Issues and Improvement Strategies on the Supply of the Public Housing Supplied through the Purchase of Existing Housing Units with Emphasis on Seoul (매입임대주택 공급의 문제점과 개선 방안: 서울을 중심으로)

  • This research suggests improvement strategies for the problems of 'public housing supplied through the purchase of existing house' by understanding the situation of supply to lowest income class in Seoul where there are many demands. Due to the heavy housing expenditure burden, in spite of the fact that the needs for affordable housings are increasing, the number of 'public housing supplied through the purchase of existing house' which has been supplied to Seoul by LH & SH has decreased since 2009. It is caused by the low standard purchasing price set by government especially Seoul. Since 'the public housing supplied through the purchase of existing house' is targeted for indigenous inhabitants, different supply stocks among different regions cause equity problem. Generally regions with low income class are in short supply, on the contrary the supply is especially concentrated specific regions in outskirts of Seoul. The main reason of such new supply stagnation and regional concentration is the low standard purchasing price. Therefore, it is necessary to increase the government's standard price according to the actual transaction price. Also it is needed to associate actual transaction price's increasing rate with the government's standard price. The housing supply based on demands must be established. In addition, the provision of 'public housing supplied through the purchase of existing house' should be expanded to low-middle income inhabitants and low income youth in the regions where the supply of the affordable housing excess demands.

A Study on the Design Directions for Public Housing through Trend Analysis in Housing (주택 트렌드 분석을 통한 공공주택 디자인 방향설정 연구)

  • This study aims to provide new design directions for public housing by analyzing trends in housing design. To this end, we investigate the changes in population, household, society, policy, institution, and technology as the main factors that can affect the housing design trends. Then we analyze the applications of public housing design and suggest the new design directions for public housing after considering experts' opinions. The low growth rate of population, growing separation of household members and increasing level of income produced more diverse demands from residents. In addition, housing demand is notably different by region, and the supply of medium and small-sized housing and small scale developments are growing. Information technology and green technology are also advancing. As a consequence, future housing trends would change from numerically-controlled to performance-based, from central to regional-oriented, from unit to city-centric. Current designs of public housing reflect recent housing trends- in reducing the number of housings and making view corridors by placing a central square in the middle. This shows that the existing designs are not differentiated by region and we need to develop various approaches according to location characteristics and the corresponding new housing types. Therefore, this study proposes the following five directions: responsiveness to demand changes, reflection of location characteristics, connectivity to a local community, realization of green environment, and acquisition of housing function.

Comparing the Locational Advantage for Developing Overseas Industrial Park (해외산업단지 조성을 위한 국가별 산업입지 비교우위에 관한 연구)

  • The indices to choose the object countries for developing overseas industrial park were developed and applied in this paper. The results are showing as follows. First, the Korean enterprises are branched out into total 128 countries as of the first quarter of 2010, and the 13 asian countries including China, Vietnam, Japan, and Hongkong shows the majority of precedence 20 countries among the reported during 1980-2010. Second, the 3 steps of selecting the principal region to branch out, establishing assessment indices and criteria, and choosing strategical target counties were developed to choose the countries for developing overseas industrial park. The 38 of 128 countries were selected where the GDP per capita is lower than Korea, and the local reports of incorporation during 2007-2010 are more than 10 times. Then, the 10 countries were excluded where the minimum wages during 2008-2009 are similar to Korean ($815/month). Consequently, the 28 countries including China, Vietnam, and Cambodia etc. were selected as the major target regions. Third, the indices to choose countries for developing overseas industrial park are classified into 5 categories-investment condition, labor market flexibility, potential market demand, population, changing rate of the reported number of manufacturing industry, and detailed indices for each category were selected, then the weight were given with the consideration of importance. Finally, Indonesia, Mongolia, and Uzbekistan were selected as the strategical target counties where acquire the high score in labor market flexibility and investment condition, relatively undeveloped, and friendly to Korea.

Regional Quality of Life Satisfaction and Life SOC Service Gap Analysis: A Case of Chungcheongnam-do (지역의 삶의 질 만족도와 생활SOC 서비스 격차분석: 충청남도를 사례로)

  • Despite the rapid economic growth, people's quality of life has not been improved and the regional and hierarchical disparities of it have deepened. We analysed regional differences in quality of life and it was found that non-capital regions, provinces and rural areas compared to Seoul and capital region, metropolitan cities, and urban areas respectively, show a relatively lower level of satisfaction in the quality of life. An in-depth analysis of Chungcheongnam-do province shows that the trend was similar to that of the national analysis. The quality of life satisfaction of the elderly was lower than that of the young and middle-aged, and this trend was similar regardless of region. Young people living in the Dong area showed high satisfaction with the quality of life than the middle-aged and elderly living in the Myeon area. It was observed the level of Life SOC services in urban areas have been better than the one in rural areas. However, there is no clear relationship between quality of life satisfaction and the expansion of Life SOC, therefore, it is difficult to argue that the government intervention to expand Life SOC will improve the citizen's quality of life satisfaction. The implication of the study is that the future supply policy of the Life SOC should be based on the detailed analysis of the impact on the environment, and linking with the development of various programs in progress rather than supplying a Life SOC that provides a single service. Furthermore, in rural areas it is essential to enhance user demand by combining several services in supply and to improve the efficiency of managing the services.

