This research focused on the strategy consulting of the 'Pankyo Technovalley' for the formation of the innovation clusters The study was performed based on both theoretical study and related qualitative study approaches. Particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the innovation clusters. The major determinants for the success of the formation of the innovation clusters can be summarized as follows; the enhancement of the service of the host institution of clusters, the alignment of the national cluster policy with the strategy of the host institution and the networks of the clusters. In terms of the needs of times, this study regarding the strategy for the formation of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

We study the casual relationship between characteristics and effectiveness of NamDong Cluster in Incheon by using factor analysis in order to suggest, it is hoped, an alternative way to form innovative regional or national cluster. The findings of the study is that several factors such as cluster networking, collective learning, innovation synergy, localization, are critical factors to corporate performance. Also, cooperation between big enterprises and small and medium enterprises is the major influential factor so that financial and institutional supports for co-works or co-program development among enterprises are suggested.

본 연구는 공동브랜드를 이용한 마케팅 활성화를 위하여 원주의료기기 클러스터의 57개 의료기기 제조업체를 대상으로 각사의 제품경쟁력 결정요인, 주력제품의 부족요인, 그리고 공동브랜드 참여의사 및 참여 희망분야, 공동브랜드의 성공가능성 등을 분석하였으며, 그 결과를 바탕으로 공동브랜드 활성화에 필요한 사항을 제시하였다.

This paper explores the benefits provided by the adoption and implementation of electronic commerce in a particular SME-intensive productive environment: the geographical cluster. This study develops a conceptual framework that highlights the six types of benefits obtained by integrating online business with offline business. Using data from 73 traditional companies in Korean port clusters, factor analysis was used to figure out six benefits including sharing information, cost savings, value-added service, customer relationship, enhanced trust, and marketing efficiency. The six empirically derived critical benefit factors were then used to examine how they improve management performance of the traditional offline companies in the cluster measured by Balanced Scorecard(BSC). According to the results, we concluded that the offline firms in the cluster can take advantages of extending to online business.

Under this economic circumstance, the logistics firms located in port take better advantages than those in other areas. This study observed those firms with consciousness to which matters were affected a growth of the logistics IT firms. This study considered in terms of three factors which are an economic factor, a political factor and an internal-ability factor for the matters of logistics IT firms' success through the factor analysis. According to the factor analysis, subjective factor showed positive: (1) expanding market through the ideas and abilities, (2) internal relations and government support (3) capability of market identification and focusing on regional industrialization. As a result of the internal ability analysis, there were three positive matters such as (1) a factor of organization or human resource management, (2) relationship with consumer and resource and management ability for strategy, and (3) developing unique product, networking, suitable goods of regional industrialization. The external factor, through the factor analysis was trued out (1) a emerged political factor such as a support up venture, cluster composition, investing R&D and specialist training, (2) economic factor such as tax reduction, financial support, marketing collaboration renting office in a low price by regional government.

For fostering the biomedical industry, the formation of a high-tech-based innovation cluster is continuously being promoted. Accordingly, studies dealing with domestic clusters are being conducted based on case studies on major overseas clusters, but they are limited to a single case. In this paper, content analysis was used based on the literature about innovation clusters and bio-medical industry to comprehensively summarize the factors to be considered for the creation and activation of bio-medical clusters. Subsequently, the factors derived through content analysis were applied to the case of the Hongreung Innotown. The requirements for the successful creation of the Hongreung Innotown, it is required to improve settlement conditions, prepare systems to create start-up culture, and revitalize translational research, attract investment, and cooperate and connect with local clusters.

Recently innovation cluster has been emphasized as a valid policy measure for innovation. For suggesting a new model of innovation cluster, we conducted literature review for the theories of regional innovation system(RIS) and innovation clusters. As a result, the success factors of innovation cluster were classified into system measures, physical measures, and social(human resources) measures from the perspective of RIS. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. For an in-depth analysis, a survey for the tenant companies in Pangyo technovalley(PTV) was conducted. As a result, it was found that Gyeonggi province's innovation cluster policy is evolving from 'a government-initiated system' to 'the 3rd-generation convergence RIS' and that PTV is closely related to the system measures of 'support for up-to-date management and technology information' and 'support for academic-research-industry cooperative research and technological cooperation,' physical measures of 'strengthening the function of PTV support division' and 'shared research equipment and other infrastructures,' and social measures of 'legal, financial, and administrative support system' and 'public childcare facilities'. Also, technology sector was divided into IT and non-IT for a validity check to find out that there was no significant difference in all factors, except for the public relations factors. This study is expected to provide resources for other related researches.

In order to sustainably develop economy of regions and countries, it is necessary to pay attention to formation of new clusters from a long-term perspective. This study examined concepts and characteristics of clusters, and analyzed conditions related to emergence of clusters based on previous studies. Then, this study derived important factors and intended to propose a framework that is possible to help analyze clusters in the future. The development stages were divided into four stages of occurrence, growth, maturity, and decline. As for emergence conditions, entrepreneurship, institutional support, decision factors by development stages, and requirements for the future cluster success were presented. This study has academic significance in that it presents an integrated framework to analyze cluster emergence, and based on it, this study also presents directions of future studies and the regional and national policy implications. However, this study has many limitations in that it is difficult to generalize because it has not considered all variables in various dimensions and environments.

Recently, the Korean government is planning to create ICT-centered clusters that will lead the fourth industrial revolution in the Yangjae-Umyeun area. In order for a cluster to be successful, innovation environments such as support systems and institutions should be appropriately prepared. In this study, we present a hierarchical model of ICT SME support measures after comprehending the support measures for existing SMEs and the factors needed for clustering, and then deriving the priorities of support measures. The questionnaire was distributed to 9 ICT SMEs and R&D experts. A total of 6 copies were collected. The priority of the support measures in this study is expected to be utilized for the successful development of R&CD cluster and the allocation of the support budget.
