  • Property development along railway lines is a critical issue at present. Because various railway lines exist in most large cities, there are numerous properties and open spaces to be developed for communities associated with these lines. The active development of railway properties can be a means to resolve housing shortage problems in cities. In this first part of this paper, noise and vibration levels of an artificial area of land and apartment complex are measured and evaluated to derive a design strategy for vibration reduction purposes.

A Study on Isolation of Mixed Heavy Metal-Contaminated Soil and the Waste in Railroad Workshop (철도 정비창의 폐기물과 혼합된 중금속 오염토 분리에 관한 연구)

  • In this study, it was sampling from heavy metal-contaminated soil with the waste in railroad workshop. And, the pollution concentration and analysis of particle-size distribution were conducted to design efficient purification process that it was aimed at high contaminated area, low contaminated area and samples containing waste foundry sand. But, it was the other signs of general soil contamination, as construction waste of waste concrete and waste wood, waste foundry sand, incinerator ash, etc is overall buried on the grounds. Thus, the common heavy metal purification technology has not decreased the pollution. However, heavy-metal contamination was reduced by magnetic separation utilizing the magnetic component of the mixed waste.

Human Risk Assessment of Soil Contaminated with Heavy Metal by Waste Reclaimed in Railway Maintenance Site (철도정비부지 내 매립된 폐기물에 의해 중금속으로 오염된 토양의 인체위해성 평가)

  • This study carried out a human risk assessment of Cu, Pb, Zn and Ni contained in soil contaminated by improperly buried heavy metal wastes in railway sites. The purpose of the human risk assessment is to derive the need for soil remediation and factors that should be considered during soil remediation. Risk assessment was performed in accordance with the Environment Ministry's Risk Assessment Guidelines. The results of the human risk assessment of contaminated heavy metal soil contaminated by improperly buried waste in the railway site were presented after the process of determining exposure concentration, calculating exposure, and determining carcinogenic hazards. The heavy metal content of soil is 621.3 Cu mg/kg, 2,824.5 Pb mg/kg, 1,559.1 Zn mg/kg and 45 Ni mg/kg, which is the exposure concentration of the target contaminant. The results of human exposure according to exposure pathways were high in the order of soil outdoor dust >soil ingestion >soil contact, and Pb >Zn >Cu >Ni were higher in order of contaminant. The carcinogenic and noncarcinogenic risks of soil contaminated with heavy metal waste were higher than the allowable carcinogenic risks (TCR> $10^{-6}$) and the risk index (Hi < 1.0) suggested by USEPA. Therefore, the site needs to be remediated.

  • When designing the size of a heavy maintenance shop for rolling stock, it is required to arrange buildings and facilities in the minimum site so as to improve the maintenance efficiency. However, the fluctuation rate (hereinafter "allowance rate") on which factors such as service and maintenance fluctuation should be applied when estimating the size of the maintenance shop has been used without verification. The objective of the study is to calculate a reasonable allowance rate and to review its appropriateness through the analysis of the facilities layout and process simulation to absorb the above elements into the staying time in the heavy maintenance shop. Since the working time, in this study, is assumed to be average working time, 10~20% was given to the standard deviation of working time in consideration of difference between workers, and possible allowance rate was drawn by analysis of the simulation results. In the future, it is required to optimize the size of the shop by applying appropriate allowance rate through scientific review of such factors as O&M plan, R/S reserve rate, capability of the shop, outsourcing rate, standard work amount, and so on.

A Study on the Improvement Plan of Railway Station & Surrounding Area for Regional Regeneration (Focused on Baegun Station of Incheon) (지역재생을 위한 철도역사 및 역세권 정비계획에 관한 연구 (인천광역시 백운역을 중심으로))

  • This paper suggests some strategies for the regional regeneration of Baegun Railway station and surrounding area. One is the reduction of the regional unbalance in those divided into two parts, the other is multi-dimentional plan through the efficient land-use on the side area of railway. For these regional regeneration, providing integrated transit system for the passenger's convenience, connecting existing green axis and creating green zone covering the railway, modifying and improvement of residential environment are suggested.

  • In the railroad rolling stock depot, long-term maintenance tasks is done regularly every two or four year basis to maintain the functionality of equipments and rolling stock body or for the repair operation of the heavily damaged rolling stocks by fatal accidents. This paper addresses the computer simulation model building for the rolling stock maintenance shop for the CDC(Commuter Diesel Car) and Generator Car planned to be constructed at Daejon Rolling Stock Depot, which will be moved from Yongsan Rolling Stock Depot. We evaluated the processing capacity of two layout design alternatives based on the maintenance process chart through the developed simulation models. The performance measures are the number of processed cars per year, the cycle time, shop utilization, work in process and the average number waiting car for input. The simulation result shows that one design alternative outperforms another design alternative in every aspect and superior design alternative can process total 340 number of trains per year 15% more than the proposed target within the current average cycle time.

