Attitude Conflicts and Asymmetrical Activation of Participation: Candidates, Parties, and the Conservatives in Korea (인식의 부조화와 참여의 비대칭적 활성화: 후보와 정당인식, 그리고 한국의 보수주의)

  • The recent changes in Korean elections are mainly characterized as the downfall of the Conservative party. It is surprising, considering that the conservative party gained the historical support from the electorate in 2012, just several years ago. This paper claims that the downfall of the Conservative party is mostly derived from the perceptual conflicts and inconsistencies in the mind of the conservatives. The findings show clearly both attitude conflicts for the conservatives and its effect of asymmetrical (in)activation of participation. As their preferences to the conservative candidate and party became weaken, the conservatives remained to be inactive participants in elections. On the other hand, the liberals could make political decisions easily, having popular candidate and preferable political party. It suggests that, in order to participate, the electorate needs attractive candidate as well as parties to support in election. To revive as an active political actor, the conservative party should focus on the search of attractive candidates for the conservative electorate and reform the party in accordance with ideological preference of the electorate.

Russia-Ukraine War and a Change in the International Order (러시아-우크라이나 전쟁과 국제질서의 변화)

  • The Russia-Ukraine War was a "three-layer compounded war" between the US and Russia, Russia and Ukraine, and Ukrainian government forces and rebels. First, the war is a phenomenon that occurred when the western sphere of influence seeking to maintain and strengthen the liberal international order and the Sino-Russian sphere of influence seeking a new alternative order collided in Ukraine, a geopolitical fault zone. Second, this war is the result of a typical 'security dilemma' phenomenon caused by the 'chain reaction' game of NATO's continuous expansion and Russia's response. Third, the Russia-Ukraine war was caused by the Russian military projection to prevent the military restoration of Donbas region by Ukraine. Until now, the Western world, led by the US, showed unexpected solidarity after the war despite subtle differences in positions. However, the non-Western world, including China, is not participating in the condemnation and sanctions against Russia. This war will be an important turning point in the existence and change of the current international order that has been formed and is operating since the end of the Cold War. The direction of maintenance/restoration, revision/change, and end/transformation of the current international order is highly likely to be determined depending on the development pattern and method of ending the war.

Prevention of Collision with Other Vessels Using Camera Sensors with Kalman Filter (칼만 필터가 적용된 카메라 센서를 이용한 타 선박과의 충돌 예방)

  • In this paper, we present a method of applying the kalman filter to control and correct errors in camera sensor recognition depending on the sea state environment. First, the specifications of the ship were described and the degree of error due to rolling was measured. After presenting the distance from the surface of the water to the sidelight required for simulation through PKMR-211, the ship selected as the model, error correction was performed using the camera error value as a variable in the feedback control system. In the experiment, the degree of rolling of the ship was expressed as variables 𝛼 and 𝛽, expressed in angles, and the angle change according to distance was compared. When comparing the error before and after applying the kalman filter in sea state 4, it decreased from +1.5556° to -1.1544° in red light regardless of distance, and the same result was confirmed in green light. Through this, calculations were performed considering the movement of the ship according to the maritime environment, and the future maneuverability of the ship was presented after error correction.

  • Inmitten der Flut der privaten und öffentlichen Information gilt die riesige Informationsmenge als Schlüsselressource im Zeitalter der 4. industriellen Revolution, repräsentiert durch Big-Data. Das Interesse an diesen wächst weltweit. Es gibt eine aktive Diskussion darüber, wie man Daten sichert und akkumuliert und wie man die gesammelten Daten sicher und effektiv nutzt. Gesundheitsdaten werden vor allem als die wertvollste Ressource bewertet, für die Big-DataTechnologie eingesetzt wird. Um Gesundheitsdaten sinnvoll zu nutzen, müssen verteilte Gesundheitsdaten integriert und den Benutzern in einer Form zur Verfügung gestellt werden, die für Forschung oder Inspektion verwendet werden kann. In einer Situation, in der große Länder um den Aufbau bzw. die Führung der Datenwirtschaft konkurrieren, wurden im August 2020 auch in Südkorea die sog. „3-Daten-Gesetze" geändert, die das Datenschutzgesetz(DSG) enthälten. Das DSG führte das Konzept der pseudonymen Informationen ein und baute eine Rechtsgrundlage für deren Verwendung auf. Als Folgemaßnahme kündigte die, Kommission für den Schutz personenbezogener Daten(Personal Information Protection Commission: PIPC)' die „Richtlinien für die Bahandlung mit pseudonymen Informationen" und, Ministerium für Gesundheit und Wohlfahrt' die „Richtlinien für die Verwendung von Gesundheitsdaten" an. Gesundheitsdaten stehen direkt in Zusammenhang mit Leben und Körper des Menschen und damit enthalten viele sensible Daten. Es handelt sich also um ein System, das aus einer vorsichtigeren und konservativeren Sicht unter der Voraussetzung verwendet werden kann, personenbezogene Daten sicherer zu schützen. Um die Hauptinhalte der „Richtlinien für Verwendung von Gesundheitsdaten" zu analysieren, überprüften wir zunächst die Hauptinhalte des überarbeiteten DSG. Danach durch die Analyse der wesentlichen Inhalte der „Richtlinien für Verwendung von Gesundheitsdaten" wurden Probleme wie Konflikte mit anderen Gesetzen und Verbesserungsmaßnahmen überprüft.

