Through 'Local Theme Science Museum' aid program that is one of emphasis promotion strategic project by 2007 'Science.Technology.Cultural Project Plan', raises status of scientific technique by national core ability because all people expand base that understand and support scientific technique, and forms a social atmosphere which is scientific technique is important which scientific technique can be spread widely on national life and society whole, and proceeds target that expand local science museum facilities by a base of local science culture spreading and popularization. Accordingly, to plan balanced regional development and utilize to an advanced base of local science culture spreading because offer a science culture experience opportunity to local inhabitants, 'Local theme science museum' project is doing for that establish more 100 science museums for national.public.private institution in whole country until 2012 year. Support 39 projects to 2008 from 1999 thereby, in January, 2009, 13 'Local theme science museum' is opened and operated. This study examined arrangement preferentially about 'Science.Technology.Cultural Project Plan' that is background of 'Local theme science museum' project. Since surveying science museum which is on opening and operation at the present and analyzed actual conditions and facilities and investigated specification necessity and direction of 'Local theme science museum'. Hereafter, to seek plan for propriety of project by characteristic and difference of 'Local theme science museum' is purpose of this study. Now, need set and promotion of following specification direction for right activation of proceeding 'Local theme science museum' by each area. First, differentiation of theme and justifiability of building, Second, propriety of site position, Third, maximization of synergy effect by mixing concept of 'Specialized Economic Zone for Regional Developmental Policy' and Ecomuseum's 'Theme center'.

Expression of color in national animation often delivered vaguely. This study will make up for vaguely meaning in terms of expression in color. And this study is intend to look the strategy and error of color in regional animation. This study is intend to arrange the situation of synesthesia effect of color which is applied as a keyword 'light' of Gwang-ju's image. Moreover, There is a bit difficulty in using synesthesia of color, but the use possibility is full of suggestions. Therefore, For regional animation, this study intend that in order to establish a new regional specialized animation, appropriateness of synesthesia effect of color in based animation is inspected and then the potential is emphasized.

The success or failure of the Korean game industry is a key issue for the creation of competent and talented human resources for the production of competent contents. The purpose of this study is to elucidate how to characterize and educate human - friendly game graphic designers with global competitiveness. The success of multi-disciplinary education will be maximized when cooperation with the responsible professors, the active will of the professor, the educational vision of the school, and real-time and active administration are supported In this study, based on the analysis of demand and supply of the human resources in the game industry, we found out that the game industry requires specialized manpower of technology-friendly game graphic designer who has the creativity, practical. application ability, and the international competency. In addition, we suggested ways of linking the curriculum with the local industries and related organizations such that they could be well educated as experts in related fields.

In this study, We found approach to improve the efficiency of human resource policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, we intended to identify practical and policy implications, through analyzing to the supply and demand side of human resource at the same time. In the supply side, we analyzed workers, supply, and support policy in regional strategic industry. In the demand side, we analyzed the demands from 201 SMEs in regional strategic industry. We found the demand differences in strategic industries. we found the efficiency improvement and directions of human resource policies. Thus, these results imply the necessity of creating a customizing policy for SMEs. In conclusion, the human resource policy should be reflected the central government's policy direction and the demands of SMEs.

H.263 is an international standard of ITU-T that can makes the service such as video phone, video conference in the transmission line less than 64Kbps. This recommendation draft has used motion estimation/compensation, transform coding and quantizing methods. TMN5 used for the performance estimation of H.263 has fundamentally used DCT in transform coding method and presented quantizer for quantizing the DCT transform coefficient. This paper is presenting adaptive quantizer effectively able to quantize DCT coefficient considering the human visual sensitivity while the structure of TMN5 is maintaining. As quantizer that proposed DCT-based H.263 could make transmit more frame than TMN5 in a same transfer speed, it could lower the frame drop effect. And the luminance signal appeared the difference of -0.3 ～ +0.7dB in the average PSNR for the estimation of objective image quality and the chrominance signal appeared the improvement in about 1.5dB in comparision with TMN5. As a result it can attain the better image quality compared to TMN5 in the estimation of subjective image quality.

A new strawberry cultivar (Fragaria ${\times}$ ananassa Duch.) 'Okmae' was developed from a cross between 'Toyonoka' and 'Maehyang'. This cultivar has a good fruit quality and suitable number of flowers per cluster for labor saving in fruit thinning. 'Gyoengnam No. 1' was selected as an elite line with vigorous plant growth, higher soluble solids content and fruit firmness after examining its characteristics and productivity in forcing cultures from 2007 to 2009. Farmer's field trial of 'Gyoengnam No. 1' was conducted in 2010 and it was registered as 'Okmae' thereafter. The general characteristics of 'Okmae' are vigorous growth habit, erect plant type, less number of leaf and elliptic leaf shape. 'Okmae' has long peduncle and 9-10 flowers per flower cluster which need less labor for fruit thinning. Fruits of 'Okmae' are conical having a bright red and glossy skin color. Although 'Okmae' has a smaller average fruit number per plant of 21.9 than that of the control cultivars, it's possible to produce high yield because of greater fruit weight of 26.0 g. 'Okmae' showed a high soluble solids content of $11.6^{\circ}Brix$, low acidity of 0.37%, and high firmness of $14.5g{\cdot}mm^{-2}$. It is sensitive to anthracnose and powery mildews, but high-quality strawberry can be harvested by using effective control measure.

For the property right's protection of the nation, the uncertainty's dissolution and the reliability's security of real estate trade are very important. With the life style's change, the market of real estate becomes diversification, and the level of the real estate trade becomes diversification. But compared with this, the trade system of the real estate has not broken away from the mode in the past yet. To cope with it actively, it needs to review the real estate trade form. Especially, it needs to investigate a plan that can advance the Agency Listing method. The Exclusive Agency Listing and the real estate Information Network System have been the usual system in some advanced countries like America, Japan. It is the system that establishes the real estate brokerage's trade order and encourages the execution for the real estate client's property right's protection and benefit offer. In our country, The Exclusive Agency Listing and the real estate Information Network System were created in the revised real estate brokerage law in 12, 1993. But because of varies of questions, it can not be settled down. So this paper will develop the characteristic factors of the Exclusive Agency Listing and the real estate Information Network System revitalization and examine the mutual relation depends on the factors. And these factors were studied through the proved analysis to the effecting made on the Agency function's consideration and real estate broker' trust and customer satisfaction. So depends on these, the existed value now will present the revitalization plan and political implication about the Exclusive Agency Listing and the real estate Information Network System.
