본 연구는 항공기 소음이 주택가격에 미치는 영향을 헤도닉가격기법을 적용하여 분석하고자 하였다. 국제공항이 인천으로 이전하기 전 서울지방항공청장이 소음피해지역(제1종, 제2종 및 제3종)으로 고시한 김포공항 주변의 아파트 가격을 주요 분석 대상으로 하였다. 소음측정단위로는 세계민간항공기구가 권장하는 연속적 동등소음감지단위(Weight Equivalent Continuous Perceived Noise Level: WECPNL)를 사용하였다. 2000년도 여름에 매매된 총 220가구를 대상으로 아파트의 실질거래가격과 소음측정단위, 가구속성 및 지역관련 변수를 사용하여 헤도닉 방정식을 추정한 결과 소음변수를 비롯 아파트 평수 및 방의 개수를 나타내는 변수에 대한 계수의 추정치는 통계적으로 매우 유의적으로 나타났다. 분석대상지역에 있어 항공기 소음의 한계내포가격은 평균 마이너스 340여 만 원으로 추정되었다. 이 추정치는 다시 말해 소음감지단위인 WECPNL이 한 단위 증가하게 되면 아파트의 평균매매 가격의 3.19%가 떨어지는 것을 의미하며 이 지역이 소음피해지역으로 고시되어 있는 상황을 매우 잘 나타내고 있었다.

기후변화 대응 및 녹색성장을 위한 산림의 중요성이 대두되고 있는 시대 변화에 발맞추어 우리나라에도 산림치유에 관한 산업이 급부상하고 있다. 2007년부터 산림치유와 관련된 산림청 기획 연구과제가 수행됨에 따라 산림 치유에 대한 본격적인 연구와 정책이 시작되었다. 산림의 다양한 환경요소를 활용해 현대인의 건강을 증진시키는 산림치유(Forest healing)에 대한 국내외 연구사례와 언론보도 등으로 산림치유에 대한 사회적 관심은 최근 10년 사이 그야말로 폭발적인 관심을 끌었다. 지방자치단체의 대부분이 직간접적으로 산림치유와 관련된 정책을 추진하고 있으며, 민간에서도 관련 사업이 활성화되고 있는 것을 쉽게 찾아볼 수 있다. 특히 현 산림청장이 국립대학의 산림치유학과 교수였던 이력을 보더라도 산림치유에 대한 국가적인 기대도 크다는 것을 느낄 수 있다. 최근 산림정과 녹색사업단이 공동 기획한 산림치유 전문지 'ECO HEALING (에코힐링)'의 창간 또한 이러한 사회적 관심과 요구에 부흥하는 일이라 하겠다. 그간 치산녹화에 주력해 우리 산림을 급부상시킨 산림경영인들이 이제는 시대적 요구에 걸맞은 혜안을 가지고 국가 시책과 사회적 요구에 앞서 나가 또 다른 산림 산업의 주역으로서 역할을 해야 할 때가 되었다고 생각한다. 산림치유 산업이 급부상하게 된 이유와 산림의 이로움을 재조명하는 과정을 통해 앞으로의 산림치유 산업의 전망을 살펴보고자 한다.

‘구민의 소리는 제가 직접 듣습니다.’ 서울시 양천구의 허완 구청장실의 문은 항상 활짝 열려있다. 그리고 그 문으로 수많은 양천구민이 들락거린다. 특별한 시간제한이 있는 것도 아니다. ‘구청은 구민을 위한 봉사기관’이라는 생각을 가진 허 구청장은 자신을 만나기를 원하는 사람은 100% 만나야 하고, 좋은 것이든 나쁜 것이든 구민의 소리를 직접 듣기를 원한다. 그런 만큼 직원들에게 요구하는 것도 많다. 구정 업무나 정책에 대한 제언 · 개선안 제출, 구민을 위해 더 많은 일을 하기 위해 구민 생활 속으로 찾아가는 일 등등. 이들의 수고로움으로 양천구민들은 깨끗하고 편안한 환경 속에서 생활하고 있다. 민선 시대가 되어 더욱 소신껏, ‘주민을 위한 것’에 대한 어떤 간섭도 없이 일할 수 있어 좋다는 허구청장. 더욱 활력적으로 일하기 위해서 건강관리에도 남다른 정성을 쏟고 있는 그를 만났다.

