Comparison Analysis on Status of Domestic & Overseas Vessel Fire Accident and Relevant Standards for the Fire Retardant Structure (국내외 화재발생현황 및 관련 방화구조 기준 비교 분석)

  • 유리강화섬유(FRP,Fiber Reinforced Plastic)은 가볍고 내구성등이 우수하여 가공하기 쉬워 선박건조, 특히 어선의 건조재료로 많이 활용되고 있으나, FRP의 재료인 매트와 로빙이 인화성을 가진 수지와 접합되어 화재에는 매우 취약한 특성을 가지는 특성을 가진다. 최근 10년간의 중앙해양안전심판원의 어선화재 재결서 분석결과 전체의 약80%에 해당하는 화재사고가 기관실에서 발생하였다. 이에 새로 출범한 해양수산부는 FRP선박의 구조기준을 개정하여 총톤수10톤 이상 선박의 기관실에 대한 방화조치를 그 이하선박까지로 적용 확대하였으며, 어선구조기준 역시 행정규칙 행정예고를 통해 강화하려는 움직임을 보이고 있다. 본 지에서는 국내외 화재사고 발생현황 및 관련 규제 내용을 비교 분석하여 제시하였으며 분석결과, 일반선박의 방화조치에 대한 규제는 거의 유사하였으나 어선관련 규제의 경우, 영국의 규제가 가장 강화되어 있었으며 관련 화재사고 발생현황도 국내 및 일본과 비교해 보았을때 같은 기간 발생한 일반선의 화재발생척수 대비 어선의 화재발생척수가 적은것을 확인할 수 있었다.

  • 국제해사기구(IMO)에서는 황산화물(SOx)에 대한 배출 규제를 강화하고 있다. 2020년 1월 1일부터는 황함유량 0.5% 이하 선박연료유 사용을 의무화하고 있다. 그리고 온실가스 배출량 모니터링을 2019년 1월 1월부터 시행하여 총톤수 5천톤 이상 선박은 연료유 사용량을 의무적으로 보고해야 한다. 또한 배출통제구역(Emission Control Area, ECA)이 확대되고 있으며 지역별로도 저유황유 사용 의무화를 도입하는 항만이 증가하고 있다. 이와 같이 항만구역에서 선박 배기가스 배출 규제를 강화하고 있다. 본 연구에서는 컨테이너 물동량이 증가하고 있는 서산 대산항 컨테이너 부두를 중심으로 항만구역에서 배출되는 배기가스를 산출하였다.

  • 본 연구는 공단이 수행하고 있는 중소형 강선 건조검사에 대한 현장 건조검사 매뉴얼 개발을 목표로 하여, 공단의 강선건조검사 수행 현황, 기준 및 검사공정을 분석하고 검사 관련하여 공단이 보유하고 있는 매뉴얼의 현황을 조사하여 현장검사 매뉴얼을 작성하기 위한 그 구성 및 범위를 정하였다. 위의 조사 내용을 바탕으로 개발된 현장 건조검사매뉴얼은 총톤수 500톤 미만의 선박길이 24m 여객선을 대상으로 하였으며, 선박 건조 공정 순으로 관련 검사사항 및 참고사항을 나열하고 그림과 도면 등을 첨부하여 건조검사 경력이 없는 검사원이 활용할 수 있는 보기 쉬운 매뉴얼이 되도록 하였다.

A Study on the Lights and Shapes for the Small Fishing Vessel and the Vessels Towing and Being Towed (소형어선 및 예인선단의 등화 및 형상물에 관한 고찰)

