p<.001 and the hypothesis was adopted. The hypothesis regarding the business attitude was also adopted because business attitude was found to have a negative effect on the turnover intention at the statistical level of p<.01. In addition, business attitude was found to have a negative effect on the relationship between the business resource and turnover intention at the statistical level of p<.05. As a result, the hypothesis about the business attitude would function as the parameter was only partially adopted. Through these research result, it was investigated that the relation between business resource, business attitude and turnover intention is significantly effective variable in airport special guard's. Additionally, business resource is the most important.

A Study on Piracy Matters and Introduction of the Privately Contracted Armed Security Personnel on Board Ships (해적사건 대응을 위한 무장경비원제도 도입방안에 관한 연구)

  • Piracy is a worldwide issue, but the deteriorating security situation in the seas off Somalia, the Gulf of Aden and the wider Western Indian Ocean between 2005 and 2012 and in the increasing number of attacks in the Gulf of Guinea are a major problem. The depth of concern for the problem internationally is amply demonstrated by the levels of co-operation and coordination among naval and other forces from several countries that have assembled in the west Indian Ocean region and the Gulf of Aden to escort ships carrying humanitarian aid to Somalia and to protect vulnerable shipping. Notwithstanding this unprecedented effort, the vast sea area in which the pirates now operate makes it difficult to patrol and monitor effectively, particularly with the limited resources available. More resources, in the form of naval vessels and aircraft, are needed and at every opportunity the IMO encourages Member Governments to make greater efforts to provide the additional naval, aerial surveillance and other resources needed through every means possible. IMO provide interim guidance and recommendations to be taken into account when considering the use of PCASP(privately contracted armed security personnel) if and when a flag State determines that such a measure would be lawful and, following a full risk assessment, appropriate. The interim guidance and recommendations of IMO are not intended to endorse or institutionalize the use of armed guards. Therefore, they do not represent any fundamental change of policy by the Organization in this regard. It is for each flag State, individually, to decide whether or not PCASP should be authorized for use on board ships flying their flag. If a flag State decides to permit this practice, it is up to that State to determine the conditions under which authorization will be granted. Therefore, Korea should be introduced rationally PCASP for safe shipping. PCASP on board ships is much the same to special guard personnel of security services industry act. Act plan of Oceans and fisheries ministry on PCASP collides with special guard personnel system of National Police Agency. Rather than new law making, PCASP regukations have to be included in security services industry act. Management Agency of PCASP is to not Oceans and fisheries ministry, but Central Headquarters Korea Coast Guard of Public Safety and Security Ministry because of specialty and closely connection.
