Changes in News-Production Labor Process Since The Introduction of Convergent Newsroom : A Case Study on The CBS Convergent Newsroom (통합 뉴스룸 도입 이후 뉴스생산 노동과정의 변화: CBS 통합뉴스룸 사례연구)

  • Technology innovation of digital convergence in recent years of the media sector has produced a series of significant changes in journalist labor. This study analyzes how recent introduction of convergent newsroom changed the nature of journalist labor and what strategy the management used to control journalists within the technologically innovated working condition with case of CBS. As the labor process theory tells us, the analysis found that technological innovation in the newsroom has encouraged a couple of aspects regarding labor process. First, losing control over their own labor journalists have undergone the process of significant deskilling. Second, the management have made a constant effort to introduce ideological and political apparatuses with twofold purposes, effective control over workers on one hand and concealing oppressive labor conditions on the other. The effort generated journalists' acceptance of new news-making routine and their consent on labor-management culture founded upon naive familism, which at last resulted in reinforcement of corporate power and isolation of labor society by separating internal labor market.

Urban alienation and the just city (도시적 소외와 정의로운 도시)

  • This paper is to reconsider some characteristics of philosophical discussion on alienation, especially focusing on Lefebvre's concept of alienation, and then to conceptualize a number of features of alienation in both industrial and postindustrial capitalist cities. The construction and development of modern city in industrial capitalism has brought about alienation from nature and from land(i.e. means of production), and in these contexts, has generated alienated labour of urban labourers, which has been deepened through development of modern technologies and divisions of labour. The transformation from industrial to postindustrial society can be seen not as alleviating but as further intensifying and expanding process of alienation. Urban alienation in postindustrial society has been spatially and temporally extended through processes of glocalization and of financialization with the development of credit system. It also has been widened to fields of consumption and leisure and to spheres of non-material production, and has get more deeply involved in capital circulation through built environment and landscape(or spectacles) of cities. Finally this paper is to re-examine briefly theoretical discussions on dealienation in order to conceptualize the just city for dealienation of labour and of urban space, in particular considering the concept of 'the right to the city' as practical strategy of urban dealienation, and to suggest further three kinds of justice for the just city, that is, justice for distribution, for production and for recognition.

Institutionalization of Care Labor and Differences among Women (돌봄노동의 제도화와 여성들의 차이)

  • This article explores the characteristics of care and care labor which is core keyword of the welfare state and the way of institutionalization of care labor, focusing specially on differences among women. Caring is defined by the expression of morality and labor accompanied by concrete action. But, care labor in the welfare state is defined by "activities involved in caring for the ill, elderly, handicapped and dependent", and I think, that definition is more useful than the narrow one for policy institutionalization. But the latter definition intentionally separates the domestic work from care work. Care labor is considered to be different from the market labor in terms of motivations, but there are some limits in standardization and commercialization of the traits of emotional and moral engagement. Thus, requiring of emotional motivation as one of the job descriptions is not realistic. Welfare state is institutionalizing women's unpaid care work in family through de-familization, and its policy tools are cash benefits and services for care-related, which influence to the female wage worker and fulltime housewife, care receiver and care giver, and polarization of women's class in a very different way. Cash benefits enhances the division of gender labor, polarizes the care laborer and weakens of expansion the care as decent job. The movement of feminist welfare state have a vision of universal service expansion and need the policy list for de-gendering of care labor.

The Level of Support in Parents' Childcare and Work in 21 OECD Countries: Parental Leave and Childcare (OECD 21개국의 부모권과 노동권 보장수준을 통해 본 가족정책의 비교연구: 부모휴가와 아동보육시설 관련 정책을 중심으로)

  • The purpose of this paper is to classify and compare 21 OECD countries in regard to the level of support in parents' childcare and work. Several meaningful conclusions were suggested. First, examining the level of support in parents' childcare and work, 21 OECD countries can be classified into clusters different from the mainstream welfare state typology. Second, the level of parents' childcare and work support was high in socio-democratic countries such as Denmark, Finland, Norway and Sweden. Third, the level of parents' childcare right support is not necessarily positively related to that of parents' work in the labor market. As we have seen in the cases of France and Austria, although both countries have relatively high level of parents' childcare and work support, the level of work support in the labor market is low. These results have important implications for Korean family policy in that Korean society has to support both the parents' childcare right and the work right in the labor market.

