Development of a Model and Methodology for the Analysis of the $CO_2$ Emissions Reduction Effect through the Introduction of the G2B Systems in e-government : ECRE Approach (전자정부 G2B 시스템 도입에 따른 탄소저감효과 분석을 위한 모델 및 방법론 개발)

  • As a part of efforts to reduce the global emissions of greenhouse gases, the Kyoto Protocol was signed by major developed countries ("Annex I" countries). According to the Kyoto protocol, the Emission Trading Scheme that derives a trading market of the $CO_2$ emission rights is appeared. It causes that business institutions give lots of efforts to reduce $CO_2$ by using new environmentally sound technologies or increasing efficiency in production. On the while there have been several studies trying to develop a methodology to measure the effect of $CO_2$ reduction and its monetary value. In this research we suggest ECRE (Evaluation of $CO_2$ Reduction in E-transformation) model which can measure the $CO_2$ reduction effect through the introduction of G2B system. ECRC model was developed based on the IPCC methodology. ECRC model measures the two major effects of the $CO_2$ reduction which are '$CO_2$ reduction effect from transportation' and '$CO_2$ reduction effect from the decrease of paper use'. In this paper, we calculate the economic effect of $CO_2$ reduction with the case of the G2B system in Korea. This research suggests a basic methodology to measure the $CO_2$ reduction performance for the e-transformed institution.

  • In this paper, we empirically analyzed whether carbon leakage really happened in EU by comparing before and after the period of EU ETS. We regarded foreign direct investment outflows as indicator of carbon leakage and analyzed panel regression between production cost including environment cost and this FDI variable. Also we consider foreign market potential to analyze market oriented FDI. According to this analysis, carbon leakage was observed in some models for manufacturing industry. However carbon leakage did not prove consistently in a variety of models and it is hard to speak carbon leakage was happened in EU ETS. Notwithstanding relatively short time series of data, in the view of the fact that carbon leakage was tested in some models, Korea also should keep in mind the possibility of carbon leakage and design emission trading scheme.

기술선택을 고려한 운송부문 이산화탄소 배출량 저감방안의 평가

  • 운송부문에서의 이산화탄소 배출량저감을 위한 정책대안을 통합적인 시뮬레이션 모형을 통하여 평가하였다. 분석에 이용된 시뮬레이션 모형은 일본의 국립환경연구소에 의해 개발된 AIM을 일부 수정한 AIM/KOREA이다. 분석의 결과는 다음의 3가지로 정리할 수 있다. 첫째, 기존차량에 비해 가격이 다소 비싸거나 동등한 에너지절약형 차량은 탄소세의 부과없이도 2005년에 가면 신규차량 전부를 대체할 것으로 전망된다. 둘째, 운송부문에서의 에너지 사용량은 앞으로 급격히 증가하고 이에 따라 이산화탄소의 배출량도 크게 증가할 것으로 예측된다. 그러나 이산화탄소의 배출량 감소를 목표로 하는 탄소세부과는 이산화탄소 배출저감에 기여하지 못하는 것으로 전망되었다. 반면에 승용차 10부제의 시행은 이산화탄소배출량의 급격한 증가를 크게 둔화시킬 수 있는 하나의 대안으로 제시되었다. 셋째, 에너지절약형 차량, 특히 전기자동차의 구입자에게 탄소세에 의해 확보된 재원을 이용하여 보조금을 지급하는 것이 운송부문에서 이산화탄소배출량을 줄일 수 있는 하나의 대안으로 평가되었다.

  • As carbon neutrality has recently emerged as a global issue, the carbon neutral roadmap of MOF has been established and various strategies have been proposed to achieve carbon neutrality in the entire marine industry. The port sector is also included in the target for greenhouse gas reduction, but emissions are not being measured due to limitations in data collection and no inventory construction. For building a carbon-neutral port, it is essential to calculate and forecast emissions and set reduction targets. Accordingly, in this study, CO2 emitted from domestic port equipment was calculated according to the IPCC Guildeline's emission calculation method, and future emission was estimated. As a result of the analysis, about 420,000 tons of CO2 was emitted based on the cargo volume in 2020, and emissions are expected to continue to increase in proportion to the increase and about 720,000 tons will be emitted by 2050. In order to achieve carbon neutrality of the port, it needs to promote emission reduction by converting the power source for oil-based equipment to eco-friendly fuel. Also container and miscellaneous ports which require complicated cargo handling need to effort to reduce CO2.

