As the era of AVs (Automated Vehicles) comes to a close, many researches related to AVs have been conducted. Up until now, research on traffic flow impact of AVs has been the main topic, and research on traffic management for AVs is still in beginning stage. This study analyzed the effect of Dynamic Merge Control (DMC) in manual vehicle (MV) and AV environment at work zone. Dynamic Late Merge (DLM) and DLM with Dynamic Early Merge (DEM) are compared by simulation. Simulation results showed that DLM improves travel time and work zone throughput compared to no merge control case in both MV and AV environment. In the case of additional operation of DEM, the improvement effect was not observed in MV environment, but it was improved in AV environment. As a result, DMC operation in AV environment was as effective as the improvement in transition from MV to AV environment. Therefore congestion reduction at freeway work zone by DMC will be possible in future AV environment, and the improvement of DMC can be suggested.

국가계약법 시행령이 개정됨에 따라 재정경제부는 공사계약 일반조건, 입찰조건, 입찰유의서 등 회계예규를 개정하고 지난 10월 12일부터 시행에 들어갔다. 개정된 시행규칙은 공사계약일반조건에서 설계서와 물량내역서 등의 범위에 대한 정의규정 보완/손해보험 관련 손해공제 포함/설계변경 관련 조문정리/설계변경 계약금액조정 제한대상 추가 및 입찰금액조정 규정 마련/특정규격의 자재별 가격변동에 따른 계약금액조정 관련 등이 개정되었고, 공사입찰유의서에는 입찰에 관한 서류의 열람 및 교부/입찰무효사유 보완/낙찰자가 부적격자로 판명된 경우 낙찰자 결정 방법 개선/조문정리 등이 개선되었다.

내역입찰제도 개선, 적격심사항목 보완, 적격심사 이행관리계획 미준수 업체 제재사유 추가, 정정공고 근거규정 마련 등을 주요 골자로 하는 국가계약법 시행령 및 시행규칙이 제.개정되어 지난 10월 10부터 시행에 들어갔다. 개정된 시행규칙은 1억원 미만 소규모 공사는 물량내역서가 계약서에 포함되지 않아 발주기관의 물량산정 오류시 설계변경이 불가능해 소규모 공사에서 경제적 피해가 많이 발생되어 민원이 제기됨에 따라 우리협회는 재정경제부에 "1억원 미만 소규모 공사도 계약서에 물량내역서가 포함되도록" 건의한 결과 우리협회의 의견이 반영되었다.

건설산업기본법시행령.시행규칙이 지난 해 12월 28일 개정되어 1월 1일부터 시행에 들어갔다. 이번에 개정된 시행령은 기계설비공사업 업역 확대 및 국민연금, 건강보험료 비용정산 등을 주요 내용으로 개정되었다. 대한설비건설협회는 시행령.시행규칙 개정 과정에서 업역확대를 주목표로 설정하고 신규 사업분야인 시스템에어컨 설치공사, 지열냉난방설치공사, 자동제어 분야에서 전기.통신과 업역다툼이 있었던 자동원격검침 설비공사, 지능형 제어시스템 설치공사 등을 기계설비공사업역에 추가시켰다. 이로써 지난 해 건산법 개정 시 기계설비만 겸업제한 폐지를 4년 유예시킨 성과에 버금가는 성과를 거두었다. 또한 대한설비건설협회는 국민연금, 건강보험료의 비용 정산을 민간공사에도 도입될 수 있도록 끊임없이 건의하여 이번에 개정됨으로써 회원사의 보험료 납부 부담을 줄일 수 있게 되었다. 건산법 시행령·시행규칙의 주요 개정 내용 및 설비건설업과 관련한 신.구조문 대비표는 다음과 같다.

To confirm the stability of a cut slope in the road extension construction site, several investigations were carried out and countermeasures of slope was studied. This paper describes a study of design case of extra reinforcement on existing cut slope reinforced by preloading and piles in roads. To investigate the effect of stabilizing piles installed in a cut slope, an instrumentation system also designed, was. As a result that the stabilizing file and earth anchor are considered as the extra reinforcement, both stabilizing pile and earth anchor guarantee the stability of cut slope. However, stabilizing pile is selected in aspects of economy and continuity to the existing cut slop reinforcement including counterweight fill and stabilizing piles.

