Pilot Evaluation for the Introduction of Ecosystem Accounting for Flood Control (홍수조절 생태계 계정 도입을 위한 전국 단위 시범 평가)

  • Ecosystem service accounting must measure ecosystem supply functions, demand, and the actual service flows that occur between them. In order to measure flows, supply and demand relationships must be defined, and a methodology that can objectify complex connections is needed. Although various studies on ecosystem services have been conducted in Korea, but researches on accounting for ecosystem services are not enough. The purpose of this study is to evaluate flood control ecosystem services by applying the EU methodology studied in the Experimental Ecosystem Account (EEA) of System of Environmental Economy Account (SEEA) and explore ways to introduce ecosystem account. To conduct the study, the ecosystem's runoff retention potential, social and economic demand for flood control, and actual service benefit flows formed from the relationships between them were modeled and quantified on a spatial basis. As a result of calculating the actual flow of flood control ecosystem services, the total domestic service amount was calculated to be 165,595 (ha), and it was confirmed that much of it was concentrated in agricultural land. In order to account for domestic flood control services in the future, key spatial data such as land cover maps must be continuously established and managed, and researches on input data and methodologies applicable to various spatial scopes such as national, regional, and unit watersheds are expected to be necessary.

A Study on the Influence Factors of the Ratio of Assessment Value to Sale Price of Forest Land - Focused on the Sales Case of Forest Land in Gwangju, Gyeonggi-do - (임야가격의 현실화율 영향요인 연구 - 경기 광주의 임야 거래사례를 중심으로 -)

  • This study empirically analyzed the determinants of the assessment ratio (hereinafter 'AR') based on a total of 2,129 sales cases of forests in Gwangju, Gyeonggi-do. The main findings of this study through multiple regression analysis are summarized as follows. First, this study shows that regional characteristics have significantly different effects on the AR of forest land prices. Specifically, there was a significant difference in the AR depending on the location of the parcel by sub-region and the ratio of residential area, and the higher the number of development plans in progress, the more likely the officially assessed land price will be formed close to the sale price. Second, this study analyzed that location characteristics such as the proximity of the inner and outer center of the jurisdiction and traffic accessibility had a significant influence on the determination of the AR. Third, this study identified significant differences in AR depending on detailed factors such as planning management areas, production management areas, conservation areas for mountain, conservation areas for nature, and restricted development areas as land use and regulatory characteristics of forest lands. Fourth, this study found that land characteristics are a significant factor influencing the AR as an individual factor in forest land.

Study on the Factors Affecting the Richness Index of Bird Species in Environmental Impact Assessment (환경영향평가에서 조류 종풍부도 변화에 미치는 요인 고찰 연구)

  • As the seriousness of habitat destruction caused by development projects emerges, the importance of environmental impact assessment (EIA) is increasing to preserve biodiversity. In previous studies, research is being conducted to quantitatively evaluate the biodiversity impact of development factors and surrounding environmental factors on the landscape scale, but research on the factors affecting the reduction of biodiversity based on development projects is insufficient. This study examined whether independent variables (size of development project, type of the development, DEM, ecosystem and nature map, distance from the green land, distance from the protected area), which have been proven to effect biodiversity through the previous researches, have a significant effect on the change of richness index (RI) through multi-class logistic regression analysis, T-test, and analysis of the development type. As a result, only the size of development project and the first richness index in EIA showed p-value less than 0.05. And it was confirmed that the reduction in biodiversity was significantly changed in the following construction types: installation of sports facilities, energy development, and development of industrial location and industrial complex. Since the results of this study confirmed that the impact of the variables may be inconsistent depending on the analysis scale, additional study of necessary indicators at the development project is needed to analyze biodiversity changes in EIA accurately.

