  • 해상 교통 관제를 함에 있어서 선박간의 충돌 사고를 미연에 방지하기 위해 관제사의 의사 결정을 도울 수 있는 기술들이 많이 개발되고 있다. 관제 시 선박간의 충돌 위험을 판단하고 사고를 미연에 방지하기 위해, 관제사들이 가장 빈번하게 사용되는 기능이 CPA와 거리/방위각 측정기능이다. 하지만, 기존 해상관제 시스템들은 이러한 기능들이 독립적으로 구성되어 있어, 관제사들의 신속한 업무 처리를 방해할 뿐만 아니라, 관제사의 업무 피로도를 종종 증가시킨다. 본 논문에서 제안한 방법은 관제사 설문조사를 통해 수렴된 내용을 토대로 기존의 CPA, 거리/방위각 측정 기능을 보완하여 CPA 계산 시 선박 조우 정보를 제공하고, 관제사로 하여금 충돌예상 선박들에 대해 신속한 초동 조치 지시를 가능하게 한다.

Proposal for Wind Wave Damage Cost Estimation at the Southern Coastal Zone based on Disaster Statistics (재해통계기반 남해연안지역 풍랑피해액예측함수 제안)

  • The natural disasters such as typhoon, earthquake, flood, heavy rain, drought, sweltering heat, wind wave, tsunami and so on, are difficult to estimate the scale of damage and spot. Also, these disasters were being damaged to human life. However, if based on the disaster statistics the past damage cases are analyzed and the estimated damages can be calculated, the initial damage action can be taken immediately and based on the estimated damage scale the damage can be mitigated. In the present study, therefore, we proposed the functions of wind wave damage estimation for the southern coast. The functions are developed based on Disaster Report('91~'14) for wind wave and typhoon disaster statistics, regional characteristics and observed sea weather.

Rapid Earthquake Location for Earthquake Early Warning (지진조기경보를 위한 신속 진앙위치 결정)

  • Economic growth, industrialization and urbanization have made society more vulnerable than ever to seismic hazard in Korea. Although Korea has not experienced severe damage due to earthquakes during the last few decades, there is little doubt of the potential for large earthquakes in Korea as documented in the historical literature. As we see no immediate promise of short-term earthquake prediction with current science and technology, earthquake early warning systems attract more and more attention as a practical measure to mitigate damage from earthquakes. Earthquake early warning systems provide a few seconds to tens of seconds of warning time before the onset of strong ground shaking. To achieve rapid earthquake location, we propose to take full advantage of information from existing seismic networks; by using P wave arrival times at two nearest stations from the earthquake hypocenter and also information that P waves have not yet arrived at other stations. Ten earthquakes in the Korean peninsula and its vicinity are selected for the feasibility study. We observed that location results are not reliable when earthquakes occur outside of the seismic network. Earthquakes inside the seismic network, however, can be located very rapidly for the purpose of earthquake early warning. Seoul metropolitan area may secure $10{\sim}50$ seconds of warning time before any strong shaking starts for certain events. Carefully orchestrated actions during the given warning time should be able to reduce hazard and mitigate damages due to potentially disastrous earthquakes.

  • 본 논문에서는 선박간의 충돌이나, 항구시설과의 충돌 등으로 선체에 파공이 발생하여 선박내부에 저장되어 있던 해수 및 오염물질이 해양으로 유출되는 해양 재난상황에서 원격제어 방식으로 파공봉쇄장치가 선체 외벽에 부착 이동을 통해 파공부에 접근하여 파공을 봉쇄할 수 있는 장치를 개발하고 성능을 실험적으로 연구 하였다. 이러한 장치는 인력투입이 불가능한 상황에 신속한 초동 조치를 취할 수 있으며 인력으로 불가능한 압력으로 유출되는 상황에서도 봉쇄가 가능한 장치로 개발하였다. 본 연구를 통해 파공부를 직접적으로 봉쇄하는 장치인 봉쇄 패드의 성능시험의 결과 직경 150mm 파공에서 유출압 0.1~0.75bar의 상황에서 안정적인 봉쇄성능을 실험적으로 검증하였다. 또한 봉쇄패드가 결합된 통합방재로봇인 외부 투입형 선박파공 봉쇄 장치를 원격제어하여 0.1 bar의 압력에서 봉쇄 성능 시험을 성공하였다.