A study on the impact of carbon tax on carbon dioxide emission, energy use and green growth: Focusing on Finland and 4 others (탄소세 도입이 탄소배출량과 에너지 사용 및 경제성장에 미치는 영향에 관한 연구: 핀란드 외 4개국을 중심으로)

  • In this study, a vector error correction model is considered to analyze the correlations among carbon emission, energy use and economic growth using countries adopted carbon tax such as Finland, Netherland, Newzealand, Sweden, and United Kingdom in the short-run dynamics. In order to examine the effect of a carbon tax on the carbon emission specifically for Finland, New zealand and Sweden in the cointegration coefficients among variables, the economic growth equation has the statistically significant negative value(positive values for Netherland and UK). This implies that in the case of the deviation from a long-run equilibrium all variables except carbon emission and energy use are adjusted toward decreasing. After introducing a carbon tax, all variables for Finland, New zealand and Sweden appear to be negative and positive values for the other countries. The evidence that the carbon emission and energy use have been decreased is very weak in the short-run for Finland, New zealand and Sweden but the economic growth is on the decrease after a carbon tax. However, the empirical results show that the increase in carbon emission leads to the decrease in production for Netherland and UK. This implies that for reducing the carbon emission, these countries need to provide more aggressive policies.

  • We analyze the optimal hedge ratio and hedge effectiveness with different periodic times between spot and futures on EUA and CER based on EU-ETS. The Main finding are as follows. The first, hedging model which considers the time-varying variance is not more accurate than non-time-varying hedging models. The second, optimal hedge ratios are different even though hedge effectiveness is similar for the hedging purpose. The third, hedge effectiveness has uncertainty if hedge period is short. In case of EUA it needs to over 6 weeks and CER needs to over 7 weeks. The fourth, cross hedge with CER futures is not suitable for profit ratios.

  • This paper analyzes the economic and environmental impacts of domestic policy to reduce greenhouse gas emissions by focusing on carbon tax, domestic emissions trading and the mixture of these policies. By utilizing a dynamic CGE model, KORTEM, this study shows that the economic cost under carbon tax is projected to be higher than that under emission trading. It is because under carbon tax scheme each emitter in economy must meet its emission target regardless of the abatement cost. On the other hand, emission trading allows emitters to reduce the marginal cost of abatement through trading of emission permits. In designing policy portfolio to address the climate change problem in Korea, therefore, this paper proposes the introduction of domestic emission trading scheme as the main domestic policy Instrument.

Analysis of Carbon Emission from a Forward Osmosis and Reverse Osmosis Hybrid System for Water Reuse and Seawater Desalination (하수재이용 및 해수담수화를 위한 정삼투-역삼투 융합공정의 탄소배출량 분석)

  • A conventional seawater reverse osmosis (SWRO) and a forward osmosis (FO) and reverse osmosis (RO) hybrid process to produce 1,000 m3/d of fresh water, were designed and compared in terms of carbon emission. When FO was adapted for the osmotic dilution, the required pressure for RO decreases, and thus energy consumption decreases. The decrease in carbon emission by decreased energy consumption (up to -0.73 kgCO2/m3 using coal as the energy source) was compared with the increase in carbon emission by the FO system (+0.16 kgCO2/m3), which is a function of various factors such as the number of FO modules and energy consumption. The comparison revealed that the FO-RO process causes less carbon emission compared with the SWRO process when the energy sources are coal and oil. However, if energy sources with low carbon emission such as solar, wind, and nuclear energy are selected, the carbon emission of the FO-RO process becomes higher than that of the SWRO process. This implies that the type of energy source is a key factor to determine the necessity of the FO-RO process from the aspect of carbon emission.

  • In this paper, we analyze the components and trends of carbon emissions using the Logarithmic Mean Divisia Index decomposition method in Korean electricity industry during the period 1991~2007. In the demand side, carbon emissions are affected by electricity intensity and structural shift and especially electricity intensity is identified as the major factor which has lead carbon emissions decreasing. In the supply side, the result in variations of carbon emission for electric power generation depends on the influences of fossil fuel mix, fuel intensity, generation mix and so on. As a result fuel intensity is the most negative effect on both carbon emission intensity and the amount of carbon emission while the change of generation mix has a positive effect on increasing carbon emissions. And to conclude it needs to make the strategic policies to improve electricity intensity in the demand and to rise emission efficiency as well as to substitute thermal power generation in supply side.
