An Economic Evaluation of MSW RDF production plant (생활폐기물고형연료(RDF) 제조기술 경제성 평가)

  • 국내 최초의 생활폐기물고형연료(RDF) 생산플랜트인 원주시 RDF플랜트의 2009년도 운영실적을 정리하여 폐기물 처리단가를 분석하였으며 에너지 생산 효과도 분석하였다. 실적분석에 사용된 자료는 원주 RDF플랜트 위탁운영업체가 운영비를 청구 및 정산하기 위해서 원주시에 상시 측정 및 보고하는 항목으로서, 내용은 트럭으로 플랜트에 반입되는 폐기물 전체량, RDF생산 전체량, 불순물 매립 전체량, 건조 및 탈취용 연료사용 전체량, 전기사용 전체량 등이다. 2009년도 원주시 RDF플랜트에 반입된 폐기물 량은 총 17,504톤이었고, RDF를 총 7,044톤 생산하였으며, 4,120톤의 불연물을 선별하였다. 1년간 사용한 건조 및 탈취용 연료는 총 596,268 리터였으며 연료인 부생유의 가격은 리터 당 평균 864.6원이었다. 사용한 전기량은 총 2,435,397 kWh였고, 이 중에서 성형공정에 사용된 전기량은 총 사용량의 19%였다. 이상의 기록자료들을 분석해 본 결과, 폐기물 1톤을 처리하는데 전기 비용이 14,334원이었고, 연료비가 29,452원이었다. 여기에 폐기물 1톤당 불연물 매립비 6,573원과 위탁인건비를 합하면 폐기물 1톤당 처리비용은 약 116,573원으로 나타났다. 현재 원주시 RDF는 톤당 25,000원에 판매되고 있으므로 이 비용을 감안하면 폐기물 1톤당 처리비용은 105,298원으로 산출되었다. 현재 알려진 유사 규모의 소각로 운영비가 폐기물 1톤당 136,736원인데, 이것은 RDF기술보다 31,438원/톤-폐기물 정도 처리비용이 비싸다. 따라서 100톤 이하 규모의 폐기물처리시설 설치를 할 경우에는 RDF 시설이 경제적으로 타당함을 나타낸다. 원주시 RDF플랜트의 물질수지를 분석해 본 결과, RDF생산 수율은 40.2%였으며 총 투입된 에너지는 8,0587 Gcal였다. 생산된 에너지 총량은 RDF발열량 4,500 kcal/kg으로 했을 때 31,699 Gcal로 나타났다. 투입대비 생산에너지 비율은 25.4%로 계산되었고, 전기의 발전효율을 40%로 감안했을 경우에는 35.3%로 계산되었다. 성형하는데 사용되는 총 에너지는 전체 투입에너지의 4.9%로 나타났고, 비용으로는 폐기물 1톤당 2,723원 이었다.

  • 코드검증은 소프트웨어공학에서 제안한 개발 프로세스 상의 여러 절차 중 비용 대 효과 측면에서 가장 효과적이라고 알려져 있다. 그러나 코드검증 절차 도입 초기에는 적용에 따른 기대 수준이 낮으며, 추가 작업에 대한 개발자와 관리자의 부담이 높기 때문에 투입시간, 자원할당 등의 계획은 설득력 있는 근거를 바탕으로 체계적으로 수립되어야 한다. 본 논문에서는 기존 제품 개발 시 발생 되었던 결함의 원인 분석과 결함 제거에 투입된 공수 산출을 바탕으로 코드검증 절차를 개발 프로세스 상에 도입, 계획할 수 있는 방안을 제시한다.

  • The Smart UAV is one of the 21st Century Frontier R&D Programs funded by the Ministry of Knowledge Economy. This paper is to analyze the economic and technological effects of the Smart UAV project. Interindustry Analysis (Input-Output Analysis) is used, Overall, the total amount of economic effects is almost 13,000 billion won.

