A Study on the Changing Factors in Rail Policy in the UK (영국철도정책의 변화요인조사를 통한 시사점 분석)

  • This paper analyzes the changes in rail policy in the UK between 1948 and 2007. The UK rail system, once a nationalized industry, was privatized in 1994. Consequently it increased the role of government after 2000, which was a year of frequent rail accident. Recently the UK rail system has made solving global warming and EU interoperability in rail. This paper examines the main factors in changes in rail policy in the UK, which is through the ruling party's ideology, comprehensive transport policy, aimed at reducing global warming and rail accident. Moreover, this paper clarifies the characteristics of rail policy that is consistent with social role of rail, integrative transport policy and acknowledging the positive role of rail against global warming.

  • 본 논문은 TGV 개발을 중심으로 한 프랑스 철도정책 공동체의 정치, 사회, 경제적 배경과 정책결정자, 정책의 추진과정 및 설득과정을 분석함으로써 1960년대 이후 프랑스 공공정책 분야에서 급속하게 발달하게된 자유주의적 개혁을 설명함을 목표로 하고 있다. 프랑스 국영철도(SNCF)는 2차 대전이후 국민경제의 재건을 목표로 한 정부의 적극적인 지원하에 기술 및 생산성에서 세계적인 기록들을 수립했으나 민간부문의 교통수단들과의 경쟁에 직면해 경영의 어려움을 겪게 되었다. 이에 정부는 철도부문에 민간의 경영방식을 도입하고 적극적인 시장의 재탈환에 나서도록 이니셔티브를 부여함으로써 SNCF로 하여금 고속철도 기술을 개발하도록 이끌게 되었다. 나아가 이 과정에서 나타난 정책결정 구조와 정책의 설득과정에 대한 분석은 프랑스 철도정책 공동체의 특수성을 이해하게 해 줄 것이다.

  • This study is made to link up the policy analysis theory flame and practice concerning the analysis of the railroad logistics resources development policy and propose an alternative to feasibility for the railroad logistics resources development policy in general. The specific objectives to achieve the purpose of this research are as follow: First, In consideration of the railroad logistics resources development policy and theory of policy analysis idea and goals, for analysis of the railroad logistics resources development policy analysis are to be instituted more systematically. Second, the theory of the railroad logistics resources development policy analysis will be made more systematic and use it as basis of the said analysis for further.

  • Recently, the Korean government is considering a policy of adopting competition in railway transportation, such as the establishment of a subsidiary company to Korail as a company to operate a part of the KTX line, the separation of deficit-running lines of local railways and the opening of railway transportation to private operators. The termination of local railway service, which is a major provider of public transportation, will not only deprive the public of a means of transportation but also lead to a decline in the quality of public transit in general. The termination of local railway service is being decisively affected by the national railway policy. The purpose of this thesis is to clarify local railway policy in Japan by studying the development and philosophy of the local railway policy of the Japanese National Railway (JNR).

Comparative Study on Rail Freight Policies of Various Countries (철도화물수송 지원정책 국제비교 연구)

  • Railroad is considered as an eco-friendly transportation mode because it emits lower greenhouse gases and air pollutants and consumes less energy compared to trucking. To promote rail freight, many countries have implemented various policies, while South Korea has implemented few substantial policies. This study aims to compare and analyze rail freight policies of various countries in order to suggest policy implications to South Korea. We analyze relevant policies of 9 countries; these are classified into 5 categories, and we provide policy implications for facilitating rail freight infrastructure and equipments, grants for the transportation cost using freight rail, and road freight restriction policy.

  • Recently, as various metro lines have been constructed and connected to other lines the rate of utilization has also been increased. However, the existing fare policy which the government does still stick to causes not only inappropriate action to the demand pattern but aggravation of the profit of the operation company. This study reviewed rail fare policy of major countries such as Japan and U.K etc. to improve the rationality of fare policy in Korea. In order to systematical analysis of fare policy, such viewpoints as of fare decision method, the card fare discounting system, the structure of fare, and the government subsidy policy were reviewed. Based on the results from the review, various problems and improvement plans were drawn. Through this study, appropriate fare systems to urban railway users could be given to improve the chronic deficit problem of urban railway operators.

A Study on the Gilhoe Line Construction and the Consignment of the North Korean Railroad by the South Manchuria Railways (만철의 길회선 부설과 북선철도 위탁과정에 관한 연구)

  • This paper analyses the decision process of the Gilhoe Line construction of the Manchurian Railway and consignment process of the North Korea Line to the South Manchuria Railways as part of the 12-year Chosun railway plan. It was found that these two events were connected and could be explained by Japan's consistent continental policy, which had expanded its territory toward China. This paper explicates Japan's railroad policy and the characteristics of the Chosun railway. Moreover, evidence to identify connections among Japan's national railway, the Manchurian railway, and the Chosun railway has been scrutinized. One territory policy between Chosun and Manchuria is also examined. Comparison of new resources on the Gilhoe Line construction of the Manchurian railway and the 12-year plan of the Chosun railway, and their correlations, is expounded. This paper elucidates that the Gilhoe Line construction and the North Korea line consignment operation by the South Manchuria Railways had the intention of obtaining Japanese military and economic supremacy over East Asia.

Reviews on the Conflicts Among Interest Groups in the Process of Railway Restructuring: Focusing on the ACF(Advocacy Coalition Framework) (철도구조개혁 과정에서의 이해집단간 갈등탐색에 관한 고찰: 옹호연합모형(ACF)을 중심으로)

  • The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.