  • This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

The Impact of TANF on Income and Poverty : analyses by sub-component (미국 TANF정책이 소득 및 빈곤에 미친 영향: 하부조항별 분석)

  • The National Basic Livelihood Security(NBLS) System implemented from October 2000 has expanded cash assistance to cover the poor who are able to work in our country. Although the cash assistance for them has positive aspects of providing basic livelihood security for all people, but many scholars have also pointed out its negative aspects such as a decrease in labor supply among the poor. In order to provide policy implications for the cash assistance program of our country as well as the US, this paper examines the impact of Temporary Assistance for Needy Families(TANF) on poverty among single mothers and their families using data from March Current Population Survey of $1991{\sim}2002$. TANF imposes strong work requirements and time limits to recipients as conditions for cash assistance, which are major sub-components of TANF. Therefore, this paper analyzes TANF by looking at work requirements and time limits separately, not by looking at TANF as a single policy. The research findings show that work requirements significantly decreased income and increased poverty among single mothers. Although time limits show income increasing effects and poverty decreasing effects, it seems further studies on time limits are needed at this point. The research findings of this paper provide important lessons for welfare to work cash assistance of our country as well as the US.

  • Since Korea experienced a 'jobless growth' in 2003, creating jobs in the service sector has been considered as a top priority employment agenda. However, despite high employment outcomes in services, labor productivity remains stagnant in the service sector in recent years. A great deal of concern has been raised regarding newly created service jobs. Critics say low productivity in the service sector will harm the engine of economic growth in our country. This paper investigates the side of the demand for quality of labor, namely, the demand for skills as one of the main source of low productivity in the service sector. To analyze the changes of skills demand, this paper suggests the concept of job-based skills instead of worker-based skills and presents the way of constructing measures of job-based skills. By means of common factor analysis using job information in the Korean Dictionary of Occupational Titles, I extract 4 direct measures of job-based skills, such as cognitive skills, physical skills, fine skills, interactive skills. These skill measures are used to explore and to test how the skill structure changed in the service sector during 2002-2006. Empirical Results show that whereas the goods sector makes progress toward upskilling being represented by increased cognitive elements and softenization of tasks, the service sector, although high-educated workers increased, exhibits trends of deskilling in the sense of job-based skills during 2002-2006 in Korea. The trend of deskilling however does not seem a general aspect in the overall service sector. Rather, it seems a compound process that high-skilled jobs are created, but, on the other hand low-skilled jobs requiring physical labor are produced at the same time.

  • This study investigates the change of everyday's labor and leisure time in South Korea during the last two decades in which her economy has been changed from manufacturing-oriented industry to services or technology and knowledge-oriented industry. Generally speaking, the changing patterns of everyday's labor and leisure time in South Korea from 1981 to 2000 are very complex and dynamic. So it is very careful for us to simply assert the fact that everyday's labor time is decreased and everyday's leisure time is increased due to the deindustrialization of a capitalist country. Specifically, the changes of everyday's labor and leisure time in South Korea are varied in terms of socio-economic and spatial perspective. The labor time of all kinds of occupations has been increased at the weekday during the last two decades, but the leisure time of those except technical occupation has been decreased at the weekend. The socio-economy of South Korea after the 1990s became dependent on more educated workers than less ones. Also the more educated people work hard at the weekday, but they get more leisure time at the weekend. In terms of spatial perspectives, the South Korean economy has become dependent on the workers in cities, particularly large ones more than those in rural regions because of the rapidly established industrialization and urbanization after the early 1980s. The time of people's spatial movement is directly proportional to the levels of education both at the weekday and the weekend during the last two decades.

What Hinders the Transition from Benefits Recipiency to Labor Market in the Korean Social Assistance Program? : In the case of working-age recipients (근로연령대 수급자의 탈빈곤 : 노동시장통합 결정 요인에 관한 연구)

  • This study is to identify the factors deterring or precipitating the exit from welfare recipiency to labor market in the Korean social assistance program. The results from the empirical analyses of the Korea Welfare Panel Study(KOWEPS) show that the duration dependency is not due to increasing welfare dependency with duration, but to the fact that longer stayers have many vulnerable conditions to escape from poverty. Particularly, the main factors determining the transition from recipiency to labor market are not individual or household characteristics such as human or social capital. Those having adolescents of secondary education in their households or participating in some effective labor market program such as job placement service tend to have significant effects on the exit rates from recipiency. That means that the institution-related factors such as the education and health supports combined with benefits and the effective labor market programs are important in the translation from recipiency to labor market of working-age recipients in the Korean social assistance scheme.
