서점가에‘블루오션 전략’이라는 책이 베스트셀러로 절찬리에 판매되고 있다고 한다. 치열한 생존 경쟁에서 살아남기 위한 기업이나 개인의입장에서보면, 기존시장을경쟁자와싸워이겨야하는레드오션전략보다경쟁에서비경쟁으로의전환을요구하는블루오션 전략이 우리에게 시사하는 바가 매우 크다. 정보통신부의 IT839 정책이나 문화관광부의 문화콘텐츠 산업 육성 정책은 블루오션 전략이 지향하고 있는 목적과 맥락을 같이 하고 있다. 유비쿼터스 콘텐츠도 레드오션이 아닌 블루오션 관점에서 살펴보는 것도 의미가 있을것같다.

Recently, the cases of archiving for digital contents are being increased throughout the world. Owing to the characteristics of digital contents including the issues on volatile property and authenticity, preservation weakness, and aging in the reproductive tool, it requires special management for long-term preservation. A successful digital archiving seems to be possible in the stage-oriented practice through the cooperation of interested organizations based on the systematically established and stipulated policy. This is the basic study that was designed for the establishment of the policy on digital contents archiving in KISTI(Korea Institute of Science and Technology Information), which is a representative organization for the distribution of science and technology information. By investigating and analyzing the cases of overseas policies on digital contents archiving, it intended to understand the framework of digital archiving policy while suggesting measures on the macroscopic items that were included in the archiving policies through the interview conducted to expert groups.

Korea government has established clear cost estimation standard based on a survey of e-learning contents development cost and presented 'e-Learning Contents Development Cost Estimation Guidelines' that reflect the characteristics of the e-learning industry. However, if there is no institutional support, this guideline and system fails to achieve the purposes and objectives. And it is likely to be facing a dead document. Therefore, the policy foundation is required. This study suggested the following policy; stepwise activation of cost estimation standard, enact announcement and periodically adjustment of cost estimation standard, installation and operation of cost estimation standard operational committee, conjunction with the e-learning industry survey, cultural diffusion of co-owned copyright, systematic monitoring of the e-learning contents development process, research on activating policy of cost estimation standard, conjunction with the standard contract for enhancing policy effectiveness.

The purpose of this research is to analyze the European paradigm of health investment and its implication. Conventional content analysis of WHO/EU(/EC)/European countries' policy data, and articles shows that the European paradigm of health investment is consist of the basic and extended models, twelve life-course-based health investment policies, and SROI evaluation method. The analyses and discussion points provide policy implications for making virtuous cycle of Korean sustainable healthcare system with economic development in the post Covid-19 era.

본 연구는 무용공연예술의 지원 정책의 문제점을 알아보기 위해 무용 예술 공연의 사업 지원 실태에 초점을 맞추어 재정 지원현황을 알았다. 지원정책의 현황조사는 문화체육관광부, 서울문화재단, 한국문화예술위원회, 한국메세나협회를 대상으로 한정하였다. 연구 결과 기관들의 지원이 지속적으로 증가하고 있음에도 홍보부족, 전문인력부족, 수혜에 대한 무용예술단체의 수동적 태도의 문제로 실질적인 지원을 받는데 어려움이 있는 것으로 나타났다. 이에 본 연구는 토대로 국가의 재정지원 정책을 토대로 문제점과 사례의 개선방안을 도출해 볼 수 있는 기반이 될 것이다.

Content Centric Network(CCN) with architecture that is completely different from traditional host-based networks has emerged to address problems such as the explosion of traffic load in the current network. Research on cache replacement policies is very active to improve the performance of CCN with the characteristics that all routers cache on the network. Therefore, this paper proposes a cache replacement policy suitable for situations in which popularity is constantly changing, taking into account the actual network situation. In order to evaluate the performance of the proposed algorithm, we experimented in an environment where the popularity of content is constantly changing, and confirmed that we are superior to the existing replacement policy through comparing hit rates and analyzing server load.

한국사회는 빠르게 저출산 고령화가 진행되고 있으며 이에 따라 생산가능인구가 감소하고 있는 실정이다. 국가 경쟁력 제고 차원의 새로운 대안으로 다양한 인력 활용 방안을 고려하게 되었다. 이를 적극적이고 효과적으로 지원하기 위하여 정책이 필요하며, 정책과정에 자원으로 정책지식이 동원된다. 정책지식이 생성되고 활용되는 전 과정에 참여하는 개체들을 분석하여 정책지식 생태계 모형으로 나타낼 수 있다. 본 연구에서는 효과적으로 다양한 인력을 관리하기 위해 정책지식생태계 관점에서, 즉 정책지식을 둘러싼 미시체계, 중간체계, 외체계, 거시체계 차원에서 정책지식과 관련된 이슈를 논의하였다.

본 연구는 무용예술인의 진로계발를 위하여 우선적으로 추진하여야 할 정책 요소들을 추출하고, 요소별 정책추진의 상대적 중요도 및 우선순위를 분석하는데 목적이 있다. 이를 위하여 정부기관 및 유관단체, 학계, 무용예술인 등 3개 영역에서 선정된 전문가 25명을 대상으로 델파이조사를 실시한 결과, 3개 정책 영역, 14개 정책요소, 그리고 39개 세부정책으로 구성된 진로계발정책을 개발하였다. 무용예술인의 진로계발 정책 요소의 가중치는 '무용조직 및 지원체제 강화'가 28.5%로 가장 높게 나타나 이 항목이 다른 정책요소에 비하여 상대으로 중요하다고 인식하는 것으로 나타났으며, 다음으로 '무용재정 확대'(12.0%)와 '무용전문인력 양성'(12.0%), '교수-학습 환경 개선'(11.0%), '무용교육 제도화'(10.2%) 등의 순으로 나타났다.

Content Central Network (CCN) appeared to improve network efficiency by transforming IP-based network into content name-based network structures. Each router performs caching mechanism to improve network efficiency in the CCN. And the cache replacement policy applied to the CCN router is an important factor that determines the overall performance of the CCN. Therefore various studies has been done relating to cache replacement policy of the CCN. In this paper, we proposed a cache replacement policy that improves the limitations of the LFU policy. The proposal algorithm applies real-time producer popularity-based variables. And through experiments, we proved that the proposed policy shows a better cache hit ratio than existing policies.

A big success of the 3D film 'Avatar' in 2009 opened a full-fledged 3D movie era. A new industrial possibility of 3D contents was predicted in Korea and then the support for 3D contents production took placed via various media platforms. Korean government also announced the new development policies with a focus on 3D content. However, the 3D content industry has not been activated. Therefore, in this study by applying AHP(Analytic Hierarchy Process) method we tried to grasp the reason of the deactivation of 3D content industry through analyzing the relative importance rate of three research factors(content aspects, technical aspects, and policy aspects) that were mainly considered to activate the industry. The results of this study showed that the relative importance rate of content aspects was higher than that of technical aspects and policy aspects. It means the lack of 3D contents is one of main reason causing the delay of 3D industrial activation. And it also showed that the relief of human factors such as visual fatigue evaluated as a sub-factors of technical aspects are challenges to be solved soon..