  • 우리나라는 하천법 및 소하천정비법에 의거하여 하천기본계획 수립 또는 하천의 지정 및 변경고시 시 하천구역을 지정하고 있다. 하천구역은 일반적으로 제방부지 및 제방하심측 토지경계를 기준으로 지정하나, 제방이 존재하지 않는 무제부 구간의 경우 명확한 제방경계가 없는관계로 하천법 제 10조 3항에서 5항까지 별도의 기준을 통해 하천구역 지정을 권장하고 있는 실정이다. 하천구역 설정 시 기준으로 삼는 횡단측점 자료의 경우 그 특성상 하천의 종단방향으로 불연속적인 특징을 갖고 있어 평면상 정확한 경계의 파악이 어려우며, 도로·철도 등 선형시설경계를 하천구역으로 설정 시 편입용지의 보상기준이 모호하여 다량의 민원이 발생하고 있다. 본 연구에서는 하천정비 시 기본계획이 수립되어 각 횡단측점별 결정된 계획홍수위를 기반으로 인접 지형의 홍수위 영향범위를 자동으로 추출하여 하천구역을 정밀하게 결정할 수 있는 방법론을 정립하고자 한다. 첫째로, 하천중심선의 각 측점의 위치정보와 하천의 지형을 위상정보체계로 구성하여 DB를 구축하였다. 둘째로, 측선과 측선사이 절점에 계획홍수위를 선형보간하여 부여하고 이를 지형도의 최단거리에 위치한 지형의 격자표고와 비교해 침수여부를 판단한다. 셋째, 최단거리 지형격자가 침수로 판단될 시 인접한 8개 지형격자의 지형표고와 홍수위를 비교하여 반복적으로 위 과정 수행을 통해 계획홍수위 기반 침수범위를 추출한다. 마지막으로, 이를 수치지형도에 중첩시켜 최종 정밀 하천구역을 결정할 수 있다. 이를 이용하여 산정된 정밀한 하천구역 경계설정을 통해 하천 내사유지 편입을 최소화함과 동시에 명확한 하천구역 구획기준을 정립하여 토지소유주와 담당부처 간 논의 시 기반자료로 활용될 수 있고, 하천구역의 신속하고 정확한 구역설정을 통해 하천인근의 토지이용 고도화 및 효율적인 이용이 가능할 것으로 기대된다.

Analysis of Consciousness and Model on Land for the Another use After Quarrying (채석장의 부지 활용에 대한 의식 및 모델 분석)

  • The study was conducted to develop an effective forest resources use models for an alternate use of abandoned quarry by an attitude survey. According to the result of survey, a pessimistic view due to dust, noise pollution, and forest damage was 5% higher than an affirmative view by economic benefits from the development of quarry. The 42% of the respondents preferred the alternate use of abandoned quarry and the 25% of the respondents wanted an art and cultural space. The optimum size of alternate use was 5-10 ha (43%) with the requirement of nearby residents (32%). According to the SWOT analysis for abandoned quarry, the strength factors were an effective use of land, the content development of modern industrial inheritance + cultural and art fusion, attraction for nearby city and visitors, a harmony of beauty landscape and clean environment, and a sustainable increase of domestic and foreign visitors with the 5-day-work week. The opportunity factors were the improvement of traffic networks through KTX and local highway, the creation of the new growth engines with the establishment of artistic creation belts, the providing of unique cultural and art space through grafting of tour and education, the creation of local income through stone processed goods, and the vitalization of local development through eco-city. The weakness factors were a psychological remoteness and backwardness, and the weakness of staying tour infra. The threat factors were a poor financial support for sustainable development in nearby quarry and a modify of legal and institutional system for the alternated use of abandoned quarry. The developed restoration models for the alternate use in abandoned quarry are classified to a sculpture park, a waterfall and lake park, a rock-climbing, a sports park + forest park, a native botanical garden, a culture and art park, a complex park, a water storage site, a water storage site to extinguish forest fire, a geriatric hospital, an agricultural facility, and a school site types etc. The results suggest that the alternate use in the abandoned soil and stone quarry is needed to establish facility use models with consideration of user's preference.