  • This study aims at reviewing first the cases of marine accidents of small fishing vessels and vessels towing and being towed and, the problems concerning such lights and shapes that could be misunderstood for those in concerned Rules, or that could impair their distinctive characteristics or obstruct to keep a proper look-out. And then I wish to make a suggestion of the necessity of amending the National Laws which stipulate the rules for the ship's lights and shapes as follows; Firstly, by amending the "Standard of Construction and Equipment for the Less Than 10 Gross Tonnage of Small Fishing Vessels" small fishing vessel must be equipped with the lights and shapes that are the same as those of "vessel engaged in fishing" prescribed by Rule 26 of the "COLREG 1972" and Rule 84 of the "Maritime Safety Law Act". Secondly, "Standard of Fishing Vessels Equipment" which stipulate the rules concerning the exception of the running lights and radar reflector for the small fishing vessels must be amended to meet the requirement of Rule 20 of the "Maritime Safety Act". Thirdly, the definition of "Length of the tow" which prescribed by Rule 2 of the "Maritime Safety Act" must be amended to meet the Rule 24 of the "COLREG 1972". And also I wish to adhere to the importance of displaying the adequate vessel lights and shapes by every mariner for preventing marine accidents.

Performance of Magnetic Compasses Installed on the Small Fishing Vessels (연안어선 자기컴퍼스에 관한 연구)

  • The magnetic compass as a principal navigational instrument has been long used to fix ship's position and to determine ship's course. Particularly, in the small fishing vessels the studies on performance and rational usages for magnetic compass are requried to improve the safety and productivity of the small fishing vessels even though gyro compass is developed nowadays. For this purpose, the author examined the present condition of the magnetic compasses which are intalled on 219 small fishing vessels, and carried out a series of performance survey for each compass of them and also found the measured values of deviation by installation position of compass, respectively. The results obtained are summarized as follows: 1. The small fishing vessels less than 4 tons among the 219 small fishing vessels from 1 to 10 tons investigated were 50% of them. Only 1% of them were equipped with the deviation correctors, and 14 fishing vessels used the magnetic compasses which are more than 20 years old. 2. According to the compass installation position, the measured values of the deviation of the compass installed on the top bridge and the compass bed in bridge were ascertained to be the smallest, and those values of the compass installed on the bridge deck above engine room were larger and irregular. 3. The concomitant angle of the magnetic compasses installed on the experimented 4 fishing vessels were measured to be 6$^{\circ}$ to 16$^{\circ}$ and not accorded with the Korean standard values.

A Study of Multi Hull Form Design for Small Leisure Fishing Vessels (소형 레저어선의 다동체 선형설계 연구)

  • The vessels, already built and is operating in Korea, have the hull form of catamaran, with LOA(Length Over All) 15 m, LBP(Length Between Perpendiculars) 12 m, GT(Gross Tonnage) 9.77ton, Light Load Displacement 15.1ton. Korean Society of Ship Inspection & Technology, Chungnam National University, Inha University, Seoul National University and Advance Marine Tech co. ltd developed by cooperation it for fishing vessels. And it used FRP(Fiber Reinforced Plastics) for hull material and main engine of diesel $360ps{\times}2800rpm{\times}2sets$ with a water jet system. Based on these results, this paper describe small leisure fishing vessels with multi-hull, in relation to the project of CTYS(Regional Reserch Center for Transportation System of Yellow Sea Inha University) that aimed to development of trimaran hull form(LOA=17m, LBP=14m(Side Hull=6m), GT=9.77ton, Light Weight=11.2 ton).

A Study on Securing a Stable GM for Each Ship Type Considering the Ship's Operating Status (선박의 운항 상태를 고려한 선종별 안정적인 GM 운용에 관한 연구)

  • Recently, the occurrence of a ship capsizing was analyzed as the main cause of the lack of stability or loss because of the improper management of the center of gravity, the movement of cargo or heavy weight when excessive steering occurs or when navigating during bad weather. Thus, to prevent a ship from capsizing, it is necessary to secure stability to enable the ship's return to its upright position, even if a dangerous heel occurs. The GM is a crucial evaluation factor regarding stability, which the navigation officer uses to preserve stability. In this study, based on the stability data collected from the operating of ships for five years, The GM by ship's type according to the operating status was analyzed specifically such as a ship's length, breadth, and gross tonnage. The feature of the GM distribution according to a ship's length was confirmed, and after performing the correlation analysis between the breadth and the GM, the ratio of the GM to breadth was calculated, and the result was compared with the previous ratio. Additionally, a simple approximation formula and minimum GM for the estimation of the GM by ship type were proposed by the regression analysis of the GM using the gross tonnage (GT)/breadth (B) to reflect the trend of larger ships being built. The results of this study are expected to be used as data for the review of securing a stable GM on ships.

