Prediction of Lahar Flow Inundation Areas Using LAHARZ_py Program: Application for the Mt. Baekdu Volcano (LAHARZ_py 프로그램을 이용한 라하르 범람지역의 예측: 백두산 화산에 적용)

  • Mt. Baekdu which located the border of North Korea and China, is known as a potentially active volcano in a typical mountainous terrain. A lahar on the volcanic area is one of the important hazard that can cause the loss of life and property damage. In order to comprehensively address the impact of lahar hazard at Mt. Baekdu, we simulated lahar inundation area using Laharz_py. We assumed 750 m of additional elevation for DEM to draw proximal hazard zone boundary (PHZB) of Mt. Baekdu that H/L ratio are selected 0.10. And lahar volumes for simulation were estimated to $1{\times}10^6$, $5{\times}10^6$, $1{\times}10^7$, $5{\times}10^7$, $1{\times}10^8$, $5{\times}10^8$, $1{\times}10^9m^3$, respectively. In the results, 15 streams are located near a proximal hazard zone boundary, Amnok (Yalu) river (south), Toudaosonghua river, Jinjiang river and Huapi river (west-southwest), Songjiang river, Xiaosha river, Caozi river and Sandaosongjian river (west-northwest), Toudaobai river, Erdaobai river and Sandabai river (north), Wudaobai river-1, -2, -3 (northeast) and Duman (Tumen) river (east). The results of this study can be used as basic data to make a hazard map for reduce the damage that can be caused by volcanic hazards occurred on Mt. Baekdu.

The Relationship between Soil Erosion and Cultivation in the Bockha Stream Watershed Area (복하천 유역의 토양유실량 및 경작지의 상관 분석)

  • In the past, flooding is commonly occurred in the Bockha stream watershed area with inundation by the water and eroded sediments. The purpose of this study is to find the relationship between area under cultivation and amount of soil erosion in each watershed areas using geographic information system(GIS) for decreasing the damages of flooding. The soil erosion amounts were computed on GIS using by universal soil loss equation(USLE). Small catchment areas was divided by topography and computed soil erosion amounts. The mean amount of soil erosion is 0.03 $ton/ha{\cdot}yr$ on the condition of the 1,329 mm/yr annual precipitation. The high erosion area(0.05 $ton/ha{\cdot}yr$) is shown in farm areas of the Sangyong-ri in Baeksa-myeon. The high erosion watershed area is related on the slopes of the farm lands and bare soil areas adjoining between the mountain slope and fluvial streams show much amount of soil erosion.

Analysis of Hydraulic Effect by River Dredging in a Meandering Channel (하도준설이 사행하천에 미치는 수리학적 영향 분석)

  • This paper attempted to analyze the hydraulic effects that the dredging can take as an alternative to reduce possible damages of flooding due to the overflow of river levee in meandering rivers, where riverbed aggradation, seepage and erosion may occur. In order to make a hydraulic analysis in a section of meandering rivers, a two-dimensional hydraulic analysis model, RMA-2, was selected. The GIS was applied to construct two-dimensional finite element grids to consider the hydraulic conditions before and after dredging. The water surface elevations, depths, velocities, and tractive forces were compared before and after the dredging. The difference of water surface elevation between the inside and outside of river was turned out to be the maximum value of 0.58m under the design flood condition. It could be evaluated that the tractive force at the bank decreased about 42 to 67% on average for all the sections. These results could give valuable information that the dredging of the stream channel at the meandering sections decreased the risk of overflow, seepage and erosion of the banks. The methodologies given in this study will contribute to mitigating the flood damages in the surrounding farmlands.

  • The climate change occurring all over the world increases the risk, specially in urban area, Accordingly, rainwater pumping station expansion is required than before. In order to increase the efficiency of the rainwater pumping station, the analysis of flow characteristics in the pump sump is needed for vortex control. Many efforts have been made to illuminate the vortex behavior using PIV, but any reliable results have not been obtained yet, because of the limitations in image capturing and dependency of measured velocity values on the interrogation area and time interval used for velocity calculation. In this study, therefore, experiments were carried out to find out the limitation of PIV and estimate the validation of the velocity values associated with the analysis parameters such as interrogation area, time interval, grid size. For the experimental condition used in this study, the limitation of PIV and the effects of parameters on the velocity estimation are presented.

Real-time Flood Stage Forecasting of Tributary Junctions in Namhan River (남한강 지류 합류부의 실시간 홍수위 예측)

  • The backwater effect at a tributary junction increases the risk of flood damage such as inundation and levee overflow. In particular, the rapid increase in water level may cause injury to persons. The purpose of this research is the development of the real-time flood forecasting technique as a part of the non-structural flood damage reduction measures. To this end, the factors causing a water level rising at a junction were examined, and the empirical formula for predicting flood level at a junction was developed using the calculated discharge and water level data from the well-constructed hydraulic model. The water level predictions show that average absolute error is about 0.2~0.3m with the maximum error of 1.0m and peak time can be captured prior to 0~5 hr. From the results of this study, the real-time flood forecasting system of a tributary junction can be easily constructed, and this system is expected to be utilized for reduction of flood inundation damage.