Study on Preventing Retaliation against Crime Victims (범죄피해자에 대한 보복범죄 방지 대책에 관한 연구)

  • The guarantee of citizens' safety from crime is the reason for a nation's existence according to the social contract, and it is also a salient task in securing the citizens' right to the pursuit of happiness, which is a constitutional right expressing the nation's duty to its citizens. First, a procedure must be made mandatory that corresponds to the Miranda rule applied during the arrest of criminal suspect, which verifies whether there exists a risk of retaliatory crime to the victim of crime, crime reporter, or witness following their report of a crime or testimony. A measure to punish those who violate this should be devised. The second is the improvement of related laws and systems, such as expanding the scope of persons subject to protection from retaliatory crimes under the current law and strengthening information protection. Third, a retaliatory crime risk evaluation index must be developed, and the evaluation results must be quantified to clearly state measures and responsibilities, in detail, for personal safety at each level of intensity. The fourth is the expanded implementation of proactive personal safety measures for victims of crime and witnesses, as well as the development and application of advanced techniques. The last is a change in the perception s of those working for the judicial body. From the initial investigation stage of the crime to the diagnosis regarding the possibility of retaliation perpetrated on an ex-convict through psychological tests, systems of general cooperation, and mutual assistance must be established.

The Educational Need of Forensic Medicine for Emergency Medical Technicians in 119 Rescue Service (119구급대 응급구조사에 대한 법의학교육의 필요성)

  • An Emergency Medical Technician (EMT) is a well-trained emergency responder to provide emergency medical services to the critically ill and injured patient. In various situations, EMT may destroy potential physical evidences associated with the crime scene or determination of real cause of death. This study was aimed to evaluate the educational need of forensic medicine in Korean EMT. Questionnaires were administered to 592 EMTs during March 2007. The response rate was 60.3%(357 EMTs). In questionnaires there were 13 questions regarding the general characteristics, 16 questions about roles of EMTs related with forensic circumstances, 9 questions about the education related to forensic medicine. Questionnaires rated on a 4-point Likert scale or 5-point Likert scale. Most of 119 rescue EMTs had experienced with situations related to crime or unexpected sudden death. EMTs had arrived to the scenes earlier than police and complained of some difficulties related with deficit of forensic knowledge. EMTs wanted to receive continuous educations about forensic medicine. In order to reduce dissatisfaction with EMTs roles and to improve crime scene preservations, Emergency Medical Services policies should provide regular educational curriculum by forensic pathologists and promote legal responsibilities for 119 rescue EMTs.

Oil Fence Durability Enhancement for Marine Environmental Protection : Improvement of Inspection Process (해양환경 보호를 위한 오일펜스의 내구성 향상 : 검정제도 개선 방향)

  • Oil fences effectively prevent the spread of oil spilled in the sea, thereby reducing the damage to the marine environment. However, the fence is damaged by oil and structures at the accident site and is discarded. When incinerated disposal method for discarded fences, fine dust, and harmful materials are generated. Moreover, as a part of the damaged fence is dumped into the sea, it may cause secondary environmental pollution, such as microplastics. Therefore, in this study, durability was measured using the most common solid foam type oil fences. As a result, the reduction rate of after five days of contact was 13 % in seawater and 3 % in oil, affected by temperature changes. Thus, the durability of the fence should be improved because it is exposed to seawater and oil and affected by wind, light, and waves depending on the weather conditions. Therefore, we suggest a method to improve the oil fence inspection to strengthen the durability of the fence's fabric part.

