Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

The Effects of the Organizational Characteristics and Ethics of Private Security Industry on the Organizational Citizenship Behavior of the Employees (민간경비업의 조직특성과 조직윤리가 조직시민행동에 미치는 영향)

  • In Korea, the size of the private security industry has grown rapidly since the enactment of the Security Business Act in 1976. Unfortunately, the quantitative development has not been accompanied by the comparable qualities, and this shortcoming can be attributed to different unethical incidents caused by the private security officers. This study examined the causal relationship between the organizational characteristics according to the organizational ethics and the organizational citizenship behavior to provide suggestions to promote the ethics of the private security officers, and ultimately play the role of a theoretical foundation for the qualitative advancement of the industry. Private security officers in Seoul and the Gyeonggi province in Korea were studied by using the purposive sampling method and the following results were obtained. First, except for the altruism factor, the levels of organizational ethics perceptions and organizational citizenship behavior of the subjects were relatively high. Moreover, organizational characteristics had a positive partial effect on organizational ethics and organizational citizenship behavior. Furthermore, organizational ethics partially affected organizational citizenship behavior in a positive way, and organizational ethics had a partial mediation effect between organizational characteristics and organizational citizenship behavior. With the results of the analyses, development and management of the ethics training and programs and promoting the ethics among the executives were recommended as a future direction.

A New Direction for Police Activities to respond to the Industrial Technology Outflow Crime (산업기술유출범죄 대응을 위한 경찰활동의 개선방향에 대한 연구)

  • Despite the trend and severity of industrial technology outflow crime, little research has been conducted about the effect of police force on that kind of crime in Korea. Consequently, this research preliminarily empirically examined relationship between foreign affairs police forces such as policemen, budget, establishing special investigation unit and the arrest of industrial technology outflow crime due to the limit of related data. Research findings can be summarized as follows. A statistically significant positive relationship was found between foreign police budget and the arrest of crime in the country. On the contrary, foreign police force is not significantly associated with the arrest and occurrence of crime overseas. Based on the result, the effect of the police force such as hardware factors including policemen, budget on the industrial technology outflow crime seemed to be weak. Consequently, considering police alternatives from previous researches, several implications such as reinforcement of foreign police force by increasing personnel and organizational innovation, enriching training program, strengthening the domestic and foreign cooperative network between police and related bodies can be suggested. Also, the improvement of the formal statistics on the industrial technology outflow crime and strenthening public relations can be recommended.

A study on possibility of soft target terrorism by ISIS in South Korea (자국내 IS테러단체에 의한 소프트타깃 테러발생 가능성에 대한 연구)

  • These days, ISIS terrorists have been expanding not only to european countries, but also to asian countries so South Korea is no longer safe from terrorists' attacks. Especially, 'soft target terrorism' makes many people maximizing fear of terrorism because it is caused by small groups - those who are armed with small arms and light weapons - and they are able to carry out hit and run attacks on civilian targets. It poses even more dangerous to kill massively. That is why November 2015 Paris attacks and January 2016 Jakarta attacks killed and injured many people because of 'soft target terrorism.' Therefore, the South Korea has also recognized the seriousness of terrorism by ISIS. The study has shown the precautionary measures about 'soft target terrorism' and how to defend against 'soft target terrorism' by looking through overseas examples. It is for the possibilities of 'soft terrorism' in South Korea because of the expansion of ISIS. As a result, 'soft target terrorism', caused by ISIS, could happen in South Korea. The counterplan is as in the following. First of all, 'soft target terrorism', which is collaborated with ISIS and domestic terrorists, could be caused by negative awareness of foreign residents and xenophobia so the public should change stereotypes about the foreign residents and there should be legislation about racial discrimination enacted by parliament and the government must practice the law. Second, the Korean anti-terrorism laws should be modified to minimize violations of human rights, related to the Korean citizens' personal information, and to stop the concentration of power into the hands of one law enforcement. Third, the government has to develop and to initiate the refuge&evacuation simulation, which prepares for 'soft target terrorism' and minimizes the damages if terrorists attack hot spots like central commercial areas or event halls.

A Study on the Relationship between Industrial Espionage, Self-Control, and Organizational Commitment (산업기술유출과 자기통제력, 조직애착도의 관계에 관한 연구)

  • In a recent period, it becomes more and more important to keep the cutting-edge industrial technology secured. This is because competitive technology appears to be a cornerstone of national power. Although the industrial espionage must be an illegal behavior or a kind of white-collar crime, there has been few researches on industrial espionage from a criminological perspective. This study investigates the relationship between industrial espionage, self-control, and organizational commitment. The hypotheses of this study were found to be statistically significant. The hypothesis 1 that the high self-control reduces the possibility of industrial espionage was accepted, and the hypothesis 2 that the high organizational commitment reduces the possibility of industrial espionage was also accepted. This results showed that self-control and organizational commitment were the key factors to prevent industrial espionage, which eventually reinforces industrial security. This study used a convenient sampling, which might be the limits of this study. By using a convenient sampling, the result of the study could not depend on representative sample. Nonetheless, this study was trying to explore the relationship between industrial espionage, self-control, and organizational commitment which was not researched yet. The purpose of this study is to contribute to find out the criminological causes of industrial espionage and eventually to prevent it.