An Analysis of Accessibility to the Living SOC for 'n-Minute City' Plan: the Case of Changwon City (n분 도시 계획을 위한 생활SOC 접근성 분석 - 창원시 사례 -)

  • As a part of domestic and international 'Time-Urban Planning,' the concept of 'n-minute city' is being discussed. However, relevant research in this area remains insufficient. Particularly in South Korea, studies focusing on n-minute cities based on accessibility are notably lacking. Therefore, this study aims to investigate Changwon City, dividing it into urban and non-urban areas. For each of the eight different aspects of 'Living SOC', we analyze accessibility and propose fundamental directions for creating n-minute cities in Changwon. The data are collected at a 100×100m cell level, including population and the location of SOC facilities. The road network data are also constructed, and the network analysis method of QGIS employed to measure accessibility to each facility. The results indicate that in urban areas, the average travel time to Living SOC is approximately 12 minutes. However, even within urban areas, locations on the outskirts take around 16 minutes, showing some variation compared to the city center. Non-urban areas have an average travel time of about 18 minutes, indicating poor accessibility. Additionally, there is significant variability in travel time to facilities depending on the specific cell in non-urban areas, necessitating targeted solutions. Considering the ongoing population decline in South Korea, achieving n-minute cities requires not only reconsidering customized facility supply and placement based on regional characteristics but also fundamentally restructuring urban spaces through strategies such as compact cities to optimize land use.

Location Determinants for Newly Established and Relocated Manufacturing Firms (신설 및 이동 제조업체의 입지 결정요인 분석)

  • This study analyzes the location determinants of newly established and relocated manufacturing firms in South Korea using the National Business Survey data from 2016 to 2019. Both new establishments and relocations are concentrated in the Seoul metropolitan area, Chungcheong, Yeongnam, and Daegyeong regions, with relocated firms showing a higher degree of spatial concentration. Employing a negative binomial regression model, we find that manufacturing concentration, population density, industrial diversity, and lower wage levels positively influence both new establishments and relocations. The proportion of highly educated workers, accessibility to producer services, and average land prices only positively affect the frequency of new establishments, suggesting that firms in the early stages of their life cycle, which are more dependent on human capital and producer services, demonstrate a higher willingness to pay for land use. Conversely, increased travel time to Seoul and improved transportation accessibility enhance the probability of attracting relocated firms. This implies that cost reduction incentives associated with distance from Seoul may outweigh the benefits of proximity to the capital in relocation decisions. Our findings suggest that strengthening agglomeration economies and improving transportation infrastructure efficiency could increase the likelihood of attracting relocated manufacturing firms to non-capital regions.

Characteristics and Genesis of Terrace Soils in Yeongnam Area -V : Soil Genesis and Classification (영남지역(嶺南地域)에 분포(分布)된 단구지토양(段丘地土壤)의 특성(特性)과 생성연구(生成硏究) -제(第)5보(報) : 토양생성(土壤生成)과 분류(分類))

  • A series of studies on the properties of clayey terrace soils distributed at the inland (Yeongcheon) and coastal (Yeongjil) regions in Yeongnam district was carried out. On the base of the facts found and already reported about the macro morphological features as well as on pedological characters in micro scale, physicochemical properties, mineralogical characteristics etc., the present study dealt with soil genesis and tried to classify the soils for reasonable use and managements. 1. Although the both regions belonged to "Mesic" soil temperature regime and "red and yellow earths" areas of "Thornthwaite" pedo-climatic diagram, climatic indices as a soil forming factor indicate that the coastal Yeongil had milder than the inland Yeongcheon. 2. All the terrace soils had developed soil profiles with an "Argrllic B". Upyeong soils in Yeongil region had "Argillans" even in the "II B horizons" that possibly be "Paleo-argillic". 3. The bisequum profiles of Bancheon in Yeongcheon and Upyeong in Yeongil revealed that they were developed on Late Mesozoic shale and on semiconsolidated Tertiary deposits respectively, therefore the overlying clayey terrace deposits were assumed to be originated from the Early Quaternary deposits, Diluvium. 4. To supplement the Soil Taxonomy of USDA, the terrace soils with different degrees of gleyzation were classified as follows; Deogpyeong and Hwadong soils which have less than 50cm of paddified gley horizons (redness less than 0.5) in the upper part of the profiles by artificial surface irrigation, tentatively classified into "Anthrepiaquic Hapludalfs" and the Geugrag soils that have more than 50cm of paddified gley horizons within 1.2m of the profiles, into "Anthr-aquic Ochraqualfs" while the Upyeong soils that had greyish mottles in subsoils by natural ground water remain as an "Aquic Hapludalfs" the same as present. The Bancheon soils with free mottles are into "Typic Hapludalfs" as used at present.

