Surveys, consulting, and evaluations related to school libraries conducted by the Office of Education, the Ministry of Education, the Ministry of Culture, Sports and Tourism were analyzed using meta-evaluations and in-depth interviews with the school librarians. The analysis revealed problems such as duplication of evaluation by various institutions, no reflection of the national school library development plan, low participation rate due to voluntary nature of the assessment, and lack of the educational evaluation index. The solution to the problem was a school libraries' operation evaluation improvement plan. The plan included the legal evaluation agent specification, the national school library development plan incorporation, inter-agency evaluation network & the case sharing system establishment, and the Office of Education's investigation and consulting cooperation.

  • This study analyzed cases of teaching consulting in the cyber university field and activated it in a remote university in the right direction to contribute to the development of high quality contents. This study analyzed the instructional consulting data of the Center for Content Quality Management at A Cyber University in Chungnam area and interviewed researchers working at the center using the phenomenological approach based on the data. This study showed that the professors participating in instructional consulting had many problems, but they were relatively active in improving the quality of the lectures. They wanted to know the teaching methods in the unfamiliar environment of remote universities. In addition, the researchers had difficulty in delivering feedback to the instructor through the process of exploring images taken several times with the objective framework of lecture evaluation. To allow better communication, it was necessary to form rapport between the instructor and researcher. Unlike general universities, cyber universities have features and limitations in that they only take cameras in the classroom without learners and proceed with class consulting. Therefore, the teachers have a feeling of burden about shooting and recording, but they are less than general university teachers, and are more willing to engage in class consultation more actively. In this study, the results of the research was discussed and the proposal of cyber universities' instruction consulting and the effective plan is proposed.

  • The brand consulting for paving the way for overseas-based companies to develop local brands includes many processes such as the analysis of local markets and consumers, the analysis of in-and-out circumstances including the diagnosis of corporate competence and resource, the establishment of brand strategies, the development of brand concepts, and the development of design, which should be performed before the eventual launch of overseas markets. So, the success of overseas-based brand consulting just depends on coworking(i.e., consortium) by brand experts from international marketing, design to local-overseas brand rights which have been barely touched upon by the brand experts. This study aims to present brand consulting framework and to support the development of local-fit brands when the small and medium industries, esteemed relatively less compatible than conglomerates, expand their business in the non-English-speaking countries. This study also includes the results of a demand inquiry on the local fit brand targeted for SMEs. As a brand consulting framework which has been performed at work sites through the accumulated many year's trial and error, it could be a significantly meaningful guidance for the brand experts who perform local-fit brands consulting and the SMEs who look for overseas-based brand consulting.

  • This study is to investigate the perception of domestic appraisers about the possibility of using artificial intelligence (AI) and related risks from the use of AI in the appraisal industry. We conducted a mobile survey of evaluators from February 10 to 18, 2022. We collected survey data from 193 respondents. Frequency analysis and multiple response analysis were performed for basic analysis. When AI is used in the appraisal industry, factor analysis was used to analyze various types of risks. Although appraisers have a positive perception of AI introduction in the appraisal industry, they considered collateral, consulting, and taxation, mainly in areas where AI is likely to be used and replaced, mainly negative effects related to job losses and job replacement. They were more aware of the alternative risks caused by AI in the field of human labor. I was very aware of responsibilities, privacy and security, and the risk of technical errors. However, fairness, transparency, and reliability risks were generally perceived as low risk issues. Existing studies have mainly studied analysis methods that apply AI to mass evaluation models, but this study focused on the use and risk of AI. Understanding industry experts' perceptions of AI utilization will help minimize potential risks when AI is introduced on a large scale.

  • Private consulting firms that are currently participating in rural area development projects with a bottom-up approach are involved in nearly all areas of rural area development, and the policy environment that emphasizes the bottom-up approach will further expand their participation. Reviews of private consulting firms, which started out with high expectations in the beginning, are now becoming rather negative. Expertise is the key issue in the controversy over private consulting firms, and the analysis tends to limit the causes of the problems within firms. This study was conducted on the premise that the fixation on cause and structure results in policy issues in the promotion process. That is because the government authorities are responsible for managing and supervising the implementation of policies, not developing the policies. The current issues with consulting firms emerged because of the hasty implementation of private consulting through the government policy trend without sufficient consideration, as well as the policy environment that demanded short-term outcomes even though the purpose of bottom-up rural area development lies in the ideology of endogenous development focused on the changes in residents' perceptions. Research was conducted to determine how the problems of private consulting firms that emerged and were addressed in this context influenced the consulting market, using current data and based on the firms' business performance. In analyzing the types, firms were divided into three groups: top performers including market leaders (9), excellent performers (36), and average performers (34). An analysis of the correlation between the business performance of each type and managerial resources such as each firm's expertise revealed that there was only a correlation between human resources and regional development in excellent performers, and none was found with the other types. These results imply that external factors other than a firm's capabilities (e.g., expertise) play a significant role in the standards of selecting private consulting firms. Thus, government authorities must reflect on their error of hastily adopting private consulting firms without sufficient consideration and must urgently establish response measures.

SMEs, which occupy the majority of Korean companies, are increasingly possessing the value and technology of their information assets, and their ability to protect core technologies that are the driving force of corporate growth will be the most important competitiveness of enterprises. Accordingly, the Ministry of Science and ICT and the Korea Internet & Security Agency(KISA) provides a foundation for minimizing the damage from cyber threats such as hacking and information leakage by evaluating the current information protection level of SMEs and enhancing information protection capability by supporting a high level of customized information protection consulting. In this study, we analyze the effectiveness of information protection based on the results of KISA SMEs consulting. In addition, by identifying problems and limitations derived from SMEs information protection consulting results, SMEs should propose measures to improve information security of SMEs that can manage information protection management system more efficiently and effectively.

  • Since 1995 many enterprises have introduced ERP to strengthen competitive power. However, enterprises that have introduced ERP for the first time have experienced various types of problems integrating them; to this day, there are only a few enterprises that have implemented ERP successfully. The main reason for the failures of successful ERP implementing is that enterprises frequently ignore and/or don't know how to systematically evaluate the construction process of ERP and busy finishing a phase without resolving problems before going on to the next phase. This research focused on the implementation process of ERP project to evaluate the process of ERP at each phase. As a result, we propose an evaluation model of ERP project as a tool to find critical problems at each phase and improve on how to resolve the problems found at each phase. This evaluation model makes it possible to introduce ERP successfully by presenting the basis of assessment which will be used by enterprises to minimize the trial and error of construction process of ERP.
