Policy Suggestions Regarding to Soil Quality Levels in Korea from a Comparison Study of the United States, the United Kingdom, Germany, the Netherlands, and Denmark's Soil Quality Policies (토양질 기준에 관한 주요 외국 정책의 비교분석을 통한 우리나라의 토양질 기준 개념설정과 적용)

  • Policies regarding to soil quality of the United States, the United Kingdom, the Netherlands, Germany, and Demark were analyzed to suggest Korean policy for improving soil quality concept and it's implementation. All countries met four criteria: I) Soil quality levels of contaminants are indebt to concept of contaminant risk to recipients (human and ecosystem); ii) Any soil quality value can't be a magic number to determine whether a site is contaminated or not. To determine risk of sites, risk assessment of the sites should be followed; iii) Concentrations of contaminants of sites are not always significantly certain to risk of human and ecosystem of the sites; and iv) Soil quality levels are adopted based on land uses and plans. Considering our rooms to improve policies and analysis of the other country reports on their legislations about soil quality levels, our policy implementation could be approached from these directions: i) Our concept for soil quality levels needs to develop in scientific and rational. ii) Soil quality levels and risk assessment should be implemented as determining tools of site contamination in parallel, and iii) Soil quality levels depending on land uses and plans should be developed in debt with rational and scientific concept of risk. Increasing efficacy of Korea policy regarding the soil quality levels would be in dept to applying concepts of SCL (Soil Contamination Level) and SRL (Soil Regulatory Level) developed, implementing soil quality levels and risk assessment of contaminated sites in conjunction, and classifying three distinctions of land uses based on sensitiveness of recipients (human and ecosystem) to contaminants in soil in this research.

  • 본 연구에서는 현재 사용 종료된 매립지 재사용을 위해 정비를 실시 중인 전국 매립지 중에서 충남 공주시 금홍동에 위치한 사용 종료된 매립지를 대상으로 하여 사업 지구 및 그 주변지역의 환경질 평가를 위하여 토양에 관한 오염도 조사를 실시하였다. 시료는 매립지 내 1개 지점과 주변 논 2개 지점, 밭 1지점으로 총 4개 지점에서 채취하였다. 토양시료의 분석항목은 토양환경보전법에서 제시하는 총 11개 항목으로 하였으며, 실험방법은 토양오염공정시힘방법에 준하여 실시하였다. 실험결과 토양환경보전법상 농경지에 대한 우려기준과 비교하여 전 항목이 기준에 크게 미치지 못하는 것으로 나타났다. 토양질의 면에서 된다면 이 매립지 부지는 일반적인 용도의 토지로써 사용이 가능하다고 사료된다.

A Study on the Extent of the Pollution of an Illegal Landfill (불량폐기물 매립지의 오염에 관한 고찰)

  • An illegal landfill In Korea was evaluated in a view of environmental quality to figure out reusing the area. The sampling spots were selected at a point in the landfill and three points in it's around area(two points in a paddy soils and one in a farm field). The eleven pollutants regulated in the Korean Soil Environmental Preservation Act (KSEPA) were analysed from the soil sample with the method of the KSEPA. As the results of the analysis the level of concentration with most samples indicated the requirement of the KSEPA. The concentration of soil samples met the standard: however, some pollutants in the ground water and leachate showed higher concentration than that of the requirement. Therefore, we must consider the treatments of the pollutants in the ground water and leachate when designing this landfill area for reusing.

A Taxonomical Consideration based on Changes of Salinity and Profile Features of the Texturally Different Two Reclaimed Tidal Soils (간척지 염해답토양의 토성별 제염기간 및 단면특성변화를 기준한 분류학적 고려)

  • To analyze the changes of soil physico-chemical properties after reclamation, we carried out an experiment for 75 samples of representative saline soils in South Korea. The more the years after reclamation is proceeded, the blighter the soil color is, soil horizon differentiation and structure is developed, but electrical conductivity(EC) decreased. After the soil survey, coarse textured soils were more quickly de-salined than the fine textured soils. In case of fine loamy textured Poseung series, it could be estimated that the series had Salic horizons in sub-order level of taxonomical classification. In other case of coarse loamy textured soil series, it could be estimated that the series had Sodic properties in sub-group level. Sodium contents of fine loamy textured soils were not decreased after reclamation, but those of coarse loamy textured Gwanghwal series reclaimed about 76 years ago were reclassified because of desalinization. To be desalined low to 4 dSm-1 of EC, it presumably takes about 108, or 12 years for fine loamy and coarse loamy textured soils, respectively.

