  • In practice of urban redevelopment promotion projects, since the decision-making is dependent on the verbal agreements between the participants, planning changes are frequently occur. A master plan can be utilized as an effective feedback and adjusting means for decisions. It is a difficult to establish a master plan quickly and effectively to consider the large number of information. Effective decision support system that can storage and retrieval information items systematically and efficiently necessary when planning master plan is required. In this study, a data-warehouse prototype that supports the master planning at early stage was suggested. A metadata index database was developed by identifying information items of base survey results and master plan cases. Also user interface for information searching was presented. The applicability of the prototype was evaluated by case application. It was found that the prototype allows effective searching of desired information through meta data.

  • Those land cover maps have widely been used in various fields, such as environmental studies, military strategies as well as in decision-makings. This study proposes a method to extract training data, automatically and classify the cover using ingle satellite images and national land cover maps, provided by the Ministry of Environment. For this purpose, as the initial training data, those three were used; the unsupervised classification, the ISODATA, and the existing land cover maps. The class was classified and named automatically using the class information in the existing land cover maps to overcome the difficulty in selecting classification by each class and in naming class by the unsupervised classification; so as achieve difficulty in selecting the training data in supervised classification. The extracted initial training data were utilized as the training data of MLC for the land cover classification of target satellite images, which increase the accuracy of unsupervised classification. Finally, the land cover maps could be extracted from updated training data that has been applied by an iterative method. Also, in order to reduce salt and pepper occurring in the pixel classification method, the MRF was applied in each repeated phase to enhance the accuracy of classification. It was verified quantitatively and visually that the proposed method could effectively generate the land cover maps.

  • The 106 buildings of 200 meters' height or greater were completed around the world in 2015 (CTBUH, The Council on Tall Buildings and Urban Habitat). They beat every previous year on record, including the previous record high of 99 completions in 2014. This brings the total number of 200-meter-plus buildings in the world to 1,040, exceeding 1,000 for the first time in history and marking a 392% increase from the year 2000, when only 265 existed. South Korea recorded three completions during 2015 - improving slightly over 2014, in which it had one. This study focused on the fact that high-rise building development project risks have not reduced in Korea in spite of numerous studies and measures. And it attempted to examine whether existing studies and measures have been presented on the basis of the accurate analysis of existing studies and measures and classify and analyze the characteristics of each phase' s risk factors in the hope that its results would be one reference point as to the measure to prevent high-rise building development project risks in the future. A high-rise building development project is the high risk project as compared with the low-rise project. Because a high-rise development project takes long and is very sensitive to the changing environment. Therefore, in order to succeed the project it becomes necessary to effectively manage the risk involved in the process of the high-rise building development project. The result of this study can be used as the guideline to make the risk management system for the high-rise development project.

  • For the last several months, abortion debates have sparkled in Korea. The government has escalated the need of active punishment of illegal abortions to solve low fertility problems, while some obstetricians and gynecologist have proclaimed stoppage of illegal abortions suing colleague doctors who has conducted illegal abortions. Women's rights groups and researchers have also responded to the abortion debate claiming that women's decisions over their pregnancy are important in making of abortion policies. To contribute to Korean abortion debates, his paper aims to analyze European experiences of abortion polices in relation to the consequences on women's health. For the analysis of European abortion experiences, three countries - Ireland, U.K, and Netherland -are chosen. These three countries are selected since their legal and social acceptance of abortion and the level of safe abortion system are different. Each country is reviewed by national abortion policy, legal regulation, medical system and the role of civil society. The analysis shows several implications for abortion debates occurring in Korea. Various systematic policy mechanisms - abortion on women' request, abortions without complicated doctor's referrals, transparent and anonymous counseling and information provision regarding abortion, training and education for medical professionals to guarantee high quality abortion, abortions funded publicly for women to improve their access to abortions, steady monitoring and auditing abortion procedures and outcomes for safe abortion and so on - are required in Korean society. Two track procedures - safe abortion on women's request and prevention of unwanted pregnancy - are needed for reproduction of healthy women and society.