An Analysis on Evacuation Scenario at Metro-stations using Pedestrian Movement-based Simulation Model (보행류 기반 도시철도역사 평가 시뮬레이터를 활용한 대피 시나리오 분석)

  • A subway system is one of the major transportation modes at a metropolitan area. When it meets the other lines, the metro station, so-called transferring station, is usually threatened by severe pedestrian congestion and safety issue of transit users including the transportation vulnerable. Although transportation planners forecast travel demand at the beginning, it is not easy to predict pedestrian flows precisely for a long term if land use plans have dramatically changed. Due to expensive costs, structural extension of metro stations is limited. Therefore, it requires efficient and technical improvements as meeting the demand of pedestrian and physical characteristics. In this study, the core mechanism of pedestrian movement-based simulation model was introduced and evacuation scenarios were analyzed with the developed model. As a result, the multiple optimal routes for unexpected events at the solid space of the multiple stories are easily searched through the simulator and in the case of Sadang Station, travel time can be reduced by 60% when the evacuation information and intuitive design are provided.

An Analysis of Index for Gentrification occurred in Urban Regeneration Projects (도시재생사업에서 젠트리피케이션 발생 요인 분석)

  • The purpose of this study was to review the Gentrification and Development Index in terms of domestic and foreign gentrification. Based on the important indicators of the Gentrification index through previous research, the four evaluation areas were divided into structure and subject, production and consumption, supply and demand, and capital and culture. Looking at the importance of each area, the production and consumption aspects were highest as the important index of the occurrence of gentrification, followed in order by the supply and demand, the structure and subject, and the capital and culture order. From the detailed factors, the report revealed the changes in sales to structure and subject matter, increases in franchises to production and consumption, rises in rent to supply and demand, and transient population to capital and culture to be important items. In addition, an analysis of the gentrification occurrence indicators in urban regeneration project areas revealed high weight in terms of production and consumption, supply, and demand, including the increased franchises, one-person start-ups, higher rents and higher real estate values. In other words, the occurrence of gentrification in urban regeneration areas produces the largest portion of the increases in franchises and rent. Therefore, step-by-step measures are needed through monitoring.

  • Green infrastructure(GI) is considered a key strategy in establishing sustainable communities. However, research on GI from the perspective of urban system dynamics and resilience lacks depth, as does its integration with physical design. This research addresses two primary causes. First, there is a gap in methods between existing GI planning, which considers static variables, and urban modeling research, which addresses dynamic variables. Second, there is a gap in information between landscape design and urban modeling research. To address these issues, this study proposes an integrated modeling approach in consideration of design decision-making. By combining the LEAM model and MCDA model, this study evaluates the relationship between GI services and socioeconomic growth, while spatially forecasting the geographies of GI demand in 2050. The resulting information reveals a potential degradation in ecosystem services over the region due to Chicago's sub-urbanization. This indicates that there would be a spatial shift in GI demand, emphasizing the need for comprehensive, dynamic GI strategies. This study further discusses the applications of evidence-based design in a studio environment. This study aims to contribute to the GeoDesign literature in terms of the creation of a more resilient urban environment by facilitating efficient evidence-based decision-making.

Evaluating location suitability of Park-and-Ride facilities using GIS (GIS를 이용한 환승시설 입지 적합도 평가)

  • Park-and- Rides are intermodal transfer facilities providing a staging location for travellers to transfer between transportation modes. They are an alternative to alleviate transportation problems such as traffic congestion and air pollution in metropolitan areas. Siting Park-and-Ride facilities belongs to a kind of multi-criteria spatial decision making problems being associated with a combination of various location factors. The purpose of this paper is to provide a method and procedure to evaluate the location suitability of Park-and-Ride facilities using GIS(Geographic Information Systems). Using GIS-based suitability analysis, land value, landuse, road accessibility, public transportation accessibility, possibility to intercept automobile trips, distance to activity center and competition with existing facilities were evaluated as location factors. The suitabilities of individual factors were combined to produce a composite map with a specific weight scheme. Then a given number of sites with high suitability score were selected as potential facility locations and their demand were evaluated based on a commutershed with parabolic shape. The suggested method and procedure will provide useful information in determining Park-and-Ride sites and designing their structure.

A Study on Developing Model of Urban Planning Information System (도시계획정보체계 개발모델 연구)

  • In order to prevent indiscreet urban growth and harmonize urban development with environmental preservation, it is strongly required in Korea that urban planning should be reasonable and transparent. From this societal demand, the urban planning system was changed to be strengthened for the establishment of harmonious land-use order in urban space. However, implementation of the urban planning system demands a lot of information to analyze and estimate the present condition and problems of urban area. For this purpose, the information should quickly be collected, managed and analyzed. The urgent demand of information in urban planning field is able to be fulfilled with recent GIS and its relevant information technique, which can quickly, accurately and conveniently collect various spatial and statistical information, systematically analyze and manage them, and visually present the result of spatial analysis. This study suggested a urban planning information system and its basic implementing scheme to support the urban planning system with GIS and presented a development model of the urban planning information system using the recent GIS and its relevant information technique.

  • GSIS is a system that contains spatially referenced data that can be analyzed and converted to information for a specific set of purpose, or application. The key feature of a GSIS is the analysis of data to produce new information. The current emphasis in the transportation is to implement GSIS in conjunction with real time systems Requirements for a transportation GSIS are very different from the traditional GSIS software that has been designed for environmental and natural resource applications. A transportation GSIS may need to include the ability for franc volume, forecasting, pavement management A regional transportation planning model is actually a set of models that are used to inventory and then forecast a region's population, employment, income, housing and the demand of automobile and transit in a region. The data such as adminstration bound, m of landuse, road networks, location of schools, offices with populations are used in this paper. Many of these data are used for analyzing of traffic volume, traffic demand, time of mad construction using GSIS.
