A Study on the Axial Dependence of the Traffic Distribution Function (통항분포함수 축방향 의존성에 관한 연구)

  • The purpose of this study is to identify the aspect that the traffic distribution function changes, according to the direction of the datum line and the horizontal and vertical positions of the datum point applied when it is calculated. Targeting routes at the entrance of Mokpo Harbor, this study tested using AIS survey data of January 2013 the effects of the three variables-direction of the datum line(${\theta}$), horizontal position($\mathfrak{L}_H$) and vertical position($\mathfrak{L}_V$) on mean ($\bar{x}$) and standard deviation (${\delta}$). The test result showed that $\bar{x}$ and ${\delta}$ were changed according to the change of ${\theta}$, because the extracted sample data were changed according to ${\theta}$; and the changes of $\bar{x}$ and ${\delta}$ according to ${\theta}$ were drawn as the relation of the sine function' sum. In addition, it was found that setting up ${\theta}$ that the change value of ${\delta}$ becomes the least as the direction of the datum line was valid, to determine the optimum passage distribution function on complex waters with multiple branches of route. The result of this study is expected to be used as basic data to understand maritime traffic flow based on more quantified data of normal distribution and make decisions related to maritime traffic safety management.

A Study on Unauthorized Anchoring of Foreign-flag Vessels in Internal Waters and Territorial Sea (외국선박의 내수 및 영해 무단정박에 관한 연구)

  • Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

낙동강 하구수로 항행위험물 제거 사례 고찰

  • 낙동강 하구 유역은 상류에서 퇴적되는 모래로 인해 수심의 변화가 매우 심한 지역으로써, 부산청에서는 인근 항해 선박의 안전을 위해 저수심 표시용 등주를 설치하여 운영하고 있다. '04년 첫 설치 이후, 지역적 특성과 구조물 자체의 한계로 선박추돌 및 기상(태풍, 홍수 등)으로 인한 등주 분실사고가 매년 발생(총 305기)하였으며, 이렇게 유실된 등주는 낙동강 하구 유역을 통항하는 선박의 항행 안전에 큰 위협이 되었다. 부산청은 침몰된 등주와 통항선박과의 충돌 등 안전사고 예방을 위해 '17년 낙동강 하구 분실 등주에 대한 수색 및 인양 사업을 실시하였다. 본 논문은 동 사업의 준비단계부터 최종준공까지의 추진방안 및 결과 등 주요사항들을 고찰하고 공유하여 향후 해저 항행위험물 제거 사업 추진에 있어 참고가 되고자 한다.

  • Recently the large sea bridge's construction crossing harbor and main ship's route have been propelled in the domestic so that it is active for the smoothly traffic flow of inland transportation and road user's convenience. However, it can bring about the trouble to ensure marine traffic safety if it is built that sea bridge's construction sets to an economy principle in the extension of the land road system. We're adopting Ship Handling Simulation in representative method for the influence assessment of marine traffic safety and danger elements beforehand. This research attempts to show the problems through the comparison and analysis of the reports relating to the sea bridge construction for 4 organization possessing Ship Handling Simulation. Finally, We offer the necessity of standardization on performing and assessment method of simulations.

Study on the Risk Assessment of Collision Accidents Between Island Bridge and Ship Using an Image Processing Method (영상처리기법을 활용한 연도교와 선박간의 충돌사고 위험성 평가에 관한 연구)

  • Tourism projects through islands in the waters of Sinan-gun became active, and as a result, a total of 13 marine bridges connecting islands were completed. However, the marine bridge constructed in the fairway is dangerous for traffic. Particularly, in the case of the marine bridge connecting two islands, the width of the fairway is extremely narrow, therefore the risk is higher. In this study, we evaluated the risk of collision between marine bridge piers and ships using the IALA Waterway Risk Assessment Program (IWRAP), a risk assessment model for port waterways, based on a maritime traffic survey on the coastal bridge in Sinan-gun. The results, indicated that No.1 Sinan bridge had the highest probability of collision and most of the transit ships were coastal passenger ships. In addition, No.1 Sinan bridge was the place where the most collision accidents occurred among the marine bridge piers in the target sea, and the cause this study was analyzed. An analysis of the satellite images of the sea environment of No.1 Sinan bridge using an image processing method, confirmed that obstacles that could not be seen in the chart existed nearby the bridge. As a result, traffic was observed to be concentrated in one direction, unlike two-way traffic, which is a method of inducing traffic of bridges to avoid obstacles. The risk cause analysis method using the image processing technique of this study is expected to be used as a basic research method for analyzing the risk factors of island bridge in the future.

A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port (포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구)

  • The approaching waters of Po-hang port will be increased the traffic volume and passage of larger vessel according to the opening of Young-il new port in 2006. But the adjacent area of Po-hang port still exist the danger elements of safe navigation, the disordered navigation and traffic congestion. Therefore the safety of traffic must be improved in Po-hang vicinity area. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into the ship's types and tonnage and track history of passing ships through the statistical method. Finally the examinations of main traffic route, traffic flow and navigational characteristics are discussed, and these results can be utilized the best design of ship's routing at the Po-hang approaching water.

해상교통안전진단의 특별진단 도입에 대한 제언

  • 해상교통안전진단제도의 개정으로 인해 해상교통안전진단의 대상사업이 축소됨에 따라 안전진단대상사업에서 제외된 100미터 미만인 선박의 안전진단 결과 부두의 평면배치가 변경되는 등 안전진단제도의 맹점이 도출되고 있다. 또한 안전진단 시행이전에 사업이 승인되어 공사 작업 중에 공사구간을 운항하는 여객선이 통항시 위험성으로 인해 운항이 중단되고 있다. 홍도 방파제 안전진단에 따른 평면배치의 사례와 솔빛대교의 사례를 통해 특별안전진단의 필요성을 제안한다.

  • 국제 해상물동량(해상화물 수송량은 10년 사이에 매년 평균 4.3%씩)의 증가에 따라 해양사고의 발생 빈도도 높아지고 있으며, 사고의 규모도 대형화 되고 있는 추세이다. 이에 따라 해상에서의 선박 위험도 저감을 위한 많은 시스템들이 개발/운영되고 있지만, 대부분 실시간 위치정보를 기반으로 충돌위험 등을 분석하고 있고, 선박간의 충돌 외의 선박의 주변 환경에 대한 고려는 미비한 실정이다. 실제 해상에서의 통항량 및 10년간 사고를 분석하여, 충돌등 사고가 많은 남동부 해역(여수/통영/진해)의 통항패턴, 교차구역 및 해양사고 특성을 분석해보고, 이에 따라 Sector별 특징적 집중 관제 방안을 마련하여, 선제적 안전 서비스 방안을 연구하고자 한다.

  • Efficient operation of ships can transport cargo to ports safer and faster, and reduce fuel costs. Therefore, in this study, the pattern was analyzed using AIS data of ships passing near Busan Port, a representative port in Korea. The analysis of vessel traffic patterns was approached with a grid-based node generation method, which can be used for research such as optimal route and route prediction.
