Generally, construction management is classified into two categories in the construction industry; CM for fee and CM at risk, most project is executed by the construction supervision including construction management in CM for fee field in Korea. The division of work scope is complicated among construction manager(CMr) and difficult to implement the construction management efficiently by CMr. in this case. Therefore, it is desired to apply the specialized Project Management Information System(PMIS) systematically include construction management procedure. We propose the future development of construction management on construction site based on the analyzed problem with PMIS and guideline and CM concept on construction site, composition of CM procedure through this Jeonju World Cup Stadium CM project.

최근 국가적 차원에서 자연재해대책법에 근거한 여러 방재심의제도를 운영하고 있다. 그 중 최상위 계획인 풍수해저감종합계획을 통하여 저감대책을 마련하고, 위험지구에 대한 대책과 사업을 시행중에 있다. 그러나 방재업무를 진행하는 중앙부처와 지자체, 방재대행업체자 등에서는 심의보고서간의 자료공유와 접근성이 미약하고 잦은 담당자 변경으로 인한 심의보고서 보관과 관리가 힘든 실정이다. 또한 제도간의 연계와 환류기능이 미흡하여 제도별로 산재되어 있는 부분이 많으므로 통합적으로 관리할 수 있는 운영체계가 필요하다. 따라서 본 연구에서는 풍수해 방재심의제도를 통합적으로 운영하고 관리하기 위한 시스템을 구축하는 것이 최종 목표이며, 이를 위해 우선적으로 풍수해저감종합계획 수립제도를 시범적으로 적용하여 운영 관리할 수 있는 시스템 기반을 마련하였다. 또한, 향후에 있을 방재심의제도별 통합적인 운영을 위해 선제적으로 재해위험지구 정비사업과 구성항목의 데이터 연계성을 분석하였으며, 이를 바탕으로 제도별 연계 시스템을 설계하여 제시하였다.

우리나라의 국가재난관리 업무는 1948년부터 시작되었으며, 자연재해를 중심으로 수행되어 왔다. 이는 과거 사회구조가 단순하여 사회재난의 피해가 자연재난의 피해보다 현저히 적었기 때문이지만, 점차 사회가 복잡해지고 재난의 양상이 복합적으로 변화함에 따라 효율적인 재난관리를 위한 정보시스템의 필요성이 증가했다. 이에 따라 국가적 차원의 재난관리정보시스템 구축 계획을 수립하게 되었으며, 2015년 현재 통합 재난안전정보체계 구축사업을 수행하기에 이르렀다. 통합재난안전정보체계 구축 사업은 현재 다양한 시스템을 통해 분산 관리되던 재난정보를 통합 관리하기 위한 시스템 구축을 중심내용으로 하고 있다. 본 연구에서는 국가재난관리정보시스템에서 활용되는 재난정보 공동활용 시스템의 데이터 분포와 유형을 분석하고 그 활용 방안에 대해 고찰하였다.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

Recently, utilization of PMIS(Project Management Information System) is in high demand as it is desired to advance the construction market through cost reduction and quality improvement within the given schedule. However, PMIS developed by individual projects are mostly evolving around construction progress status due to the temporary nature of development period and use of the system by project executers is no more than perfunctory that results in limiting the effective communication between the project owner, project manager and constructor. Therefore, the purpose of this paper is to review the PMIS developed so far, and present the direction for an effective PMIS.

Public construction projects need complex and multi-functional management skill, since the most of public construction projects are comprised of multi-project and mega-projects. In order to effectively manage construction projects, PMIS is widely used. However the majority of the current PMIS have been developed as a single project-oriented business management system. Thus compatibility problems are encountered during the process of integrating the entire systems to manage the multi-complex projects. In addition, the form of orders applying BIM are increased recently, but the research and development of BIM based PMIS are still lacking. In this study, therefore, the functions of PMIS main objectives based on the analysis of PMIS As-Is and To-Be of PMIS, the dual management system utilizing Internet and Intranet will be proposed to integrate the individual PMIS with Integrated Program Management System. Rather than combining commercial BIM tool and PMIS directly, which is the common method of failure, the sequential process model to adopt BIM based PMIS is also explained. Step-by-step development method of BIM based PMIS is suggested to prepare for the activation of BIM technology in the nearest future.

Energy consumption of building is given a sizable portion in total national energy conservation and if current trends continues, energy conservation level will rise as level of developed country. For this reason, a basic plan is proposed for integrated management system to manage energy conservation of buildings using a link with energy information and building information. Specifically, the questionnaire investigation conducted by building energy expert is performed to determine the projects along with time schedule and demands level of management system. In addition, to investigate study on energy usage information and management situation the management architecture of energy supplier is also studied.

우리나라 수자원이용량의 47%를 차지하고 있는 농업용수는 공사관리지역(64%)와 지자체관리 지역(36%)으로 이원화 되어 있고, 공사관리지역은 2000년 이전 103개 농지개량조합이 개별적으로 관리하다가, 2000년 이후 농업용수의 효율적 관리를 위하여 2000년에 3개기관(농지개량조합, 농지 개량조합연합회, 농어촌진흥공사)이 통합하여 현재 한국농어촌공사가 되었다. 2000년 이전 103개 조합에서 저수지, 양배수장 등 수리시설물과 용배수로 등 평야부 시설물에 대한 각종 정보가 통합적으로 관리가 되지 못하였고, 매년 발간되는 농업생산기반정비사업 통계연보를 통해서 체계적인 관리가 되어왔다. 2000년 이후 통합 공사가 출범하면서 전국단위의 종합적이고 체계적인 정보관리가 가능해졌으나, 농업용수 정보(자료)가 개별 조합별로 산재되어 있고 전산화 되어 있지 못하였으며, 시설물의 설치년도가 오래된 경우 자료자체가 존재하지 않은 경우가 많이 있고, 소규모 시설의 경우 정보(자료)관리의 필요성에 대한 효용성에 대한 인식이 낮으므로 하여 농업용수관리 정보화에 많은 어려움이 있었다. 또한 기초적인 정보(자료)관리 구축이 되지 못한 상황에서 개별 시설물 또는 수계별로 이 치수관리를 위한 의사결정 지원시스템 구축에도 많은 어려움이 발생하였다. 이는 공사 내부 뿐만 아니라 외부의 우려와 비판이기도 하였다. 이러한 어려운 여건에도 불구하고, 우선 지난 10년 동안 농업용수관리의 기초적인 정보(자료) 관리 구축을 실시하여 수원공과 평야부 시설에 대한 정보구축을 실시하였고, 각 사업별로 RIMS, RAWRIS, TIMS, 지하수넷, UIRRI, 4대강상황실 등의 정보화 시스템을 구축하였다. Post 4대강, 유역통합관리 등 수자원환경의 내외적인 여건변화에 맞춰, 2010년 부터 개별 시스템에 대한 통합 농업용수관리 정보시스템 구축을 위한 마스터플랜을 수립하고 있고, 금번 마스터 플랜수립결과를 바탕으로 실질적인 시스템 구축을 완료하게 되면 명실상부한 농업용수분야의 최상위 시스템으로 자리매김 될 것이다.

In this paper, we design and implement the iMPS(Integrated Project Management system). The iMPS is used in the performance evaluation which establishes the systematic management of support for Industry-Academy-Research Cooperation. The implemented iPMS mainly contain functions. First, the search function produces a report for result on the status of numerous projects and allows administrators to track project status in a excel file format. Second, the management function produces a performance evaluation, monitoring. Applying the iPMS to management of Busan-Ulsan Association of industry-academy cooperation, its usefulness is from the results of web service.