There is currently applied to the unit cost per a distance (KRW/km) for estimating the conceptual cost of civil work on basic planning stage of high speed railroad. This unit cost is an arithmetic average value based on historical data, which could be in big error. It also is difficult to explain the deficiency comparing the estimated cost derived from next basic design stage. This study provides the conceptual estimation model using by the parametric method and regression analysis. Independent variables are the distance and the geological materials (earth, weathered rock, soft-rock, hard-rock), extracting from the actual data to 36 contracts. The deviation between the unit costs estimated using the developed model and the actual cost data is presented in the range from -0.4% to +31%. This range is acceptable compared the typical range "-30% to + 50%". This model will improve the accuracy of existing method and be expected to contribute to effective total cost management and the economic aspects, reduce the financial expenditure.

향후 10년간 그린벨트 100$km^2$와 뉴타운 25곳이 추가 개발돼 500만 가구의 주택이 들어선다. 국토해양부는 내년부터 2017년까지 수도권 300만가구를 포함해 전국에 500만 가구를 짓는 내용의 '국민 주거안정을 위한 도심공급 활성화 및 보금자리주택 건설 방안'을 확정 발표했다. 특히 120조원이 투입돼 150만가구가 지어질 '보금자리 주택'은 사업기간이 1년 6개월로 줄고 분양가도 현행 분양가상한제 적용 때 보다 15% 낮게 책정된다. 여기서 설비업계의 관심을 끌고 있는 것은 보금자리 줕택 건설 시 유통구조를 개선하여 15%까지 원가절감하는 방안으로, 현재의 '공사 $\rightarrow 종합공사업자(원도급) $\rightarrow 전문공사업자(하도급)의 도급구조를 공사 $\rightarrow 시공사로 합리화한 것이다. 이는 그동안 대한설비건설협회가 정부와 국회 등 관계요로에 줄기차게 건의했던 CM에 의한 분리발주제도를 정부에서 공식적으로 채택한 것이다. 대한설비건설협회는 이를 계기로 앞으로 직영공사방식이 더욱 확대될 수 있도록 노력할 계획이다.

용지경계의 불부합은 공사 현장의 용지 보상 때마다 발생되는 커다란 문제점으로 대두대고 있으며 이로 인한 공사비증액, 재설계, 공사지연등 많은 국가적 예산을 소모하고 있는 실정이다. 이에 금번 연구에서는 "광명시대로 3-15호선 외 2개도로 개설공사"에 대하여 용지 불부합에 대하여 그 원인을 분석 하였다. 그 결과 연속지적도와 지형의 불일치로 인하여 공사용지보상선이 3m-4m 좌측으로 편측되어 있음을 알 수 있었으며 이로 인한 추가 용지보상과 재설계가 불가피 하게 되었다. 향후 연속지적도의 좌표체계의 정확도 개선 및 수정 그리고 지형 지적도의 일치하는 작업이 시급한 것으로 나타났다.

KBS를 비롯한 지상파방송 3사는 실시간 UHD방송과 VOD 온라인 동영상 서비스가 결합된 세계 최초의 지상파 양방향 UHD 플랫폼인 Tiviva(이하 티비바) 서비스를 2017년 11월 오픈하였다. 티비바는 별도의 셋톱박스 없이 UHD TV에 직접수신 안테나와 인터넷을 연결하여 지상파 방송사의 실시간 방송 채널 외에 다양한 UHD VOD와 클립을 이용할 수 있고, 스포츠와 드라마, 종편(JTBC, MBN), 영화 등 50여 개의 IP채널을 추가로 볼 수 있는 서비스이다. 이후 2018년 1월에는 이용자 편리성과 자동추천 기능 등 UI/UX를 크게 개선한 티비바 2.0을 업데이트 하였고, 평창올림픽 기간에는 전 경기 실시간 스트리밍 및 올림픽특별관을 운영하였다. 2018년 6월 러시아 월드컵 기간에는 축구 경기 UHD HDR 방송 중계와 함께 티비바를 통한 HDR VOD를 최초로 서비스하여 스포츠 경기를 즐기는 또다른 즐거움을 선사하였다. 본 논문에서는 러시아 월드컵 HDR VOD 서비스를 준비하고 시행하기 위한 시스템 설계 및 진행과정, 기술 이슈 등에 대해서 기술하려고 한다.