The Characteristics and Genesis of Terrace Soils in Yeongnam Area -I. Macro-Morphological Features and Soil Profile Development Index of the Terrace Soils (영남지역(嶺南地域)에 분포(分布)된 단구지토양(段丘地土壤)의 특성(特性)과 생성연구(生成硏究) -제(第) 1 보(報) 단구지토양(段丘地土壤)의 형태적특성(形態的特性)과 토양단면발달도(土壤斷面發達度))

  • To clarify the characteristics and genesis of clayey terrace soils in Yeongnam area, macro-morphological features and soil profile development indexes were investigated with the sequential soils in Yeongcheon (inland region) and in Yeongil (coastal region). The results are summarized as follows; 1. According to the physiogaphy and landuse, the terrace soils were discernible to well drained yellowish red (5 YR) profile of higher terrace (Bancheon series), moderately well drained reddish yellow (7.5 YR) profile of middle terraces (Upyeong and Hwadong series), and lower terraces (Deogpyeong and Geugrag series) which were moderately well to imperfectly drained by paddy-fication. 2. The roundness and sphericity of the gravels contained in the terrace deposits were ranged around 0.543-0.546 and 0.723-0.722, respectively. The rounded to well rounded gravels were resemble to typical alluvial origins. 3. The amount of clay minerals formed in the soil horizons per 100g of parent materials were 50.8-30.7g while the rates of the clay leached were 30.1-7.4%, and the higher terrace had the more leaching rates. 4. The index of profile development of the terrace soils ranged from 37.95 to 22.01 and the index were positively correlated with relative elevations of the soils. The rates of clay leaching were positively correlated with the ratios of clay in the illuvial horizons to elluvial horizons. 5. A similarity was observed among cumulative grain size curves of the terrace soils, but the patterns of recalculated silt free cumulative grain size curve of terrace deposits in Upyeong soils in Yeongil area were abruptly different from down layer that suggest the soil to have bisequum profile.

Landscape Assessment and Improvement of the View Area by Selecting the Landscape Control Point (조망점 선정을 통한 대상지의 경관가치 평가 및 개선방안)

  • The purpose of this study is to quantitatively measure the view target and the view area through the selection of landscape control point by selecting Jimyeong-dong Dong-gu and Yeongyeong-dong Buk-gu Daegu, which are planned as the large scale housing complex development area, as the target places. It is very meaningful that from the simulation based on this measurement, the improvement methods are attempted to be suggested at the project level. The results of this study are as follows. First, the total number of viewing targets derived from the literature analysis for the selection of the viewing targets was 24, and finally derived main viewing targets were 4 places. Second, the total number of selection criteria of the derived landscape control point was 15, and these were re-categorized as prospect, accessibility and publicness according to the common property. The preliminary LCPs were selected by measuring the publicness and accessibility, and because of the said measurement, a total of 43 preliminary LCPs were selected. The final LCPs were selected by estimating the prospect of the selected preliminary LCPs, and as a result of estimation, a total of 29 final LCPs were selected. Finally, the total number of evaluation indicators derived from literature analysis was 26. Because of the valuation by the landscape control point, it was found that the 2 view areas were the I grade, 3 areas were II grade and 3 areas were the V grade, the lowest grade among 29 view areas. From the analysis on problems for the improvement methods, 4 improvement-indicators including the diversity of land mosaic were selected for the view area-1 without considering the development project drawing. In addition, for the view area-2 with considering the development project drawing, the landscape as the scenery forests was well formed, and the arrangement of architectures for the security of view corridor was right angle arrangement, and their floor number was 10.