Analyzing Efficiency in the Seoul's Urban Bus Industry Using Data Envelopment Analysis (자료포락분석기법(DEA)을 이용한 서울 시내버스운송업의 효율성 분석)

  • Using 1996 annual observations for 69 bus firms in Seoul, this paper measures firm-level efficiency with data envelopment analysis(DEA) and identifies firm characteristics indicative of differential efficiency in these firms with Tobit regression analysis. The paper then conceptualizes that these firms produce two kinds of output(city/seat bus kilometers or city/seat bus Passengers) using four inputs (labor vehicle, fuel and maintenance). The findings show that, on an average, these firms have only a little input saving potential of 0.9 percent, while not a little output increasing potential of 12.9 percent. On the other hand, it is discovered that these firms operate more efficiently with a lower ratio of maintenance employees to total employees. Furthermore, it appears that both the ratio of seat buses to total buses and average speeds positively affect efficiency in this industry.

Input-Output Structural Decomposition Analysis on the Production of Manufacturing Industries in Korean and Japanese Economies (투입·산출 구조분해를 통한 한·일 제조업 생산 변동요인 분석)

  • This paper compares the sources of the changes in the production of manufacturing industry between Korea and Japan during year 2000 ~year 2011 by I-O SDA. The results show that the first source of the increase in the production of Manufacturing industry in Korea is export, while in Japan the technological change. However, the contribution of technological change is relatively small in Korea and moreover decreasing. Meanwhile, the domestic final demand is the second source of the increase in the production of Korean manufacturing industry, but it was the first source of the decrease in the production of Japanese counterpart. On the other hand, the decrease in import substitution for both the intermediate and domestic final goods is significantly contributed to the decrease in the production of both Korean and Japanese manufacturing industry. Conclusively, these results confirm that the growth of Korean manufacturing industry has heavily depended on export. Then, considering the current global economic environment that is rapidly becoming more uncertain as well as volatile, the results imply that the heavy export dependence may become a key hurdle for the solid sustained growth of Korean manufacturing industry, so that policy ensuring more evenly balanced growth contribution from all growth sources is necessary. In particular, policy to promote technological change and import substitution is required with greater weight.

  • The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, and translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.

  • This study is on the actual analysis of R&D investment effect through DEA in terms of efficiency resulted from forestry sector climate change response R&D project. Namely, it is clarifying the mechanism of the scientific, technological, social performance result and output, depending on research development cost, employment size as same input. Also, it is in-depth analysis on which performance operates more efficiently in any detailed business. With the study result, we seek political implications to enhance investment effect and core element to consider R&D business project in the future.

Estimating the Contribution of Industrial Water on Output and Price Elasticities in Manufacture (제조업 생산에 대한 공업용수의 한계생산가치와 가격탄력성 연구)

  • This paper estimates output and price elasticities of the industrial water in order to provide the government with tools that help make educated decisions with regard with the water provision policies rendering the latter more efficient. The estimated output elasticity produces useful insights on the role of industrial water as an input into the production process while the estimate of price elasticity enablesus to forecast the effects of various water pricing policies. This paper employs the marginal productivity method in order to estimate the abovementioned elasticities. The magnitude of the estimated output elasticity imply that the value of industrial water is much higher than its average price while the price elasticity estimate suggests that the water pricing policy can be an effective tool of controlling the demand for industrial water.

  • 본 연구는 DEA기법을 이용하여 14개의 국내 은행의 상대적 효율성을 평가하였다. 효율성 평가에 있어서 은행을 중개기관 접근방법에서 평가하였으며, 투입물과 산출물을 선정하는 데 있어서 신탁계정과 은행계정별로 구분하여 연구를 수행하였다. 또한 규모의 효율성을 평가하기 위해 CCR모형과 함께 BCC모형을 이용하여 효율성을 평가하였다. 분석결과 신탁계정과 은행계정의 효율성은 차이가 있었으며, 대부분의 은행들이 DRS의 규모의 효율성에 있는 것으로 나타났다.

Impact of Port and Port Related Industries on Busan Regional Economy (항만과 항만관련산업이 부산지역경제에 미치는 영향)

  • Generally and also specifically in Busan the port and port related industries influence regional economy directly and indirectly. In the case of Busan the regional I-O model shows the port and port related industries account for more than one fifth of regional production, more than one fifth of value added and more than one seventh of employment at least. The port and port related industries are the most important sector in Busan economy as well as other major ports such as Rotterdam and Singapore. The impact estimation of port and port related industries is compared by the previously held survey study. The compilation of regional I-O table makes more diverse analysis on regional economic variables available and a few sample cases are reported in this paper.