Effect of Substrate Bias Voltage on the Electrical Properties of ZnO:Al Transparent Conducting Film Deposited on Organic Substrate (유기물 기판 위에 증착된 ZnO:Al 투명전도막의 전기적 특성에 미치는 기판 바이어스 전압의 효과)

  • In this paper, ZnO:Al thin film was deposited on polyethylene terephthalate(PET) substrate by capacitively coupled r. f. magnetron sputtering method from a ZnO target mixed with 2wt[%] Al2O3 to investigate the possible application of ZnO:Al film as a transparent conducting electrode for film typed DSCs. The effect of substrate bias on the electrical properties and film structure were studied. The results showed that a positive bias applied to the substrate during sputtering contributed to an improvement of electrical properties of the film by attracting electrons in the plasma to bombard the growing films. These bombardments provided additional energy to the growing ZnO:Al film on the substrate, resulting in significant variations in film structure and electrical properties. Electrical resistivity of the film decreases significantly as the positive bias increases up to +30[V] However, as the positive bias increases over +30[V], the resistivity decreases. The transmittance varies little as the substrate bias is increased from 0 to +60[V], and as r. f. powers increases from 160[W] to 240[W]. The film with electrical resistivity as low as $1.8{\times}10^{-3}[{\Omega}-cm]$ and optical transmittance of about 87.8[%] were obtained for 1,012[nm] thick film deposited with a substrate bias of +30[V].

A Study on the Introduction of Effective Route Exchange System in the VTS Area (해상교통관제해역 내 효과적 경로교환 체계 도입에 관한 연구)

  • The system that covers gathering, integrating, exchanging, presenting and analyzing of information within ships and shores for the safety and security in Marine Environment is known as e-Navigation Policy. Northern Europe has been conducting research and development. It came up into a concept that deals with ship's route information between vessels as well as vessels to shores which is better known as route exchange system. The research showed substantial advantages on navigational safety by exchanging the route information between vessels in vicinity and vessels to shores. Therefore, upon the adaptation of route exchange System as a major function in integrated navigational system, the existing procedures in VTS could be changed for betterment. In this study, it was verified the effectiveness of route exchange system by the adaptation of a recent collision accident occurred in Korean coast and suggested that route exchange system which would be carried out by the discretion of VTS center in VTS area. Finally, it proposed the new functions for outstanding services and procedures of integrating traffic organization services on coastal VTS for an effective route exchange system in Korean coastal area.

  • Among tile traffic safety facilities, median barriers are installed above 4-lane national roads due to the awareness of haying an effect on preventing the front collision. Studies about the installation effect analysis of median harrier have been carried out through both at home and outside, mainly indicating total accident reduction effect on pertinent sections. In sum, study about how the accident occurrence form is changed at the point classified by the accident type or severity is insignificant. In the case of outside the country, calculating the accident reduction effect according to the type of median barriers is main research and in domestic, though there is a part of researches assessing reduction effect by accident types, it is not reliable in the view or statistics because of using only 1year's before-aftev data installing the facility, So in this Paper. it is the main purpose to presume the accident conversion effect. For this, we conduct an investigation and collect data about 7-year's accident data containing before-after Project, safety facilities foundation records and index of road alignment on the subject of 4-1ane national roads(108.6km) existing median barrier. Next. using the empirical bayes method, we estimate a model construction and accident conversion effect of accident type severity. We expect the result or this Paper will be applied for a policy execution and Presentation of facility standard related to median barrier from now on.