Study on the Plan to Reduce the EVENT of the Gas Regulator (정압기 EVENT 감소방안 연구)

  • The Gas Regulator EVENT is a signal sent by the Remote Terminal Unit(RTU) installed in each local gas regulator (hereinafter referred to as "regulator"), and is an abnormal alarm that can be intuitively checked in our client server. This is an important data that enables immediate dispatch order and initial action in the situation room when a regolator abnormality occurs, and can analyze the cause of the regulator abnormality. Looking at the trend of EVENT data for regulator over the past three years, there is a clear trend of increasing unchecked EVENT data. The increase in non-checking event (actual abnormality or noise event) may mean that firstly, mechanical or pressure abnormality occurs in the actual regulator, and secondly, there is no abnormality in the actual regulator, but communication error occurred in the RTU, reset. EVENT Data may be formed as if an abnormality occurred in the static voltage due to an error, sensor error, power failure (instantaneous power failure), etc. Among them, this study analyzed the recently generated unchecked EVENT data to identify critical noise events among RTU errors, which are noise events, and reviewed ways to increase the reliability of Regulator EVENTs by reducing them.

  • 최근 기후변화와 여름철 고온 등으로 인한 녹조현상, 각종 사고로 인한 화학물질 및 유류 유출 등 수질오염과 관련된 사회적 관심이 높아지고 있다. 특히, 화학사고로 인한 유해화학물질 유출은 접촉시 인체에 악영향을 끼치며, 대기 수질 토양을 오염시키고 주변 농작물의 변색이나 괴사를 유발하는 등 발생 시 적절한 조치와 대응이 필요하다. 환경부에서는 유해화학물질 유출사고로 인한 국민건강 및 환경상의 위해를 예방하기 위해 화학물질관리법과 화학물질 등록 및 평가에 관한 법률을 제정하여 유해화학물질을 관리하고 사고에 대응하고 있다. 그러나, 화학사고 발생 시 현장인력에 의존해 공장 인근의 먼지, 악취 등을 감시하거나 화학물질의 유출이 우려되는 곳에 제한적으로 검출센서를 설치해 사고를 감시하고 있으나 미설치 지역에 대한 능동적 탐지가 어렵고, 공간적 분포 탐지가 불가능하여 초동 대응에 한계가 있다. 한편 최근 초분광 영상을 활용하여 물질 고유의 특성을 분석함으로써 토지피복, 식생, 수질 등의 식별에 활용되고 있어 화학물질 감지 가능성도 보여주고 있다. 하지만, 초분광 센서를 활용한 하천의 화학물질 감지를 위한 연구는 아직 미비한 실정이다. 이에 본 연구에서는 우선 유해화학물질의 일종인 황산, 염화티오닐, 톨루엔을 대상으로 지점 분광복사계로 촬영하여 각각의 화학물질이 갖는 분광특성을 수집하여 초분광 영상으로 상호 구분이 가능한 지 확인하고자 하였다. 이상치 검출 및 신뢰도 높은 자료를 구축하기 위해 다회 반복촬영하였으며 반사도의 표준화를 위해 백색판을 동시에 측정하고 이를 정규화하여 분광 라이브러리를 구축한 결과, 대상 화학물질 별 식별이 가능하다는 결과를 도출하였다. 이러한 가능성에 기반하여 추가적인 유해화학물질 분광 라이브러리 데이터베이스를 구축하면, 사고물질의 식별 및 농도를 즉각적으로 확인하고 실시간 모니터링에 적용하여 신속하게 화학사고 발생여부 감지 및 대응에 활용될 것으로 기대한다.

  • In recent years, dangerous materials and gas leak accidents have been frequently occurred. The hazardous materials storage facility accidents are not rapidly controlled when a leak is detected, unlike other chemical plants can be controled. Externally, the human has to approach and respond to the source of leaking directly. As a result, the human and material damage are likely to larger result in the process. The current approach has been passive response after ringing the alarm. In this study, the suggested tracking system of the leak resource is designed system to track the resource actively by utilizing the mobile sensor robot platform, which can be made easily through recent rapid development technology, is verified through prototype system. Thus, a suggested system should pave the way for minimizing the spread and damage of the accident based on the exact site situation of the initial leak and quick and early measures.