A Study on Mobile Application Development for Self Inspection Approval System of Small Fishing Vessels (소형어선 자체검사승인제도를 위한 모바일 애플리케이션 개발에 관한 연구)

  • According to the statistics of marine accidents occurring in Korea since the past 10 years, the proportion of small fishing boats having a gross tonnage of less than 10 tons was confirmed to be as high as 47.51% of the total marine accidents. Additionally, the trend of marine accidents involving small fishing boats has been increasing steeply compared with that of other ship types/sizes (gross tonnage); hence, countermeasures must be prepared urgently. The Korea maritime transportation authority proposed the introduction of a self inspection system to improve the ship inspection system of small fishing vessels. Futhermore the Ministry of Oceans and Fisheries recently prepared and implemented the 'Remote Method of Vessel Inspection Guidelines' to introduce non-face-to-face inspection methods. In this study, a self inspection approval system was presented as a method for reducing marine accidents of small fishing vessels. Moreover, a mobile application was developed to prepare a standardized remote method, and its effectiveness was analyzed. Resultantly, the necessity of introducing a mobile application-based ship inspection system was confirmed with the introduction of a self inspection approval system that could induce voluntary safety management in fishing vessel owners. Additionally, we confirmed that the self inspection approval system could effectively reduce marine accidents by raising the safety awareness of ship owners.

A Study on the Main Issues Regarding Business Acts Related to Leisure Boats (레저선박 관련 사업법상 주요 쟁점사항에 관한 고찰)

  • This study examined business acts related to leisure boats, so as to investigate the differences of regulations and things to be supplemented, as well as to suggest improvement measures. In order to achieve this purpose, the authors analyzed the respective legislations. The Acts on businesses using leisure boats(or power-driven water leisure crafts) are the Marine Transportation Act, Excursion Ship and Ferry Business Act, Water-Related Leisure Activities Safety Act, and Act on the Development, Management, etc. of Marinas. These Acts have differences in regulations, in terms of gross tonnage, the age of vessels, crewman, and the liquor traffic. These differences can cause problems such as adjusting the gross tonnage of the vessel by modifying the structures of the facilities, assigning old vessels, sailing without crewmen required for safety, and going against fairness in the liquor traffic in similar businesses. Such differences appeared to be caused by the lack of understanding of leisure boats and the series of new legislation which have been added one by one. It is required to raise the understanding on the characteristics of leisure boats and reflect them in the legislation.

Determining Input Values for Dragging Anchor Assessments Using Regression Analysis (회귀분석을 이용한 주묘 위험성 평가 입력요소 결정에 관한 연구)

  • Although programs have been developed to evaluate the risk of dragging anchors, it is practically difficult for VTS(vessel traffic service) operators to calculate and evaluate these risks by obtaining input factors from anchored ships. Therefore, in this study, the gross tonnage (GT) that could be easily obtained from the ship by the VTS operators was set as an independent variable, and linear and nonlinear regression analyses were performed using the input factors as the dependent variables. From comparing the fit of the polynomial model (linear) and power series model (nonlinear), the power series model was evaluated to be more suitable for all input factors in the case of container ships and bulk carriers. However, in the case of tanker ships, the power supply model was suitable for the LBP(length between perpendiculars), width, and draft, and the polynomial model was evaluated to be more suitable for the front wind pressure area, weight of the anchor, equipment number, and height of the hawse pipe from the bottom of the ship. In addition, all other dependent variables, except for the front wind pressure area factor of the tanker ship, showed high degrees of fit with a coefficient of determination (R-squared value) of 0.7 or more. Therefore, among the input factors of the dragging anchor risk assessment program, all factors except the external force, seabed quality, water depth, and amount of anchor chain let out are automatically applied by the regression analysis model formula when only the GT of the ship is provided.