Properties of Wildbirds Habitat according to Biotope Types at Seom River and Wonju Stream (원주시 섬강, 원주천의 비오톱유형별 야생조류 서식특성 연구)

  • This study is to understand the current situation of Wonju Stream, which flows through Wonju, Kangwon-do, and Seom River, the national river located outside of Wonju, by investigating all river areas using biotope type. Also, this research looked into the relationship between biotope and appearance of wild birds by investigating the location of their appearance. Biotope groups are 'scale', 'shape', and 'landscape'. And, biotope types are 'moisture', 'physical environment', and 'existence of vegetation'. Biotope subtypes are 'river area', 'physical environment', 'vegetation type', and 'usage of land'. Seom River is classified as 21 different sections, and Wonju Stream is classified as 19 different sections. Wild birds are investigated on breeding season, which was January and May of 2008. By marking each bird's location of appearance, it figured out properties of biotope according to the location of bird's appearance. 31 species, 795 birds in spring were founded, and 49 species, 4,348 birds are founded in winter at Seom River area. Also, 34 species, 427 birds in spring, and 33 species, 3,442 birds are founded in winter at Wonju Stream area. In winter, 26 species, 547 birds, and in spring, 12 species, 72 birds at natural river with estuaries in confluence of Seom River area are founded. Also, 34 species, 1412 birds in winter, and 24 species, 341 birds in spring are founded at natural river with estuaries and wetland plants. This means that because agricultural rivers have wide river width, slow flow speed, and many different types of biotope, these rivers can be good habitats for wild birds. The precise investigations and classifications of biotope, which especially are hard for linear rivers, were done to understand the whole and current situation of rivers. Furthermore, the data that shows the locations of wild birds can basically be used for a recovery of biological habitats, a constructing of ecological streams, a river-maintenance, and an enhancement of biodiversity of Wonju. Also, because the types of biotope are altered by rain, a continuous monitoring for maintaining ecosystem of rivers are highly needed.

Planting Plan of Ecological Corridor at Destroyed Mountain Area as a Result of Road Construction (도로개발에 의하여 훼손된 산림지역 생물이동통로 식재계획)

  • This study was carried out to draw up the planting plan of bridge type ecological corridor for animals migration at Hakgogae(ridge) destroyed by road construction in Yongin, Gyeonggi-do, South Korea. It was conducted with two steps, survey and planting master plan. We surveyed the structure of topography, plant community, and animal habitat. We also selected the target species migrate ecological corridor and suggested a concept of each planting area, the planting species, and the planting density based on the analyzed data and finally drew up the planting plan. The structure of topography was a steep slope due to the mountain ridge destruction so the bridge type ecological corridor was could be applied in this study and we supposed that the animals migrate along the both edge of corridor. As the results of analyzed plant community structure in two sides, the dominant woody species, Quercus serrata and Q. variabilis were distributed on the bottom and the belly of a mountain, while Pinus densiflora community was distributed on the mountain ridge as edaphic climax. The similarity between Q. serrata -Q. mongolica -Q. variabilis community on the West of survey site and Q. serrata -Q. mongolica community on the East of survey site was high in 71.0 percentages. As the results of surveying birds and some mammalia, seven species and fifty-seven individuals of birds were founded in survey area, and two species and two individuals of rodents were founded. We selected birds and some mammals for the migration species that supposed to migrate ecological corridor in drawing up the planting plan. And then we divided the planting areas into bird corridor and habitat, and mammals corridor, also suggested the planting areas in detail as follows: community planting area of shrub at slope adjacent to the bridge exit as a buffer zone, screen planting area, community planting area of herb at steep slope connected with mountain areas, inducement planting area of the animals, community planting area for bird migration, community planting area for mammals migration, and community planting area for bird habitat. We selected the planting woody species which were the constancy ratio based on the analyzed data of plant community around mountain areas was high, and suggested the planting master plan each space.