해상기상은 재박 및 운항 선박의 안전에 중요한 영향을 미친다. 따라서, 관제구역에서 선박 안전운항을 관리하는 VTS에 있어 기상예보 및 국지적 실시간 기상정보를 모니터링 하여 대상선박에 대해 사전 안전조치를 취하거나 실무 관제에 중요한 참고자료로 활용해야 함이 해양사고 예방을 위해서 절대적으로 요청되고 있다. 이 논문에서는 겨울철 기압골 형성에 따라 동해안에서 자주 발생하고 있는 북동방향으로 부터의 스웰 유입에 대해, 2011년 1월 1일 포항항에 큰 스웰 유입 당시의 해상기상에 대한 예보 및 실측 자료를 분석하여, 문제점을 고찰하고 선박관제 운용에 있어 기상정보 활용의 중요성을 부각시키고자 노력 하였다. 아울러, 기상청 홈페이지에서 제공하고 있는 상세 기상정보를 선박관제 운용에 활용하고 있는 포항청 사례를 소개하여 타 항만에서도 해상기상 악화에 대비 대응할 수 있는 방안 모색에 도움이 되고자 한다.

(주)동방아그로는 농업용 악제 제조 및 가공 판매 등의 사업을 영위할 목적으로 1971년에 설립된 회사다. 설립 이후 물과 6년 만인 1977년 6월, 한국거래소에 상장될 만큼 급속한 성장을 이룬 동방아그로는 안전과 환경 문제에 있어서도 철두철미한 모습을 보여 각종 대회에서 수상실적을 올렸다. 2012년 동방아그로 부여공장은 Farm Chemical International 잡지와 듀폰사가 후원하는 환경존중상(Environmental Respect Award)을 수상했다. 환경존중상은 환경보호에 탁월한 능력을 보인 기업이나 사업부 등에 수여되는 상으로 약 70여 년의 역사를 가진 전통 있는 상이다. 여기에 올해는 대한민국안전대상에서 소방방재청장상을 수상했고, 또 안전보건공단이 주최하는 명예산업안전감독관 수범사례 발표대회에서 장려상을 받기도 했다. 이 같은 수상실적을 달성할 수 있었던 데는 안전경영을 펼치고 있는 정환명 공장장의 지원이 컸다. 부여공장 정환명 공장장을 찾아 안전경영에 대한 그의 철학을 들어봤다.

다가올 초고속 정보망 시대에는 많은 부분에서 커다란 변화가 예측되고 잇다. 이러한 미래의 정보화사회에서 요구되는 효과적인 기술 개발전략을 설정하기 위해서는 미래에 대한 정확한 예측이 선결조건이라고 하겠다. 그러나 미래를 정확하게 예측하는 것은 비록 그 범위를 기술분야로 한정시킨다고 하여도 매우 어려운 일임은 주지의 사실이다. 일례로서, 1898년 미국 특허청장 듀엘은 "발명될 수 있는 것은 이미 모두 발명되었기 때문에 특허청을 폐지하자"라는 제안을 한 적이 있으며, 인텔의 공동설립자인 고든 E.무어는 마이크로 프로세서를 채용한 초기 형태의 개인용 컴퓨터 개발제의를 "개인적으로 볼때 그러한 시스템은 전혀 쓸모없다고 생각되며, 일고의 가치도 없다"라고 말한 바 있다.본 고에서는 구체적이고 상세한 기술에 대하여 논의하고자하는 것이 아니라, 향후에 전개될 초고속정보망에서의 정보기술개발의 전략적 방향과 정보기술이 가져야 할 특성의 대강에 대하여 기술하고자 한다. 먼저 새로운 패러다임 변화의 필요성 및 정보기술에서의 그 형태에 대하여 기술한 후, 새로운 패러다임에 따른 개발전략을 기술, 사업의 형태, 개발환경의 세가지 관점에서 논의한다. 그리고 초고속 정보 통신 기술이 지향하는 핵심 기술 요소 및 그 기본기술에 대하여 설명한 후, 끝으로 결론을 맺는다.