Evaluation of Replacement Ratio of Organic Fertilizers for Basal Application of Nitrogen Fertilizer in Pot Cultivation of Rice (벼 재배 시 유기질비료의 질소 밑거름 대체량 평가)

  • The objective of this study was investigated the effect of organic fertilizer(OF) application on the grain yield, protein content, and soil chemical properties in rice cultivation to evaluate the replacement ratio of OF based on basal fertilization of inorganic(nitrogen) fertilizer, In case of soil 1 with optimum range of organic matter for rice growth, the grain yield of rice in 70% and 100% treatments of OF were higher than the other treatments. In soil 2 with higher than the optimum range of soil organic matter, the grain yield of rice of NPK, 30%, 70%, 100%, and 300% treatments of OF showed no significant difference. When the protein criteria of rice quality was below 7%, the treatment of 30%, 70%, and 100% using OF in soil 1 were satisfied with protein criteria of rice. In case of soil 1, ammonium nitrogen content, electrical conductivity, and the organic matter in 30%, 70%, 100%, 300% treatments of OF showed similar tendency to NPK treatment. These results suggested that the substitution ratio of OF 70~100% could be appropriate to increase the yield and commercial quality for rice.

The Contamination Characteristics of BTEX and TPH Components in Silty Soils with the Oil Leakage Event from Point Source (점오염원 형태의 유류누출 사건에 의한 실트질 토양층에서 BTEX와 TPH 성분의 오염도 연구)

  • The contamination characteristics of BTEX and TPH components in silty soils with the oil leakage event from point source were studied. The over ratios of three soil pollution standard for TPH component were $1.5{\sim}1.7$ times higher than that of BTEX component. The mean and maximum values of BTEX and TPH components with sample points were B-zone > A-zone > C-zone, and the highest concentrations were measured at $1{\sim}2m$ depth below surface. BTEX and TPH components were increased with linear distance in zone within 120 m and 80 m from point source. For the zone more than 120 m, BTEX and TPH concentrations were under soil pollution standard. The cutoff values of indicator kriging using BTEX and TPH components were defined as confirmative limit, warn- ing limit and counterplan limit. The variograms of indicator-transformed data were selected linear model. The contamination ranges of BTEX and TPH components using confirmative limit and warning limit were estimated similar, but the contamination range of those using counterplan limit was much reduced. The maximum contamination probabilities were estimated by probability maps usinB confirmative limit, warning limit and counterplan limit. The maximum contamination probabilities with three soil pollution standard were estimated 26%, 26% and 13% for BTEX component, and 44%, 38% and 26% for TPH component.

Designing and Applicability of Soil Pollution Indices for Estimating Quality of Soil Polluted with Heavy Metals and Arsenic (중금속 및 비소오염 토양질 평가를 위한 토양오염지표의 고안과 응용 가능성)

  • Soil pollution indices (SPI) were designed for estimating quality of soil polluted with arsenic and heavy metals. Applying the quality reference value of soil based on its multifunctional purpose was a key step. For considereing multifunctions of soil, soil was classified into 4 groups-agricultural land, residential area, recreational area, factorial site. Then, each concentration of arsenic and each of five heavy metals (Cd, Cu, Hg, Pb, Zn) in soils grouped was transformed to a mathematical value based on the soil quality reference value which may stand for ecological impact. Soil pollution score (SPS) was the addition of the 6 values transformed, and the range of the SPS was divided into 4 Soil Pollution Classes (SPC). The SPC 1, 2, 3, and 4 were SPS <100, SPS 100-200, SPS >200-300, and SPS >300, repectively. SPS and SPC were evaluated with the results of the data from employing the Soil Network of 1994. Based on the soil quality reference values, SPS and SPC of the Soil Network's data were transformed and classified, respectively. Then, SPS and SPC were compared with arsenic and the 5 heavy metal contents of their reference values resulted from the Soil Network's. From this method, soil quality of most of the Soil Network area was estimated to be healthy. However, ca. 3.0~4.0% of the Soil Network area was determined in a range of slightly and heavily polluted. As the mean value of SPS of the Soil Network's was 66.2 which indicates most of soil evaluated was healthy. When the SPSs of the data were divided into 4 groups of SPC, Class 1 (Good quality of soil), Class 2 (Need to be checked area 1), Class 3 (Need to be checked area 2) and Class 4 (Polluted area) were 87.0, 9.4, 2.4, 1.2%, respectively. Using SPI were comparable to those of heavy metal contents in soils, and would be comprehenve to determine the status of soil qulity. Methodology of the developing SPI would be applicable to the other soil pollutants such as organic and inorganics than arsenic and 5 heavy metals used here.

Effect of Silicate Fertilizer on Oriental Melon in Plastic Film House (시설재배 참외에 대한 규산 비료 시용 효과)

  • Although the requirement and optimum soil level of Si for oriental melon are still not well understood, silicate fertilizer is commonly applied to the oriental melon in plastic film houses where soil silicate level is relatively high. In this research the effects of silicate fertilizer on growth, fruit yield and fruit quality of oriental melon, and soil properties were investigated in plastic film house where the soil available silicate was $212mg\;SiO_2\;kg^{-1}$. Silicate fertilizer was applied in the rates of 100, 200, and $300kg\;10a^{-1}$. The application of silicate fertilizer could not increase the early growth of oriental melon, and also the fruit yield and quality were not different among the treatments. Available Si and P contents in soils and also Si and P contents in leaf of oriental melon of the different treatments were not significantly different. In the relationship between total Si in oriental melon leaf and soil silicate extracted by 1 N sodium acetate, optimum soil available silicate level for oriental melon was found to be around $100mg\;SiO_2\;kg^{-1}$. These results indicate that the additional silicate fertilization in soils of available silicate higher than $100mg\;SiO_2\;kg^{-1}$ is unnecessary, and such application of silicate can not have any beneficial effect on the growth and fruit yield of oriental melon.