  • This study examines the roles of government and reasons of defeat on 9.11 terror, iraq war between 2001 and 2003. The administration functions critical role of national security. And punctual, accurate information supply capability helps policymaker's decision-making. Hence, information of punctuality and accuracy should be given to policymakers. And without two above written factors, it will result in failing. Information concoction on policymaker's pressure, biased informant, inaccurate information and lack of assembly means under the extensive organization and technologized spying means, Fail to keep information objectivity, leads to information failure. In the context of a series of facts, we shall cover the position of government and reasons of calamities. Two incidents deem as information failure by national security service, but concoction of Iraqi mass destruction weaponry is believed as bush administration's deception on account of political gains. For fully functional government role, governing body should reinforce all aspects of gathering, analyzing, and making use of information more objectively in the first place. In particular, information concoction involving policymakers post massive stumbling block to organized outcome. The thesis presents a prospective view of government position under the U.S. secret agent over 9.11 terror and Iraq war.

A Study on the Management System of Bioterrorism by the Phases of Crisis Management (위기관리단계별 생물테러 관리체계에 관한 연구)

  • The entire world has lived in terror threatened by new-terrorism since the 9.11 terror. Having appeared since 9.11, new-terrorism is new kind of terror targeting victims at random. Bioterrorism is one good example. Since bioterrorism happens secretly, it's hard to identify. The case becomes even harder to detect if it takes the form of a new epidemic. This study set out to apply the four phases of crisis management regarding outbreak and measures of SARS, the latest new epidemic, and to prepare against bioterrorism taking the form of a new epidemic, It also shows the efforts to study what to prepare and what kind of actions to take in case of bioterrorism by applying the four phases. There results demonstrate that the preventive measures against bioterrorism include arranging terror-related laws and identifying and monitoring expected pathogenic organs. In the preparation phases, they should integrate the related agencies, prepare for the standard operating procedures(SOP), execute integrated training sessions among the related agencies, and secure the necessary resources such as vaccine, cures, and exploration devices. In the response phases, they need to set up a rapid diagnosis system, quarantine and then cure the patients, and pursue cooperation from the media and promotions and further an international cooperation system to take appropriate measures. And the final recovery phases should involve offering emergency support by checking the situations and engaging in activities to prevent another terror attack by providing counseling, exchanging information, and analyzing and evaluating the causes.

Introducing Contract-out in the Policing Service : Focusing on Policing segregated System (치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로)

  • These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.

  • The purpose of this study is to investigate about exploring diversity of methodology in security research focused on the current status and applications of qualitative inquiry. Expenses to take advantage of a variety of qualitative research techniques in the field is divided, and explore the possibility of applying the security research. Expenses compared to quantitative research, qualitative research on the utilization is very low, and to perform a qualitative study in-depth interviews focused on morphological aspects of research and a paucity of practical deep and lacks specificity. Expense of qualitative research in various fields is presented challenges to Creswell(1998, 2007, 2013) proposed five kinds of qualitative research types narrative research, phenomenological research, grounded theory research, ethnographic research, case study research, look for it in the security field. Expenses theorize that it may lead to practical changes in the security field, causing an in-depth exploration of the changes in the escort industry. Expense opportunity to identify the social and cultural values in security field and security research. Varied and in-depth qualitative research through field and industry and the complementary role of security.

  • In the mordern society, the reliance on the cyber domain and the cyber connectivity has been increasingly strengthened. Due to this phenomenon, the cyberterror against critical infrastructures and state organs might lead to fatal consequences. Lately, North Korea's cyberattacks against South Korea's national organizations and financial computer networks are becoming more and more intelligent and sophisticated. The cyberattacks against such critical infrastructures have caused enormous economic loss and social disorder. This paper is designed to examine comparatively the cyberterror related laws and organizations of the advanced countries such as U.S. and U.K. and to draw implications. Although those countries are under different institutional and cultural backgrounds with varying security envrionments, they are identically pursuing measures by establishing government-wide counterterror system for coordination and cooperation. They are also commonly focusing upon creating new organizations equipped with new system and upon enhancing intelligence performance and devising punishment regulations. Korea is lack of framework laws regulating cyber security, having only scattered individual laws. Since such legal base is far from efficient counterterror activities, it is necessary that the legal and policy response of the advanced countries should be closely studied for selective introduction. That will eventually lead to legislation of cyber security law. With such legislation on hand, it is subsequently required to strengthen crisis management for prevention of cyberterror and to create joint response team, cooperating with private organizations.
