Estimation of Travel Demand Changes Resulted From Railway Investment (철도 투자에 따른 수요변화 추정방안 연구)

  • Although the amount of travel demand is a critical factor in a benefit-cost (B/C) analysis of railway investment, the travel demand changes especially for induced demand have not been considered. Therefore, the basic study of how to estimate travel demand changes after railway investment is worth investigating. This study reviews the methodologies for estimating diverted and induced demand generated after railway investment, and proposes appropriate approaches that will help railway planners to practically apply them in a case study. Further, the research stimulates the needs of consideration of the travel demand changes in the feasibility studies of railway planning.

  • Due to various reasons (normally financial constraints in developing countries), it becomes common to change of the business model from state-run projects to Private Investment Projects (Public Private Partnership) in the global railway businesses. However, due to the nature of railroads compared with other types of infrastructure such as roads and others, railway business require considerable construction cost and O&M cost through the business development, construction, and operation and management stages. Therefore, private investment railway projects, especially in developing countries, can be problematic in terms of the potential for uncertainty when return on investment cannot be guaranteed. In order to strengthen the competitiveness of domestic companies when entering overseas railroad PPP projects, this study proposes PPP-related risks and their countermeasures by reviewing global railroad trends and identifying Korea's weakness in managing international railroad projects.

  • 국내 철도사업은 1899년 경인선이 개통된 이래 1970년대까지 지역 간 수송수단으로써 여객은 물론 산업물자 수송 등을 통해 국가 경제 발전의 초석이 되었으나, 1970년대 이후 고속도로의 투자와 함께 자동차 대중화 시대를 맞이하면서 철도는 도로교통에 지배적 위치를 내어 주게 되었으며 계속되는 투자부족과 수송시장의 변화에 대처하기 어려운 철도운영체계로 인해 서비스 수준 저하, 수요감소, 수입 감소로 이어지면서 경영적자를 야기하고, 이러한 재정적 어려움은 재투자를 어렵게 하는 등의 구조적 악순환이 반복되고 있다.(중략)

Appropriate Stock and Investment Estimation through International Comparison of Surface-Transportation Infrastructure Stock (육상교통 SOC 스톡의 국제비교와 목표 스톡 및 투자규모 산정)

  • We try to evaluate the stock level of Korean transportation infrastructure comparing Korean SOC stock level with those of OECD countries. In order to do so, we work on indices to show the transportation infrastructure stock levels of various countries. Among several indices, we select the effective road-extension rate per population density and the effective railroad-extension rate per population density corresponding to road and railroad. We compare Korean road and railroad stock levels with those of OECD countries, to make use of the effective road-extension rate per population density and effective railroad-extension rate per population density. We choose the Britain, Greece, Portugal, and Sweden to compare Korea because their sizes of population and territory are similar to those of Korea. Using International comparison, we arrive at the conclusion that Korean road and railroad stock levels are 63.4% and 53.2% of those of four countries respectively. In addition, we estimate the target level of road and railroad stocks and compute the target level of investments in road and railroad based on the result.

  • Recently, The government is actively transit road-oriented Traffic System to the eco-friendly and high-efficiency railroad-oriented transportation system for the sustainable green growth. The second plan of Nationwide Railway Network which has been officially announced rearrange to integration, multi-core, open architecture country by the railway network and integrate to the one mega city that rink an important city in one hour 30 minute. But the railroad industry is disadvantageous when it compares with the road industry on the ground that railroad industry peculiarities(a cost-benefit analysis, an environment value, etc) have not reflected in the (preliminary) feasibility study for SOC industry. The government establish Improved methodology of Rail Investment Rating System and improved preliminary feasibility study in railroad project by introduction many content(analysis periods, rate of discount, the benefits of shortening of transit hours, the estimation of traffic accident reduction benefits, investment cost of vehicle substitution and operation and maintenance cost of high speed rail) about the Improved methodology of Rail Investment Rating System. This study is intended to consideration the key content that was included in the Improved methodology of Rail Investment Rating System. In addition, the points to be considered for additional study have been reviewed in this study. We hope we will carry out make a reasonable and objective Rail Investment Rating System and to perform the railway industry of the virtuous cycle such improvement plans are reflected at a hereafter railroad section.

  • With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we propose methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, social, and transportation-related ones and then, explain the way how to evaluate the overall sustainability by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.

  • 최근 전 세계적으로 문제가 되고 있는 지구온난화의 주범인 탄소 배출에 대한 규제 움직임과 더불어 미래도시철도는 저탄소 녹색교통수단으로 다시금 각광받기 시작하고 있다. 그러나 철도수단 자체의 태생적인 단점과 장기간에 걸쳐 건설되는 인프라와 막대한 투자비용은 철도 투자확대에 여전히 걸림돌로 작용하고 있어 미래도시철도 중심의 교통체계 구축을 위한 획기적인 대안이 절실한 상황이다. 이에 컴퓨터 시뮬레이션으로 배선 설계, 차량운행, 유지보수 등 건설하려는 미래도시철도 시스템을 모델링하고, 단기/중기/장기 예측 및 효율성 분석하여 막대한 투자비용을 절감할 수 있는 미래도시철도 시뮬레이션을 통한 비즈니스 모델을 제시하려고 한다. 본 논문의 구성은 서론에서는 연구 배경 및 필요성, 연구범위에 대해 살펴본 다음, 본론에서 미래도시철도 시뮬레이션, 녹색 성장 비즈니스 모델, 사례연구 결과에 대해 설명한다. 끝으로 미래도시철도 시뮬레이션을 통한 녹색 성장 비즈니스모델의 기대효과에 대해 설명한다.

  • In the new growth theory, R&D stock is the third factor of production excluding a labor and capital. In this point, a R&D stock is located in a capital which is accumulated by money like existing capital and this is a knowledge capital. The effort for escalating this knowledge capital is R&D investment and R&D stock is an accumulation of this. A contribution degree of the economic growth and a return of R&D investments are analyzed by an estimation of relation R&D stock and a total factor of productivity. This study analyzed R&D stock of railroad R&D investments and compared R&D stock with a technical level. So, a technical level is proportionally escalated following escalation of R&D stock. and compared railroad industry weight on the GDP with a railroad R&D stock weight on whole industries R&D stock. According to a relatively small railroad R&D stock weight against the railroad industry weight, a continuous railroad R&D investment is needed.