우리나라 토양의 중금속 오염과 대책

  • 우리나라의 토양은 지형적인 요인과 토양모재 및 기후적인 조건에 의해 토양에 유입되는 유해물질에 대한 보유력이 낮은 특성으로 인해 외부에서 유입되는 유해 중금속에 대하여 취약한 특성을 가지고 있다. 우리나라 토양의 중금속 자연 함유량은 논토양의 경우 Cd 0.13, Cu 4.15, Pb 4.17, Zn 3.95 mg/kg의 수준이며 밭토양은 Cd 함량이 논토양보다 높은 수치를 보인다. 과수토양은 과거에 중금속이 함유된 영농자재가 투입된 결과로 자연함량을 결정하기 힘드며 매우 높은 중금속 농도를 보인다. 그리고 현재 토양환경보전법이 시행되어 중금속류 및 유해유기물에 대한 오염기준을 제시하고 있다. 토양의 중금속 오염현황은 환경부의 토양오염 측정망에서 금속광산, 제련소, 매립지 부근에서 높은 농도를 나타내고 있으며, 산업폐수 및 생활하수가 관개수로 유입되는 논토양에서 중금속 오염이 우려되고 있다. 제련소 및 금속광산 부근의 토양은 거리에 따라 중금속 농도가 감소하는 경향을 보이고 있으나 인접지역에서는 규제농도에 육박하거나 초과하고 있다. 또한 폐광산 부근에서 생산된 현미 역시 전반적으로 작물재배제한 기준를 초과하지는 않으나 상당 지역이 이 기준을 초과하고 있으며 0.1 M HCl로 침출가능한 Cd 함량과 상관관계를 보인다. 이 상관관계에 의하면 0.1 M HCl로 침출가능한 토양 중 Cd의 양이 5 mg/kg 이면 생산된 현미의 Cd 함량이 1 mg/kg을 초과할 확률은 40%인 반면, 일본 식량청 수거대상인 0.4 mg/kg을 초과할 가능성은 100%로 파악된다. 광명시 가학광산 인근 지역을 대상으로 한 중금속 오염에 대한 대책연구에서는 현미 중 Cd 함량이 0.4 mg/kg을 초과할 가능성이 높은 지역(토양 농도 5 mg/kg)은 최소 20 cm 이상 두께로 객토를 하고, 현미 중 Cd 함량이 0.4 mg/kg 을 초과할 가능성이 낮은 지역은 석회, 규산질 비료, 용성인비, 등을 사용하여 중금속의 용해도를 낮추어 작물이행을 경시키는 것이 바람직한 것으로 판단되었다. 그리고 광미사를 현위치에서 처리하는 방안이 제시되었다.

Assessment of Silicate Fetilizers Application Affecting Soil Properties in Paddy Field (논토양에서 규산질비료 시용이 토양 환경에 미치는 영향)

  • Application of silicate fertilizers is typically practiced with several year's interval to amend soil quality and improve rice productivity at the paddy field in Korea. Most of silicate fertilizers applied in Korea is slag-originated silicate fertilizer. Some water soluble silicate fertilizers are manufactured and commercially available. The objective of this study was to assess changes of soil chemical properties in paddy field by applying slag-originated silicate fertilizer and water soluble silicate fertilizer. Field experiment was conducted on a silt loam paddy soil, where four levels of each silicate fertilizer were applied in soil at the rate of 0, 1, 2, 4 times of the recommended levels. Application of slag-originated silicate fertilizer increased soil pH, while no significant pH increase occurred with the treatment of water soluble silicate fertilizers. Soil pH increased 0.4~0.5 with the 1 time of recommended level of slag-originated silicate fertilizer. Available $SiO_2$ contents also significantly increased with the treatment of slag-originated silicate fertilizer at 15 and 35 days after treatment, while decreased after 60 days after treatment possibly due to rice uptake. Exchangeable Ca, Mg and available phosphate contents in soil increased with application of slag-originated silicate fertilizer, while a little increases for them were shown with the application of soluble silicate fertilizer. $SiO_2$/N ratios in rice straw for 1 time of recommended level of slag-originated silicate fertilizer was 11.5, while that of control was 8.4, which was much lower value. Throughout this study, soil application of slag-originated silicate fertilizer enhanced soil chemical properties, while water soluble silicate fertilizer application in soil needs further study resulting in a little effects on soil property.