On the basis of the cookbooks and Data Base of the Korean Classics(http://db.itkc.or.kr/itkcdb/mainIndexIframe.jsp), this paper analyzed the fermented soybean listed in the general documents of the Chosun Dynasty(1392~1897) and the Goryeo Dynasty(918~1392). In the Goryeo Dynasty, there are 15 kinds of Jang(soybean paste or solution), among which are Jang (soybean paste fermented by mold)(6 documents), Yeomgjang, Yeomshi(2), and Gaejang(1). However, the cookbook at that time is defunct. The Goryeo Court relieved the famine-stricken people by proving them with Jang. In the Chosun Dynasty, 111 kinds of Jang were listed in the general documents, and 153 kinds in cookbooks. There were 55 kinds of general Jang, such as Jang(204), Yeomjang(63), Chojang, Goojang(7), and Gaejang(6), are listed in the general documents, and in the cookbooks, there are 55 kinds of Jang, such as Sookwhangjang(9 cookbooks), Daemaekjang(8), Myeonjang(8), Saengwhangjang (8), and Yooinjang(8), and among them, 13 kinds belong to the Chinese origin. A total of 9 Kinds of Ganjang(soybean solution fermented by mold), such as Soojang(30), Cheongjang(23), Gamjang(8), and Ganjang(3) are found in the general documents. In the cookbooks, 12 kinds of Jang, as Cheongjang(10), Cheonrijang(4), Ganjang(3), and etc., are listed. There were 9 kinds of Gochoojang(red pepper-soybean paste), such as Chojang(12), Gochojang(3), and etc., are listed in the general documents, and 9 kinds as Gochojang(7), Manchojang(7), rapid Manchojang(4), and etc., are in the cookbooks. In addition, 16 Kinds of Yookjang(fermented soybean-meat paste) as Haejang(15), Hyejang(11), Yookjang(11), and etc., are found in the documents, and 22 kinds as Nanjang(9), Gejang(6), Yookjang(5), Shoigogijang(4), and etc., are in the cookbooks. Eighteen Kinds of Shi(soybean paste fermented by bacteria) as Yeomshi(40), Shi(35), Shijang(6), and etc., are recorded in the documents, and 19 kinds as Jeonkookjang(6), Shi(4), Sooshijang(4), and etc., are in the cookbooks, and among them 11 kinds belong to the Chinese origin. Six kinds of Jipjang(aqueous soybean paste) as Jipjang(7), Uoopjang(4), Pojang (2), Jangzoop(2) are recorded in the documents, and 15 kinds as Jipjang(9), Zoopjeo(7), and Hajeoljipjang(5) are in the cookbooks. Soybean paste, or solution for relieving hunger is not recorded in the documents. However, the Chosun court, for the purpose of relieving famine-stricken people, used general Jang. Such 21 Jang to relieve the famine-stricken people as Pojang(7), rapid Jang(6), and Sasamgilgyeongjang(4) are listed in the cookbook. Geonjang(dried soybean paste), Nanjang (egg-soybean paste), Doojang(soybean paste), Maljang(random soybean paste), Myeonjang(wheate-soybean paste), Sodoojang (red bean-soybean paste), Yookjang(soybean-meat paste) and Jang(soybean paste) are recorded in the documents, as well as in the cookbooks. Chinese-original Jang and Shi are recorded in the cookbooks, with no list in the general documents. Therefore, it seems that it didn't pass down to the general public.

A prototype of closed-type transplant production system(CTTPS) with fully environmental control was developed to produce massively quality transplants. Four photosynthetic photon flux(PPF) levels of 200,300,400 and 500$\mu$mol . m$^{-2}$ .s$^{-1}$ , four photoperiod levels of 1816 h,12/12h, 9/15 h and 6/18 h were provided to analyze the growth and development of cucumber plug seedlings(Cucumis sativus L., cv. Kyuewosalichungiang) as affected by PPF and photoperiod in a CTTPS. Effect of photoperiod on the growth and development of cucumber plug seedlings produced in a CTTPS was higher than PPF, Stem diameters dry weight of shoot and roots number of leaves, leaf with and length, and SPAD value of cucumber plug seedlings produced in a CTTPS were significantly high as compared to the control. But stem length of plug seedlings produced in a CTTPS was shorter than those of the control. Growth characteristics of cucumber plug seedlings raised at photoperiod of 6/18 h and PPF of 200$\mu$mol . m$^{-2}$ .s$^{-1}$ were similar to the those of the control. These results suggest that cucumber quality transplant can be produced at relatively short photoperiod and low PPF, It means that the electric energy consumed for the production of cucumber plug seedlings in a CTTPS can be saved.

With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.