The Effect of Cooperative Learning on Middle School Girls' Science Preferences - Applying the STAD Model in the Unit of Crustal Deformation - (협동 학습이 중학교 여학생들의 과학 선호도에 미치는 효과 - 지각 변동 단원에 STAD 모델의 적용 -)

  • We incorporated cooperative learning focusing on the 'Crustal Deformation' in five classes of second grade students, at an all-girls' middle school of Gimje city. The groups of cooperative learning were composed of four members of students each, according to the heterogeneous level. We conducted a pretest on the students' preference before incorporating the cooperative learning. After ten weeks of cooperative school work, the students took a post test with the same questions as the pretest. The result of this method greatly impacted the change on the students' scientific preference. It means that the students showed a positive change in their awareness of and participation in science classes, compared to before. However it is difficult to distinguish the differences in their scientific attitude on the recognition about scientists and habits which make them think scientifically. This resulted from the short period of ten weeks which is not sufficient to carry out the study strategy effectively. Surveys of the students on cooperative learning indicates that the middle level students prefer this method unlike the higher or lower level students. we are convinced that they can learn from the students of higher level and are able to help the lower level with the interaction through cooperative learning. According to the result of the survey, the method has some weaknesses; it arouses the high noise levels and consequent disturbance due to verbal interaction and of conflicts due to disagreements when they discuss the process. On the contrary, advantages are developing the students's interest in science class, helping them to learn, creating positive participation in class, and fostering mutual collaboration with other students through cooperative learning.

An Analysis on Limited Warfare through the Falkland Islands Dispute (포클랜드제도 분쟁을 통한 제한전 분석)

  • As a result of the Falkland Islands War from April 2 to June 14, 1982, Britain overcame severe economic depression and reclaimed the glory of the former British Empire by winning the war. On the other hand, Argentina was greatly affected by the collapse of a military dictatorship and the birth of a democratic government. This study suggests strategies for responding to maritime disputes that may occur in Dokdo Island in the future by applying "DIME on PMESII" to the Falkland Islands dispute. In particular, the study analyzes how DIME (diplomacy, information, military, and economy) capabilities have an effect as a means of the total national power of a country that effectively controls the disputed territory. Based on the results of this study, the response strategies related to the Dokdo maritime dispute are as follows. First, effective control over the disputed territory should be effectively maintained and strengthened like in Britain. This strategy inspires patriotism, supports the government during warfare, secures a just cause for war, and gains international support. Second, 'DIME on PMESII' was effective in modern warfare by focusing our DIME capabilities on the weaknesses of the other country's PMESII system. That is, wars are not won simply by the conflict of armed forces but by a nation's overall national strength, such as diplomatic, information, and economic capabilities. Third, appropriate strategies for neighboring countries are needed to overcome the possibility of limited warfare in the sea through preparations for Dokdo maritime disputes in the future.

The role of voice onset time (VOT) and post-stop fundamental frequency (F0) in the perception of Tohoku Japanese stops (도호쿠 일본어의 폐쇄음 지각에 있어서 voice onset time(VOT)과 후속모음 fundamental frequency(F0)의 역할)

  • Tohoku Japanese is known to have voiced stops without pre-voicing in word-initial position, whereas traditional or conservative Japanese has voiced stops with pre-voicing in the same position. One problem with this devoicing of voiced stops is that it affects the distinction between voiced and voiceless stops because their voice onset time (VOT) values overlap. Previous studies have confirmed that Tohoku speakers use post-stop fundamental frequency (F0) as an acoustic cue along with VOT to avoid overlap. However, the role of post-stop F0 as a perceptual cue in this region has barely been investigated. Therefore, this study explored the role of post-stop F0 in stop voicing perception along with VOT. Several perception tests were conducted using resynthesized stimuli, which were manipulated along a VOT continuum orthogonal to an F0 continuum. The results showed no significant regional difference (Tohoku vs. Chubu) for nonsense words (/ta-da/). However, for meaningful words (/pari/ 'Paris' vs. /bari/ 'Bali,' /piza/ 'pizza' vs. /biza/ 'visa'), a significant word effect was found, and it was confirmed that some listeners utilized the post-stop F0 more consistently and steadily than others. Based on these results, we discuss innovative listeners who may lead the change in the perception of stop voicing.
