The purpose of this study was to investigate the current status and problems of the social service delivery system for women in Korea, and to suggest ways to improve its function. The current social service delivery system in the public sector contains a network of services connected with the Division of Women's Welfare in the Ministry of Health and Social Welfare. This study focused on evaluating the function of the public service delivery system from the perspective of the service providers. A survey of 167 civil officers in charge of women's welfare services in the city.county.district administrations, and 202 women's welfare counselors around the country was conducted in order to evaluate their current duties, effectiveness of services, and problems of the current system Six criteria including integration, continuity, accessibility, adequacy, efforts and professionalism were used for evaluating the effectiveness of the social service delivery system for women. According to the survey, the civil officers and women's counselors gave relatively favorable ratings for their job effectiveness and job satisfaction. However, their duties involving guidance and counseling of prostitute women and operation of women's welfare councils received least favorable evaluation. Moreover, in terms for job satisfaction, these service providers were less satisfied with their working conditions than their relationships with clients or colleagues. In addition, budget and personnel shortages were the most serious problems facing the delivery system Further analysis showed that professionalism and accessibility of the service delivery system had positive impact on job effectiveness while efforts, integration, accessibility and adequacy had positive impact on job satisfaction of the service providers. These findings have potential implications for designing more effective social service delivery system for women.
This study examines the changing paradigm of family welfare policy and tries to find an appropriate model for the delivery system of family welfare service. First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.
The initial purpose of Affirmative Action(AA) in the U. S. was to increase access to, and ensure the equitable distribution of, opportunities for racial minority groups in order to redress past discrimination. Over the last several decades, support for AA has grown and waned as structural, political and social currents have shifted. Most recently, AA in university admissions policy was once again tested as The University of Texas at Austin successfully defended its use of AA in admissions and now faces Supreme Court review concerning the lawsuit. Fisher v. University of Texas at Austin. The purpose of this study is to illustrate the evolution of AA in university admissions reflected on major legal cases for and against it. AA is analyzed from the integrative approach based on the historical institutionalism. l.e., influenced by structure, political dynamics, institutions and critical actors.

Transparency on the Total System Performance Assessment (TSPA) is the key issue to enhance the public acceptance for a radioactive repository. To approve it, all performances on TSPA through Quality Assurance is necessary. The integrated Cyber R&D Platform is developed by KAERI using the T2R3 principles applicable for five major steps : planning, research work, documentation, and internal & external audits in R&D's. The proposed system is implemented in the web-based system so that all participants in TSPA are able to access the system. It is composed of three sub-systems; FEAS (FEp to Assessment through Scenario development) showing systematic approach from the FEPs to Assessment methods flow chart, PAID (Performance Assessment Input Databases) being designed to easily search and review field data for TSPA and QA system containing the administrative system for QA on five key steps in R&D's in addition to approval and disapproval processes, corrective actions, and permanent record keeping. All information being recorded in QA system through T2R3 principles is integrated into Cyber R&D Platform so that every data in the system can be checked whenever necessary. Throughout the next phase R&D, Cyber R&D Platform will be connected with the assessment tool for TSPA so that it will be expected to search the whole information in one unified system.
Coefficient of determination $R^2$ is most frequently used descriptive measure in practical use of linear regression analysis. But there have been controversies on defining this measure in the cases of linear regression without the intercept, weighted linear regression and robust linear regression. Several authors such as Kvalseth(1985) and Willet and Singer(1988) proposed many variations of $R^2$ to meet the situations. However, theire measures are not satisfactory due to the lack of a universal principle. In this study, we propose a unfied approach to defining the coefficient of determination $R^2$ using the concept of likelihood distance. This new measure is in good accordance with typical $R^2$ in linear regression and, moreover, can be applied to nonlinear regression models and generalized linear models such as logit and log-linear models.

During the past several years the ROK military has made an effort to build LVC synthetic battlefield that reflects the real world environment. In spite of its efforts, little has been accomplished. The disappointing achievement is mainly due to the lack of operational requirements and concepts, and policies or systematic approaches on the architecture and technology. Furthermore, there is insufficient understanding on the basic concepts and principles, and conflicting interests between organizations. In this study, I propose to construct an LVC based on the HLA that focuses on the system view and technical standard view, rather than the operational view. The proposed approach employs the information centric integration, focuses on an architecture convergence efforts based on the HLA/RTI, emphasizes the HLA compliance test and federation test, adapts to DSEEP, DMAO, and FEAT, and finally invents and implements an LVC Compliance Test System.
The Tumen River basin is relatively small(${\approx}33,000km^2$), it has many potential conflicts between the riparian countries. Especially, until recently, it could have not drawn the socio-potitical attention from its central governments because of the geopolitical unique characteristics as edges of mainlands. since 1990's the various plans have been suggested for resolving the problems in this area as an international attention from, e.g UNDP, began to be given. However, the international cooperative structure has not been established in systematic way which has paramount importance. In the research, based on the problems identified in the previous paper, the necessities for independent unit, so called 'Tumen River Watershed Management Commission' were suggested for holistic and hierarchical resolution in accordance with integrated management and international river based on 'limited territory sovereignty' which is a general principle in international river management. For this purposes, hierarchical problem solving approach which consists of 3 phases were developed. They include major objectives and behavioral guidelines for achieving equity between riparian countries based on international cooperation and integrated watershed management as fundamental concept. In conclusion, rational plan for future water use, management and primary framework of Tumen River for international cooperation were composed and strategic approach for the North-East Asian community foundation was suggested.
In order to solve problems of global warming, many policies and measures has been implemented in various countries. In January 2005, the European Union Emission Trading Scheme officially started. In order to take it into action, the EU ETS stated that all members must submit the national allocation plan including the national's total allowances, allowances for installations, reserve for new entrants, etc. In the process of this decision-making, it was also stated that problems related with early action should be solved by each member state at its option. This paper is a study on necessity of compensation for early action and its limitation of its practices. With a comparative study on dealing with early action in the key nations including Germany, the Netherlands and United Kingdom, we can get insights and strategies for effective processes of dealing with early action and the direction for harmonizing data collection and allocation rules.

This study starts from the fact that we need residential complex for the purpose of public interests, rather than for profits, and find a new perspective on the concept of public-oriented residential complex in the cities that had slow growth. In this study, we 1) propose a new concept of the residential complex that can vitalize regional communities and maintain the interest of the public : 'functional-mix', 'social-mix', 'spatial-mix', 2) produce a model simulation based on the development principles including development direction, types of development, and design guidelines, ; six development principles(goal, concept, development type, spatial structure, space element, spatial hierarchy), diversity of housing types, facilities that can vitalize and contribute the regional communities 3) propose practical methods that can realize and promote the proposed concept and model simulation. ; need to amend the housing construction Law.