Establishment of Inundation Probability DB for Forecasting the Farmland Inundation Risk Using Weather Forecast Data (기상예보 기반 농촌유역 침수 위험도 예보를 위한 침수 확률 DB 구축)

  • In order to reduce damage from farmland inundation caused by recent climate change, it is necessary to predict the risk of farmland inundation accurately. Inundation modeling should be performed by considering multiple time distributions of possible rainfalls, as digital forecasts of Korea Meteorological Administration is provided on a six-hour basis. As building multiple inputs and creating inundation models take a lot of time, it is necessary to shorten the forecast time by building a data base (DB) of farmland inundation probability. Therefore, the objective of this study is to establish a DB of farmland inundation probability in accordance with forecasted rainfalls. In this study, historical data of the digital forecasts was collected and used for time division. Inundation modeling was performed 100 times for each rainfall event. Time disaggregation of forecasted rainfall was performed by applying the Multiplicative Random Cascade (MRC) model, which uses consistency of fractal characteristics to six-hour rainfall data. To analyze the inundation of farmland, the river level was simulated using the Hydrologic Engineering Center - River Analysis System (HEC-RAS). The level of farmland was calculated by applying a simulation technique based on the water balance equation. The inundation probability was calculated by extracting the number of inundation occurrences out of the total number of simulations, and the results were stored in the DB of farmland inundation probability. The results of this study can be used to quickly predict the risk of farmland inundation, and to prepare measures to reduce damage from inundation.

Development of an Open Source-based Spatial Analysis Tool for Storm and Flood Damage (풍수해 대비 오픈소스 기반 공간분석 도구 개발)

  • Wind and flood damage caused by typhoons causes a lot of damage to the Korean Peninsula every year. In order to minimize damage, a preliminary analysis of damage estimation and evacuation routes is required for rapid decision-making. This study attempted to develop an analysis module that can provide necessary information according to the disaster stage. For use in the preparation stage, A function to check past typhoon routes and past damage information similar to typhoon routes heading north, a function to extract isolated dangerous areas, and a function to extract reservoir collapse areas were developed. For use in the early stages of response and recovery, a function to extract the expected flooding range considering the current flooding depth, a function to analyze expected damage information on population, buildings, farmland, and a function to provide evacuation information were included. In addition, an automated web map creation method was proposed to express the analysis results. The analysis function was developed and modularized based on Python open source, and the web display function was implemented based on JavaScript. The tools developed in this study are expected to be efficiently used for rapid decision-making in the early stages of monitoring against storm and flood damage.

ROC Analysis of Topographic Factors in Flood Vulnerable Area considering Surface Runoff Characteristics (지표 유출 특성을 고려한 홍수취약지역 지형학적 인자의 ROC 분석)

  • The method of selecting an existing flood hazard area via a numerical model requires considerable time and effort. In this regard, this study proposes a method for selecting flood vulnerable areas through topographic analysis based on a surface runoff mechanism to reduce the time and effort required. Flood vulnerable areas based on runoff mechanisms refer to those areas that are advantageous in terms of the flow accumulation characteristics of rainfall-runoff water at the surface, and they generally include lowlands, mild slopes, and rivers. For the analysis, a digital topographic map of the target area (Seoul) was employed. In addition, in the topographic analysis, eight topographic factors were considered, namely, the elevation, slope, profile and plan curvature, topographic wetness index (TWI), stream power index, and the distances from rivers and manholes. Moreover, receiver operating characteristic analysis was conducted between the topographic factors and actual inundation trace data. The results revealed that four topographic factors, namely, elevation, slope, TWI, and distance from manholes, explained the flooded area well. Thus, when a flood vulnerable area is selected, the prioritization method for various factors as proposed in this study can simplify the topographical analytical factors that contribute to flooding.

Estimation of the Hydrological Design Frequency of Local Rivers Using Bayesian Inference and a Sensitivity Analysis of Evaluation Factors (평가인자 가중치에 대한 베이지안 추론과 민감도 분석을 통한 적정 하천설계빈도 결정)

  • In Korea, annual precipitation and its variability have gradually increased since modern meteorological observations began, and the risk of disasters has also been increasing due to significant regional variations and recent abnormal climate conditions. Given that damage from storms and floods mainly occurs around rivers, it is crucial to determine the appropriate design frequency for river-related projects. This study examined existing design practices used to determine hydrological design frequencies and suggested a new method to determine appropriate design frequencies. The study collected available data pertaining to seven evaluation factors, specifically the basin areas, shape parameters, channel slopes, stream orders, backwater effect reaches, extreme rainfall frequencies, and urbanized flood inundation areasfor 413 local rivers in Chungcheongnam-do in Korea. The estimated weights for areas of extreme rainfall frequencies and urbanized flood inundation were found to be 18, having a great effect on determining the design frequency. Compared with the established design frequency in previous government reports, the estimated design frequency increased for 255 rivers and decreased for 158 rivers.

A Study of the Effectiveness of Habitat for Humanity Korea's Disaster Risk Reduction Interventions: Focusing on the Mental Health of Residents of a Perennially Flooded Area in Southern Bangladesh (한국 해비타트의 재난위기경감 개입 효과성 연구: 방글라데시 남부 상습 침수지역 거주민의 정신건강 실태를 중심으로)

  • Purpose: This study aimed to verify the impact of Habitat for Humanity Korea's disaster risk reduction intervention on the mental health and satisfaction with life among residents of southern Bangladesh who had constantly suffered from disaster stress due to perennial flooding. Method: The target group was 138 residents who were pre-surveyed in August 2020 and post-surveyed in November 2021. The interventions consisted of individual incremental housing, public facilities for evacuation, and disaster response training for capacity development. The data were analysed using paired sample t-tests for pre-post changes and one-way analysis of variance to identify differences between treatment groups. Result: The results showed significant improvements in residents' depression, anxiety, somatisation and satisfaction with life after the intervention, with significant differences in mental health levels between the intervention treatments. Specifically, relatively higher disaster mitigation effects were found for individual infrastructure improvements and employment facilities compared to disaster response drills. Conclusion: These results demonstrate the positive role of Habitat for Humanity Korea's disaster risk reduction interventions on the mental health recovery of disaster victims and suggest practical approaches that can be applied in disaster risk areas.
